i9 Sports Official 5 vs. 5 Flag Football Rules
i9 Sports Flag Football is a popular five-on-five game filled with fun and action. In
this game, the offensive team plays for a first down at midfield and a touchdown in
the end zone. Running and passing plays are allowed, although there are “norunning zones” at midfield and near each goal line. The offensive team can
not run a running play when the line of scrimmage is in a “no-running zone.
The defensive team covers receivers, rushes the passer and grabs flags to make
“tackles.”
The Basics
 A coin toss determines first possession.
 The offensive team takes possession of the ball at its 5-yard line and has
four plays to cross midfield. Once a team crosses midfield, it has four
plays to score a touchdown. If the offense fails to score, the ball changes
possession and the new offensive team takes over on its 5-yard line.
 If the offensive team fails to cross midfield, possession of the ball changes
and the opposition starts its drive from its 5-yard line.
 All possession changes, except interceptions, start on the offense’s 5-yard
line. Interceptions may be run back.
 Teams change sides after the first 20 minutes. Possession changes to
loser of coin toss.
 Field dimensions are: 50-70 yards long X 30 yards wide with 7-10 yard
end zones with 5 yard no-run zones before mid-field line and goal lines.
Players/Game Schedules
Teams must field a minimum of four players at all times.
Teams consist of 7 to 10 players – five players on the field.
Timing/Overtime
 Games are played in two 20-minute halves with a running clock. Clock
will stop at the one-minute warning of each half. There is a running clock
in the last minute of each half. Halftime is five minutes long.
 Each time the ball is spotted, a team has 30 seconds to snap the ball.
Teams will receive one warning before a delay-of-game penalty is
enforced.
 Each team has two one minute time outs per half.
 Officials can stop the clock at their discretion.
 There is no over time in the regular season.

Please remember that scoring is part of the game but not the main focus;
always place the kids before the win!
Play starts when the referee blows the whistle for play to begin. Once the
referee blows the play dead, play is not allowed to start until the referee
blows the whistle for play.
Running
 The quarterback cannot run with the ball past the line of scrimmage.
 Only direct handoffs behind the line of scrimmage are permitted. Offense
may use multiple handoffs
 “No-running zones” located five yards from each end zone and five
yards on either side of midfield are designed to avoid short-yardage,
power-running situations. (No run zones are omitted for pee
wee/freshman division.
 The player who takes the handoff can throw the ball from behind the line
of scrimmage except in the no run zone.
 Spinning is allowed, players cannot leave their feet to avoid a defensive
player and cannot dive forward to advance the ball.
 Laterals and pitches are only allowed behind the line of scrimmage. No
Hook and Ladder plays are allowed unless the first receiver is behind the
line of scrimmage.
 The center can run the ball as long as there is a clear exchange of the
football from both the quarterback and the center.
Receiving
 All players are eligible to receive passes (including the quarterback if the
ball has been handed off behind the line of scrimmage).
 Only one player is allowed in motion at a time.
 A player must have at least one foot inbounds when making a reception.
 The player is down where the flag belt unclips and NOT where the football
is. Players are not allowed to reach for first downs or end zones. The ball
will be placed where the belt unclips.

Passing
 Shovel passes are allowed.
 The quarterback has a seven-second “pass clock.” If a pass is not thrown
within the seven seconds, play is dead, loss of down. Once the ball is
handed off, the seven-second rule no longer is in effect.
 Interceptions change the possession of the ball at the end of the run back.
Interceptions are the only changes of possession that do not start on the
5-yard line.
 If a team is up by 20 points or more, and the team that is leading
intercepts the football, the ball may not be returned for additional yardage
after the interception. The ball will be down where the interception took
place.
 If a team is up by 20 points or more, the team that is leading must bring all
defensive players back behind the TEN yard marker. The referee will
place the bean bag at the ten yard marker and not a seven yard marker
when a team is up by 20 points or more.
 Passes in the no run zone must be a forward pass. The pass must be
clearly forward and the receiver must be beyond the line of
scrimmage. Only one pass is permitted in the no run zone, no double
pass plays. The quarterback has to throw the ball forward and the
receiver must be beyond the line of scrimmage.
Dead Balls
Substitutions may be made on any dead ball.
Play is ruled “dead” when:
 Ball carrier’s flag is pulled
 Ball carrier steps out of bounds
 Touchdown or safety is scored
 Ball carrier’s knee hits the ground
 The ball is fumbled and hits the ground
 Ball carrier’s flag unclips
 PEE WEE DIVISION ONLY: Ball is ruled dead when the center snaps the ball
to the quarterback and it hits the ground on the exchange. There will be one
redo of the play without a new huddle for the offense. Time will continue to
run if the ball hits the ground.
**Note: There are no fumbles. The ball is spotted where the ball hits the ground.
**Note: There are no kickoffs, and no blocking is allowed.
Rushing the Quarterback
All players who rush the passer must be a minimum of seven yards from the line
of scrimmage when the ball is snapped. Any number of players can rush the

