As your team prepares for quarterfinal competition, this manual will be a helpful guide to the policies and
procedures governing the administration and conduct of this championship event. Further, this manual will
provide specific information on hotel arrangements, travel, tickets as well as a schedule of events at the
championship site.

SECTION 4 – Participating Institution Checklist
This checklist is arranged in chronological order to be of assistance as you prepare for the quarterfinals.
All times listed are Eastern, unless otherwise noted.

Administrative Conference Call
A conference call will be conducted on at TBD Eastern time on Monday, March 6 with the participating
teams as well as representatives from the NCAA and the Institution TBD. Participating teams must be
represented by their director of athletics (or designee) and head coach and attendance by the sports
information director and ticket manager is encouraged.
The conference call dial-in number is XXX-XXX-XXXX and the passcode is XXXXXXX.
Administrative Meeting
There will be a mandatory administrative meeting at Time TBD, Day, Date, in the TBD Room. This meeting
is mandatory for the director of athletics or senior woman administrator (or designated administrator not
on the coaching staff) and Head Coach. SID and Ticket personnel are encouraged to attend.
SECTION 6 – Championship Operations
Bands/Cheerleaders/Mascots
Bands. Pep Bands may not exceed 25 persons. Band members who are in uniform and performing at the
championship will not be charged admission to the competition. Institutions must include these
individuals on the pass list given to the tournament director at the administrative meeting.
Band drop-off area information.
Bands will be located in seats at the top of Sections 8 and 16.
Bands are allowed to play during stoppages, timeouts and before and after the competition. Bands must
coordinate with other bands, public address announcements, and other arena-wide addresses.
Cheerleaders/Mascots. Cheerleading squads may not exceed 12 persons. Cheerleaders and one mascot,
who are in uniform and performing at the championship, will not be charged admission to the competition.
Institutions must include these individuals on the pass list given to the tournament director at the
administrative meeting. A mascot changing room will be located ice level (Add Map).

Cheerleaders and mascots may be on the ice during warm-ups and between periods and must remain on
their half of the ice.
Bench Assignments
Section 1, Rule 3 of the 2016-2018 NCAA Men’s and Women’s Ice Hockey Rules and Interpretations will
be enforced.
Bench Limit/Squad Size
Squad size. The squad size for all rounds of the championship is 24 student-athletes.
Bench limit. Participating teams are limited to 18 skaters plus not more than three nor fewer than two
goalies on the bench. Only six non-playing personnel shall be allowed on the bench, providing a maximum
bench limit of 27. Replacements are permitted consistent with NCAA game protocol; but after the game
begins, no replacements shall be permitted for any reason.
DVD Exchange Policy
Teams must forward a DVD of their most recent game to their quarterfinal opponent for arrival prior to
noon EST on Tuesday, March 7. The copy should be of high quality and contain the complete game. Noncompliance with this policy will be treated as misconduct and the committee will sanction schools as
appropriate.
Teams are permitted to use an electronic video exchange if both parties are in agreement. The host
institution and/or facility must videotape the entire ice from the time teams take the ice for pregame
warm-ups, until they leave the ice after the completion of the game.
National Anthem
The national anthem will be performed live or played by one of the participating institutions bands just
prior to the faceoff.
Officiating
Selection and assignment of officials for all tournament games will be made by the women’s ice hockey
committee, based on recommendations submitted by the NCAA national ice hockey coordinator and
NCAA conferences/associations.
Pregame Schedule
Timing sheets will be provided at the administrative meeting and posted in locker rooms prior to the
game.
Team Introductions
After the team warm-up, the following protocol will be used for the national anthem.






On returning to the ice, both teams shall circle their respective ends of the ice and meet at their
respective goals;
The "visiting team" starters will be introduced first, then the "home team" starters;
After being introduced, each starter shall skate to the blue line;
After introduction of each respective team's lineup, remaining players shall skate to the blue line;
The U.S. national anthem shall be played; and
After the anthem, the teams may have a short huddle at their respective goals before the faceoff.

Uniforms
The higher seeded team will be designated as the home team and will wear its light-colored uniform.
Videotaping
Each institution is permitted to use one camera to videotape its game. Institutions are permitted to
videotape championship competition by their teams for archival, coaching or instructional purposes. The
videotapes may not be used for any commercial purposes.
Teams may video from the press box, located on the 200 level of the arena (APPENDIX TBD).

