"INSTRUCTIONS TO TENDERERS FOR E-TENDERI NG"
1.1
Prep aration of e-tend er :
1.1.1
Before submission of the e-tender, the tenderers are required to make
themselves full y conversant with the technical specification, drawing,
special instructions to tenderers, instructions to tenderers, general
requirement of specification including S chedules and General conditions of
Contract of form "B" as ma y be applicable so that no ambiguit y at a later
date in this respect.
An y incons istenc y or ambiguity in the offers made b y the Tenderer shall be
interpreted to the maximum advantage of DVVNL and dis-advantage to t he
Tenderer. The tenderer shall have no right to question the interpretation of
the purchas er in all such cases and the same shall be binding on the tenderer.
The tenderer should be prepared and submitted strictl y in accordance with
the instructions contained in t hese specifications. The tender shall be
completed in all respect. Tender must be submitted i n the manner specifi ed
on the attached prescribed schedule and/or copies there of. To complete t he
proposal, the tender must fill in the Tender form. Declaration, all schedules
and data sheet annexed with the specification item b y item in accordance
with the instructions and notes supplementar y thereto. The interpolation,
insertions, cuttings and corrections made in the tender offers should be dul y
initialled by the tenderer.
Tenderer shall supply the data required annex ed with the specification by
t yp i n g a t a p p r o p r i a t e p l a c e s a g a i n s t e a c h i t e m t o f a c i l i t a t e p r e p a r a t i o n o f
comparative statements. These sheets must be properl y signed b y authorised
r e p r e s e n t a t i v e o f t h e t e n d e r e r / m a n u f a c t u r e r t e s t i f yi n g t h e d a t a s u b m i t t e d .
All schedul es must be dul y filled in and shall be enclosed with each cop y of
t h e t e nd e r . In c a s e t h e t e n d e r e r d o es n o t s u pp l y a n y o f t h e r e q u i r e d
information at the time of tender necessar y loading ma y be made while
evaluating the prices of his offer without giving him an y further opportuni ty
to supply or clarit y the same. The tenderers are notified that in case t he
required informations are not furnished in the specified proforma/schedul es
attached with the specification, the purchaser shall not be responsible for
an y error in the evaluation of specification, the purchaser shall not be
responsible for any e rror in the evaluation of their tender on this account.
Further, the failure to empt y with this requirement ma y result in t he
rejection of the tender at the discretion of the purchas er.
P urchaser m a y revise or amend these specifications and drawings etc. prior
to date notified for opening of tenders. Such revision/ amendment(s) shall
be posted/uploaded on the e-procurement website h ttp ://etend er.u p.nic.in
a n d s h a l l a l s o b e d i s p l a ye d o n o f f i c i a l w e b s i t e o f d i s c o m a n d n e w p a p e r s
through C orrigendum maintaining reasonable time schedule for preparation
of tender by the tenderers and it shall also form an integral part of tender
document.
An y portion of the terms and conditions as laid down in these specifications
which are not clear to the tender should be got clarified from the purchaser
b e f o r e s u b m i s s i o n o f t h e t e n d e r s o t h a t a m b i g u i t y/ c o n f u s i o n a r i s e s a t a l a t e r
date in this respect. A set technical, descriptive and illustrative literature
alongwith drawing must accompan y each cop y of the tender so that a clear
standing of the equipment offered is obtained.
Tenderer, i f so desires, ma y authorise one representative for attending tender
o p e n i n g o n hi s b e h a l f . In s u c h i n st a n c e , r e p r e s e nt a t i v e sh a l l be r e q u i r ed t o
submit the authorisation certificate with his signature duly attested by t he
person signing tender on behalf of the Tenderer. This certificate shall be

Pre-qualifying conditions:
Tenders meeting following conditions only will be considered.

