Winnipeg Co-ed Slo-Pitch League Inc. 2017 Constitution Mission Statement - The League promotes and develops slo-pitch in the City of Winnipeg to ensure total participation. Operations Director - Brett Hendrickson. FEES AND FINANCING League fees will be determined by the executive to cover all expenses incurred to maintain the complex. Teams will be fined for defaulted games or any other infraction against league constitution or expectations. MEETINGS Two meetings per year that all teams must be represented at, one in the month of October AGM and the other in March SPRING REGISTRATION, dates and location determined by the League executive. PLAYERS ELIGIBILITY Teams must register on Slo-Pitch National website an initial roster of at least ten players that have read and accepted the waiver before the season starts to receive the schedule and team package. Each team can register up to 40 individuals on their team roster with SPN. Changes can be made to the roster through the SPN website until July 15th of that year. A Team Roster of 20 players must be declared for playoffs and emailed to the League as of July 15th, all players listed and that have read and accepted the waiver on the SPN website will be allowed to play during the regular season up to and including week 15. Any player that has not read and accepted the wavier will be considered an illegal player and will be fined. All team members must have photo ID, MB driver license or league photo ID. PLAYING REGULATIONS League games are double header six inning starting at 6:30 pm. In the case of a tie game after six innings, international rule commences for the seventh inning. All ties must be broken unless time restraint of the second game must start by 8pm, or darkness for the second game of the evening. Mercy rule is 12 runs after 4 innings, or 3 1/2 if the home team is winning. - Effective start of the season of each year the minimum acceptable uniform for each team will be matching tops, with minimum 6 inch numbers on the back. (Matching means same main color and an affixed number on the back, not able to be taken off eg. Tape) During the game, all players and coaches must have different numbers. Any team that has any team members without a uniform will pay the full umpire fee for both teams for the night. Caps are optional, but players wearing headgear must wear caps, visors, or a helmet with proper footwear, no metal cleats. The umpire will ask at his pregame meeting if all players on both teams have uniforms “on” ( can be under a jacket or sweater for the conditions) nad having received a positive reply that will the umpires responsibility. If during the game it is found that someone is in violation of the rule, the game will stop and the offending team must pay the other teams share of both games or forfeit the games. - New banned bat list, info will be in the spring package. Use of a banned bat will have consequences are described in the SPN rulebook. Older bats can be submitted for league play approval only. Must be done on the schedule pick-up nights only. This is only for older bats that are going to be used in cold weather, and not to approve banned bats. Brett or Dave Burgess must approve the bats and the approval card must be presented to the umpire for the bat to be used in a game. - Any team unable to field a minimum of 8 players (Co-ed 5+5 minimum 4 females and maximum 5 males and minimum one male. Co-ed 6+4 minimum 3 females and maximum 6 males and minimum one male shall default the game after a ***15 minute default period as follows: - After 5 min, the offending team will lose home team "status" if they were to be home team. In addition, the first inning will be lost with the offending team being down 4-0. After 10 min, the offending team will now be down 8-0 and the second inning will be lost. After 15 min, the offending team will be down 12-0 and the game is called by forfeit by the offending team. The offending team is responsible for the the full umpire fee for both games. Then we start over again for the next game the above rules in five minute intervals. After the second 15 min, the second game is called by forfeit and the offending team will lose both games by default. If the second game is played the umpire fees for both games is paid by the defaulting team from the first game. Winnipeg Co-ed Slo-Pitch League Inc. 2017 Constitution - In the event that a team in unable to finish a game with the same number of players they began the game with, there will be no change in the order of batting allowed, and the vacancies created by players leaving the game shall be automatic outs. This will only apply to injuries or a person having to leave early. This also applies to teams starting with 12 players. - If a team starts with 8 or 9 players, batting positions 9 or 10 must be left vacant to comply with either: the alternate batting order if playing 5+5 or never more that two males in batting order if playing 6+4. Vacancies are automatic outs. Vacancies can be filled at any time during the game from players listed on the game card. - Batting line-up for Co-ed 6+4, no more than two males in batting order at any point during the game, if a third male does come up that batter will be automatic out for the entire game. No changes are allowed to the batting order once the game starts. - A courtesy runner will be allowed for a person that has a pre-determined injury and recorded on the game card. The courtesy runner will be same gender and a previous player in the line-up. SPN RULE for a COURTESY RUNNER ALSO APPLIES. - All teams must have a rulebook and game card, and in an offsite game, bases, tape measurer and means for identifying the commitment line. Failure to provide the proper equipment or lay out the diamond as per the constitution, will result in a $20.00 fine to the home team. - If all schedule games are to be cancelled by the League due to bad weather, unplayable field conditions, or any other circumstances, the scheduler will email all teams by 4:30 pm, and put the announcement on the League Line 894-2312, web site wcsl.ca. If the announcement is made, that will be considered by the League to be