Skate Sharpening Information
In the event that a team does not travel with skate-sharpening equipment, a portable skate sharpener is
available for use. A rivet machine and supplies will also be available on site for the use of participating
teams. Teams wishing to use HOST equipment should contact TBD at xxx-xxx-xxxx. Equipment is available
on a first-come, first-served basis during practice times. Each team will be responsible for sharpening and
riveting their own skates.
SECTION 8 – Drug Testing
Student-athletes who compete in NCAA championships may be subjected to drug tests in accordance with
Bylaws 18.4.1.5 and 31.2.3, and may be determined to be ineligible as a result thereof. Only student-athletes
who have consented in writing to such testing are initially eligible for these championships; and thereafter,
student-athletes who are tested shall remain eligible only if they test negative.
Participating Institution’s Notification
Announcing in advance whether drug testing will be conducted at a championship is strictly prohibited.
All coaches and student-athletes should presume that post-event NCAA drug testing will occur at the
championship event.
The drug-testing crew chief or designee will notify the participating team’s representative no earlier than
two hours before the start of competition that drug testing will be conducted at the site.
Athlete Notification
Immediately after the game, an NCAA drug-testing crew member will provide the institutional
representative with a list of student-athletes who have been selected for drug testing.
At the time of notification, the student-athlete will be instructed to read and sign a drug-testing
notification form. Student-athletes must report to drug testing within one hour after being notified.
Media Obligations
Each team is provided a postgame cooling-off period. At the conclusion of the cooling-off period, a
member of the drug-testing crew will notify the student-athletes who have been selected for testing.
Notification may take place in the locker room (if applicable) or on the field of play. Any student-athlete
selected to participate in any postgame news conference is required to attend the news conference prior
to checking in at the drug-testing venue. The student-athlete will be escorted to the drug-testing area
after all media obligations have been fulfilled.
Next Day Testing
If competition begins at 10 p.m. or later (local time), both teams will be given the option to defer testing
until the next morning. If a team decides to test the next morning, that determination must be confirmed
by the institution no later than immediately following the contest. Once testing has begun, testing must
be completed and cannot be deferred until the next morning. If deferred until the following day, the
testing must begin no later than Noon (local time) at the original test site. The host must arrange necessary

transportation for teams that elect to test the next morning, or for individuals being tested who need to
remain at the facility after other team members have departed.
Prolonged Test
If the student-athlete's team must depart the championship prior to a student-athlete completing drug
testing, an institutional representative must remain with the student-athlete. If the student-athlete
and/or institution incur additional expenses because of the delay (e.g., hotel, transportation back to
campus, etc.), the institution may request reimbursement from the NCAA.
SECTION 9 – Expenses/Reimbursement
Travel Expense System (TES)
Transportation and per diem expenses will be provided for an official traveling party of 34 persons.
Reimbursable ground transportation. For team championships, if the institution is located more than 50
round trip miles from the site of competition or the departure airport, or if the arrival airport is located
more than 50 round trip miles from the site of competition, the institution is eligible for reimbursement
of ground transportation costs. The NCAA will not reimburse actual costs for ground transportation.
Instead, a flat rate will be given to all eligible institutions. This amount may vary by championship, so
please refer to the NCAA travel policies for specific details. The travel policies can be found at:
http://www.ncaa.org/championships/travel/championships-travel-information.
SECTION 10 – Lodging
Team Hotel
A minimum of 17 (double/double) rooms have been reserved at the hotel listed below for team arrival on
Thursday, March 9, through Sunday, March 12. Reservations should be reconfirmed in the names of the
institution no later than Time TBD EST on Monday, March 6. The institutions shall be responsible for the
guarantee and payment of each of these rooms at their respective hotels.
The method of payment for all charges shall be via an approved school purchase order or credit card. All
accounts shall be paid in full within the hotel’s regular billing cycle. If full payment is not forwarded to the
hotel within that period, the NCAA will pay the balance due from the institution’s per diem and
transportation reimbursement.