T esting f acilities:
The t enderers must have all necessary f acilities at their works for
c a r r yi n g o u t s u c h r o u t i n e a n d a c c e p t a n c e t e s t s a s p r e s c r i b e d i n t h e
r e l e v a nt IS S a n d a n y o t h e r r o ut i n e a n d a c c e p t a n c e t e st a s s p e ci f i e d i n
the specification.
Documentar y evidence of existence of such
facili ties will be filled alongwith the tender.
1.2.2
Type test:
(a) For Indigenous bids or f ully imported bids:

foreign collaboration of the tenderer at thei r works shall not be
acceptable for indigenousl y manufactured equipment.

reports submitted with tender.

additions or subtractions in their original price as listed in part-II of t he
tender on account of technical clarifications on deviation etc. against the
queries raised b y the purchaser to bring the equipm ent in the line with the
requirement of the specification the tenderers may revise their prices on et e n d e r s p o r t a l o n l y.
The tenderers can resubmit their tenders as and when required till the dead
line for submission of tenders. The tender submitted earlier will be
replaced b y the new one. The earnest money details submitted b y the

having their establishment in U.P . will be obtained b y the contractor from

E valu ation of T end er:
In comparing tenders and in m aking awards, the purchaser may consider
such fact ors as compliance with specifications, relative quality and
adaptabilit y of suppliers or services, experience record of integrity in
dealing abilit y to furnish repairs and maintenance services, the time of
d e l i v e r y, c a p a b i l i t y t o p e r f o r m a n d a v a i l a b l e f a c i l i t i e s s u c h a s a d e q u a t e
shops, plant equipment, technical organisation etc.
1.6.2
In case prices of some items are given in lump sum where unit prices are
required, purchaser reserves the right to evaluate unit prices on the basis of
the quoted lump sum prices.
1.6.3
In case, where a tenderer does not quote F.O.R . destination price asked for,
their, quoted unit prices shall be loaded by appropriate additional factors
on ex -works prices as below :
(a) Packing charges

If the tenderer fails to quote for an y of the item(s) component(s) as asked
for or confirms its supply free of cost, the highest prices as quoted b y other
tenderer(s ) for the same, shall be added to arrive at F.O.R. destination
c o m p u t e d p r i c e s o f s u c h t e n d e r e r f o r c o m p a r i s o n p u r p o s e s o n l y.
The price shall be compared inclusive of ex cise duty and S ales Tax /Trade
Tax and ex clusive of Octroi.

Splitting of Order
The purchaser reserves the right to split the order among various
successful tenderers in an y m anner he chooses, without assigning an y
reasons whatsoever.
Award of Con tract
The purchaser is not bound to accept the lowest or an y tender and m a y
reject an y or all the tenders, without assigning an y reason.
The successful Tenderer, if required to do so, may have to enter into a
contract agreement with the P urchaser as per General Conditions of form
'B ' and other conditions attached with the tender specification.
For signing the contract, a dul y authorised representative of the successful
Tenderer shall be required to sign and accept the contract at Agra within
the time specified in the letter of intent, faili ng which it shall be
considered that he is not interested in accepting t he offer and action as
deemed fit shall be taken b y purchaser without making an y further
correspondence with successful tenderer.
In come Tax and S ales Tax Certif icates:
The tenderer shall furnish with the Tender, Income t ax and S ales tax / Trade
t ax c l e a r an c e c e r ti f i ca t e o f c u r r en t, a s w ell a s o f th e p r e c e di n g ye a r , f o r m
t h e c o m p e t e n t a u t h o r i t y.
Alternatively the tenderer shall give valid reasons for his inability to
furnish such a certificate. The purchaser reserves the right to reject an y
tender, if income tax/sales tax clearance certificates are not furnished or
the reasons for the tenderer's i nability to f urnish such certificates, are not
given in t he tender.

Deviation s:
The offer should be strictl y in line with the conditi ons, specifications and
other requirements mentioned in this tender specification document. No
deviations are permitted ex cept under special circumstances. S hould t he
tenderers wish to depart from the general requirements of technical
s p e c i fi c a ti o n. G e n e r al c o n di ti on s o f c on t r ac t f o r m 'B' i n a n y w a y, h e m u st
draw specific attention to such departure (s).
All such deviations
s p e c i fi c a l l y b e f i l l e d u p i n r e l ev a nt d ev i at i on s c h e d u l e . If d e v i a t i on s a re
not specificall y re corded in these schedules and submitted along with t he
tender documents, it will be presumed that there are no deviations and this
interpretation will be binding upon the tenderer. Purchaser is, however,
not bound to accept all or any deviations as mentioned in such schedules.
Tenders are also advised not to enclose their own st andard or printed terms
and conditions for sale etc. as t he same shall not be considered.
1.11
Convassing:
No tenderer shall convass any Nigam 's official or the engineer, wi th
respect to his own or other tender. Contravention of this condition will
result in rejection of the tender, this clause shall not be deemed to prevent
t h e T e n d e r e r , f r o m s u p p l yi n g t o t h e E n g i n e e r a n y f u r t h e r i n f o r m a t i o n
clarificati on asked for b y the Engineer.