sufficient notice that the games are cancelled and no team will lose by default because it failed to show up for its scheduled game. However, if both teams show up and the game is played, the results will be official. - In the event of a League cancelled game. Triple Headers will be used first for rainouts when possible then Sundays. The game will be played on the next available Sunday designated by the League and will be announced with the cancellation or by the next day. In the event a team can not participate, it will be the responsibility of that team to inform the opposing team, umpire and the League by Friday noon prior to the Sunday game. The team that didn’t cancel will be awarded the wins and if the team that cancelled and the other team are willing to play the game and reschedule by either renting a city diamond or paying a fee of $50.00 to use a league diamond before the end of that round of play, the scores will be updated with the game scores of the actual played games. No games will be scheduled on Sundays of long weekends or Mothers Day or Fathers Day. Games will be doubled up the following week of play as designated by the league scheduler. Fines will be assessed to teams that cancel games last minute. 24 hours notice must be given for regular league games, a team not giving that notice is responsible for the full umpire fee of $60.00 and pay $60 to the opposing team except for Sunday rescheduled games must be cancelled by Friday noon the fine is $100.00 if games are cancelled for a Sunday after the Friday noon deadline. Triple Header Rule - Five inning games - 1 hour time frame, no inning started after 50 min. - Batters start with 1 strike and 1 ball. Walk rule for male batters with a female batter after them is three straight balls male batter walks - umpire fee $25 ($12.50 per team) per single game or triple header full nite $70.00 ($35 per team) to first ump before moving to next diamond. (To be used to catch up rainout games when a Sunday is not available.) - If necessary, the League Scheduler has the right to schedule postponed games on Friday evenings. During the playoffs, games may be scheduled any day of the week, including Saturdays and Sundays. - The League is providing two playable restricted flight game balls and they must be returned to the umpire at the end of the game. The home team of the final game is responsible for the return of the balls. - SPN HOMEPLATE/STRIKE MAT - rule in effect for all league play. - When a male player is walked with four pitches or less, he will be awarded first and second base. The intentional walk rule applies as one pitch. - All male players must be outside the baselines in fair territory when there is a female batter, except the pitcher. Winnipeg Co-ed Slo-Pitch League Inc. 2017 Constitution - The official game card is to be presented to the umpire by the home team. Any players eligible to play in the game will be listed on the game card. Full names and player position and uniform numbers must be included for all game cards. The game card will be left in the ball box at the complex directly after the game by the winning team. The winning team is responsible for making sure that the game cards are completed correctly and final scores are correct on the card. Mandatory Fine of $200.00 for teams that drop out of the playoffs after their last regular league game. If playoffs are postponed due to weather, teams will be given 24 hours to notify participation without being assessed the fine. UMPIRES It will be the responsibility of the League and/or League Umpire-In-Chief to assign a qualified umpire or umpires to all League and playoff games. If possible, the umpire should be a qualified umpire, but if one is not available, the umpire assigned to the game should be neutral and have no connection with either participating team. If the assigned umpire fails to show up for the game, it will be the responsibility of the two teams to agree upon a designated Umpire. Whoever umpires the games will be paid whether he or she is certified or not. However, if both teams only have ten players, each team will umpire while at bat. All new teams will be required to participate in the Rule Interpretation Clinic. Teams failing to participate will be levied a $60.00 fine. Umpire Fee 2017- Double Header 6 innings $60.00 ($30.00 per team) The participating teams will be responsible for the payment of umpiring fees at each game with the cost shared equally between the two teams. Payment must be made in cash before the game begins. Unless named as one of the two team representatives, no team member may dispute an umpire’s ruling without being subject to ejection from the game. Anyone ejected from a game must leave the playing area immediately and be out of sight and sound of the umpire. Any ejection will be subject to review by the Executive and could result in a fine being levied or a team member being suspended. - Once a game begins, the Umpire is paid his full fee. If bad weather arises before the first game is finished, the umpire must refund the second game fee or be available to umpire the rescheduled game. If the second game is started then called due to bad weather the umpire receives his full fees. However, if the game is a default, the team defaulting the game is responsible for paying the umpiring fee. If no one from the defaulting team is in attendance, the umpire must report the default to the scheduling representative and Umpire-in-Chief and request reimbursement of the fee. - Prior to each game, the Head Umpire shall request the names of two personnel from each team who may discuss an umpire’s decision. - Any team member who threatens or manhandles an umpire on or off the playing field at any time, is automatically suspended from further League activities. Such suspensions shall remain in force pending further action by the Executive. Lack of team responsibility in this regard will result in a fine of $50.00 and possible suspension or expulsion at the Executives discretion. An umpire’s formal complaint (in writing) must be presented to the Executive within 24 hours. A Disciplinary meeting will take place within one week after