REGULATIONS on the professional skills competition for "The Best Loan Officer" of The First MicroFinanceBank CJSC Dushanbe 2016 1 1. General 1.1 This Regulation shall set the procedure of organizing and holding of professional competition for "The Best Loan Officer" (hereinafter - Competition) among the loan officers of the First MicroFinance Bank CJSC (hereinafter - the Bank); 1.2 The fundamental principles of the Competition shall be the principles of equal conditions and opportunities for the all participants of the Competition, as well as transparency and objectivity of the evaluation; 1.3 The Competition activities shall be held for the loan officers of the Bank; 1.4 The participation in the Competition is allowed for loan officers who have worked at the Bank for at least 6 months. 2. Competition Objectives 2.1. Achievements incentive for high performers who is extensively implementing credit products, expanding customer base etc; 2.2. Enhancing the prestige of the occupation of loan officer; 2.3. Increasing the transparency of loan officer activities. 3. Competition Tasks 3.1 3.2 3.3 3.4 Improving professional skills and the work quality of the Bank's loan officers; Stepping up and promoting the activities of loan officers; Strengthening of collective solidarity, corporate ethics of loan officers; Information promotion of the activities of the Bank loan officers. 4. Competition Organizers 4.1 The Competition shall be organized and held by Human Resources Department of the Bank; 4.2 The terms of conduction of Competition shall be determined by Human Resources Department as well as the terms of conducting stages and the Organizing Committee membership (hereinafter - Organizing Committee); 4.3 The Organizing Committee shall be guided by these Regulations; 4.4 The Organizing Committee includes representatives of Credit Department of Head Office, Human Resources Department of Head Office, Branch Managers (Attachment №1 to the Regulations); 4.5 The Organizing Committee shall provide public information support of the activities: interim and final rates shall be announced in all structural units of the Bank and shall be posted on the information boards; 4.6 Coordinating the work of Organizing Committee members who is being absent in the Head Office is allowed by the use of mobile cell, e-mail and oral discussion. 2 5. The Terms of the Competition 5.1 The Competition shall be held annually from the beginning of the calendar year, summarizing and awarding the winners in the end of December of the calendar year and shall be dedicated to the New Year Celebration. 6. Competition Procedure 6.1 Human Resources Department shall announce the opening of the Competition by sending e-mail to all the structural units of the Bank; 6.2 The Competition shall be held in 2 stages. The period of the first and second stages of the Competition shall be determined in accordance with the paragraph 4.2 of this Regulation; 6.3 The Competition shall be held in person and in absentia (distance) form by selecting candidates according to the results of submitted reports. 6.4 The first stage: 6.4.1 Before the 10th of each month the Head Office Credit department’s managers shall submit the financial performance information of the Bank's loan officers of the previous month to the Organizing Committee (separate microfinance officers and officers on lending to small and medium-sized enterprises (hereinafter MF-officer and SME-officer)); 6.4.2 Based on the provided data the Organizing Committee shall select the best MFofficer (one person) and the best SME-officer (one person) from each branch; 6.4.3 The best MF-officer and the best SME-officer of the branch shall be identified by comparing of the four (4) basic financial indicators over the last month: outstanding loan portfolio, portfolio at risk, restructured loans and written off loans (Attachment №2 to the Regulation); 6.4.4 In the case of controversial issues when considering the basic financial indicators, additional parameters may be included by the decision of the Organizing Committee: amount of loans, the quantity issued of loans, the results of tests for loan officers; 6.4.5 The results of financial indicators shall be documented in the form of drawing up a comparative table of MF-officers and SME-officers; 6.4.6 The decision on choosing the best loan officers of the month shall be made before the 15th of each month by the Organizing Committee; 6.4.7 Awarding the best loan officers of the month shall take place in public ceremony in the branches with the participation of the Branch Manager and staff; 6.4.8 To the best loan officers of the month shall be expressed the oral thanking, their photos shall be posted on the Honor board in the branches and Head Office, information about them shall also be posted on the Bank's website; 3 6.4.9 Information on the best loan officers of the month hall is registered in the "Book of Honor", which is stored in the Human Resources Department and separately in each branch. 6.5 The second stage: 6.5.1 All winners of the nomination "The best Loan Officer of the Month" at the end of the year shall nominate to participate in the final stage of the competition for "The Best Loan Officer of the Year"; 6.5.2 Winners of the final stage of the competition shall be 2 Bank loan officers (the best MF-officer of the year and the best SME-officer of the year); 6.5.3 In order to define "the best of the best" the Organizing Committee shall analyze and compare the financial performance of MF-officers and SME–officers of the year. The number of nominations during the year shall be taken into account as well; 6.5.4 The Organizing Committee decision on the winners shall be adopted by show of hands and shall be stated in the Minutes of the Organizing Committee; 6.5.5 Winners award shall be held in a solemn ceremony dedicated to the celebration of the New Year; 6.5.6 The winners shall be awarded by: Certificate of Honor, indicating the nomination; letter of thanks signed by the Chief Executive Officer; posting an article and a photo on the Bank's website and on the Honors board in the branches and Head Office; 6.5.7 Paperwork on awarding by Certificate of Honor, as well as tracking and registration of rewarded employees carries out Human Resources Department; 6.5.8 The winners of «The Best Loan Officer of the Year" competition shall be compensated travel expenses to the venue of the ceremony and back, as well as shall be paid for hotel accommodation (1 day) in order to participate in the ceremony. 7.
