PLAYING SYSTEM AND TIME CONTROL Swiss system, 9 rounds, Time control: Group A – 90 minutes per game with addition of 30 seconds per move from the beginning of game Group B – 90 minutes per game with addition of 30 seconds per move from the beginning of game Group C – 30 minutes per game with addition of 30 seconds per move from the beginning of game Group D – 30 minutes per game 5. ACCOMMODATION AND MEALS Hotel “Podlasie” & Restaurant “Lipcowy Ogrod” – beautiful surroundings, high standard (breakfast and dinner - smorgasbord, lunch is served), Internet Wi-Fi and free parking for participants of the Memorial. The number of places is limited! The cost of accommodation and meals are per person: in room: 2-, 3-, and 4-seater from dinner on 26.12.2016 (arrival day) to lunch on 31.12.2016 (departure day) – 5x105 PLN = 525 PLN 1 in single room from dinner on 26.12.2016 (arrival day) to lunch on 31.12.2016 (departure day) – 5x155 PLN = 775 PLN The cost of meals in Restaurant “Lipcowy Ogrod” for participants not staying in the Hotel “Podlasie”: lunch – 25 PLN per person, dinner – 25 PLN per person. Participants of the competition will be accommodated in rooms in the arrival day from 16:00, and in the departure day they are obligated to leave the rooms until 12:00. Earlier accommodation or extension of stay in the room (in the departure day) will be possible after prior arrangement with the reception. Reservation of accommodation and meals after the deadline will be possible only if there are vacancies. The number of beds is limited - there will decide the order of reservation. 6. ENTRY FEE The entry fee is: Group A – 150 PLN Group B – 120 PLN Group C – 100 PLN Group D – 60 PLN Players with titles IM, WIM, GM, WGM are exempted from the entry fee. The entry fee includes the rating payment. Amount of the entry fee for players applied after deadline will be increased by 50 PLN. The entry fee is not refunded. 7. The remaining monetary prizes (over 760 PLN) are taxed 10%. Prizes are not shared. The player has the right to receive one prize. Prizes which will not be taken away during the closing ceremony of the tournament are forfeited. Special prizes will be paid only in case if at least 3 players are participating in data group. The organizer provides also additional attractive souvenirs in the Groups A, B and C. Souvenirs will be provided for all participants in Group D. Cups and medals will be given for players for I-III places in all Groups. Diplomas will be given for all participants. 9. EVALUATION OF RESULTS The total amount of gained points, The coefficient of truncated Buchholz, The coefficient of full Buchholz, Number of wins, Result of the direct game between the concerned players, Average rating of the opponents. 4 11. JUDGING In the competition there will be applied current rules of the FIDE and the Chess Code of the Polish Chess Federation. The competition judges the Chief Arbiter with the help of the assistants-arbiters. A player has the right to appeal immediately from the decision of the assistant-arbiter to the Chief Arbiter. The decisions of the Chief Arbiter are final. A player, who will appear on the round (at the chess table) with a delay of more than 30 minutes from the beginning of the round, loses the game. A foreign player who registers for participation in the FIDE tournament should have his FIDE ID (FIN). If the player has not it, he will not be admitted to the chess tournament which is reported for evaluation of the FIDE rating. In disputed issues that are not described in these Regulations, the decision belongs to the Chief Arbiter of the competition. 12. EDUCATIONAL ISSUES Educational care for underage players during the competition is exercised by their parents or attendants. It is forbidden for players to leave the tournament hall during the playing and any discussing in this time with other players and with other people or attendants, also in the matter of proposal for draw in own game or in games of opponents. 13. FINAL INFORMATION The tournaments A, B and C are reported for assessment of the FIDE rating. The organizer also provides the additional attractions such as a bonfire, a bughouse chess tournament, a blitz tournament and the Super Surprise. Hotel “Podlasie” & Restaurant “Lipcowy Ogrod” are organizing a great New Year’s Eve party; details of this event will be available in September on the tournament website and directly on the hotel website. The players insure themselves for the time of the competition on their own. Application for participation in the tournament is the acceptance of all the provisions of this Regulations. Adult players and parents / attendants of underage players, declaring participation in the competition, automatically agree to the publication of the image. The organizer does not publish the records of chess games from the Memorial. In the case of a very high turnout in the A and B Groups, it may be necessary to move the C and D Groups to the Complex of Integration Schools No. 1, Lagodna Str. 10. In matters not described by the present regulations, the final decision belongs to the Chief Arbiter (in sport matters) and the Memorial Director (in organizational matters).