Manufacturers. These requirements of necessar y include some specific
elements of construction and materials but are not intended to preclude

SCOPE:
This specification covers design, manufacture, performance testing
inspection, packing and deliver y of equipments with accessories and
aux iliary equipment required for various destinations in U.P . The item and

DRAWING AND MANUALS :
The contractor shall furnish four prints of each of the following to the
Engineer of the contract within four weeks of the date of order.
a. General arrangement drawing of the equipment offered.
b. Detailed dimensional drawing and descriptive literature of all t he
component supplied.
c. Basic Electrical diagram.
In addition, the contractor shall also submit four prints to the Engineer
w i t h i n 3 0 d a ys o f t h e d a t e o f t h e c o m p l e t e b i l l o f m a t e r i a l w i t h e a c h i t e m
unidentifiable in the detailed drawing with reference. This will also include
detailed packing list of the equipment.
The Engineer shall return to the Contractor one pri nt of each drawing (a)
stamped "Approved" or (b) marked up with comments .
In c a s e o f ( a ) n o fu r th e r r e s u bmi s si on o f d r a w i n g is r e q ui r e d fo r E n gi n e e r 's
a p p r o v al . In c a s e o f ( b ) , t h e C o n t r a ct o r s ha l l c o r r e ct hi s o r i gi na l d r a w i n g t o
confirm to the comments made b y the Engineer and resubmit in the sam e
manner as stated above, within two weeks after the receipt of marked up
print by him.
The Contractor on receipt of print stamped "Approved" shall furnish to
Engineer of the contract, one direct reading reproducible of each drawing
and bill of material within two weeks of receipt of approved set.
2.5
MANUALS:
The contractor shall furnish three sets of bound copies of erection
commissioning and operation, maintenance manual giving detail ed
instruction, procedures, and precautions for all the equipment supplied b y
him to the Engineer. The manual s shall be specific to the equipment suppli ed
and not of general nature. One set of this manual shall also be packed with
each set of equipment.
2.6
RAW MAT ERIAL:
The contractor shall be responsi ble for timel y arrangement/ procurement of
all the raw materials required for the manufacture of all tendered items and
shall furnis h their test certificate to the purchaser. However depending on
t h e p ol i c y o f t h e G o v t . o f In d i a , P u r ch a s e r m a y i s s u e e s s e nt i al i t y c e r t i f i c a t es
for arrangement of such raw materials through CEN, DOE, DGTD or other,
who ma y allot the same of the C ontractor at their discretion directl y from
an y of the producers of such raw material or other source but without an y
financial li abilit y to the affecting/linking the delivery of the equipment with
the availabilit y of raw material against such certificat e or recommendation.
2.7
INSPECTION & TESTING:
As per clause 14 of General C onditions of C ontract Form 'B', the contract or

S uch additi onal test will be carri ed out at the P urchas er's ex penses.

Officer(s) in making random, sampling wherever considered necessar y t he
material shall be marked embossed or sealed by the inspection office aft er

The purchaser shall reserves the right to draw required number of
samples of other Major items of raw materials. These samples shall,
however, be drawn and sealed in the presence of C ont ractor or his authorised

PRODUCT ION SCHEDULE & PROGRESS REPORT:
The contractor shall furnish detailed production schedule for all maj or
components to be supplied. The schedule shall include dates of completion
of :
(a) The Engineering work
(b) Different phases of material procurement manufacturer & fabrication
(c) Delivery
A report on actual progress in percentage and date of completion of
each of the above items shall be sent to the purchaser ever y mount, starting
two months from the date of letter of intent or date of purchase order.

PACKING & DESPATCH OF EQUIPMENT:
All equipm ent/material shall be suitably packed for transport carriage at si te
and outdoor storage during transit. The contractor s hall be responsible for
an y damage to the equipment during transit due to improper and inadequate
packing. The case containing fragile or material easily prone to damage shall

Packing shall provide complete

provided. All packages shall be clearly marked with gross weight, sign

An y materi al found short inside the packing cases shall be supplied b y t he
contractor without an y cost. C ontractor shall ascertain, prior to shipment

max imum allowable package siz e for transportation. All packing cases and
packing material shall become the propert y of the P UR C HAS ER .
The equipm ent/ material shall be dispatched as per dispatch instruction
i s su e d b y S u p e r i nt e nd i n g E n gi n e e r ( MM ), D V V N L, A gr a . A t e l e gr a p h ic
intimation shall also be given to the consignee(s) immediatel y after t he
dispatch of equipment mentioning the specificati on number, name of
equipment, R /R No., date of dispatch, No. of packages, wagon number and
approximat e weight of each package to enable him to take deliver y & unload
material in case dispatch documents are not received b y him in time.
P acking list containing details of equipment for verifi cation at site shall al so
be placed i nside each package and shall correspond with the advice note and
approved bill of material. One set of manual as required in 2.5.5 shall also
be placed inside the package.

