JOB PURPOSE:
To undertake all statutory interventions in a specific service area, that enable children & young
people to live in family & community environments that maximize their life chances
MAIN ACCOUNTABILITIES:
1.
To assess the needs of children & young people and families, carers, groups & communities
using standard assessment tools and within prescribed timescales so that plans made are
timely and evidence-based.
2.
Plan, implement, review & evaluate (with input from with Commissioning & other partners)
social work interventions to ensure positive outcomes for children & young people,
demonstrating an understanding of issues of diversity and difference and their impact on
service users
3.
Continuously identify and assess risk of harm to children & young people or their communities
and ensure that plans are implemented to manage these risks.
4.
Communicate with and build effective working relationships with other professionals and
colleagues who are working with the child/young person and their family to ensure that any
planned interventions maximize the outcomes for the child/young person.
5.
Ensure that all work is recorded promptly and accurately to the required standards.
6.
Ensure that children & young people and their families are enabled to express their needs and
views and that these are identified in plans.
7.
Effectively participate and represent the authority in legal proceedings and other decision
making forums so that children and young people’s needs are met.
8.
Produce written reports within timescales/deadlines as prescribed by the Authority.
9.
Effectively manage and remain accountable for a portfolio of cases and other tasks in both
routine and crisis situations so that statutory deadlines are met and plans are delivered within
available resources.
10. Represent the Council to the public in such a way as to ensure quality of service and
information n line with the Council’s customer charter.
11. Challenge own practice and that of others and seek support and assistance using appropriate
procedures to ensure safe practice.
12. To monitor guide and direct the work of junior staff when co-working cases so that desired
outcomes are efficiently achieved
13. Contribute to the development of self and the service through attendance and contribution to
team, service and corporate events and training
14. Research, analyse, evaluate and use current knowledge of best social work practice

Essential Criteria
 Social work degree or equivalent and HCPC
registration as qualified social worker with
commitment to upholding the Code of Ethics.
 Understanding of how UK children’s social care
legislation translates into practice and good
awareness of the roles of professionals in other
agencies relevant to the service area gained
through significant post qualifying experience in a
statutory social work setting
 Experience of completing complex multi
disciplinary assessments.
 Ability to undertake assessments and to
construct, monitor & review plans to tight
deadlines
 Thorough understanding of diversity issues
including anti discriminatory practice and how this
impacts of service users.
 Ability to apply a range of social work theories and
techniques with children, young people and
families.

‘Regulated Activity': - Adults
(i) Providing Health Care – Any health care professional providing health care to an adult, or
anyone who provides health care to an adult under the direction of supervision – refer to
Safeguarding Vulnerable Groups Act 2006, as amended by Protection of Freedoms Act 2012 for
further details about what is meant by health care and health care professionals
(ii) Providing Personal Care – Anyone who:
 provides physical assistance with eating or drinking, going to the toilet, washing or
bathing, dressing, oral care or care of the skin, hair or nails because of an adult’s age,
illness or disability;
 prompts and then supervises an adult who, because of their age, illness or disability,
cannot make the decision to eat or drink, go to the toilet, wash or bathe, get dressed or
care for their mouth, skin, hair or nails without prompting or supervision; or
 trains, instructs or offers advice or guidance which relates to eating or drinking, going to
the toilet, washing or bathing, dressing, oral care or care of the skin, hair or nails to
adults who need it because of their age, illness or disability.
(iii) Providing Social Work – The provision by a social worker of social work which is required in
connection with any health care or social services to an adult who is a client or potential client.
(iv) Assistance with cash, bills and/or shopping – The provision of assistance to an adult
because of their age, illness or disability, if that includes managing the person’s cash, paying
their bills or shopping on their behalf.
(v) Assistance in the conduct of a person’s own affairs – Anyone who provides various forms
of assistance in the conduct of an adult’s own affairs, for example by virtue of an enduring power
of attorney. – refer to refer to Safeguarding Vulnerable Groups Act 2006, as amended by
Protection of Freedoms Act 2012 for further categories which are covered.
(vi) Conveying – A person who transports an adult because of their age, illness or disability
wither to and from their place of residence and a place where they have received, or will be
receiving =, health care, personal care or social care; or between places where they have
