No up waiver restriction for this division
All participants must have attended high school during the 2015-2016 school year

Called Games:
1. No new inning will begin after 55 minutes.
2. A team which fails to show up for two consecutive games will automatically be dropped from the league.
3. Games are considered official at ½ of scheduled innings, unless the home team is behind, in which case the
home team must complete its half inning.
4. There will be no extra innings, games will remain a tie.
5. Games will be delayed once lightning has been spotted. Games may be re-started when / if weather
conditions improve. If a game is not continued due to bad weather and the number of innings necessary to
become a complete game have not been completed, the game will be cancelled.
Game Cancellation Policy
1. Games will not be rescheduled due to non-weather related conflicts.
a. If make-up games are needed, the teams involved should work with their park director(s) to
determine a reschedule date. Once a date and field have been secured, the park director will
contact the league director to request an umpire. * There is a minimum 7 day notice to
schedule an umpire for a rescheduled game.
Rules of Play
1. Minneapolis operates under closed competition (allows exception from Amateur Softball Association
(ASA) Guide Book to fulfill our recreational needs). ASA Rules will govern all play locally with the
following exceptions.
2. All Slow Pitch games will be played with 3 ball (batter takes first base) 2 strike (batter must hit
fair on second strike.)

3. The roster size limit is 20. A roster may contain a maximum of three non-resident players.
4.Participation / Substitution – All players in uniform must play a minimum of two complete innings (6 outs)
in the field, before the start of the last inning. Defensive substitution shall be unlimited including the
pitcher up to the maximum number of innings / outs allowed. Penalty: Game Forfeit
5. Teams may begin, play and finish with 9 players. Co-Ed must have either combination of 5 and 4.
Teams batting order shall start with whichever gender has 5. An out will be taken in the 10th spot.
6. A team cannot play with less than 9 players. If for any reason a team has been reduced to 8
players, a forfeit will be declared.
7. If a player is ejected a team must have a substitute or the game will be declared a forfeit. In the
event of an injury to a player a substitute is not necessary.
8. If an injury occurs to a base runner a courtesy runner maybe used. The courtesy runner must be
the last person to make an out.
9. Run Rule: A run ahead rule will be used as follows:
 Twenty (20) runs after three innings
 Fifteen (15) runs after four innings
 Ten (10) runs after five innings
10. Shoes with metal cleats ARE NOT ALLOWED IN SLOW PITCH
11. Continuous Batting Order: may be used by all slow-pitch leagues.
 The Continuous Batting Order is optional - either team may exercise their option to use
or not to use the Continuous Batting Order. But when used:
 Teams MUST inform umpire PRIOR to start of game, that the Continuous Batting
Order will be used and may not change their option once the game starts.
 Teams may add additional batters to the batting order once the game has started.
 Teams may not drop a player from the original batting order line up after the game
starts, unless under the substitution rule or injury.
 Teams may list up to 20 players in the Continuous Batting Order.
 When using the continuous batting order in Co-Ed, teams must have an even
number of batters and an equal number of males and females
 Any 10 players in the Continuous Batting Order may play defense at any time. Change
between “continuous hitters” and defensive position is not considered to be a
substitution. Players must remain in the same position in the batting order throughout
the game unless substituted.
 The RE-ENTRY rule applies to all players listed in the Continuous Batting Order.
 The player’s eligibility rule applies to all players listed in the Continuous Batting Order.
 When void in the batting order is created due to a player being removed from the game
other than injury, the manager must insert another player (under the substitution rule)
in their place. If no player is available, forfeit will be declared.
12. Courtesy Runners: Prior to the start of the game, teams may designate to the umpire a
maximum of three (3) players who will utilize a courtesy runner for the entire game. The
courtesy runner will always be the player who made the last out in that inning.

PARKING:
 All Minneapolis Park and Recreation or City of Minneapolis pay lots, meters and/or any other
parking fees are the sole responsibility of the user. Being a participant in an MPRB athletic
league does not guarantee free parking. The MPRB athletic department is providing the service
of athletic league play only.
EQUIPMENT:
 OFFICIAL SOFTBALLS will be used in all league competition. Official softballs are those which
come under the specifications of the ASA Guide and rulebook.
o Men’s Official Ball: 12 inch Optic yellow 52COR 300 compression
o Women’s Official Ball: 11-inch ball inch Optic yellow 52COR 300 compression

OFFICIAL BATS will be used in all league and tournament competition. Official softball bats
are those which come under the specifications of the ASA, see Rule 3 - Equipment, Section 1.
The official bat, A through J. Please check http://www.teamusa.org/USA-Softball click on
certified equipment for a current list of approved and banned bats.
o The on deck batter may loosen up only with official softball bats or an approved warmup bat. (See rule 3, Equipment section 2, warm up bat)
o Nothing may be attached to a bat such as a donut, bat ring, fan, etc., when loosening up.
PLAYERS UNIFORMS:
 All players MUST wear some type of footgear; no bare feet. All players MUST wear some type of upper
and lower garment. (Long or short pants).
 Number on uniform will not be enforced during league play or Metro Tournament. Teams advancing to
State, Regional or National Tournament play must adhere to uniform code. (USA rulebook).
 Managers are requested to exchange line-ups, first and last names of players and their position, two
minutes before game time.
FORFEIT AND CONFLICT:
 If for any reason you cannot make your scheduled game, be considerate enough to notify
our office. Two forfeits and you can be removed from the league.
PLAYER CONDUCT:
 Assaults and indignities to players or officials is automatic suspension from participating in
MPRB athletic competition until reinstated by the Minneapolis Municipal Athletic Association.

RULEBOOKS AND SCOREBOOKS:
 Will be available at your local recreation centers.
