EU can also be achieved with
the agreement to differ as long
as it is possible to understand
what the difference is…

Semantic Interoperability Defined
The precise meaning of exchanged information
is understood by all stakeholders…
…and preserved throughout exchanges.
At back-office level, the underlying information
architectures should be linguistically neutral so
that multilingualism is not a blocking issue.
Semantic Interoperability Assets: Sectorspecific sets of data structures and data
elements.
Agreement on the meaning of the information
to be exchanged.

Governmental Information Infrastructure
To achieve a single market it is
necessary to create a
governmental Information
Infrastructure beginning with
high priority domains.
Governments share meaning
and use even if it is expressed
differently – therefor it is
viable.
It must be multilingual to
serve all member states.

IMHO
To achieve a single market
the EU needs shared
Information Structures =
Semantic Interoperability.
We already have the basis for
information structures in
multiple government and
EU owned terminology
databases.
LT would greatly enhance ISA
and eGov work on semantic
interoperability.
