BLIND MURDER CASE OF TRILOK SINGH TOKAS R/O MUNIRKA WORKED
OUT AND FIREARMS USED IN THE CRIME RECOVERED
With the arrest of accused persons namely Rohan Chauhan (25 years)
s/o late Satish Chauhan r/o H. No. 386, Gole Market, Railway Road, Hapur,
Ghaziabad, UP, Mohit Chauhan (23 years) s/o Lt. Satish Chauhan r/o H. No.
386, Gole Market, Railway Road, Hapur, Ghaziabad, UP and Monu Singh (22
years) s/o Vashist Singh, R/o B-81, Ashok Vatika, Loni Road, Pasonda,
Ghaziabad, Sahibabad, UP, staff of PS Vasant Vihar, South District worked out
a Swimming Pool Contractor’s murder mystery and recovered weapons of
offence.
BRIEF FACTS / INCIDENT :
On the night intervening 2-3/06/11, information vide DD No. 3A at 00.23
AM regarding incident of firing at Baba Gangnath Sports Complex, Munirka Delhi
was received at PS Vasant Vihar, Delhi. On receiving the information, senior
officers and staffs of the PS Vasant Vihar rushed to the spot. It was also
informed at the spot by sweeper of the swimming pool that contractor Trilok
Singh Tokas R/o Village Munirka, Delhi was shot at by three unknown young
boys who fled away from the spot after incident. Injured was taken to AIIMS
Trauma Center by his son Dinesh Kumar, where he was declared as brought
dead. The scene of crime was preserved and samples were lifted there from. On
the statement of Sh. Dinesh Kumar s/o Sh. Trilok Singh Tokas (deceased), a
case vide FIR No. 165/2011 dated 03/06/2011 u/s 302/34 IPC r/w 25/27 Arms
Act 1959 was registered at PS Vasant Vihar, Delhi.
INVESTIGATION :
Keeping in view the gravity of the offence six teams of officers and men of
PS Vasant Vihar were formed under the leadership of Insp. Ved Parkash, SHO PS
Vasant Vihar, under close supervision of Sh. Mohammad Ali, ACP/ Vasant Vihar,
Delhi. Six dedicated teams so formed worked day and night to get the clues and
information about the culprits.
At the outset, whole incident was analyzed and the prospective motive of
crime was discussed. Complainant had doubt on the involvement of his
competitors in the business of DDA contracts for Gyms and Swimming Pools. He
had very strong doubt about one of his competitor who was also very close
relative of him. Further, during the course of interrogation of employees and
guards deployed/employed there a fact came out that the deceased used to deal
strongly with the persons loitering around in the park till late in the evening and
at times he had beaten some of them. It also came from the interrogation of eye
witnesses that in the evening of that fateful night also he the deceased had
beaten one of the two boys who were sitting in the park. They further told that
after half an hour both boys after changing dress came back along with one
more person and had argument with the deceased over the issue of slapping and
all of a sudden two of them fired at him. They told the description of killers; the
most notable was that they all were having recruit type hair cut.
The effect of the exercise bore fruit and information started pouring in,
through many of the information were found wrong. During the exercise, team
members got secret information about one Rohan Chauhan, a tenant in Village
Munirka, who was missing suspiciously after the incident. On the basis of tenant
verification form submitted by him, team members immediately conducted raids
in the areas of Dehradun, Saharanpur , Bulandsahar and Hapur. Finally the team
found out the hide out and the movement of Rohan Chauhan along with his
brother Mohit Chauhan in the area of Dakshin Puri, P.S. Ambedkar Nagar, Delhi .
On 06/06/2011, it came to the notice that Rohan Chauhan was planning to flee
away from Delhi after sensing the heat of Police pressure at his hideout.
ARREST AND INTERROGATION :
On 06/06/2011, evening, Rohan Chauhan (25 yrs) along with his younger
brother Mohit Chauhan (23 yrs) was apprehended from the area of Daksin
Puri,Delhi, when they were planning to flee away from Delhi. From the
possession of both the brothers, two .32 Bore sophisticated self automatic pistols
along with live cartridges were recovered. On interrogation, both the brothers
confessed their involvement in the crime. Monu was arrested from the area of
Dilshad Garden . They further disclosed that on that fateful night, Mohit along
with his friend Monu went for an evening walk around 11 PM to DDA Sports
Complex, Munirka. Where he was rebuked and slapped by Trilok Singh for
loitering around in the park in odd hours for which he felt badly hurt. He
immediately rushed back to his room and narrated the whole incident to his
elder brother Rohan. Both the brothers got prepared themselves with loaded
firearms and at around 12 in the night, they along with Monu came back to the
sports complex along with Monu. Both the brothers argued with the Trilok Singh
and when Trilok again slapped Rohan, Mohit fired from .315 Bore Desi Katta on
the chest of Trilok Singh and again fired with the Pistol also carried by him.