2.10
REJECTION:
2.10.1 P urchaser reserves the right to reject any equipment if during the tests at
works or at site, the test values achieved, do not com pl y with the respecti ve
standards, specifications and exceed the tolerable limi ts.

2.10.3 R ejection of an y equipment will not held as a valid reason for delay in
timel y com pletion of the work.
2.11
DESPATCH INSTRUCTIONS:
2.11.1 Detailed di spatch instruction shall be issued b y the S uperintending Engineer
( M M ) , D V V N L, A gr a f o r t h e q u an ti ti e s a uth o r is e d f o r di sp a t c h w h o h o w ev e r
reserves the right to amend the dispatch instructions at an y time before t he
a c t u a l d i s p a t ch o f t he m a t e ri a l . It m a y b e n o t ed t h at no m at er i a l i s t o be

2.11.2 Telegraphic intimation shall be sent to consignee immediatel y after t he
goods are booked and following documents shall be s ent by the contractor to
the bankers and additional copy of each shall also be sent directl y to t he
p u r c h a s e r a n d t o t h e C o n s i g n e e b y r e g i s t e r e d m a i l o n t h e s a m e d a y:

INSURANCE:
2.12.1 The contractor shall arrange, secure & maintain insurance as ma y be
necessar y t o protect his own interest and the interests of the P urchaser,
against all risks that are to be covered under the insurance shall include, but
not be lim ited to the loss or damage in transit, theft, pilferage/riot, civil
commotion, weather conditions, accidents of all kinds , fire, war risks during
ocean trans portation only etc.
2.12.2 Insurance i s to be taken for the F.O.R . destination value of the equipment for
transit from the manufacturer's warehouse to the P urchaser's warehouse plus
3 0 d a ys s t o r a g e t h e r e a f t e r .
2.12.3 All damages and shortage of the equipment after its delivery to destination
railwa y station and transportation to stores and storage there shall be
notified b y the C onsignee b y registered post to contractor or his authorised
r e p r e s e n t a t i v e , w i t h i n 3 0 d a ys f o r m a k i n g g o o d s t h e d a m a g e o r l o s s b y w a y
of replacem ent or the equipment damage or lost.
2.12.4 The contractor shall take up the matter with insurance company for
finalisation of claims, and P urchaser shall provide required information. All
f u r t h e r a c t i o n i n c o n n e c t i o n w i t h m a k i n g a n d s e t t i n g o f c l a i m s , i f a n y, w i l l

(c) The contractor shall be responsible for tim el y intimation to the
consignee about R/R etc. and in the event of his lapse, the
demurrage/wharfage shall be the responsibility of contractor.

2.14.1 The commencement of delivery period shall be counted from the date of
issue of letter of intent or date of signing of detailed order, as the case m a y

