MAIN PURPOSE OF JOB The Climbing Officer is responsible for the effective running of the Climbing Wall and Energise mobile wall by ensuring that all operational services are delivered and run to the highest standards and in accordance to the Energise aims and objectives. To deliver a wide range of quality play, sports and active leisure opportunities within target areas of the City of York through their role. To actively promote participation in play sport and active leisure. Develop and Manage the Climbing Wall and Energise mobile wall against identified needs. 2. CORE RESPONSIBILITIES, TASKS & DUTIES: i ii iii iv v vi vii To be the lead officer in this specialised area of Climbing and Energise mobile wall, giving advice and recommendations to the Leisure Centre Management Team. To plan and deliver an inclusive and diverse programme of play and sporting activities and initiatives that are; Customer focused and meet Energise aims and objectives To promote participation among agreed target groups, and within agreed target areas. To manage a diverse team to ensure the all customers have a safe and high quality experience, whilst ensuring that Energise aims and objectives are meet and budgets are maintained. To plan local and regional competitions in the climbing wall. Instructing and deliver a wide range of session to general public, pupils and target groups (Disabled users, disaffected youths etc.) ensuring that all sessions are delivered with equality in mind. Carrying out visual checks and inspections of specialist technical equipment to assess the health and safety risk on a regular basis. Completing records of all checks carried out. While also reacting to accidents/incidents and taking appropriate measures. viii 3. Represent CYC by attending local, regional and national meetings, user groups and forums. ix Lead on the development of new ideas and initiatives to continually develop Climbing and Energise mobile wall to maximise income while meeting CYC’s Energise aims and objectives. x To have a expert working knowledge of the functions of the Climbing Wall and Energise mobile wall while maintain a safe working practice/environment in terms of: Health & Safety (From National Governing Bodies and Health and Safety Guidelines) Risk Assessment Normal operational procedures and emergency action plans First aid procedures Child protection Programme of events Equalities xi Drive CYC vehicles and towing of trailers (mobile climbing wall) to and from sessions and be responsible officer for the vehicle and equipment. xii Provide relevant information to customers relating to further sporting and play opportunities available to them. xiii To train and develop staff for the Climbing Wall and Energise mobile wall duties. xiv To conduct and supervise route setting and high level cleaning of the climbing wall. SUPERVISION / MANAGEMENT OF PEOPLE Number of staff reporting to jobholder and nature of supervision e.g. full line management responsibility or day to day supervision of work Direct: 5 - Casual and 5 - self employed instructors Due to the nature of the work of these staff, they are deployed across various settings/venues and work irregular hours. Indirect: 40 - Casual or contracted staff including managers advising and indirectly managing due to the specialised nature of this post. Over seeing occasional work placement students and volunteers 4. CREATIVITY & INNOVATION As the lead officer in this expert area the post holder will; Make judgement and decision on events / session as to whether they will run or be attended based on knowledge and understanding of the market and the community’s they are in. Organising events Help develop national policy Have the ability to make resalable adjustments that are user centred in the participation of climbing wall and mobile wall Be able to work as part of a dynamic team interpreting policy, procedures and legislation in expert area. Use own initiative and work accurately under pressure CONTACTS & RELATIONSHIPS The post holder will play a lead role in their specialist area, dealing directly with customers, other organisations, staff, managers and elected officials, giving feed back, advice and recommendations, negotiating contracts and bookings and delivering of session while ensure that CYC’s best interests are always meet. Some examples of the types of contact/relationships are; Take bookings for the Climbing Wall and Energise mobile wall ensure that each unique booking is done professionally. Reporting on sessions to wards and elected officials. Key roles in the organising of events Climbing Wall meetings – representing CYC in national development. The post holder will have excellent communication skills at all levels; therefore this is a fundamental requirement of the post. In many cases this communication is in the form of negotiation and cooperative working. 6. DECISIONS – discretion & consequences Discretion: Subject to statutory requirements, the Council’s and nationally determined policies, procedures and standards, the jobholder has wide ranging discretion in the assessment of risk and the needs of the service users Consequence: The professional support provided by the post holder enhances the reputation of the CYC as a service provider and has a positive impact on the welfare of young people, their families and the community. RESOURCES – financial & equipment (Not budget, and not including desktop equipment.) The post holder has responsibility for ordering, using and maintaining a wide range of specialist equipment, coaching resources, vehicles, mobile skate park and mobile climbing wall. Value £15k £35k £10k £60K WORK ENVIRONMENT – work demands, physical demands, working conditions & work context Work demands The post holders role is to give advice and recommendations to staff and customers hence at times there are a number of regular interruptions into the daily working pattern. Due to the nature of the post the working hours are irregular and erratic The post holder must be able to deal with unexpected changes to events / session / equipment / breakdowns etc Physical demands The post holder is expected to work at height using ropes and other safe means. The post holder is regularly required to participate in physically active work for e.g. running of sessions, setting up event equipment and mobile wall equipment. Much of this is strenuous and requires a good level of both physical fitness and specialist health and safety / equipment handling knowledge. For long periods of time the post holder is required to route set or clean from height levels using harnesses and ropes. Working conditions The post holder will work in mixture of environments. Some office based while sessions are in varies locations in and outdoors with varying weather conditions in remote and sometimes isolated environments on a regular basis. Driving 4x4’s including the pulling of the mobile wall on a weekly basis. Work context The post holder will be required to work at height Work with a wide a range of customers including Disaffected Youths (risk of abuse) in some time remote locations. The post holder will interact with customer and deal efficiently with compliments and complaints Work alone for site inspections/pre booking visits on a regular basis. 9. KNOWLEDGE & SKILLS NGB Climbing instructor Qualification of SPA (with CWLA) or above, and show evidence of continued professional development. Hold a current First Aid at Work qualification. Full clean driving licence with cat D1+E as the post holder will be expected to drive CYC vehicles to do their job. Proven Supervision and Management skills Expert knowledge of all appropriate health and safety legislation and guidelines relating to Climbing, Outdoor Adventures Activities and the mobile wall activities. Detailed knowledge and understanding of equalities legislation in order to provide a fully inclusive service. Ability to design, develop and implement effective training programmes. A Good working knowledge of access regulation and working/leading in the outdoors environment. Ability to prioritise own work load and assist in the general development of Energise The post holder must be ability to make resalable adjustments that are user centred in the participation of Climbing and mobile wall Significant experience relevant to working with children, young people, adults, disadvantaged groups, groups with special needs, behavioural and emotional difficulties. Excellent oral and written communication skills Excellent IT skills, including the ability to use leisure booking systems. Ability to demonstrate a high standard of Customer Care and offer a good quality of service. Be able to work as part of a dynamic team, use own initiative and work accurately under pressure whilst interpreting polices, procedures and legislation in specialist area. Knowledge and understanding of CYC procurement polices. Translate community aspirations into operational programmes. Providing services in response to customers’ or members’ wishes.
