fewerthan4ormorethan6,includingagoalkeeper,areallowed.Ifmultipletimepenaltiesarebeing
served,thereshallbeaminimumoffour(4)playersperteam,includingthegoalkeeper,onthefieldof
play.Exceptforcoedwhohave8players(7field+goalkeeper).Coedteamsmusthaveaminimumof2
femalesand4maleplayersatalltimes.Agoalscoredbyafemaleincoedcountsastwo(2).
Substitutions:(unlimitedsubstitution);Duringdynamicplay,substitutionsmaybemadeatanytimeon
anunlimitedbasis,providedtheplayersubstitutedforisoffthefieldofplaywithinhisownbencharea,
beforethesubstitutionismade.Neithertheplayerenteringthefieldnorthedepartingplayermay
participateinplayandorgainanadvantageduringaperiodoftimewhentheyaresimultaneouslyon
thefieldandtheballisinplay.Suchviolationshallresultina2-minuteTeamPowerPlaypenalty.Any
playercanservethetwo(2)minutePowerPlaypenaltywhichshallnotaccrueagainstthatplayerfor
purposesofmultipleaccumulatedtimepenaltyejection.Allteambenchpersonnelandplayerslistedon
theOfficialLine-upshallbesubjecttotheauthorityandjurisdictionoftheReferee.
UnsportsmanlikeConduct,Alcohol,Drugs&Tobacco:Aplayermaybeejectedwithoutwarningforany
unsportsmanlikeconductorsuspicionofbeingundertheinfluenceofanysubstancefromthereferee,
leaguecoordinator,orstaff.Anejectedplayermustleavethepremisesimmediatelyandwillsitoutthe
nextscheduledleaguegame.
ApprovedBall(size5):(size3or4forU12andunder)bothteamsMUSTprovideagameballbyhalf
time.Everyballusedinthegamemustbeinspectedandapprovedbythereferee.Ifanyteamfailsto
presentagameballbyhalftimetheywillbeaskedtopayreffeesof$25andtheopponentteamwitha
ballwillonlyberesponsibletopay$15forreffees.Ifbothteamsdon’tpresentaballbyhalftimethey
willeachpay$25forreffees.
Forfeits:Allteamsareresponsibletopaya$40feeforallforfeits.Teammusthaveaminimumoffour
(4)plyerstostartgame,agraceperiodof7-minuteswillbeprovidedbeforetheforfeittakesplace.Ifa
teamforfeitswithoutgiving48-hournotice,theywillberesponsibleforpayingthereffee($40)forboth
teamsplusa$10feefortheforfeitedgame.Theleaguecoordinatormaydropateamafter3ormore
forfeitstakeplacewithouta48-hrnoticeatherdiscretion.Nopaymentwillberefundedinthisinstance.
InclementWeatherProcedure:Teamswillberesponsibleforcontactingtheleaguecoordinatorfor
updatesonweatherthatmaycauseschedulechanges.Adecisiononfieldconditionswillbedetermined
nolaterthan3hourspriortogamestarttimes.
Plexiglas:DONOTJUMPOVERPlexiglas!TheRefereeshouldstopplayimmediatelyifthePlexiglas
breakswhiletheballisinplay.
Scorekeeper:ThetimekeepershallassisttheRefereesbyoperatingtheofficialclockandscoreboard.
PointSystem:W=3pts,T=1pt,L=0pts,&Forfeit=-1pt,(winningteam3pts).
Uniform:AllplayersMUSTwearanumber,matchingcolorjersey,shinguardsandindoorsoccer
footwear,willbegivenupthe4thweek.Jewelryandotheraccessoriesareprohibited.Ringsshallnotbe
worn;howeverifaplayerisunabletoremovearing,he/sheshallberequiredtoproperlytapethering
tohisfingertoensurethatitdoesnotpresentadangertohimorotherplayers.Anycastwornmustbe
properlypaddedtothesatisfactionoftheReferee.TheGoalkeeperwearsjerseycolorsdistinguished
fromallotherfieldplayersandfromtheReferees.Numbersaretoberequiredtoappearonthebackof
theshirt.Iffailuretodoso,playerwillnotbeallowedtoparticipate.