SECTION 11 – Media Services
Media Relations
The host athletic communications office will contact your sports information department for rosters and
other pertinent information that will be needed for the championship.
Media Credentials

Postgame Press Conferences
Postgame interviews will be conducted immediately after the 10-minute cooling off period in the
interview room. Access to the room is from the playing field near the entrance to the locker rooms, and
will be marked by signage. Only credentialed media will have access to this space. The advancing team
will attend the press conference immediately followed by the non-advancing team.
Postgame Media Access
After each game, locker rooms will be open to the media after the conclusion of the scheduled 10-minute
cooling-off period. The timing of the cooling-off period begins when the coach reaches the locker room area
after the game. Locker rooms will be open to media for 15 minutes following the cooling-off period.
SECTION 12 – Participant Expectations & Guidelines
Ethical Behavior by Coaches
Members of the coaching profession have certain inherent obligations and responsibilities to the profession,
to the student-athletes and to all those with whom they come into contact. Coaches are expected to be role
models who conduct themselves with integrity and high ethical standards at all times.
The words and actions of a coach carry tremendous influence, particularly on the young people under his
or her direction. Thus, it is imperative that he or she demonstrate and demand high principles of
sportsmanship and ethical behavior.
Misconduct/Failure to Adhere to Policies and Procedures
Misconduct in an NCAA championship is any act of dishonesty, unsportsmanlike conduct, unprofessional
behavior or breach of law, occurring from the time the championship field is announced through the end
of the championship that discredits the event or intercollegiate athletics. Each games committee shall
hold an administrative meeting with the coaches of participating institutions to review and explain the
policies related to misconduct.
Failure to Adhere to Policies and Procedures. A governing sports committee may assess a financial
penalty against an institution for failure of any of its representatives to adhere to the policies and
procedures governing championships administration.
Sportsmanship
Individuals employed by (or associated with) a member institution to administer, conduct or coach
intercollegiate athletics and all participating student-athletes shall act with honesty and sportsmanship at
all times so that intercollegiate athletics as a whole, their institutions and they, as individuals, shall

represent the honor and dignity of fair play and the generally recognized high standards associated with
wholesome competitive sports.
Sports Wagering
The NCAA defines sports wagering as putting something at risk- such as an entry fee or a wager- with the
opportunity to win something in return. The NCAA opposes all forms of legal and illegal sports wagering on
college sports. Student-athletes and athletics administrators cannot place a sports wager for any NCAAsanctioned sport. This includes wagering on the intercollegiate, amateur or professional level.
A student-athlete involved in sports wagering on the student-athlete's institution permanently loses all
remaining regular-season and postseason eligibility in all sports. A student-athlete who is involved in any
sports wagering activity that involves college sports or professional athletics, through Internet gambling,
a bookmaker, a parlay card or any other method employed by organized gambling, will be ineligible for all
regular-season and postseason competition for at least one year.
In championships in which a bracket format is used, student-athletes, coaches and administrators may
not participate in bracket competitions where there is both a required entry fee and an opportunity to
win a prize. Student-athletes and administrators may participate under current NCAA rules, in bracket
contests where there is no entry fee but a possibility of winning a prize. Some NCAA member schools,
however, have chosen to ban student-athletes from participating in these types of bracket contests.
Tobacco Ban
The use of tobacco products is prohibited by all game personnel (e.g., coaches, trainers, managers and
game officials) in all sports during practice and competition. Uniform penalties (as determined by the
applicable rules-making committees and sports committees with rules-making responsibilities) will be
established for such use.
The use of tobacco products by a student-athlete is prohibited during practice and competition. A
student-athlete who uses tobacco products during a practice or competition will be disqualified for the
remainder of that practice or competition.
SECTION 13 – Team Travel and Transportation

Short’s Travel Management
Division I teams located within 400 miles of their competition site are required to use ground
transportation. Teams located outside 400 miles may use air transportation.
The participating institution shall be completely responsible for making its own travel reservations in
accordance with the following:
The NCAA's official travel agency for the tournament is Short's Travel Management, which can be reached
at 866-655-9215. Institutions can also enter travel manifest and other travel party information through
the travel portal at www.shortstravel.com/ncaachamps.