SECURITY:
The contractor shall deposit securit y as required under C lause '3' of the
"General C onditions of the C ontract Form 'B' @ 1% (one percent) of t he
F.O.R . des tination price of material in the form of FDR/CDR or Govt.
interest bearing securit y dul y pl edged in favour of t he Ex ecutive Engineer,
( A d mi n is t r at io n ) , D VV N L, A gr a o r gu a r a nt e e b on d fr o m a s ch ed u l e d b a nk o f
India dul y ex ecuted on non-judicial stamp paper of requisite value (at
present Rs. 100/-) in the enclosed proforma.
T h e a b o v e s e c u r i t y s h a l l b e s e n t w i t h i n 3 0 d a ys o f t h e a w a r d o f
contract. The validity of the securit y deposit in an y of the above form shall
be for a period of 18 months from the date of receipt of last lot of materi al
w i t h a c l a i m p e ri od o f s i x m o nt h s t h e re a f t e r . In c a s e t h e s u p pl i es a r e
d e l a ye d b e yo n d t h e d e l i v e r y s c h e d u l e m e n t i o n e d i n t h e o r d e r , t h e c o n t r a c t o r
shall extend the validit y of the securit y de posit so as to cover a period of 18
months from the day b y which the anticipates to complete the supplies,
failing which the purchaser shall have the right to encash the Bank
Guarantee without making any reference to him. This order is liable to be
cancelled i f securit y is not deposited within the tim e specified and in that
event earnest mone y shall be forfeited. The contractor shall not commence
the suppl y of material till such time he deposits securit y a s above and
intimation regarding receipt and correctness of the same is received by hi m
in writing from the Engineer of C ontract.
The security will be released to the C ontractor after expir y of the
maintenance period and settlement of all the claims of the consignees against
the contract.
2.16
TRAINING OF ENGINEERS:
2.16.1 The Purchaser ma y depute his engineer for a period as mutually a greed, at
the manufacturer's works for the purpose of familiariz ation with equipment
and techni ques covered under the specification, including training in
commissioning, operation, maint enance and trouble s hooting aspect etc. The
contractor shall provide the necessar y tra ining facilities free of cost to t he
purchaser and also indicate/suggest training program me etc. In case, this
training course is being run regularl y b y t he manufacturer or his principles,
this ma y be indicated in the tender along with detail s or training, duration,
scheduled date, course content etc. The traveling ex penses from U.P . to their
place of training and back, and m aintenance of the deputed trainees shall be
borne b y the purchaser.

2.16.2 The contractor shall depute his S enior Engineer/Specialists to the Training
Institute/St aff C olleges of the purchaser for training familiarization course
when requested b y the purchaser.
2.17
JUDICIAL JURISDICTION:
All the disputes arising out of and touching or relati ng to subject matter of
agreement/contract shall be subject to jurisdiction of local courts of Agra
a n d H i g h C o u r t o f J u d i c a t u r e a t A l l a h a b a d o n l y.
2.18
ARBITRAT ION CLAUSE 31 OF FORM 'B'

The security deposit shall be refunded to the Contract on the delivery

Within a reasonable period of the notification by the Engineer to

approved shall be supplied to him by the Contractor and be signed by

reasonabl y by requi red for the purpose of the Contractor and make a
r eas on abl e cha r ge f or su ch c opi es .
The Engi neer or hi s authori se d r epres ent ati ves, whose na me shall
ha ve pre vi ous l y bee n communi cat ed i n wr iting t o the Contr act or , shall
ha ve the ri ght, at all r eas onabl e ti mes , to inspect , at fa ctor y o f the
Contr act or, drawing of any porti on of t he plant.

The Contractor shall be r esponsi ble f or and shall pay for any
al ter ations or t he pl ant due to a ny di scr epanc ie s, er ror s or omi ssi ons in
t he dr a wings and ot he r parti cul ars , supp lied by hi m, whet her such
d ra wi n g of p arti cul ars h a ve b ee n ap pr o ve d b y t he En gin eer if n ot,
provided tha t if suc h dis cre pancie s, err ors or omiss ions a re due to
i nac cur ate infor ma tion of pa rtic ular s f ur nis he d t he Contra ctor b y the
Engineer any alternations in the plant necessitated by reason of such
i nac cur ate infor ma tio n of part icular s s hal l be pai d f or by t he purc ha se r.
If a n y di me ns io ns fi gu re d u po n the dra wi ngs or a pl an differ
fr om thos e obtai ne d by s cali ng t he dra wi ng of plant, t he di me nsi ons as
figured upon the drawing or plan shall be taken as correct.

The Cont ract or shall not without consent in wri ting of t he
Engineer or Purchaser which shall not be unreasonably with held,
assign or subject this Contract, or any substantial part thereof other
t ha n f or ra w mat eria ls, f or minor de tail s, or f or a ny part of t he plant, of
w h ich t he ma ke rs ar e n a me d in t he Co ntr act pr o vi de d tha t an y su ch
consent shall not relieve the contractor from any obligation, duty or
r esponsibilit y under the Contract .

or variations of the plant (hereinafter referred to as "Variation") under
t he Contract as shown by t he contr act dra wings or t he Specifications

E n gin eer b ut th e Engi n eer sh all h a ve f ull p o wer , su bj ect t o t he
provisi on herei naft er cont ained, fr om t i me t o ti me duri ng the e xe cution
of t he Contr act by n otic e i n writi ng to instruct the Contr act or t o ma ke
such var iati ons wit hout pr ej udice to the Contr act , and the Contractor

as applicable, as though the said variations occurred in the

variations are carried out provided that that the Purchaser shall not

13.

