Introduction
WaterAid is a global federated focussed with a mission to transform lives by improving
access to safe water, hygiene and sanitation in the world’s poorest communities. We
work with partners and influence decision-makers to maximise our impact. We believe
in a world where everyone has access to safe water and sanitation.
The federation is made up of members: UK, America, Australia, Sweden, Canada and
Japan; and 27 country programme offices. 23 of these country programmes are
managed by WaterAid UK four regional teams.
Over the past few years we have significantly grown restricted income from all sources
(government donors, trusts, foundations and corporate) across all members and at
country level, and we have plans to continue this growth.
To support this growth we are looking to improve our management of restricted funding
from across the federation (planning, securing and reporting) so that we maximise
opportunities and proactively mitigate risk.
Job purpose
The Head of Strategic Funding is responsible for leading the Strategic Funding team to
improve our cross directorate and cross federation planning, coordination and
management of funding for UK managed programmes to enable CPs to ensure their
programmes are multi-year funded and well managed, and fundraising teams to better
optimise funding opportunities and focus on delivering high quality account
management.
In doing so, the role supports the WaterAid UK (WA UK) Funding Committee to ensure
that:
 funding is secured and managed in line with our Global Standards,

 funding decisions are made with appropriate balance of opportunity and risk, and
that local and global strategic considerations are taken into account
 WaterAid’s reputation is protected by:
o Meeting contractual obligations
o Managing funder relationships
o Proactively managing risks and issues
Key accountabilities
1. Champion, foster and build effective working partnerships across UK
organisation (including CPs) and other members to deliver better collaborative
and supportive cross team working built on trust and transparency.
2. Ensure a coordinated and integrated approach is taken on planning and
implementation of initiatives to improve management of restricted funding,
proactively working closely with fundraising teams (UK and other members),
finance, people team, IPD and PCD as well as Funding Coordination Working
group.
3. Lead on improving our management, planning and co-ordination of restricted
funding in line with Global Standards and the supportive UK systems (both
process and practice) to deliver better decision making, maximise opportunities,
and to proactively mitigate and manage risk.
4. To lead on and co-ordinate the restricted funding from different WaterAid
Members to WaterAid UK country programmes working with RTs to maximise
opportunity and minimise risk, to enable members to confidently maximise their
funding of our projects and deliver to their funder terms and conditions
5. Lead on improving the gathering and dissemination of funding information about
UK managed programmes to enable CPs to ensure their programmes are
adequately multi-year funded and that member fundraising teams are better able
to maximise funding opportunities
6. Lead on improving our approach to managing complex multi country, multi
directorate and multi member funding, delivering project management for such
funding as appropriate, where it does not fit within existing teams
7. As part of the Funding Coordination Group ensure that high risk funding is
flagged to the Funding Committee with assurance that risks are being proactively
mitigated
8. Lead on developing a coordinated approach to planning and implementing
capacity and capability building to improve our CP ability to develop future year
funding proposals, raise funds, manage funding.

9. Work in conjunction with the Head of International People Management to
coordinate the technical input from across members to support capacity building.
10. Lead on developing and implementing our coordinated approach to identifying,
scoping and developing new funding streams.
a. Project manage the exploration and development of new funding streams
that sit outside of existing teams’ remits e.g. tenders and working with
relevant teams to identify skill gaps and plan and implement coordinated
development plans to realise opportunities
b. Project manage new funding streams which do not fit into existing BAU, to
identify gaps in our operation and coordinate organisational development
so that they can be mainstreamed into BAU.
c. Facilitate the development of in-country fundraising strategies and
investment business cases for priority opportunity countries
11. Ensure effective matrix management through the Restricted Funding Coordination Manager of the 4 Regional Funding Managers as a virtual
team delivering improvements in WaterAid’s management of restricted
funding and coordination of capacity development and deployment.
12. Motivate and provide strong leadership to the team, ensuring they have clear
goals, are involved in decision-making and work effectively.

Degree level qualification in international development, economics or a related
discipline, or equivalent work experience.
Good understanding of development issues and experience of working in the
developing world.
Significant experience-based skills in planning, securing and managing funds from
institutional donors such as USAID, AUSAID and sound understanding of
institutional and government donors, and funding policies
Sound appreciation of corporate and major donor needs
Significant experience of proposal development for large institutional donors
Experience of developing budgets for funding proposals to institutional donors.
Previous experience of working in a global organisation with a matrix management
structure
Experience of working with many and varied stakeholders in an international
organisation.
Hands on experience of securing and managing tenders and consortia
partnerships
Excellent computer literacy and able to work in Microsoft XP environment, with
strong skills in MS Excel.
Strong project management skills
Self-motivated with an entrepreneurial approach and able to work with minimal
supervision.
Good team worker. Proven ability to work with people from a range of cultural,
social, ethnic backgrounds and with different skills.
Excellent written and spoken English to engage effectively with and influence a
variety of audiences.
Excellent presentation skills to be able to represent the organisation at a senior
level.

19. Responsibility for proposal development, contract management/ financial reporting
for donors like USAID, Gates Foundation, AusAid and SIDA.
20. Experience of managing institutional donor funding programmes in developing
countries would be an added advantage.

About 4 weeks a year depending on the requirements of the role
Working Hours
Full time - Standard working hours at WaterAid are 35 hours
per week, Monday to Friday. Core office hours are between
10.00am and 4.00pm. Start and finish times are to be agreed
with the line manager upon joining.
Annual Leave
25 days per year plus all UK public holidays (pro rata). The
number of annual leave days will increases to 27 days (pro rata)
after four years’ service
Contract Period
The post is offered on a permanent contract

The appointment is subject to the satisfactory completion of a
six month probationary period
