TEAM PAYMENT & AGM Team Payment Evening 6-7pm at the Shoalhaven Ex-Servicemen’s Club Boardroom - Upstairs (Junction Street Nowra) on Wednesday 17 September 2014 followed at 7pm by the Annual General Meeting at which a minimum of two (2) representatives of each nominating team must be in attendance, For teams to be accepted, they must include the following at time of lodgement: Payment for all players registered on line(must be a minimum of 10) Team & Player Registrations must have already been completed on line as per below Duty Referees sheets (two referees per team = 2 x sheets) Competition Commencement Dates Tuesday 7 October 2014: Commencement of the 2014-15 Men’s and Women’s Competitions at Lyrebird Sports Park, Jervis St, Nowra. Wednesday 8 October 2014: Commencement of the 2014-15 Mixed Competition at Lyrebird Sports Park, Jervis St, Nowra. CONDITIONS FOR TEAM REGISTRATION 1. REGISTRATION COST a) Registration cost per player is $75. Payment can be made via cash or cheque only on the payment day of Wednesday 17 September 2014 at the AGM as above. DO NOT PAY ON LINE. b) Players registering in both mixed and men’s or women’s competition, will pay $75 for the first registration and $50 for the second registration. 2. REGISTRATION OF TEAMS & PLAYERS PRIOR TO PAYMENT DATE 17-9-14 a) Each team delegate must first register their team on line at the Team Registration Portal for Nowra Shoalhaven Touch Football Association below, note that full details of two team contacts must be entered to complete this process: https://reg.sportingpulse.com/v6/regoform.cgi?formID=40493 This link will also be provided on the Nowra Touch Website www.nowratouch.com.au b) At the end of the above process you will be asked by the system to supply the email addresses of your teammates as it will send them an automated email to complete the individual player registration within your team. If this is not possible at the time, alternatively you will receive a unique team code that can be communicated NSTA Summer 13.14 to your teammates who can then complete the individual player registration on line at https://reg.sportingpulse.com/v6/regoform.cgi?formID=40494 This link will also be provided on the Nowra Touch Website www.nowratouch.com.au A minimum of ten (10) players must be registered for team acceptance, however it is recommended that at least twelve (12) players register to avoid lack of numbers on the night and therefore offending the fine system during the competition. 3. DUTY REFEREES The Duty Referees Sheet is to be completed in full by the team’s two designated duty referees and submitted on the advertised REGISTRATION EVENING along with registration monies. ALL nominated duty referees MUST have a minimum Level One Referee accreditation with Touch Football Australia. If not, these duty referees will be required to complete the relevant course at a date determined by Nowra Shoalhaven Touch Association. Further information to be provided during competition. NOTE: TEAMS WILL NOT BE ACCEPTED IF THESE SHEETS ARE NOT SUBMITTED AT TIME OF REGISTRATION. 4. CLOSING DATE Registration full monies and duty referee details are to be submitted no later than the advertised Payment evening of Wednesday 17 September 2014 at the Shoalhaven Ex-Servicemen’s Club (Junction Street Nowra). 5. LATE REGISTRATIONS Late team registrations will only be accepted at the convenience of the competition. 6. COMPULSORY TEAM ATTENDANCE AT ANNUAL GENERAL MEETING Each team is to be represented by a minimum of two (2) members of the team at the Annual General Meeting commencing 7pm, Wednesday 17 September 2014, at the Shoalhaven Ex-Servicemen’s Club. Team representatives must sign in and are required to stay for the duration of the meeting. WHAT YOU SHOULD KNOW COMPETITION All Nowra Shoalhaven Touch Association competitions are conducted at Lyrebird Sports Park, Jervis St, Nowra. The 2014-15 Summer Men’s and Women’s competitions will commence Tuesday 7 October, 2014. First game commences 6.15pm and games are 2 x 25 minute halves. All competition details are advertised on the Nowra Shoalhaven Touch Association website, www.nowratouch.com.au and in the Monday edition of the South Coast Register. TEAM FINE SYSTEM Failure to supply a duty referee to appointed games. NSTA Summer 13.14 Failure to complete early or late ground duties. Forfeiting without sufficient notice (12 noon of the day of competition). Fielding unregistered or un-financial players. 