reconstruction purpose of carry on its business under a receiver, the
executors, successors, or other representative in law of the estate of the
Contractor of any such receiver, liquidator or any person in whom the
c ontrac t ma y bec ome ve ste d s hall f ort hwith gi ve notic e t her eof in
writi ng to the pur cha ser and shal l f or one month during which he shall
ta ke rea so nab le st ep s to pr e ve nt s to ppa ge s of t he ma nu fact ure r of plan t,
have the option of carrying out the contract subject to his or their

Contractor shall obtain for he Engineer and for his duly authorised

17.
In r es pec t of all matte rs whi ch ar e l eft to t he d eci sio n of
Engineer , includi ng t he granti ng or with holing of cert ificates , the
Engineer shall, if required so to do by the contractor, give in writing
t he dec isi on t her eo n, an d his rea so ns f or suc h d ec isi on . If th e d eci sion
is not a cce pte d by t he Contr act or, the ma tt er s hall , at the r equest of t he
Contractor, be referred to arbitration under provision of arbitration
hereinafter contained, but subject to the right or reference to
arbitration. Such decisions shall be final and binding on the contractor.
18.
The Contr act or shall be r es ponsi ble f or loss , da ma ge of
depreciation to goods upto the delivery at site.

under clause 29, and such reduction shall be full satisfaction of the

29.

be accepted and taken over and the Engineer shall notify the Contractor
to that effect. When the specification calls for tests on site the plant
s hall be ta ken over i mme diat el y aft er s uc h test s ha ve been sati sfa ctoril y
carried out and the Engineer shall notify the contractor to that effect.
Such notification shall not be unreasonably withheld, nor shall
t he Engineer del a y gi ving s uc h notifi cati on on ac count of minor
omi ssi ons which does not ne ces sar il y del a y s hi pme nt nor affe ct t he
c o mme r cial u se of p la nt wit ho ut an y se rio us ris k. PROV IDED

TECHNICAL SPECIFICATION FOR 3P 4W 33KV PILFER RESISTANT METERING
CUBICLE WITH 0.5S CLASS CT & PT
1.0
GENERAL :
This specification covers the design, manufacture testing and supply of 3P 4W 33KV
indoor type metering cubicle made of M.S. Plate.
1.1
The metering cubicle shall be totally enclosed, air insulated, dust and vermin proof
having two separate compartments HT & LT covered with two separate hinged doors.
The 33KV metering cubicle shall comply with the requirement of Indian Electricity Rules
1956.
1.2
The metering cubicle shall be supplied with three nos. 33KV Single Phase C.T.'s three
nos. 33KV Single phase P.T.'s, connecting strips, support to 11 KV cable, C. T. and P. T.
with necessary clamping arrangement and busbar etc.
1.3
All the equipments shall comply with the requirement of the relevant I.S. specifications.
2.0
CONSTRUCTION :
2.1
The 33KV metering cubicle shall be fabricated with M.S. sheet having thickness not less
than 2.0mm. The dimension of the cubicle shall be approximately 1800mm
(Height)×1400mm (Length)×1400mm (Depth). These dimensions may vary slightly as
per design of the manufacturer taking into care the minimum clearances of 320mm
between two phase as well as between phase to earth. In case minimum clearances are not
possible these dimensions can be increased on higher side.
2.2
All the edges and joints shall be made and welded in such a way so that no access inside
the cubicle shall be possible through them and shall thus provide strength to robust
mechanical construction both for transportation and installation for its use.
2.3
The metering cubicle shall be totally enclosed one and shall be provided with two nos.
hinged doors made of M.S. sheet of thickness not less than 2.00mm and shall rest on the
collars along the four sides of the cubicle so that the doors remain flushed with the body
of the cubicle.
2.3.1
The hinges of the doors shall be concealed type (welded from inside) so as to eliminate
any chance of dehinging without causing any damage to the cubicle.
2.3.2
Two nos. doors shall be provided with synthetic/semi-synthetic gasket to make it dust &
vermin proof.
2.3.3
Each door shall be provided with a handle and separate atleast one locking and two
sealing arrangements.
2.4
The metering cubicle shall rest upon two nos. M.S. channel support of approximate size
100mm×50mm×5mm welded at bottom along its breadth.
2.4.1
Each of these supporting channels shall have suitable arrangement for foundation bolts at
two places thereby making hole of 12mm dia for the foundation bolts which shall be
tightened by means of nuts provided inside the cubicle.
2.4.2
The metering cubicle shall be provided with M.S. Earthing strip of size 50mm×5mm
welded at the two opposite base angles provided with welded bolt of 6mm dia welded
from inside the cubicle. The earthing strip can be connected by tightening a bolt from
outside the metering cubicle at two opposite ends.
2.5
The surface of the metering cubicle shall be cleaned suitably and made smooth and shall
be provided with two coats of grey colour epoxy painting of standard make on the out
side and two coats of white colour epoxy painting of standard make in the inside of the
cubicle as well as that on doors.

