SUPERVISED CONTACT CASE AGREEMENT BETWEEN CUSTODIAL AND NON-CUSTODIAL
PARENTS/GUARDIANS FOR BENEFIT OF:
Prior to the commencement of supervised contact, planning takes place between Interactive
Community Care Pty Ltd and the adult(s) involved in the contact sessions. The designated contact case
supervisor will aim to meet and introduce themselves to the child/young person/s, guardian and/or carer
and school/nursery prior to any initial supervised case contact.
The supervised contact written agreement (known as Supervised Contact Contract & Plan) will outline,
dates/frequency, times, venues, expectations of family members attending contact etc. This agreement
will clearly outline the consequences of failed or negative contacts, and is attached to this agreement.
Please note that this has a commercial service costs attached to the service. Terms and conditions for
payment is part of this agreement.
Once completed and signed by the parent(s)/guardians the written agreement will be forwarded to the
Service Manager/General Manager/Referrer for their endorsement. The Service Manager will then send
out the signed copy to the parents with a covering letter.
a. When a contact session is missed by a parent or other relative the Service Manager and/or
relevant service personnel will be informed as soon as possible, (External providers are
expected to report missed or negative contacts on a daily basis to both referrer and Supervised
Contact service) the Service Manager will then discuss the reasons for the missed contact with
the family and feedback to supervised contact service;
b. In the event of two missed contacts without satisfactory explanation or contact being cut short
for reasons of parental lateness or leaving before end of the scheduled session or a pattern of
missed sessions contact will be held in abeyance. Interactive Community Care will notify the
referrer of all dates of non-attendance. The Referrer will then write to the family or their solicitor
saying contact will not continue until the family contact / meet with the Referrer to discuss their
reasons for not attending as their actions are detrimental to their child’s needs;
c. If there are any issues, a discussion whether on phone or in person/s will be held with
adults/referrer involved to consider whether the level and duration of contact is appropriate and
in the child’s interests. The Court will be notified of nature of discussion that has taken place
and a copy of the amended written agreement forwarded. The Court may make variations to
Orders. Interactive Community Care will require a minimum of 48-72 hours to reinstate the
sessions;
d. Regular incidents where the case is held in abeyance must result in the contact being subject to
a review. This meeting will be coordinated by the Supervised Contact Coordinator;
e. The parent(s)/guardians will be aware of this procedure through the initial letter from our Service
Manager and their Supervised Contact Contract & Plan, which will clearly outline the agreed
frequency of contact, time, venue etc. and will be reminded of it at the time;
f.
In the event that there is no available or suitable case contact supervisor available on the dates
nominated, negotiations will take place of a suitable date/time subject to agreement by both
parties. Written confirmations will be sent to both parties.

g. Supervised Contact Service will close their involvement following a 4 week period in cases that
parents are not engaging. Notification of this will be sent to referrer. A re-referral can be made
should the situation change following the outlined procedure;
h. Parental lateness (15 minutes or more, without communication) will be reported and the child
will be returned to the carer. No contact will take place. Parents may be asked to telephone to
confirm that they will attend, particularly for new babies. This prevents unnecessary disruption to
the child.
i.
If the parties responsible for paying for the visit arrives or arranges for the visit without having
made up to date payment, and the child is present, the visit shall take place. However, the party
is responsible for making payment within 72 hours ahead of the next scheduled supervised
visitation. If payment is not received, the visitation shall be put on hold and all parties’ council
will be notified. The visits shall not resume unless payment is received or the presiding court
orders differently.
Suspension and cancellation of service will occur if:









The young person is sick and/or in ill health beyond the scope of a comfortable contact visit;
Lateness from either party may not automatically result in missed time to be made up at the
end;
If you are not able to make a session, please let us know if advance so as not to upset the
young person/s; please note that a cancellation fee may apply;
Violent or aggressive behaviours as defined by contact case supervisor/court orders will
result in the contact being ended immediately;
If the contact supervisor believes that there is significant discomfort by the child or risk of
harm to the child, the contact will be ended;
Breach of any Family Court Orders or conditions will also result in termination of visits;
Non approved individuals present at contact may also affect contact case supervision;
Agreed terms and conditions of payment have not been satisfactorily executed – late
payment fees may apply.
No available staff to provide contact supervision.
The reasons for the termination of the contact session will be explained to the
parents/guardians/other approved relatives and to the young person/s.
All contact case supervision reports are confidential and are produced for Family Law Court on
request..

