CBAA BASKETBALL RULES FOR 1st/2nd Grade League
Boys and Girls
Coaches, assistants, parents, fans and participants are encouraged to be supportive of players on both teams and to
respect all referee calls.
1. All team members must play at least one half of every game, one quarter in the 1st half and one in the 2nd half.
a. No player may play more than 3 quarters in one game, unless all players present have played 2 full quarters.
b. All substitutions must report to the scorer and wait for the official to signal into the game. Violations will
incur a technical foul. Substitutions should be made at the end of each quarter for all but the 4th quarter.
c. In the 4th quarter substitutions can be made if all players on the floor have played two full quarters. However,
if a player did not play in the 3rd quarter, that player must play the entire 4th quarter.
d. Officials may demand a substitution if deemed necessary.
2. Time of quarters: 7 minutes with stop clock
a. Officials can reduce the time for a quarter if needed for the benefit of the players or to meet game schedules.
3. One 3-minute overtime will be played in case of a tie. If the overtime period ends tied; the game ends in a tie.

A 2-3 Zone defense is required at all times. Players can move in the zone, within a reasonable area while on
defense. But not from top to bottom or visa/versa.
5. Back court violations will not be called but the ball must be advanced. During the last 2 minutes of the 4th
quarter of each game the team in the lead must attempt to advance the ball by passing or shooting. Ten second
violations will be called whenever the leading team fails to make any forward progress and intentionally holds
possession in the no defense area (defined as the area above the designated defense line). No shots are allowed
from the no defense zone until there is 5 seconds or less left on the clock.
6. Violations:
a. No turnovers for violations during the 1st 2 games of the season. Violations such as double dribble, palming
the ball, traveling, etc. will be called. However, Officials will instruct players on violations and return the ball
to the offending team in the 1st 2 games. After the 1st 2 games, no violations will result in a turnover in the 1st
half of a game. After the 1st 2 games, the ball will be turned over for violations in the 2nd half of each game.
b. 5 seconds in the lane will be called.
c. Foul line violations will not be called. If a player cannot reach the basket, he/she may be moved closer at the
request of the coach or discretion of the referee.
d. Lane violations will not be called but players should line up properly.
7. Games start no later than 5 minutes after the scheduled time.
8. The 7th foul (team) in a half creates the 1&1 situation; the 10th team foul creates 2 shots.
9. A player with 5 personal fouls will be removed from the game.
10. If no movement to the basket occurs with intent to delay the game, possession will be lost. This also includes the
ball being kept over the top of the key without any attempt to run a play (Refer to rule 5).
11. A jump ball starts each game and overtime. Any held ball will result in alternate possession kept by the officials.
12. A women 28.5 ball will be used. No balls are allowed in the gyms during games except the game ball and those
issued to the coaches.
13. Head coaches are responsible for control of players, parents and their assistant coaches. CBAA has a zero
tolerance policy. Coaches, players and parents will not be allowed to speak back to or harass opposing players,
coaches and referees. There can be a maximum of one head coach and two assistant coaches on the bench during
a game. No other adults should be on the bench during a game.

14. Uniforms are required for all games (SHORTS are required, NO SWEATPANTS, as this encourages sliding) no
jewelry or taping of jewelry is permitted, including earrings.
15. No balls are allowed in the gyms except those issued to the coaches.
16. Each team has 2 time-outs per half which do not carryover. Time-outs can only be called by players and coaches.
Each team will have one time-out for the overtime period.
17. No defense past the designated defense line (at Buckingham – this line is the white line at the top of the key and
goes from sideline to sideline). Also, no shooting from beyond the designated defense line as stated earlier
(except with 5 seconds or less left on the clock at the end of a quarter).
18. Fast breaks are not allowed at any time and there is no pressing in the backcourt.
