UNIFORMS
(a)
Teams must be in full uniform with numbers 4-15 at regulation size, marked front and
back by the end of the third (3rd) set of fixtures.
(b)
All players must wear full uniform consisting of Club/Team colours, style and material
for shirts and shorts, plus suitable footwear. Any player not correctly attired will not
be permitted to play. ie: no belts, shorts with pockets, gloves, body piercings or
jewellery. Permission from HRBA must be attained prior to playing for the use of
gloves to cover fingernails or jewellery unable to be removed. Players are permitted to
wear plain wedding bands which must be taped or covered at all times.
(c)
Where clubs and non club team colours clash, the club team will not be required to
wear the bibs (non club teams will wear the bibs).
(d)
Shirts must be tucked in at all times, both male and female.
PROTESTS AND DISPUTES
(a)
A Protests and Disputes Board consisting of HRBA officials and/or persons
independent of the matter of adjudication will decide all protests, disputes and charges
of unsporting or offensive behaviour.
(b)
Any player, coach or manager engaging in unsportsmanlike or offensive conduct may
be charged and, if found guilty, will face disciplinary action.
(c)
Protests and charges of unsporting or offensive behaviour may be lodged by referees,
Association and Club/team officials.
(d)
Any such report shall be in the hands of the Administrator or an HRBA Executive
Representative, within five (5) working days of the incident; a hearing shall be
convened, if possible, within seven (7) working days of the said incident.
(e)
One copy of the report or charge will be handed or posted to each/every party to the
charge or dispute, including relevant Club/team Protests and Disputes nominees, within
five (5) working days of being received. In addition, at least twenty-four (24) hours
verbal notice of the resultant hearing will be given to all parties.
(f)
Players, coaches or managers charged with unsportsmanlike or offensive behaviour
may initially be given cautions according to HRBA behaviour moderation protocols.
Contested or repeat offences, and all charges brought by referees, will be adjudicated
by the Protests and Disputes Board.

(g)
Parties to a dispute or protest must attend the Protests and Disputes Board on the date
fixed by the HRBA, except where a variation is agreed by all parties.
(h)
In the event of vexatious actions by a playing defendant delaying adjudication beyond
future playing dates, if such person is subsequently found guilty, then the team will be
penalised for all intervening fixtures as if they had played an ineligible player, i.e. loss
of all game points for the period, any best player votes for the charged player to be
forfeited in addition to any penalty imposed by the Protests and Disputes Board.
(i)
Each senior team is to nominate one (1) Protest and Dispute person, who is currently
not holding an administrative position within the Association.
(j)
All games will be classified as a fixture, rendering them under the jurisdiction of the
Protest and Disputes Board.
ILLEGAL PLAYERS
Illegal players are – underage, overage, unfinancial and unregistered.
Any team allowing an illegal player to participate in any game shall forfeit such games and
also attract a fifteen (15) dollar fine for juniors and a twenty (25) dollar fine for seniors.

SENIOR PLAYER ELIGIBILITY
(a)
A senior player is any player who registers in a senior team and is 15 years and over.
(b)
To qualify for finals a player must play four (4) games in any one team, in any one
grade, not including finals.
(c)
A senior player may only play one (1) senior game per fixture week.
(d)
Once a senior player has played four (4) games in a higher grade, that player may not
revert to a lower grade.
(e)
Players who are expected to play must have their name on the scoresheet prior to the
commencement of the game. At the completion of the game those players not present
will have their name crossed off the scoresheet.
JUNIOR PLAYER ELIGIBILITY
(a)
Players are graded for Junior Grades in accordance with their age as at the 30th June of
the year in which the season commences. The grades shall be 8 & under, 10 & under,
12 & under, 14 & under, 16 & under and 18 & under. Any player whose birthday
occurs on or before the 30th June in the relevant year must play in the age group
equivalent or greater than the age attained on that birthday.
(b)
No player is eligible to play in any Junior Grade until they have attained the age of six
(6) years of age by the commencement of the season.

(c)
Applications for exemption to the provisions of 5(a), 5(b) must be in writing to the
HRBA Committee. Decisions by the Committee related to such applications will be at
the Committee’s strict discretion in the case of junior grades. More flexible
consideration might be given to applications related to miniball grades.
(d)
A Junior player may play up one (1) grade only and/or to another team/club provided
written permission from both Captains/Presidents of the teams/clubs concerned is
presented. A Junior player may play up at any time to a senior team, provided they are
15 years of age and only to one senior team. To qualify for finals a player must play
four (4) games in the nominated team, in that grade, not including finals.
(e)
A Junior player may be permitted to play one (1) senior game and two junior games in
different grades in the one week. This includes finals.
(f)
A player whose name is not on the scoresheet when the game commences will not be
permitted to play. A player who is not present by full time shall have their name
crossed out by the Referee at the end of the game. However, if that player should
arrive during the second half of the game they shall be permitted to play.
TEAM REGISTRATION
Senior teams must register a minimum of 6 players per team. Junior teams must register a
minimum of 7 players per team.