The metering cubicle shall have two separate compartments, separated by M.S. Sheet of
2.0mm thickness as given below :—
2.6.1 a) UPPER (L.T.) COMPARTMENT :
The upper compartment of the metering cubicle shall be called L.T. compartment and
shall have approximate minimum height of 550mm.
The compartment shall house a trivector meter and also a check energy meter (both not in
scope of supply), alongwith its associated wiring.
2.6.1.1 For fixing of KWH Trivector meter and check energy meter in this compartment two
Nos. slotted channel of 25x25x2mm size shall be welded vertically at two opposite ends
and similarly two nos. slotted channel of the same size shall be placed horizontally so that
horizontal channel can be bolted at desired heights for installing the meter inside the
cubicle.
2.6.1.2 There shall be one window (approx size 300 × 200mm) fitted with transparent toughened
glass (fixed with araldite), protected by providing wire mesh (approx square 25mm) over
it. The glass shall be fitted within channel from inside of window.
The height of window shall be such so as to have the meter reading at or below eye level.
The window shall be provided with a proper sealing arrangement.
2.6.1.3 The L.T. compartment shall essentially contain the following :—
a)
Hanger of slotted channels for mounting main meter (L&T or Secure make) and check
meter for having flexibility for mounting of meter vertically and horizontally, (Meter not
in scope of this supply).
2.6.2
LOWER (HT) COMPARTMENT :
The lower compartment of metering cubicle shall be called HT compartment and shall
have approximate height of 1250 mm.
2.6.2.1 This compartment shall house 3 Nos. 33KV Single Phase CT for R, Y & B phase and
three No. 33KV single Phase PT, 33KV cable termination Kit connecting strips between
33KV CTs, PTs. Bus bar with epoxy resin, cast support insulators for 'Y' phase and
suitable clamping arrangements for two Nos. 33KV XLPE Cables (one each for
Incoming and outgoing side.)
2.6.2.2 The compartment shall be provided with one no. door, which shall rest on the collar of
the Metering cubicle such that it becomes completely dust proof & vermin proof. The
door shall be provided with separate one no. locking and two nos. sealing arrangements.
2.6.2.3 The compartment should be provided with 2 Nos. cable entries with detachable plate of
size 250mm×250mm at the bottom, suitable for 33KV XLPE cable of maximum size 120
sq. mm.
2.6.2.4 Suitable provision shall be made to clamp H.T. cable box inside the compartment with
proper clamping arrangement.

3.2
POTENTIAL TRANSFORMERS :
There shall he three No. Single Phase, Potential Transformer. This will be dry type
Epoxy coated resin cast, air cooled and as per IS:3156/1992 or latest amendment thereof.
The PT shall have a ratio of 33KV/110V and with a rated burden of 25VA and of
accuracy class 0.5S. These will be connected in star-star for phase to phase voltage ratio
of 33KV/110V. There will be no HT fuses in the primary side and secondary side of the
Potential Transformers. Rated Voltage factor of PT should be as per ISS. Potential
Transformers should be type tested and routine tested as per IS:3156:1992 or latest
version thereof.
3.3
INSULATORS :
The insulators required for all the bus bar supports shall be of epoxy resin cast, indoor
type. The hardware used shall be electroplated M.S. The insulators shall be conforming
to relevant ISS.
3.4
BUS BARS :
The connecting strips between H.V., Cables and current Transformers shall be of copper
conforming to relevant ISS of size 50 × 6mm. These shall be Two Nos. one for incoming
and other for outgoing side. There shall be one bus bar of copper supported on epoxy
resin cast insulator supports for the middle ('Y') Phase. These bus bars shall have
minimum clearances of 320mm from phase to phase and phase to earth.
3.5
PT LINKS :
The bus bar and HT side of the PT shall be connected through a flexible copper strip of
sizes 25mm×3mm or through an equivalent size of copper wire (8 S.W.G.) such that HT
terminals of PTs are not subjected to any compression or tension forces.