Footwear:(willstrictlytakeeffectinJanuary2017):Aplayer’sfootwearmustconformtothefollowing
standards:Flatsoledshoesorotherfootweardesignedforartificialsurfacemustbeworn.Nofootwear
withmetalorfootballspikesispermitted.
Injuredplayer:Incaseofaninjuredplayerrefereesareadvisedtostoptotime.Refereesstopplayonly
aftertheteamhavinganinjuredplayeronthefieldofplayhasgainedpossessionoftheball,the
positionoftheinjuredplayeronthefieldofplayiscriticaltotheplayingofthegameortheinjuryis
deemedcriticalinnature.
PenalizedPlayerInjury:Ifapenalizedplayerisinjuredandrequiresmedicalattention,hemayproceed
tohisteam’sbencharea,andasubstitutemaybedesignatedtoservetheinjuredplayer’stimepenalty
inthepenaltybox.Inthiscase,theinjuredplayermaynotrejoinplayuntilthefirstguaranteed
substitutionorwhentheballhasgoneovertheperimeterwallfollowingtheexpirationofhistime
penalty.
Blood:TheRefereeshallsendanyplayertohisteambenchwhorequirestreatmentforblood.Following
treatment,theplayermustshowtheReferee,priortoreenteringataguaranteedsubstitutionorthe
ballovertheperimeterwallforReferee’sapproval.
Spectators:ALLSPECTATORS&NON-PLAYERS/KIDSmustbeinspectatordesignatedareasinstandsfor
safetypurposes.Anyoneasidefrombeingaplayerorteammanager/coachisnotpermittedtobein
dugoutsoronfieldatanytime.
Protests:Allgameprotestsmustbeaddressedtothemanagerpriortothe2ndhalfofthegame.
Referee:Thedecisionsoftherefereeregardingfactsconnectedwithplayinterpretationsoftherules
arefinal.Theauthorityoftherefereescommenceswhentheyenterthearena.Therefereesare
responsiblefortherecordofthegame,thecontrolofthetimekeeperandallowingthefulloragreed
timeandaddingtimelostthroughaccidentorothercause.Areferee’sdecisiononpointsoffact
connectedwithplayshallbefinalsofarastheresultofthegameisconcerned.Thereferee’spowerto
assesspenalties,andmaintaincontrolofthegame,extendstoviolationsoftheserulescommitted
duringplay,duringstoppages,andasplayersandotherteampersonnelproceedtoandfromthefieldof
play.
Therefereehasthepowerto:WARN/PENALIZE/REPORT/CAUTION/EJECTfromthetimethereferee
entersthearena,hehastheauthoritytopenalizeorreportanyteam,player,orbenchpersonnel,as
requiredbytheserulesforfouls,timepenalties,warnings,includingallBlue,Yellow,andRedCard
offenses,regardlesswhethertheballis“inplay.”Shouldaplayersimultaneouslycommittwo(2)or
moredifferentviolations,therefereeshallpenalizethemostseriousviolation.
(a)ApplyAdvantage:Therefereeallowsplaytocontinuewhentheteamagainstwhichanoffensehas
beencommittedwillbenefitfromsuchanadvantageandpenalizestheoriginaloffenceifthe
anticipatedadvantagedoesnotensueatthattime.
(b)ExerciseDiscretionaryPower:Therefereehasdiscretionarypowertostopthegameforany
violationandtosuspendorterminatethegamebyreasonoftheelements,interferencebyspectators,
orothercausewhichhedeemsnecessary.
(c)ProhibitEntryontoField:Therefereeensuresthatnounauthorizedpersonsenterthefieldofplay.

Shootout:Ashootoutwilloccurafterateam6th,9th,and12thteamfouls.Alsoashootoutshallbe
awardedforanyofthefollowingfoulscommittedbyadefendingplayerinhisdefensivehalfofthefield:
• Afoulfrombehindagainstanattackingplayer,havingcontroloftheballandoneorno
defensiveplayersbetweenhimselfandthegoal.
• Anyfoulwhereheisthelastplayeronhisteambetweentheattackingplayerwiththeballand
thegoal.
• Apenaltykick,ifappropriate,shalltakeprecedence.
ApplicationforShootout:
• TheballisplacedattheShootoutMarknearesttheattackinggoal.