8’s & Under and 10’s & Under MODIFICATIONS
Teams must play man to man full court defence, no double/triple teaming. Penalty for use of
zone defence will be possession from the sideline for opposing team. There will be no finals
for these grades. Refer to the Miniball modifications sheet.
8.
12’s & Under and 14’s & Under MODIFICATIONS
In 12’s / 14’s and under the man on man rule applies to the full court regardless of the
situation. On any whistle blown by the referee, or a goal is scored or after a jump ball situation
teams must play man on man immediately. Double team and trap is permitted.
Any violation of this modified rule will result in a turn-over. That is, the referee will blow the
whistle, stop the game and award the ball back to the offensive team from the sideline. Any
points scored by violation of this modified rule will be immediately cancelled and the ball
award back to the offensive team.
9.
ALCOHOL AND DRUGS AND SMOKING
Alcohol, drugs and smoking are STRICTLY forbidden on the grounds. Anyone considered to
be under the influence will be refused entry or asked to leave the grounds.

INJURED PLAYERS
(a)
An injured player who is bleeding must leave the court immediately. The player may
not re-enter the game until the bleeding has stopped and the wound covered. Bloodstained clothing must be rinsed out or changed. Coaches would be well advised to
keep a spare singlet and shorts on hand as this By-law will be strictly adhered to.
(b)
A seriously injured player must submit a Medical Clearance to the Administrator prior
to recommencement of play i.e. concussion, broken limbs or any insurance claimant’s
injuries.
TEAM SHEETS
Team sheets must be filled in before commencement of the game. No player may be added to
the team sheet after starting time.

SCOREKEEPERS
The team mentioned first on the scoresheet must supply the scorekeeper who will score the
game with the other team supplying the scorekeeper’s assistant who shall operate the “arrow”
for the game.
13.
BENCHES
The benches on each side of the scorers table are for the exclusive use of team substitutes and
coaches.
14.
GAME BALLS
The Association is to provide MATCH balls only. 8’s and 10’s grades will use a size five (5)
miniball, 12’s, 14’s and all female grades will use a size six (6), and 16’s males and above will
use a size seven (7) ball.
15.
PLAYING TIME
(a)
All fixtured games will be controlled by a central clock and no time-outs will be
permitted during the last three (3) minutes, except in finals where the last three (3)
minutes will be fully timed.
(b)
All Junior games will consist of two (2) twenty (20) minute halves.
(c)
For Senior games, including finals, the first half will be twenty (20) minutes and the
second half will be twenty-five (25) minutes.
(d)
Drawn games will result in one (1) point being awarded to each team.
(e)
During finals drawn games will mean extra five (5) minute periods will be played until
a result is obtained. Any overtime period will be fully timed.

FORFEITS
(a)
All teams must inform the Administrator at least twenty-four (24) hours prior to the
commencement of their game if they will be forfeiting. Senior teams failing to do so
will be fined twenty (30) dollars with the loss of 2 points and Junior teams fifteen (15)
dollars with the loss of 2 points.
(b)
Teams not on court ten (10) minutes after the starting time of the game will forfeit.
(c)
Teams who win by forfeit will be awarded a game score of twenty (20) points to nil.
(d)
Teams who only have 4 players can play their game after they have paid a $5.00 fee to
the office. There must be at least 5 registered players’ names written on the scoresheet
to start, at the end of the game the players who aren’t there will have their names
crossed off the scoresheet. This doesn’t apply in finals games.
PAYMENT OF AFFILIATION FEES/FINES
(a)
All affiliation fees are to be paid in full on, or before, the third (3rd) playing date of the
season.
(b)
Teams failing to comply with this regulation forfeit all points earned by them and will
not be allowed to participate further in the competition. Extenuating circumstances
will be taken into consideration by the Management Committee.
(c)
All team duty fines must be paid before the team takes to the court on their next
playing date after the fine has been issued. Any player/team unfinancial at the end of
playing fixtures shall not be permitted to play in the finals, shall not be eligible for
HRBA Awards or nominate for the next season until all outstanding fees/fines are paid.
CLEARANCES
(a)
If a club and player are in agreement, and the said player is a financial member of the
Club, the HRBA Management Committee shall grant an automatic clearance.
(b)
In the case of the Club vetoing that clearance and providing the member is a financial
member of that Club, the clearance will be submitted to the Protest and Disputes
Board.
POLICE CLEARANCES
(a)
By-laws 2015
All Association officials, and all Club and team officials having direct contact with
players in grades to and including 18’s, will be required to have current Police
Clearances. For Club or team officials this includes coaches and team managers, or
other officials likely to sometimes have direct contact with players’ e.g. first aiders,
team co-ordinators, team manager, etc.

