1. Purpose of the Paper
The purpose of this report is:
To update Schools Forum members of the budget setting arrangements relating to the use of
the DSG for 2014-15
To provide Schools Forum members with the latest projection of total Dedicated Schools Grant
2. Introduction

The Local Authority will be notified 18th December 2013 of the 2014-15 Schools Block
DSG allocation.
3. Dedicated Schools Grant Allocation
The DSG is allocated to the LA in three notional blocks as follows:
Early Years – An initial allocation based on the January 2013 school census for Early
Years pupils

High Needs – Allocation based on agreed baseline for 2012-2013 adjusted for High
Needs Growth for 2013-14

Schools block – allocation based on October 2013 pupils aged 5-16 multiplied by an
amount per pupil.
4. The estimated budget requirement @ December 2013
The data the DSG for 2014-15 is calculated will be published on 10th December 2013. The Local
Authority can then estimate what the school block allocation will be and confirmation will be
received from the DfE on 18th December 2013.
The initial estimate of October 2013 census number of pupils on roll shows an increase of 256
pupils compared to the October 2013. Pupils have grown by 495 fte pupils in primary and
reduced by 239 in secondary
5. Central Schools Services
The DSG can only be used for the purposes of the Schools Budget which consists of delegated
budgets allocated to individual schools, Pupil Referral Units (PRUs) and Early Years provision
in Private, Voluntary and Independent (PVIs) providers. It also includes a budget for other
provision for pupils which local authorities fund centrally, which now includes the majority of
high needs provision, including post-school provision up to the age of 25.
Under the new schools funding arrangements, Local Authorities can retain funding from the
schools block to meet the cost of services as long as the expenditure does not increase from
2013-14.
It is proposed to retain funding to meet the costs of the following central schools services and
details will be brought to the next Schools Forum meeting.
