UNCLASSIFIED Dear Bidder (E-Mailed on 27 November 2013) RE: HMRC Framework Agreements for the Provision of Executive Search and Related Services (F313) The Civil Service Commission (which provides secretariat services to the Commissioner for Public Appointments) would like to invite you to tender for the provision of executive search and related services for the appointment of the Chair and Board members of the Recognition Panel established by the Royal Charter for the self regulation of the press. This requirement is being tendered under the HMRC Framework Agreements for the Provision of Executive Search and Related Services (F313) and the contract will be awarded on the basis of the framework terms and conditions. This is an unusual, high profile recruitment exercise. Details of these posts and the background to the body can be found in Annex A. The recruitment and interviews will be overseen by an Appointments Committee chaired by a Public Appointments Assessor appointed by the Commissioner for Public Appointments. There are two stages to this recruitment exercise. The Chair of the Recognition Panel is to be recruited by the end of February 2014. The Chair is then required to be involved in the recruitment of Board members, with the aim of concluding those appointments by the end of May 2014. Bidders are invited to bid to provide executive search and selection services. Details of the assessment criteria are contained in Annex B. Bidders should note that award of any contract is dependent on the Commissioner for Public Appointments formally being given the legal powers to undertake the additional functions set out for him in the Royal Charter by means of a Commissioning Letter under the Public Appointments Order in Council 2013. The expectation is that this will happen around mid December when the Royal Charter is formally sealed. Those suppliers who score a minimum of 60% against the Capability category could be invited to a clarification session during the Evaluation Period or the contract may be awarded without any further clarification needed. A decision as to which bidder will be awarded the contract will be made and communicated as soon as possible after the closing date, but the actual award of a contract is dependent on the timing of the Charter sealing and the Commissioner formally being given the powers to fulfil the functions in it, as explained above.
