Wigan Council

innovative ways to explore and develop their talents and provide opportunities
to learn and grow.
Working in close partnership with Servelec Corelogic, the implementation of its
Mosaic case management solution in Wigan’s Adult and Finance Services is a
good example of how an inclusive and collaborative approach helps to ensure
the right foundations for growth and development in the community.

The Council was limited in terms of using the legacy
system to its full capability and there was copious
amount of time spent manually inputting data, which
was not the most efficient approach.
For Wigan’s Finance department, the overarching goal was to embed Mosaic in the council to deliver
efficiencies in support of the financial challenges and to enable improvements in management reporting
and controls in package and expenditure authorisation. Mosaic represents an important enabler of
cultural change for Wigan Council.
Adopting a collaborative approach
Working in close partnership with Wigan’s team, Mosaic went live in February 2016. The Standard
Practice Configuration provided a good starting point for Wigan, helping them to configure their Mosaic
system specific to their needs during the implementation.
The council took a pro-active and inclusive approach to create the conditions for growth and continuing
development. Staff engagement prior to and during the implementation of Mosaic was key in
encouraging buy-in from the various teams within the Council.

Wigan Council provided Microsoft Surface Pro tablets for their front line workers to handwrite
information more easily and also to provide a more personal experience for their service users. Many of
the forms were designed to be easy to complete whilst out and about using Mosaic mobile. Staff out in
the field are using the Surface Pros which has been a major success of the project.
Mosaic delivers value
Since Servelec’s Mosaic system has been
implemented across the teams at Wigan, users
can now access a service user’s record and see
the full case history. Mosaic enabled a more
co-ordinated approach across all the council’s
service areas.
The project has been a learning curve and
has brought the team together; there is more
collaborative working across the different
departments in the council, and a greater
understanding of impact, pathways and
processes. This is due to Mosaic’s simple-to-use
interface which helped to reassure staff and gain
their buy in.

Wigan Council has also benefited from using the
new Mosaic system by introducing prescribed
coding and realigning structures to the statutory
framework. Mobile working is being embedded
within the financial assessment function with
a view to gaining efficiencies supporting the
alignment of increasing workload with existing
resources.
Wigan Council set up the system to automatically
email their suppliers with remittances when they
undertook a payment cycle, allowing a far more
efficient process than before. This was rolled out
to eight providers in the initial stages and Wigan
are now currently in the process of full scale roll
out to eighty providers
