TITLE: Manager, Children and Youth with Special Needs and Therapies
CLASSIFICATION: Band 3
JOB OVERVIEW
The Manager, Children and Youth with Special Needs and Therapies participates in the development and
implementation of policies and programs, as well as budget and service initiatives, for children and youth with
special needs and their families. Reporting to the Director of CYSN Policy, the Manager works collaboratively
with Service Delivery Area (SDA) staff, staff from other ministries, community service providers, professional
organizations and other interested parties in developing programs and initiatives based on best practices. The
position provides ongoing support to SDA staff regarding program eligibility and implementation of policies,
initiatives and programs, and manages contracts with community service providers.
ACCOUNTABILITIES
Required:
1. Evaluates the effectiveness of existing policy and program direction and procedures. Conducts policy
analysis and researches implications that reflect financial, legal, administrative and service considerations,
and recommends policy and program positions, indicating alternatives and implications.
2. Analyses draft legislation, policies and strategies to identify impacts on existing CYSN programs and
practices.
3. Develops proposals to support regional service delivery. Identifies and provides service delivery policy
support, including service quality standards (e.g., eligibility and assessment role of ministry staff and
service providers in the field), delivery frameworks, evidence-based best practices, and performance
standards/outcome indicators.
4. Keeps current on provincial and national trends, research, practices, issues and policies regarding children
and youth with special needs and child rehabilitation service delivery, and identifies provincial needs and
challenges.
5. Collaborates on problem resolution strategies, risk assessment and development of risk reduction
strategies.
6. Develops and fosters collaborative working relationships with supervisors and managers of related
ministry programs to address broad planning and service delivery issues. Coordinates analysis and review
of issues, and makes recommendations to address service gaps for children and youth with special needs.
7. Works in conjunction with other ministries and community stakeholders including professional
organizations for the purposes of joint policy development and problem solving, and develops
communication responses, some of which may be sensitive, controversial and complex and may require
mediation and conflict resolution.

8. Develops strategic and practical responses to current and emerging issues. Investigates problems and
drafts responses to inquiries, concerns and complaints regarding services and issues related to CYSN
programs (e.g., Early Intervention Therapies, School Aged Therapy Program, Community Brain Injury
Program, At Home Program).
9. Identifies program pressures, trends and summarizes provincial program activities, including project
summaries, accountability measures, provincial evaluation frameworks, and training and education
requirements.
JOB REQUIREMENTS
Bachelors or Masters in a Rehabilitation Science (i.e. occupational therapy, physiotherapy, speechlanguage pathology); or
Registered or “Eligible” to be registered OT, PT or SLP
3 years’ experience related to the area of specialty, preference may be given to applicants with 5 or
more years
Experience in the leadership and supervision of staff,
Experience leading and resolving complex staff and/or client issues,
Preference may be given to applicants with 3 or more year’s experience in program and policy
development,
Experience related to children with special needs and their families preferred,
Successful completion of security screening requirements of the BC Public Service, which may include a
criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security
screening checks as required by the ministry (Note: It is important that you read the job posting
