IM Update from the Field: UNHCR North Sub-office 29th of August 2016 Rapid Needs Assessment Trial Page 1 Secretariat Activates Mechanism Summary of Data Persons Newly Arrived on Site Sector Response Feedback at InterAgency Geo-Split of Areas of Responsibility April/ May 2016 May 12th – 19th End of May/ June - Response Initial Reflection Page 2 • Can be used as standalone tool, must not replace normal referral mechanisms, or tools used (observation in the field). • Time frame for Contingency Planning • How can we respond, under current assistance criteria? • Individual Assistance vs. Blanket Assistance for All? • PCODE/ GPS location is essential – use at all times. • What is the main message you want to communicate with partners, externally and internally? • Focal Point to coordinate – who goes where, when do they go, why are they going, what has been collected, who can see the data? (Response) • Sectors probably will have to go out again – but WASH, HEALTH, FOOD, SHELTER are key and require a fast response. • When do we move on from an emergency situation to stabilizing situation? Mapping of Services • Mapping of Infrastructure data – schools, SDC, CDC, PHC, SHC • Map other sector specific data that is useful for other sectors. • 3Ws – Shelter and WASH • Legal Aid Partners • Outreach Volunteers – where they are based • Mapping of Risk and Resources – UNDP • Conflict Mapping – UNDP • Education – Rehabilitation Information • Using Google Earth – requires user to download the application and the kml file. • Updates every three months, officially (as and when data is available) Page 3 Referral Mechanisms Page 10 • Library of documents related to referrals – SOP, flow diagrams, contact lists...but why? • Information to partners • Information for ourselves – new staff • Getting processes from the staff – onto paper. • Maybe a base to start from discussing the wider referral process. • https://www.dropbox.com/sh/8d754tzlky9zz0o/AAALh M7463nIOtPxDXKE-ulra?dl=0 • Continuous process of updating – moving it from IM to sector leads. Mapping Urban Areas Page 10 • Current location names vs. neighbourhoods for example: • Abou Samra, Shok, Bahsas, Zeitoun, Tripoli – in one cadaster. • Different scales cadaster, urban area, metropolitan, neighbourhood area – makes reporting confusing. • Potential Issues: • How do you know which boundaries to endorse? • How does someone living in a neighbourhood, know that they are living in that neighbourhood? • Can sectors use their boundaries and get endorsement that way? Can we model population figures based on the new boundaries? I there a need for mapping at neighbourhood level?