The NCAA has adopted the following policies with respect to the travel and expenses incurred by the
competing institution:
1. Air Transportation. Participating institutions shall be required to make all air travel arrangements
with the official travel agency for the approved travel party. The NCAA will pay the agency directly for
such costs. Institutions who fail to use the official agency will not receive reimbursement for their
travel. When reasonable commercial space for air travel is not available, chartered flights may be
offered to the traveling institution. In this case, the cost of the chartered flight will be fully paid for by
the NCAA, for the official traveling party. If reasonable commercial space is available but the
institution chooses to travel by charter, the NCAA will only cover the cost of the commercial flight.
The institution will be responsible for any additional cost for their chartered flight and will be billed
by the official travel agency. In addition, the institution may choose to take additional travelers over
the allowable travel party size. The cost for additional travelers must be paid by the institution. All
charter arrangements must be made through the official travel agency. The NCAA travel department
is responsible for making the determination of what should be considered reasonable options for the
official traveling party.
The NCAA will reimburse fees for checked baggage charged by commercial airlines. While we
encourage you to take as few bags as necessary, a maximum of two bags per person will be
reimbursed. Fees for oversized or overweight bags will not be reimbursed.
The NCAA will not reimburse fees charged by the airlines to pre-assign seats, choose premium seats,
or receive priority check-in.
2. Hub Rule. If an institution is eligible to use air transportation to the site of the tournament game, and
there is a major airport located within 150 miles of the tournament site, then the participating
institution is required to fly into/out of that airport and utilize ground transport to and from the site
of competition. This also applies if the originating airport is located within 150 miles of the
participating institution's campus. This policy only applies when airfare is less expensive from the
more distant airport. The NCAA travel staff may increase this mileage limit if circumstances warrant.
3. Ground Transportation. Teams located within the designated mileage limit of the competition site
are required to travel via ground transportation. Mileage reimbursement is calculated using the
mileage calculator available through the online reimbursement system.
Local transportation is not reimbursable by the NCAA and must be paid by the institution.
Transportation between the team’s hotel and the competition or practice site is considered local
transportation. Please see the NCAA travel policies for the applicable mileage limits.
For individual-team sports, when teams are required to travel by ground transportation to the site of
competition or are eligible for reimbursement at the site, reimbursement will be provided at a rate of
50 cents per mile, per participant, not the actual cost of ground transportation.
For team sports, when teams are required to travel by ground transportation to the site of
competition or are eligible for reimbursement at the site, bus transportation will be provided through
the NCAA charter bus transportation program.
Charter Bus Transportation Program
Participating institutions shall be required to make all ground transportation arrangements with the
official NCAA provider, GO Ground Options. The NCAA will pay for the services directly. Institutions

will not have to seek reimbursement for the ground transportation costs that are reimbursable under
the NCAA travel policy. For the charter bus costs that are not covered by the NCAA travel policy, an
institution will have the option, at its own expense, to use the charter bus services contracted by GO
Ground. Institutions will be required to pay for those services at the time the reservations are made
with GO Ground.
The NCAA will pay the actual costs for charter buses. The number of buses paid for is determined by
the travel party size for each sport. Per the transportation policies, the NCAA will reimburse the
following:
Teams that are required to drive to the site of competition: The NCAA will pay the actual costs of
the bus for the round trip from campus to the site of competition, including all days at the site.
Teams that fly to the site of competition: If campus is 25 miles or more from the departure airport,
the NCAA will pay the cost of the airport transfers, both on departure and on return.
If the arrival airport is 25 miles or more from the site of competition, the NCAA will pay the cost of
the bus for the day the team arrives and the day the team departs. Any days in between are
considered local transportation and are at the expense of the institution.
If either of the legs described above are less than 25 miles, no costs will be paid by the NCAA since
local transportation is at the cost of the institution.
Institutions can contact GO Ground at 866-386-4951. Their online ground transportation portal can
be accessed at www.gochampionships.com. The username and password is the same as that used
for the Short's Travel portal.
4. Per Diem. Per diem will be paid for the allowable travel party. The per diem rate and allowable days
can be found in the NCAA travel policies.
5. Expense Reimbursement. Team expense reports should be filed online through the Travel Expense
System (TES). The login information for the system is the same as that used for the Short’s travel
portal. The system can be accessed at: https://web1.ncaa.org/TES/exec/login?js=true
All institutions, including hosts, must complete the online reimbursement process in order to receive
the appropriate reimbursement.
6. Travel Exceptions. Be advised that extraordinary circumstances may warrant an exception to the
Association’s guidelines, you must contact the NCAA’s travel department for approval PRIOR TO
confirming any travel arrangements. Requests for additional per diem can be made through the online
reimbursement system. Questions regarding travel policies or requests for assistance can be directed

Transportation to and from location TBD is the responsibility of each institution. Participating institutions
are also responsible for arranging their own local transportation. Following, you’ll find a bus company that
can assist with local transportation.