(b)
The Association may require individuals associated with teams or Clubs have a Police
clearance, where they consider their level of contact with minors warrants a Police
clearance.
(c)
The Association will consider Police clearances current for 3 years from the date of
authorisation.
(d)
The Association may require a Police clearance be renewed at any time, even within 3
years of authorisation.
(e)
Police clearances will be in the form of a Working With Children check (Department
of Community Development, Western Australia) or equivalent form of clearance
appropriate to child-related work e.g. Western Australian College of Teaching
registration.
(f)
Individuals exempted, or not covered by, the clearances in (e) shall obtain either a
National Police Check or Volunteers clearance or a nation Police Certificate.
(g)
Photocopies of clearances must be supplied to the HRBA with team nominations, or by
the first playing date of the season. Copies of clearances must at least include full
name of person, date of authorisation or expiry, and stamp of authorising body.
(h)
Officials without a police clearance cannot work in situations that do, or might
reasonably, involve direct contact with minors (juveniles to 18 years old). The HRBA
will suspend officials in breach of this condition, until they satisfy the conditions of
this section.
DUTY REFEREES
(a)
Teams may nominate a referee to cover all that teams duties as per the referee incentive
scheme.
(b)
Senior Teams - A senior team will be responsible for the supply of a duty referee or
nominated referee for a senior game each night as per fixtures.
(c)
Junior Teams (16’s & under & 18’s & under) – A junior team will be responsible
for the supply of a duty referee or nominated referee for a junior game each night
as per fixtures. 14’s & under must supply a player for bench duty each game night
as per the fixture.
(d)
Teams failing to complete their duty will incur a fine of thirty dollars ($30.00) seniors
and fifteen (15) dollars juniors.
(e)
All referees must report to the office ten (10) minutes prior to refereeing.
(f)
Duty referees who are not required for referee duty maybe designated a team duty.

REFEREES AND GROUND PERSONNEL
(a)
The senior referee controlling the game has the authority to make the final decision, in
accordance with the rules of the game during play.
(b)
The Ground’s Manager or nominated delegate has the authority to make all final
decisions pertinent to any other matters that should arise.
(c)
Each panel referee who attains 250, 500, 750 or 1000 games will be issued with a
Certificate and/or medallion.
(d)
A panel referee who has turned 15 years of age and gained senior umpiring status
within the HRBA will be eligible to receive a Life Membership Award on attaining
1000 games.
TEAM DUTIES
The Management Committee reserves the right to allot duties as required.
23.
POSTPONEMENT OF FIXTURED GAMES
Postponement of fixtured games shall be at the discretion of the Management Committee
and shall be within fourteen (14) days of the set fixture date if possible, providing the game
is played forty-eight (48) hours prior to the Semi-finals.
24.
INCLEMENT WEATHER
(a)
In the case of inclement weather a decision will be made as to whether fixtures are to
be played or postponed at 4.30 p.m. by four (4) members of the Management
Committee.
(b)
When there has been a postponement, the fixture shall be played on the next
convenient night. If another fixture cannot be rescheduled, the complete fixture will be
cancelled at the discretion of the HRBA Management Committee.
(c) In the case of inclement weather it is the responsibility of the clubs to contact the
Administrator for confirmation of cancellation or otherwise. HRBA will endeavour to
post notices on relevant social media as soon as possible.
(d)
If games get washed out half way through a fixtured night, the completed games
stand and the cancelled games will need to be rescheduled wherever possible. If the
games cannot be rescheduled the complete fixture will be cancelled.
(e)
A game is deemed to have a result when, prior to fulltime and cancelled due to
inclement weather, under the following terms:
(i)

for notified forfeits at the start of the game;
for un-notified forfeits after 10 minutes;
for games after half time prior to final siren - the current score stands.
NOTE: For commenced games up to half time no result will be recorded.

25.
TEAM MANAGER/COACH
All Junior teams must have a nominated team Manager and Coach. Any changes of these
positions must be made in writing.
26.
MANAGEMENT COMMITTEE
A Management Committee Member must be 16 years of age or over to hold office.
27.
RULES FOR HILLS RAIDERS BASKETBALL OFFICIAL WEBSITE
1. The Hills Raiders Basketball Website (HRBW) shall always remain the property and
responsibility of the Hills Raiders Basketball Association (HRBA).
2. The design and structure of the site shall have been approved by the Hills Raiders
Basketball Association Committee prior to its release. Changes to the structure at any time
shall require similar approval.
3. All items except standard HRBA Administrative issues shall be approved by an Executive
Committee person before posting.
4. The content of the HRBW shall always remain within all relevant laws.
5. Access to work on the site shall be restricted up to three HRBA officials or designated
person.
6. HRBA reserve the right to appoint an external person/s to adjust the website and to
perform such tasks as authorized.
7. Any breach of any rule shall require the site to be suspended or closed (depending on the
severity of potential consequences) until the rule or rules have been satisfied.