quarterback. Once the ball is handed off, all players can cross the line of
scrimmage.
Once the ball is handed off or thrown, the seven-yard rule no longer is in effect
and all defenders may go behind the line of scrimmage. A special marker, or the
referee, will designate seven yards from the line of scrimmage. Remember, no
blocking or tackling is allowed.
Short rush: When a team is within 7 yards from a first down or the goal line, the
defensive team will have a short rush with the first down mark or the goal line
being the rush line.
In the pee wee division/freshman division only, if a team records a safety, the
team will be awarded two points, but the offense will maintain the football with a
loss of down.
The rusher may not have his arms raised once he/she has passed the line of
scrimmage. The rusher may only reach for the flag belt of the quarterback. A
roughing the passer penalty will be called if the rusher contacts any part of the
quarterback, other than the flag belt. This rule is solely for the safety of the
quarterback and the rusher.
Sportsmanship/Roughing
If the field monitor or referee witnesses any acts of tackling, elbowing, cheap
shots, blocking or any unsportsmanlike act, the game will be stopped and the
player will be ejected from the game. FOUL PLAY WILL NOT BE TOLERATED.
Trash talking is illegal. Officials have the right to determine offensive language.
(Trash talk is talk that may be offensive to officials, opposing players, teams or
spectators.) If trash talking occurs, the referee will give one warning. If it
continues, the player or players will be ejected from the game.
Defensive Penalties








Offside -- 5 yards and repeat the down
Pass Interference -- 15 yards and automatic first down
Illegal contact (holding, blocking, etc.) -- 5 yards and repeat the down
Illegal flag pull (before receiver has ball) -- 5 yards and repeat the down
Illegal rushing (starting rush from inside 7-yard marker) -- 5 yards and
repeat the down
Substitution fouls (player enters field after ball is blown ready for play,
i.e. to deceive opponents, or 6 players on the field) -- 5 yards and repeat
the down
Interference with opponent or ball at the snap -- 5 yards and repeat the
down
Defensive holding -- 5 yards from the point of the foul

Roughing the Passer: 10 yards and an automatic first down.
TACKLING: effort has to be made to pull the flag. This will be up to the
referee’s discretion to determine if an attempt was made for the flag.
Tackling Foul: If any player on the team continues to tackle, that player
will be immediately ejected from the game and further punishment may be
enforced depending on the league director.
Coaches Penalty: 5 yard penalty with a replay of the down. If a coach
does not stand behind the play at a sufficient amount of space and
interferes with the play. This will be up to the referee’s discretion to
determine if a coach interferes or not.
Offensive Penalties
 Delay of game -- 5 yards and loss of down
 Substitution fouls -- 5 yards and loss of down
 Illegal motion (more than one person moving, etc.) -- 5 yards and loss of
down
 False Start -- 5 yards and loss of down
 Illegal Snap -- 5 yards and loss of down
 Offensive holding -- 5 yards and loss of down
 Offensive pass interference (illegal pick play, pushing off/away
defender) -- 5 yards and loss of down
 Flag guarding (carrying ball close to flag in an effort to guard or stiffarms) -- 5 yards from the point of foul and loss of down
 Charging: 5 yard penalty from the spot of the charging and loss of down:
The offensive player must attempt to elude the defender if the defender
has his defensive ground established. This is to prevent injuries from
barreling over the kids who may be bigger and stronger.
 Illegal play: 5 yards and a loss of down.
ANY PENALTY THAT IS COMMITTED BY THE OFFENSE AND/OR DEFENSE
CAN BE DECLINED BY EITHER TEAM WHOM DOES NOT COMMIT THE
PENALTY
Other Penalties


Sideline Warning – If the parents of a team are breaking the parental
pledge and arguing or verbally complaining with negativity, a team sideline
warning will be issued.
Team Unsportsmanslike Conduct – A fifteen-yard penalty will be
enforced if a sideline continues to verbally be negative towards the
officials. The coaches are required to maintain their parents on the
sidelines if this happens. If a coach argues this call for any reason and
tries to stick up for the parents, the coach will be immediately thrown out
of the game. Setting a good example for the kids is our most important
priority, not questioning calls throughout a fun flag football game for kids.

Attire
 Cleats are not mandatory, but highly recommended, except for metal spikes.
 All players must wear a protective mouthpiece; there are no exceptions.
 The official i9 Sports jerseys must be worn during play.
 All players must be game ready before the game starts. Shirts tucked in, have
mouth pieces, and belts clipped on properly.
Playoffs
The top two teams in each division will play in the championship game
during the playoff week. If two or more teams are tied, the fewest amount of
points allowed during the regular season will be the tiebreaker.
Overtime (Playoffs Only) TEXAS SHOOTOUT- If the score is tied at the end of
40 minutes, teams move directly into overtime (only in the playoffs).
 Coin flip will determine possession
 Each team will get one possession starting at mid-field
 Each team will get one opportunity to score from mid field. If the
team who has the ball first in OT scores, the other team gets one
opportunity from mid field to tie or win the game.
NO ARGUING AND/OR COMPLAINING IS ALLOWED TO THE REFEREES BY
THE COACHES, PLAYERS, AND PARENTS.
