MINUTES OF THE CITY COUNCIL MEETING OF NOVEMBER 10, 2008.
The minutes ofthe regularly scheduled Monticello City Council Meeting ofNovember
10, 2008 held in Council Chambers of the Municipal Building in Monticello, Piatt
County, Illinois.
Meeting convened at 7: 00 P.M.

Mayor Mitze led the Council in the Pledge of Allegiance.

A motion was made by Alderman Brown, seconded byAlderman Hayes to approve the
Council minutes of October 27, 2008, the Claims Report of November 20, 2008, the
Monthly Permit Report for October, 2008, the Study Session minutes of November 3,
2008, the Planning Commission minutes of October 14, 2008, October 20, 2008 and
November 6, 2008 and the Police Report for October, 2008. Motion Carried.
Mayor Mitze wanted to congratulate Ron Nolte for receiving Citizen of the Year at the
annual Monticello Chamber of Commerce dinner. Mitze also read a press release from
IDOT requesting him to make a proclamation to have" December The Drunk and
Drugged Prevention Month".
The Mayor will give the press release from IDOT to the
local newspaper so they can put it in the paper.
Alderman McHale was questioning the demolition ofthe property belonging toWray
Haines. McHale said you could see some work being done and then it has stopped.
Superintendent Allsop stated maybe he should do a follow up.
A motion was made by Alderman Kuetemeyer, seconded by Alderman McHale to
approve Resolution 2008- 61, A Resolution Authorizing the Execution of the IMLRMA
Minimum/Maximum Contribution Agreement. Motion Carried.
A motion was made by Alderman Hayes, seconded by Alderman Brown to approve
Resolution 2008-62, A Resolution Authorizing a Municipal Lease and Option Agreement
for Ford Jet Vactor Equipment. 1 present 6 yeas

A motion was made by Alderman Corrie, seconded by Alderman McHale to approve
Resolution 2008- 63, A Resolution Authorizing the Negotiation and Execution of a
Contract. Motion Carried.
A motion was made by Alderman Allman, seconded by Alderman McHale to approve
Resolution 2008- 64, A Resolution to Accept a Proposal for Engineering Services Lincoln
School Neighborhood Drainage Project. Motion Carried.
A motion was made by Alderman Hayes, seconded by Alderman Corrie to approve
Ordinance 2008- 65, An Ordinance Amending the Zoning of 416 West Washington
Pepsin Hill). 1 present 6 yeas
Alderman Come announced four out of eight Lunches with Santa on the Train rides have
already sold out. If anyone is still interested in the Lunch with Santa contact Monticello
Chamber of Commerce or their website for times and to purchase tickets. In an effort to
support local businesses and get more people to shop locally this holiday season, the City
of Monticello in partnership with the Monticello Chamber of Commerce and Monticello
Main Street
will
be holding
a"
Reindeer Hunt".
Shoppers can pick up a game card and
find clues on the card in the participating shops. Completed cards can be entered for a
chance to win$ 100 worth of Chamber Bucks. The Reindeer Hunt will be going on from
November 28t` until December 2e. On Saturday, December a the same day as the
parade, the city will be having a shuttle that will circuit the downtown and municipal
parking lots. The shuttle will run 1: 00 P.M. to 4:00 P.M. The City of Monticello is
looking for carolers to bring holiday cheer to the downtown during Friday nights and
Saturdays between Thanksgiving and Christmas. Contact Callie McFarland at the city if
you are interested. A bell choir will be playing at Rotary Centennial Park on November
28th. If any other bell choirs would be interested contact Callie McFarland.
The Mayor wanted to remind the council of the CIMOA meeting at Paxton on November
20, 2008 at Tin Pan Alley starting at 6:00 P.M.
Alderman Kuetemeyer wanted to thank Ward III, the winners of the food drive, for
picking out the costumes for Ward IV, the losers ofthe food drive, they had so much fun
working at the Halloween Party sponsored by the city recreation department.
Alderman Brown wanted to thank Chief Miller and Officer Nayonis for the good work
they did on Halloween night. It was especially nice for them to hand out candy to the
children.
Alderman Hayes announced over 400 children participated in the Trick or Treat
Halloween Party at Nicks Park sponsored by the recreation department. Adult gym
volleyball is going on at Lincoln School. This is being held on Wednesday nights and
Sunday afternoons with the cost being$ 1. 00. The golf range and landfill

Starting January 1, 2013 the radio frequencies the public works, police and fire radios use
will no longer be available. Piatt County 911 is looking into options for the entire
county. Some of our new radios can be reprogrammed but others will not and new ones
will have to be purchased. This is a nationwide FCC mandate. Allsop announced that
this Friday will be John Hoel' s last day and city is having a retirement lunch for him.
The council is invited. Superintendent Allsop handed out to the council tax levy
information. This will have to be approved by the council before the last Tuesday in
December. The
question
is
should the
city stay the
same at
5%.
Could a meeting take
place with the assessor to keep taxes from going up ifthe city stayed the same or should
increase the
percentage?
Allsop hopes to have it available at the next meeting for
approval.
In the public participation, Zoning Board member Maureen Holtz asked what the city was
going to do about Dale Leach not removing his deck. He was denied by the Zoning
Board and the council but nothing has been done. Superintendent Allsop suggested she
should talk to Brett Thompson since he had been handling the situation. Steve ShrefBer
talked about the rezoning of Pepsin Hill. Donna Garrero asked about ifthe city had any
plans
for the community center. Superintendent Allsop said he had some preliminary
plans.