Rohan Chauhan also fired at Trilok Singh and immediately after the incident they
rushed back to their room. In the early hours at around 4.30 AM they went to
their relative’s house at Daksin Puri, Delhi and stayed there without disclosing
any thing. They were keenly observing the media reports and during search of
their personal belongings cuttings of leading newspapers carrying the news
about the incident were also recovered. After sensing the police presence around
them, they were planning to flee away from Delhi .
PROFILE OF ACCUSED PERSONS :
1. Rohit Chauhan S/o Late Sh. Satish Kumar Chauhan R/o 386, Gole
Market Railway Road, nearby Tarachand Ki Haweli, Hapur, Ghaziabad , UP, Age
25 Yrs, Education: Graduate. He is presently working as supplier of Food
supplements to various Gyms in Delhi. He was presently staying in Munirka
Village in rented accommodation since last one year with his wife namely Sakshi
resident of Saharanpur.
2. Mohit Chauhan S/o Late Sh. Satish Kumar Chauhan R/o 386, Gole
Market Railway Road, nearby Tarachand Ki Haweli, Hapur, Ghaziabad, UP,
Age: 23 Yrs., Education: up to 10 class. He was working as Supervisor in
Municipal Council of Hapur, UP after the death of his father.
3. Monu Singh S/o Vashist Singh, R/o B-81, AShok Vatika, Loni Road,
Pasonda, Ghaziabad, Sahibabad, UP, Age: 22 Yrs, Education: up to 6 class. He
is also a distant relative of Rohan Chauhan. He is working as Recovery Agent
with one reputed financial institution.
RECOVERY MADE :
Two sophisticated English pistols of .32 Bore along with 10 live cartridges.

CRIME BRANCH
The cash earnings of 133 Metro Stations of DMRC is deposited in the
Union Bank of India. M/s Security Intelligence Services (Pvt.) Limited has been
engaged by the Union Bank of India to collect cash on their behalf from 133
Metro Stations. On 30.05.2011, M/s Security Intelligence Services (Pvt.)
Limited reported that their employee Sanjay Sharma s/o Ram Lal Sharma r/o
Khora Colony, Ghaziabad had decamped with Rs. 41,86,762/- and Pawan
Kumar Pathak s/o Krishanbir Singh r/o Aligarh, UP had decamped with Rs.
38,66,944/- cash. Sanjay Sharma was deputed for collecting cash from ALL
Metro Stations falling between Akshardham Metro Station to Noida City Centre.
Pawan Kumar Pathak was deputed to collect cash from all Metro Stations falling
between Barakhamba Metro Station to Anand Vihar Metro Station. They
travelled by Metro for collection of cash and after collecting the cash they
assembled at their base station. There they handed over the cash to the
designated employees of M/s Security Intelligence Services. On 30/05/2011
instead of depositing the cash that they had collected, they decamped with the
cash. Case under the appropriate sections of the law was registered at Yamuna
Bank Metro Station.
The Crime Branch also joined the investigation. During investigation it
was revealed that Sanjay Sharma s/o Ram Lal Sharma r/o Khora Colony,
Ghaziabad had joined M/s Security Intelligence Services (Pvt.) Ltd. on 27 th April
2011. Initially he was deputed for some other task but four days prior to the
incident on his request he was independently deputed for collection of cash
from the designated metro stations of DMRC. It was further revealed that at
the time of joining the Security Intelligence Services he had produced
photocopy of forged educational, residential and ID proof. Moreover, sim card
had also been obtained by him on the basis of forged identity proof i.e. Driving
License shown to be issued from Dehradun. No proper verification was done by
the Security Intelligence Services Authorities. The police verification form that
the Security Agency was supposed to be have got done independently was also
handed over to Sanjay Sharma to get it done from the local police station of
Ghaziabad. Sanjay Sharma on his own reported that no criminal case has been
registered against him and affixed a fake stamp of the local police station and
forged the signature of the SHO and submitted it to the Security Agency.
On 04.06.2011, secret information was received that Sanjay Sharma is
at village Dholeshwar, Distt. Etawah, U.P. A raid was conducted and Sanjay
Sharma, whose real name was found to be Munish Kumar (aged 25 years) @
Bunty Yadav s/o Ram Prasad r/o Village Dholeshwar, Distt. Etawah, U.P. was
apprehended. On sustained interrogation Munish Kumar @ Bunty Yadav
disclosed to have decamped with the DMRC cash and at his instance 11 bags
containing Rs 41,86,762/- were recovered.
Munish Kumar @ Bunty Yadav disclosed that he had selected Monday for
committing the crime because a huge amount of cash would be there as
Saturday and Sunday were concessive holidays.
He had planned for
committing the crime well in advance. In order to avoid detection he had
submitted forged documents.