notification of the incident. - Umpires have the authority to allow a game to start that has extenuating circumstances and will not put any persons in jeopardy. The circumstances will be agreed upon by the teams involved and be set as the ground rules under which the game is played. - If a game is appears to be defaulted and another diamond has no umpire available, the umpire must move to the diamond to umpire the game. The teams concerned in the default will wait two fifteen minute default periods as described above, before each game is considered a default. APPEALS - Any League member has the right to appeal to the League for review of any decision related to the Constitution or any decision, made by the Executive or other League officials that the appealing member believes is not in the best interest of softball. Any formal appeal must be made in writing to the Managing Director within 48 hours of being informed of the decision. The written appeal should include all pertinent details and must be accompanied by a $100.00 appeal fee. A special Appeal committee will meet at the call of the Managing Director to review any formal appeal that requires an Executive ruling. The committee will be appointed and chaired by an Executive member and consist of at least four other persons one of which will be a representative of the Umpire-In-Chief. Any member requesting a formal appeal that requires an Executive decision as well as any other parties concerned will be notified as to when and where the special appeal committee will meet to discuss the appeal. Parties concerned should be available at that time to provide information and answer questions. The Special Appeal Committee will report its decision immediately following the appeal meeting. The decision of the Committee will go into effect immediately and is final. Winnipeg Co-ed Slo-Pitch League Inc. 2017 Constitution EJECTIONS AND SUSPENSIONS 1. Criteria: Ejection: a. Any unsportsmanlike behavior on the field or on the premises of the game site; b. Foul language directed towards the opposing team or umpire; c. Fake tag; d. Any unnecessary contact beyond the rules of slo-pitch; e. Fighting 2. Criteria: Suspension: a. Any ejection’s; b. Using unauthorized players (Automatic 1 year) c. Constitutional violations d. Verbal or Physical intimidation e. Automatic for fighting 3. Implementation: Automatic League review for any ejection on a team. a. 1st Ejection - Review and automatic 1 game suspension. b. 2nd Ejection - 2 games suspension and fine (50.00/$100.00) c. *3rd Ejection - Automatic 1 year suspension - *Team automatically on probation and Good Faith Bond in jeopardy. Please note that the team is responsible for the actions of its individuals. Automatic permanent expulsion for fighting. All penalties are subject to review by the Directorate. DISCIPLINARY COMMITTEE 1. In the event that the Umpire-In-Chief determines that a violation of any section of the constitution or rules of the sport governing body warrants a disciplinary meeting, he/she will call for a disciplinary meeting. 2. The Umpire-In-Chief will so inform the Managing Director who will advise the concerned parties of the specifics of the meeting. 3. The disciplinary committee will consist of one executive member who will serve as the chairman and at least four other individuals one of whom will be a representative of the Umpire-In-Chief, and one other who shall be a member in good standing of the League. 4.The decision from the meeting will be immediately implemented and subject to appeal by the team. The appeal process will be subject to the governing bodies procedures. DIVISIONAL RULES The limit of teams per division will be determined by the League Directorate. Each round will be 5 games and teams will be reseeded. Each game points will be awarded for win/loss/tie with graduated value for the group play. Teams will grouped by points standing. Rainout games must be played as assigned by league or defaulted. Special consideration will be made for valid situations. The standings will be determined by the win/loss record of the team of a balance schedule. In the advent of ties: 1st criteria - record between teams 2nd criteria - runs between teams 3rd criteria - total runs scored 4th criteria - playoff game. The team seeding will be determined by the League Directorate. The playoff process will be determined by the League Directorate. COMPLEX RULES - Gates are open daily from 5pm to 9pm. Parking lot speed is 25 km per hour max. No parking in front of wheel entrances for emergency vehicles only. Vehicles are allowed only in the parking lot. No driving on grassed areas. Vehicles must not be left in the parking lot as the gates are locked at 9pm. If a vehicle is not able to leave the parking lot for mechanical reasons, the complex manager must be advised and arrangements would have to be made to have gates open the next day. - Dogs must be on leash and supervised at all times, no exceptions. Owners must clean up after their dogs. Any dog owners not following these rules will be informed that the dog will not be allowed to come to the complex. - No glass bottles or glass containers allowed at the complex. Use of recycling bins for recycling plastic pop bottles, pop cans only. - Teams are responsible for the action of their players and their fans. Respect rules apply to fans as well as players and any offending individuals will be asked to leave and the team responsible for their fans actions will be levied a fine depending on the damage done to property or other circumstances. - Children must be supervised at all times, for their safety and so none of their actions disturb other teams. Children must also be supervised around the portable toilets. Any property that is damaged will be assessed to the team that is responsible for their children’s actions. - Teams or individuals caught using or consuming illegal drugs on the complex diamonds and surrounding areas will be levied a suspension for the balance of the season on the first offence. By signing up to play in the league and accepting our constitution this will deem to be your warning regarding this type of behaviour.