1st Offence: $30 – to be paid before the next game. 2nd Offence: $40 – to be paid before the next game. 3rd Offence: $50 or expulsion from the competition at the committee’s discretion. TEAM UNIFORMS NO TEAM COLOUR IS TO BE PREDOMINATELY WHITE AS THIS COLOUR IS RESERVED FOR THE REFEREES. Teams taking part in the competition must have all players dressed in the teams’ designated playing shirt no later than the fourth week of the competition. Referees will be instructed to send players from the field who do not comply. Playing shirts must display numbers according to the acceptable requirements i.e. not less than 16cm in height on the front or on the back of the shirt. Numbers may be inserted on sleeves in addition to, or as an alternative to, the above but must not be less than 8cm in height. No two players should wear the same number. All players must wear appropriate footwear with socks. Shoes without screwin studs or cleats are to be worn. Light leather or synthetic boots with soft moulded soles are permitted providing individual studs are not longer than one centimetre in length. The committee reserves the right to reject a team uniform if it does not comply with the above. TEAM DUTY REFEREE Each registered team must supply two (2) persons to referee on a duty basis as required. This is vital to ensure there are adequate referees to officiate at all games. Your duty referee is to be one of your own players or may be someone from outside the team, male or female, who is prepared for the responsibility however cannot be an already non-playing referee of the Association. Duty referees are required to be Level One accredited. If the person is not accredited, a referee course will be provided for them and is to be completed by a date nominated by Nowra Shoalhaven Touch Association. Cost of the course TBA. Duty Referee responsibilities include: a) All duty refereeing, when appointed, is performed by the person nominated or by another member of the team in their absence. FAILURE TO COMPLY WITH THE APPOINTMENT WILL RESULT IN THE TEAM FINE SYSTEM BEING APPLIED. THE FINE MUST BE PAID BEFORE THE NEXT GAME IN ORDER FOR THE TEAM TO CONTINUE IN THE COMPETITION. NSTA Summer 13.14 b) Details of the duty referee must be submitted on the duty referee sheet at the time of the team registration payment on the closing date. Teams will not be accepted without these completed sheets. c) All enquiries and matters associated with refereeing should be addressed to the Director of Referees. GROUNDS DUTY TEAMS DUTY TEAMS WILL BE ALLOCATED AND ADVERTISED ON THE DRAW EACH WEEK. Early Grounds Duty Prior to commencement of the games, early duty teams are to ensure all marker hats are distributed on all fields, padding placed around football posts, and all fields are free of litter and dangerous objects. Late Grounds Duty At the conclusion of the last games, late duty teams must collect all marker hats and football post pads from fields and return them to the canteen. They are to ensure any litter left behind by players and spectators is collected and put in the bins provided. Bottles and cans must take top priority as they can provide dangerous situations on field when Council does grass mowing. TEAMS WHO DO NOT SATISFACTORILY COMPLETE THEIR DUTY SHALL BE FINED ACCORDING TO THE TEAM FINE SYSTEM WHICH MUST BE PAID IN FULL BEFORE THE NEXT GAME FOR THE TEAM TO CONTINUE IN THE COMPETITION. ADDITIONAL PLAYERS ADDITIONAL PLAYER/S MUST BE REGISTERED WITHIN THE FIRST THREE (3) WEEKS OF COMPETITION. No additional players will be accepted after this time unless exceptional circumstances apply. An application for approval of additional player/s after this time must be made in writing and addressed to the Games Committee clearly stating the additional players’ name, standard of playing and reason/s for the request. A minimum of 1 week is required from time of request for applications to be processed by the committee. Applications must be of formal letter style addressed to the Games Committee of the Nowra Shoalhaven Touch Association. An Association request proforma is available. FORFEITS Team forfeits at the grounds on the day are not considered to be in the spirit of the game, therefore the team fine system will apply to teams who do not advise of a forfeit in sufficient time to adequately notify opposition teams. Teams who advise a forfeit in sufficient time will not be fined. Sufficient time being by 12 noon of the day of play with notification made by contacting Nowra Shoalhaven Touch Secretary on mobile 0400036753 – contact via SMS (text) message. NSTA Summer 13.14 TEAMS SHOULD BE AWARE THAT IT IS ASSOCIATION POLICY TO EXPEL A TEAM FROM A COMPETITION ONCE THREE (3) FORFEITS ARE REGISTERED. INSURANCE Included in your fees to the Association is a basic sports insurance package provided by Touch Football Australia. The Nowra Shoalhaven Touch Association does however recommend each member consider their own personal circumstances and private health cover. PUBLICITY All details regarding competitions, draws and Touch in general are advertised primarily on the Nowra Shoalhaven Touch Association website www.nowratouch.com.au. Details are also available on each Monday’s edition of the local “South Coast Register” newspaper. Teams articles are encouraged with submissions directed to the Publicity Officer or Committee. ANNOUNCEMENTS AND CANCELLATIONS In case of bad weather or doubt about the condition of the fields, information will be available normally after 4.30pm on the day of play. An SMS advising of changes will be sent to individual team contacts. Cancellation will also be announced via radio 2ST and 94.9 Power FM wherever possible. If information is required by contacting the