LT WIRES :
The LT wiring shall be done with PVC insulated flexible copper wires of cross section
not less than 2.5 Sq. mm of reputed make conforming to relevant ISS. These will be
provided with lugs and ferrules at termination in the LT Compartments, suitable colour
code, PVC insulated flexible copper wires will be neatly bunched and dressed and
without any joints should be used. These wires shall connect secondaries of CT's and
PT's. Proper code and numbers should be marked on ferrules for individual CT & PT
connections.
4.0

GENERAL CONDITIONS (FOR PILFER RESISTANT 3P 4W 33KV METERING
CUBICLES) :
5.1
INSPECTION AND TESTING :
All the cubicles shall be inspected and tested at manufacturer works to verify that these
are being supplied in accordance with relevant standards, Technical Specification,
Guaranteed Technical Particulars and acceptance and routine tests.
5.2
Inspection of material offered for inspection shall be carried out jointly by the
representatives of Superintending Engineer (Equator), DVVNL, Agra.
5.3
File offering for inspection/ testing confirming to the effect that the cubicles have
successfully withstood the routine tests (alongwith Test results) is required to be
submitted for each lot offered for inspection to M.D., S.E. (MM), S.E. (Equator),
DVVNL, Agra.
5.4
All instruments used in inspection and testing should be properly calibrated and sealed
once a year. Calibration certificate when demanded by the inspecting officer shall be
provided/produced for verification purpose. In case of any dispute regarding calibration,
instruments shall be sealed and signed by the representative of the supplier and purchaser
and will be sent to test house/Govt. Lab./ Govt. Institution of Repute, for calibration at
the cost of supplier. The result of such testing shall be binding on the supplier.
5.5
Purchaser reserves the right to get the components like CT's/PT's etc. inspected/ tested
before dispatch by any independent inspecting agency at the cost of purchaser.
5.6
TESTING FACILITIES :
The manufacturer must have testing facilities at their works as per Clause No. 1.2.3 of
Instruction to Tenderer' to carry out all the routine & acceptance test (including partial
discharge test) as mentioned below. Documentary evidence of existence of such facilities
at manufacturer's works should necessarily be submitted alongwith Tender Bid Part-I.
Minimum 10% of the quantity shall be randomly selected (at least one of each C.T. ratio
offered) out of the offered lot by the inspection team and the sample shall be put up to
acceptance tests as mentioned in Technical Specification.

However, in addition to the acceptance tests any other test covered under routine test in
the respective Indian Standard may be carried out by the Inspection Team to ascertain the
quality of the material.
Schematic drawing showing each and every details, dimension and also wiring diagram
shall be enclosed in (Tender Bid-I) necessarily for each type of metering cubicle.
6.0
TYPE TESTS :
All the Type Tests as listed below shall be carried out for each type of equipment strictly
and described as per relevant ISS (or latest amendment thereafter).
A photocopy of the complete type tests from any Govt. approved Laboratory done within
five years from the date of tender opening (Bid Part-I) necessarily without which tender
Bid Part-II shall not be opened.

PRICES
Before filing the schedule of prices in Schedule 'P' the tenderers are required to refer
to terms and conditions given hereinafter:
l.0l
The tenderers are to quote Ex-works prices VARIABLE as per IEEMA
(applicable basic price as on 01.05.2015) Formula of the material in rupees.
F.O.R. destination railway station rate including transit insurance plus 30
days thereafter with packing forwarding and freight are to be given
separately. Breakup of F.O.R. price into ex-works and packing charges and
freight, forwarding and insurance required in the schedule should be given.
The prevailing rate excise duty and central/state sales tax on the finished
product must be clearly stated.
l.02
The tenderers shall quote prices exclusive of excise duty in case the same
are quoted inclusive of excise duty the element of excise duty included
should be specified clearly.
l.03
No variation on account of variation in transport charges or raw material
from Supplier/Works/Depots to supplier works or price of other materials
required in the manufacture, or taxes and duties on intermediate products or
railway freight or packing and forwarding charges or wages exhalation and
other incidents if any, shall be entertained. Tenderers stipulating variation
on any of the above ground or any such sort of stipulation may be
summarily rejected.