The most important people in the Contact Case Supervision are the young person/s. We aim to
ensure there is a warm, sociable atmosphere and where possible non-intrusive atmosphere
where your child or young person/s and you can relax and enjoy themselves within the agreed
allocated time.
This agreement ensures that parties to contact whether custodial or non-custodial respect
communication with Interactive Community Care, its employees and to ensure that all parties
clearly understand their responsibilities in supervised case contacts. Where there are any
infringements, the contact case supervisor will select the most appropriate point of intervention
at their discretion.
In summary:

There must be no arguing in front of any of the young person/s. Abusive or aggressive
behaviours, racist or other offensive remarks will not be tolerated. Any visits with such
contact will result in visitors/visitation being terminated.

There shall be no confrontation with contact case supervisors during a visit. While we
recognise that a party may have differences in opinion, it is not appropriate to discuss
them in front of the young person/s. As a professional service of a party affecting a
young person/s, be mindful of any discussion/opinions expressed may be documented
and required for Family Court.

Supervised case contact means that the young person/s will not be left alone with the
visiting parent/guardian/visitors at any time. The supervisors must be within the
supervisors’ hearing and sight at all times.

There shall be no whispering, no use of foreign language/swearing, no name-calling, no
ridiculing, no “loud” talk and no note passing.

Neither party shall speak negatively about the other in front of the child; care should be
taken that this respect should also be extended to all supervised contact case staff and
service personnel.

No visitation should result in promises made that is difficult or requires court permission
e.g. “You will come with me on holiday” unless there is clear agreement of variation to
Family Court Orders (“Orders”).
Termination of Visit
During the course of visitation, Orders are strictly followed. Please note that if the supervisor
believes that if any breach in the Orders or discomfort experienced by young person/s, the visit
will be terminated.

The young person will be transported by the parent. Initial meeting point is at Parramatta offices;
subject to variation with agreement through Court Orders/parties.
Coordinated by Interactive Community Care Personnel Consultants. Mother is permitted to be in
the room as per agreement between parties on xx/xx/2016.

Supervised contact will take place normally at: Interactive Community Care. Emergency contact
numbers on file. Times of contact will be by mutual arrangement and coordinated by Interactive
Community Care.

7. Arrangements for monitoring each contact case Provided by contact case supervisors by Interactive Community Care. A room with some basic
supervision
toys will be available, but parents are encouraged to bring appropriate favourite toys/books etc. If
contact falls within lunch period, appropriate arrangements should be made for food and drinks.
These are not provided by ICCARE and are at cost/arrangements of parents.
8. Arrangements for monitoring the contact plan
Service Manager of Interactive Community Care and Personnel Consultants. Case notes are
kept on file and can be produced as per terms and agreements of contact.

Intake Assessment and Its Purpose:
Prior to any service being accessed, both adults involved must have completed an
intake assessment at our Parramatta office.
The purpose of the Intake assessment is:





To identify supervision needs.
To consider the nature and extent of any risk.
To appraise whether the service has the capacity and resources to provide
the type of supervision required.
To provide a meeting for a full and frank exchange of information between
the parties and this agency so that each can make an informed decision. The
information exchange will include details of the purpose, duration, limitations
and costs of the service. Also considered at these interviews will be issues
around security arrangements and the nature of that security will be
identified. Data collection and limits to confidentiality will be discussed.
Assess whether the proposed arrangements serve the interests of the child.
Fees:





Intake Assessment: $75 for each party. Conducted at our Parramatta office
by appointment only.
Supervised Visit: $75 per hour, minimum two hours per visit.
Changeovers: $50
Preparation of Court Reports: $350
Court Attendance: $150 per hour
GST is payable for all charges.