• Allplayersoftheattackingteamstandbehindthehalfwaylineandoutsideofthecentercircle.
PlayersofthedefendingteamstandbehindthehalfwaylineandinsideoftheCenterCircle.
• Thegoalkeeperhasatleastonefootonhisgoallineandmaynotmoveoffofituntilafterthe
RefereewhistlestheShootouttobegin.
• OncetherefereewhistlestheShootouttobegin,fromthatmoment,alloftheplayersbehind
thehalfwaylinemaymoveintotheattackinghalfofthefield.TheplayertakingtheShootout
playstheballforwardusinganylegalmannertoscore(e.g.,directshotongoal,dribblingand
shooting,playingtheballoffoftheboards,passingtoateammate,etc.),andplayresumes;
exceptthat
• Neitherteammaysubstituteforthefirstthree(3)secondsofaShootout.Suchsubstitutionshall
beassessedatwo(2)minutePowerPlaypenalty(anyplayercanservethe2-minutePowerPlay
penalty,whichshallnotaccrueagainstthatplayerforpurposesofmultipleaccumulatedtime
penaltyejection).
• Thegoalkeepershallberestrictedtogoalkeepingprivilegeswhileinsidethepenaltyarea.Any
foulcommittedbythegoalkeeper,regardlessoffieldposition,shallbepenalizedbyan
additionalPowerPlaypenaltyandthetakingofapenaltykickbyanymemberoftheoffended
team.Thegoalkeepershallservetheappropriatetimepenalty.
• Ifashootoutinfractioniscalledwithlessthan5secondsremaining,thegameshallbeextended
toallowtheshootouttoconcludebytherefaddingtimetoshow5secondofremainingtimeon
thescoreboardclock.
PenaltyKick:APenaltyKickproceedsthesameasaShootoutexcept:
• TheballisplacedattheFree-KickMark;
• TheGoalkeeperhasbothfeetonhisGoalLineuntiltheballisinplay;and
• TheplayertakingthePenaltyKickmaynottouchtheballagainuntilafterittouchesanother
player.
RefereeTimeout:TheRefereesmaycallaRefereeTimeoutduringanyunusualpenaltysituationforthe
purposeofsortingouttimepenaltiesandclarifyingthecircumstancestothePublicAddressAnnouncer.
Timeouts:Eachteamshallbeallowedasixty(60)secondtimeoutperhalfduringregulargame.During
playoffsteamsshallbeallowedathirty(30)secondtimeoutperhalf.NOtimeoutsduringovertime!
FiveSecondPlayRequirement:Failurebyateamtoputtheballintoplaywithinfive(5)secondsafter
theRefereehassignaledtheballreadyforplayorbytheblowingofthewhistle,shallresultina
possessionturnovertotheopponent.Thisrestartshallalsorequireawhistle.
Three-LinePass:Ifaplayer,includingthegoalkeeper,playstheballoverthreelinesintheairtowards
hisopponent’sgoalline,theRefereeshallawardafreekicktotheopposingteamatShootoutmarkline
thattheballcrossed
NoSlidingorSlideTackels:Aslidetackle(orattemptedslidetackle),insidethegoalboxautomatically
resultsinapenaltykick.Playersmustremainontheirfeetatalltimes.Inadditiontoa“typical’’slide
tackle,itwillalsobeconsideredsuchifaplayerhasonekneeontheground.Thegoalkeepermayslide
insidethegoalboxonly.

heorshewillNOTbeallowedtoplay,eveniftheotherteamgivespermission.
Topfourteamswilladvancetoplayoffsfromeachdivision.Awardswillbedeterminedduringthe
Championship.
Insurance:IngoldSportPark&FallbrookSportsAssociationdonotcarrysportsinsurancetocover
players.Generalliabilityinsurancecoversthefacilityanditspatrons.Allspectators,playersandchildren
onanypropertyofIngoldSportsParkunderstandandagreetotheliabilitytermsandholdharmless
FallbrookSportsAssociationforanybodilyharm(intentionalornon-intentional)thatmaycomeupon
anyvisitor.UnitedStatesresidentsarerequiredbylawtocarrypersonalinsuranceasthiswillserveas
thefirstcoverageonallparkparticipants.
