for which you are seeking in-district residency. Documentation must be submitted to the One-stop
Student Services office (first floor, SC4 Welcome Center) by the first day of the semester for which you
are seeking in-district residency.

Residency Proof Requirements
A student wishing to be classified as an “in-district” resident of St. Clair County Community College at
the time of enrollment MUST HAVE BEEN A BONA FIDE RESIDENT:
A. In the St. Clair County Community College District for at least 30 days prior to the start of
classes.
B.Of the state of Michigan for at least six months.
•Residency of all students younger than age 18 follows that of their parents’ or legal
guardians’ residency.
The St. Clair County Community College District does not include those individuals who live in the
Anchor Bay, Armada, Richmond or Croswell-Lexington school districts even though parts of those
school districts are within the boundaries of St. Clair County.
Students who do not meet the stated requirements in Section A but do meet Section B will be classified
as “out-of-district” students.
SC4 students are responsible for maintaining an accurate address at the college for the purpose of
billing tuition appropriately as well as mailing pertinent information.
Students who falsify their residency will be subject to payment of tuition at the correct residency rate.
Charges will be retroactive.
Students who have moved from out-district to in-district must complete the following steps and
submit documentation, prior to the start of classes, to be charged at the in-district rate:
•Complete a Proof of Residency Form.
•Provide a copy of a Michigan driver’s license or Michigan ID card showing the current in-district
address dated a minimum of 30 calendar days prior to the start of classes.
•Provide at least one additional proof showing the student’s name and current in-district address
dated a minimum of 30 days prior to the start of classes. The second proof may include:
• Rent receipt or letter from the landlord (must be notarized) or the completed bottom portion
of the Proof of Residency form (must be notarized)
• Lease agreement
• Utility bill(s) issued in the student’s name (e.g. water, electric, cable)
Residency status is determined by Enrollment Services at the time of admission or re-admission to the
college. Any changes in residency status must be reported immediately.
Appeals may be made to the registrar.
Note: Students attending SC4 on a F-1 student visa cannot establish residency.
