Primary Objective
The Chief Legal and Risk Officer is a pivotal role devoted to ensuring AUSTRAC has the
right capabilities to implement strategy, coordinate planning and performance reporting,
ensure effective governance and legal practices (including by fulfilling the role of General
Counsel) and engage with risk positively. This strategic and challenging role is critical in
shaping the future of the agency to maintain the integrity of the Australian financial system.
Role Context
AUSTRAC’s role is crucial both nationally and internationally to eliminate the significant
harms caused to the Australian economy, society and national security as a result of money
laundering and terrorism financing in an environment where the threats have never been
more dynamic or changing.
In this dynamic environment, the CLRO role provides strategic leadership over the following
key pillars of AUSTRAC’s corporate environment:
•
Delivery and ongoing maintenance of a holistic and high maturity planning and risk
framework;
•
Ongoing maturing of the organisation’s approach to governance and decisionmaking;
•
Enhancing the delivery of legal services
•
Management, advice and streamlining of a complex set of Rules which underpin the
Anti-Money Laundering and Counter-Terrorism Financing Act (AML/CTF Act).
In addition to being responsible for the operation of AUSTRAC’s strategic risk framework, the
CLRO is also expected to fulfil the role of General Counsel, supporting the CEO and the
AUSTRAC Executive in respect to strategic legal.
The CLRO leads a group of highly competent legal, policy, planning and risk specialists and
is therefore expected to provide them with leadership which meets the following attributes:

Primary Outcomes and Accountabilities
The key outcomes and accountabilities for this role include:
•
Implementation of a comprehensive review of AUSTRAC’s legal services.
•
Development and maintenance a culture of excellence that supports the
implementation of AUSTRAC’s strategic objectives.
•
Guide the ongoing maturity of agency planning and performance frameworks
•
Coordinate key strategic planning documents, including the Annual Report, Corporate
Plan, Portfolio Budget Statements etc.
•
Develop a positive agency risk culture, guide the ongoing maturity of the agency risk
management framework, and identify strategic and enterprise level risks and
opportunities.
•
Ensure compliance with, and deliver solutions for, all non-financial framework
legislative obligations of the PGPA Act, including risk management and agency
performance reporting.
•
Perform agency General Counsel duties.
•
Ensure legal advice and rules are accurate, timely and consistent.
•
Actively contribute to the deliberations of the AUSTRAC Executive Committee,
Operational Health Committee, and Operations Committee, and implement strategies
developed at these forums.

The successful candidate will have demonstrated experience as an innovative and strategic
leader. As a person, they will have a reputation as a visionary leader who is capable of
defining and leading change within a complex and evolving landscape. The occupant of this
role will represent AUSTRAC at relevant management forums, including conferences or
workshops as appropriate.

risk and governance and the intersects between these frameworks;
