There be relegation in each of the four divisions for the next three years in senior, intermediate and junior A and
only promotion in each grade for county final winner.

Amend Rule 6.20 (4((c) T.O 2015.
This rule details how you would divide teams that finish a league part of a championship on equal points.
Regulation
“Where three teams or more finish level on points and a walkover has effected one or more of them teams, that the
scores accumulated (For and Against) from the team that has given one or more of them teams a walkover be
disregarded for the teams involved. This would also apply if two teams were level on points and the head to head failed
to separate them.

Divisional boards run their championship based on a format agreed between their clubs, but with a commitment that
each divisional final be played in time so as not to hold up county stages.

All Senior & Intermediate Hurling Teams must participate in Division 3 or higher

If the team that finishes bottom of either/both groups of Division 3 manages to maintain / gain IHC status, it/they will be
replaced in Division 3 Relegation play-Off by the next lowest team in its group that does not maintain / gain IHC status
Co JAHC champions will be promoted to IHC & also Division 3

If Co JAHC champions are already in Division 3 or higher – the County JAHL champions will be promoted to
Division 3.

be replaced in the Preliminary Quarter Final by next highest non qualifing team in the same group, excluding
the team that finishes bottom of that group in Roinn 1 and 2

Portroe GAA Club earned top 16 status in the 2015 County Senior Hurling Championship. The Club requests that the
County Committee safeguard this status in the 2016 structure.

Portroe GAA Club request that the County Committee remove the waiting around for Senior Hurling teams who get
pulled through by divisional winners in their group. Reward the divisional winners with a bye for qualifying in the
County Championship and winning the division.

In this scenario the following ranking will be used in the following order:






1. Team that conceded the least amount of walk-overs in Senior hurling championship over the past 2
years
2. Team with the best win/draw/lose percentage over the present years divisional championship &
previous years county senior championship
3. Team with the best win/draw/lose percentage over the 2 most recent years divisional championship & 2
most recent years county senior championship
4. Same as point 3, except 3 years are taken into account
Calculating best win/draw/lose percentage:
o Total number of points awarded / divided by points available (Games played X 2) X 100 (Correct to 2
decimal places)
 Games played includes games decided by extra time, games decided by an award from CCC or
relevant authority or walkovers received or conceded
 Each win is valued at two points (Including Games awarded; Walk-overs received & wins after
extra time)
 Each draw is valued at one point (Including draws after extra time)
 Each loss is valued at zero points (Including Games awarded against; Walk-overs conceded &
losses after extra time)
E.g. a team played 3 games in County SHC 2015 – won 1 & lost 2;
played 4 games in Divisional championship 2016 – won 1; drew 1 & lost 2

county championship with the probable exception of Final – see note under “Seed The Teams”
If a Divisional Final ends in a draw – it can go to extra-time or a replay – depends on what was agreed before
hand, but will be 1 point per team if its relevant to Roinn I
Divisional Final Gate Receipts (& Expenses) remain with division
9 weeks to complete for Munster deadlines – Roinn II may take a bit longer, but has no relevance to Munster

Appendix 1. Relegation playoff as follows: (1) If there are four teams an open draw will decide who plays,
i.e 1x2 and 3x4 with the two losers relegated
(2) If there are three teams they will play each other with the bottom two teams relegated Rule 6.20 (c) T.O
2015 and Regulation number ??? of the county senior hurling championships will apply
(3) If there are two teams they will automatically be relegated.
(4) If there are only one team they will be relegated.
Appendix 2. If the divisional winner has already qualified they will be replaced in the Q/F by:

Proposed structures for County Senior Football Championship
To commence for the 2016 season
4 Groups with 4 teams in each group
Top team in each group into Quarter Finals
Bottom team in each group play off with one team Relegated. See Appendix 1
Intermediate champions promoted to senior each year
Divisions play as per 2015 (Knockout)
Rounds 1,2 and 3: Group stages
Round 4, 5, 6 Divisional Championships
Round 7: Quarter Finals
Round 8: Semi Finals
Round 9: Final
Appendix 1. Relegation playoff as follows: (1) If there are four teams an open draw will decide who plays,
i.e 1x2 and 3x4 with 2 losers playing and the loser of this game relegated
(2) If there are three teams they will play each other with the bottom team relegated Rule 6.20 (c) T.O
2015 and Regulation number ??? of the county senior football championships will apply
(3) If there are two teams they will play each other with the loser relegated.
(4) If there are only one team they will be relegated.
Appendix 2. If the divisional winner has already qualified they will be replaced in the Q/F by:
(1) the team defeated in the divisional final
(2) Bye
A team must play in a divisional championship to qualify through the divisional system otherwise they can only
qualify through the county group stages.
The groups are made up in the following manner:
The four semi final teams from 2015 take top seeding
The four beaten quarter final teams take second seading
The remainder are per open draw

Proposed Structure for County Intermediate Hurling Championship
To commence for the 2017 championship season
4 Groups with five teams
Promotion and relegation to remain the same as 2016
2 teams to volunteer to regrade to junior after the 2016 championship subject to ratified
by county C.C.C and county committee. If no team volunteers to regrade then 3 teams
will be relegrated in 2016 and 2017 to bring the number to 20.
Quarter Finals: Top 4 teams in each group play the 4 runners up in each group 2 (Open Draw)
Semi Finals: Winners of Quarter Finals (Open Draw)
Final: Winners of Semi
Finals
Relegation: Bottom team in each group play relegation with 1 relegated. i.e 1v2 and 3v4
The 2 losers play with the loser relegated.

Top 2 from group of 4 plus 6 group winners qualify for Q-finals plus divisional winners if not already qualified. Draw to
take place where necessary to reach Q-final stage.
Total number of rounds 10 or 9.

Divisional rounds 3.
KO 3 or 4 (depending on playoffs)
Bottom teams in groups playoff in two groups of round robin games with bottom teams in final with loser relegated to
Junior A in 2017.
Divisions must be ready for County deadlines as set down by rule, with no nominations accepted.
