DUAL ROSTERING Placing a player on a team in secondary status, Intra cub (within the same club) Inter club (between 2 different clubs) US Youth Soccer and FYSA allow players to be rostered simultaneously to two (2) different teams. • These teams may be in different clubs or even in different regions. • The initial team a player is rostered to will be the “primary” team, and the other team will be the “secondary” team. • Should a player wish to change his/her status with a team from secondary to primary, the player will have to “transfer” from the secondary team to the primary team. The player will then be considered a “previously rostered” player. • The player’s status is listed on the Official State Roster. The pass for the secondary team is identified as secondary. Procedures • For players who wish to be rostered to 2 teams in the same club, the club registrar can process the transaction, instructions are at the end of this memo. • For players who wish to dual roster to a team in a different club, an online Got Soccer form must be submitted. The office will process this request and this will result in a new Official State Roster being created by FYSA office staff that is in addition to the one being tracked with enforced roster limits in the team’s registration event. • State and Region Cup do not allow these secondary players to participate in their events, and they are by FYSA rule counted as part of the players rostered on the official state roster. • Affiliates are reminded that they are ultimately responsible for monitoring their rosters and FYSA is not responsible if a team over rosters and is not qualified for an event. FYSA Dual Rostering Rule • 205.4 Dual Rostering is permitted and a player may be rostered to multiple teams at one time during a seasonal year. Regulations concerning dual Rostering are as follows: • A. Player's Cup eligibility is the player's primary team. No player is eligible to compete in FYSA Cup play with a secondary team, unless permitted under the rules of competition. A player’s primary team shall be the first team to which the player is rostered. • B. The player's primary team will be the first team listed on a pass, and the secondary team is the second team listed on the pass • C. Release from the primary team in no way transfers primary status to the secondary team. To transfer primary status requires a completed transfer. This player will then be considered a previously rostered player. • D. Primary team schedules will take precedence in all issues or conflicts. If player is registered to two (2) affiliates, all matters regarding registration will be decided by the primary team's affiliate. Intra Club Dual Rostering • Prior to adding a player to a roster in secondary status, the player’s team must be entered into the 2011-2012 Registration event. • The roster must have been generated placing the player on the team roster. Note: this is only allowed by rule after 08/01/2011. • Only after the player has been “rostered” to the primary team, may the player be placed on another team in secondary status. Steps for dual rostering • Parent must grant permission • If Inter –Club, both clubs must agree in advance and give parents information necessary to complete inter club dual rostering form • Parents need Name of Current Club, Name of Secondary Club, Team ID in Secondary Club After Secondary Team’s Roster Has been Initially Generated Find team in Registration Event Click on Search for Secondary Player Screen opens with default values Fill in necessary information to find player Add player search values, press search and the player will appear with an Add button. Player will appear as Secondary with an S To Change to Primary press the Icon next to the S You now have the option to make player primary Player will appear as primary, and club (registrar) must remember he is now previously rostered, yet not marked as a transfer. Inter Club Dual Rostering • Process starts with Player being properly rostered to primary team. • Inter Club dual roster form is submitted from within the player’s account, by the parent. • Affiliates must provide parent with the names and codes of the primary and secondary affiliates as well as the name and code of the team where the player will be secondary. Find ‘My Club’ drop down (up) for primary club Complete form Select Secondary Club drop down (up) for secondary club Complete and submit form Primary club will find form submission on club tab Primary Club will approve if all info is correct, if there is anything wrong, deny and have process start over Secondary Club sees form request Secondary club approves if all is correct, and denies if anything is wrong When FYSA approves it will appear as state approved Final FYSA Approval • FYSA accepts Club approval as verification that the info is correct and club approves of transaction • FYSA verifies that correct clubs granted approval • FYSA processes inter club dual roster • FYSA charges secondary club $25