Participant Credentials
A maximum number of 34 participant credentials are allotted to each team. Each team may request
additional credentials (limit of nine) for individuals who should have access to the team. These individuals
must have a ticket for admission to the facility, but will be provided with a credential to allow them the
necessary access. Individuals on this list will enter through the Team Entrance.

Participant Official Travel Party
Thirty-four (34) members of the participating institution’s official party will be admitted via a pass list
provided to the hockey committee representative at the mandatory pre-championship meeting. Individuals
in the official party should enter TBD Arena through the Main Lobby located on 4th Street SE. The official
party will be issued credentials which must be worn at all times at the competition site.

All patrons must have a ticket reserved for ADA seating. Guests are strongly encouraged to call the ticket
office in advance of the game to ensure availability. To switch regular seating tickets to ADA seating tickets
on game day, please visit the ticket office in the main lobby. Changes on game day will only be made if
ADA seating is available.

SECTION 15 – Sports Medicine

Concussion Management
The NCAA has adopted legislation that requires each active member institution to have a concussion
management plan for its student-athletes. Participating institutions shall follow their concussion
management plan while participating in NCAA championships. If a participating team lacks appropriate
medical staff to activate its concussion management plan, the host championship concussion
management plan will be activated.
The legislation notes, in part, that a student-athlete who exhibits signs, symptoms or behaviors consistent
with a concussion shall be removed from athletics activities (e.g., competition, practice, conditioning
sessions) and evaluated by a medical staff member (e.g., sports medicine staff, team physician) with
experience in the evaluation and management of concussions. A student-athlete diagnosed with a
concussion is precluded from returning to athletics activity for at least the remainder of that calendar day;
and medical clearance for return to athletics activity shall be determined by the team physician or the
physician’s designee from the student-athlete’s institution. In the absence of a team physician or
designee, the NCAA tournament physician will examine the student-athlete and will determine medical
clearance.

NCAA Tournament Supplemental Discipline
NCAA Ice Hockey Rules and championship policies allow for the use of supplemental discipline during
championship competition. The National Collegiate Women’s Ice Hockey Committee (Committee) has
developed and will strictly adhere to the following procedures for implementation of supplemental discipline.
1. NCAA National Collegiate Women’s Ice Hockey Committee Review.
The National Collegiate Women’s Ice Hockey Committee at its discretion, may investigate any incident
that occurs in connection with any tournament game and may assess additional suspensions for any
offense committed during the course of a game or any aftermath thereof by a player, goalkeeper, trainer,
equipment manager, coach or non-playing personnel whether or not such offense has been penalized by
the on-ice officials.
2. Incident Involving a Non-Advancing Team.
If the committee, NCAA site representative or officiating liaison determines further review is needed and
the team is not advancing, all pertinent details should be collected on site (e.g., referee statements,
committee/liaison reports, etc.) and discussed on-site. A preliminary recommendation should be reached,
if possible, to discuss with the full committee at the next opportunity (Frozen Four).
3. Incident Involving an Advancing Team.
If the committee, NCAA site representative or officiating liaison determines further review of an incident
involving an advancing team is needed, it should be conducted as soon as possible. A decision on the
availability of any student-athletes and/or coaches involved should take place before that team’s next
practice opportunity.
4. Team Request for Review Procedure
Teams participating in the NCAA championship may request the Committee review an incident under this
policy as follows:
a) Team representative must contact the applicable on-site NCAA staff member, NCAA site representative or
member of the Committee to notify him/her that a request for review will be submitted.
b) Team representative must complete and submit the Supplementary Discipline Form within 2 hours
of the end of the game in question, signed by the Athletic Director (or administrator on-site) of the
requesting team.
c) Team representative must submit completed form and game video queued to the incident(s) noting
period and time to the applicable NCAA staff representative. The form may be e-mailed.
d) The Committee will notify the teams involved that a request for review has been submitted.
e) The NCAA site representative, staff representative and officiating liaison will investigate, review and
document findings with the Committee.
f)
The Committee will make every effort to render a decision impacting the availability of any studentathlete(s) and/or coach(es) involved before that team’s next practice opportunity.
g) The decision of the Committee is final. Appeals and/or protests are not permitted.
h) The Committee may not decrease any penalties assessed before, during or after the game by the
on-ice officials.