Secretary, only the team contact should seek this information. All team players are to obtain updates from their team contact. Players should be aware that at times it is necessary to wait until the last moment for a decision to be made as conditions can change so quickly. Responsible for overseeing correct operation of the Association. Chair meetings/presentations. Association representative to outside bodies. Attend regional and state affiliate meetings as required. VICE PRESIDENT: Duties as above when President is not available. Must assume high profile in assisting Games Committee. Assist where necessary in all matters of the Nowra Shoalhaven Touch Association. Chairperson of the Judiciary Committee. SECRETARY: Deal with all matters of correspondence. Ensure records of all meetings are kept. Association contact for all concerned bodies, sporting, council etc. Prepare, with assistance of Games Committees, suitable draws for competitions. File all competition end results and correspondence. Attend regional and state affiliate meetings as required. Organise the preparation of pre-competition information sheets and registration sheets and their distribution thereof. Record use of lights. Book fields for competitions. Keep records of injuries and provide players with insurance details when required. Fulfil other roles as required. TREASURER: Responsible for all financial matters and dealings, in consultation with other executive members, of the Association. Ensure correct and accurate accounting procedures are adopted. Retain receipts of income and expenditure. Prepare reports and ensure audits are conducted as and when required. REFEREES DIRECTOR: Liaison between the Referees Committee and the Nowra Shoalhaven Touch Association. Responsible for ensuring the continuing standard of referees within the Association. In conjunction with the referees committee, responsible for the appointment of referees to all games under the control of Nowra Shoalhaven Touch Association and ensure appointments are given in adequate time to relevant persons for draw details to be advertised. Act as the contact for all concerned parties in relation to referees within the Association. GENERAL COMMITTEE REGISTRAR: Responsible for the collection and collation of all registration forms pre-competition. Be available, with assistance from Games Committee, at each competition until nominated closing date of additional players to accept late registrations. Ensure all monies are immediately passed onto the Treasurer and the relevant registration forms provided to the Secretary for submitting to the state body. Retain records of all registered players and ensure these are passed onto the Secretary for filing at season’s conclusion. PUBLICITY OFFICER: Responsible for the collation of all material to be published in the Association’s regular article in each Monday’s edition of the “South Coast NSTA Summer 13.14 Register” newspaper. Liaise closely with the Secretary, Games Committee, Referees Director and any other relevant sources to ensure materials is on hand in time to submit to the “South Coast Register” sports editor by no later than 10am each Friday morning. Where possible, take photos (with Association’s camera), of teams etc and arrange for their publicity as deemed necessary or the person concerned may pursue this. Must be motivated in meeting deadlines and possess good written communication skills. GAMES COMMITTEE: Duties include grading of teams, general running of the relevant competitions on the designated days. Must ensure marker hats, draw board, bell, “hooter”, timer etc are at the ground in sufficient time to organise games. Responsible for timing of games. First line contact in dealing with competition problems with backup from the Executive Committee when required. Assist, when required, with registration and collection of monies from additional players until closing date (close liaison with Registrar in this matter). Ensure competition results are recorded and relevant details passed onto Publicity Officer. Assist in canteen with setting up food, sales of food, packing up and stock count of food at end of evening last game. Keep record of best and fairest points and provide details of winners at end of competition. Organise all functions applicable to their particular competition including relevant winners and runner up trophies. REFEREES COMMITTEE: Up to three (3) members who shall assist the Referee’s Director with: a) referee appointment to games; b) referee training and coaching; c) referee assessment; d) other duties in regard to referees within the Association. JUDICIARY PANEL: Deal with all matters relating to judiciary hearings observing the rules of natural justice. Conduct hearings and procedures as set in standards of the Nowra Shoalhaven Touch Association judiciary document. A judiciary panel of up to six (6) persons shall be appointed from whom will be selected a Judiciary Committee. The Judiciary Committee will be chosen from the Judiciary Panel by the Chairperson or Executive Committee of the Association. NSTA Summer 13.14