Investigations further revealed that it was a bizarre coincidence that
both the employees decamped with the cash earnings on the same day. Both
had no connection with each other. Pawan Kumar Pathak had submitted
genuine documents regarding his ID proof and in fact during investigations his
antecedents have been found genuine although at present he is absconding.
The team that apprehended the accused persons was led by Inspr. Anil
Dureja and consisted of SI Ritesh Kumar, HC Murlidhar, HC Jai Prakash, HC
Soran Singh, HC Suresh, Ct. Rajender and Ct. Devi Dayal and was supervised
by ACP Bir Singh and under overall supervision of Addl.DCP Sanjay Bhatia.

“1000 kg of psychotropic substance worth 20 Crores seized”
A team of Insp Sanjay Dutt & Insp. Rahul Kumar under the
supervision of Sh Bhisham Singh, ACP/ Spl Cell NDR have apprehended
one Ram Naresh @ Naresh r/o Janakpuri, Delhi on 03rd June 2011 while
in possession of 250 Kgs of control substances namely Ephedrine
which is a precursor to drugs banned under the NDPS Act. Ephedrine is
a key precursor for manufacturing amphetamine stimulants such as the
ecstasy drug.
OPERATION:
During the investigation of the case FIR No. 21/2011 dated
01st April, 2011 u/s 9A/22/25A-NDPS Act, PS Special Cell, it was revealed
that there is a syndicate involved in illegal activities of trafficking of
controlled substances Ephedrine in Myanmar and China from Manipur.
Hence, efforts were continued to trace the members of the syndicate
through technical surveillance and manual resources.
On 03rd June, 2011, a specific information was received that the
one of the members of the syndicate namely Naresh r/o Janakpuri, Delhi
would return from Guwahati after meeting with the main member of the
syndicate at Imphal, Manipur. On that information, a raid was conducted
at G-1 Block opposite H.No. 13, Sitapuri, Dabri, Delhi and the accused
namely Ram Naresh @ Naresh s/o Sh Shree Shankar r/o Prem Nagar III,
Kirari, Delhi & Janakpuri, Delhi was apprehended from whose possession
total of 250 Kgs. of controlled substances were recovered from his Scorpio
bearing No. DL-4CN-B5692. On testing of the recovered controlled
substance, the same was found positive for Ephedrine as well as
Amphetamine, a psychotropic substance under NDPS Act. Accordingly a
case vide FIR No. 37/11 u/s 9A/22/25A NDPS Act was registered at PS
Special Cell. During cursory interrogation, the accused Ram Naresh
disclosed that he along with his associate namely Umesh Mehra r/o
Gurgaon is engaged in this illegal trafficking of drugs since long. He
acquires the drugs from one Rakesh @ Rajesh of Grand Pharma of Patiala,
Punjab, which was to be sent to Rabindro at Guwahati, Assam. On the
basis of this information, provided by accused Ram Naresh, further raid
was conducted at Gurgaon, from where his above mentioned associate
Umesh Mehra was also apprehended from his residence. Thereafter at the
instance
of
Umesh
Mehra
a
total
750
Kgs.
of
same
controlled/psychotropic substances was recovered from a godown at
Bhim Colony, Village Sarai Allavardi, Gurgaon.
On further investigation, it was revealed that both the above
mentioned accused persons Ram Naresh and Umesh Mehra were arrested
earlier also in case FIR No. 864/2003, u/s 18/27 of Drug Control Act r/w
420/468/471-IPC, PS Nangloi in which both of them were convicted with
imprisonment for 2 months and fine of Rs. Fifty thousand.
ACCUSED ARRESTED:
1.
Ram Naresh @ Naresh (aged 29 yrs) r/o Prem Nagar-III, Kirari,
Delhi. He born in Village Baas Gaon, District: Gorakhpur, U.P in
the year 1982. His father was running a sweetshop during his
childhood. He studied upto 10th class from Pt. J.N. Inter School,
Baas Gaon, Gorakhpur, U.P. After the education, due to poor
financial background he came to Kirti Nagar, Delhi in the year
1996 and worked as a carpenter for 6 months. After that he worked
in a private firm in paking section at Peeragahri, Delhi. In the year
1998 he joined “Care Pharma” as parking labour and worked for 2
years. In the year 2002, he started his partnership business with
“Care Product”, which is a food product manufacturing company
and is still working in this firm. He disclosed that in the month of
March 2009 one Kocha came to our factory along with Robindro
and discussed about the drug business. In the month of December
2010, he entered into drug trafficking through Kocha. Till date
many consignments (approx 1600/1700 Kg) were sent to Imphal
through Road Transport companies. Since December 2010, he also
visited Guwahati 5/6 times.

Umesh Mehra (51 yrs.) s/o. Late Sh. Somnath Mehra r/o H.No.
3822, Sector-23, Gurgaon, Haryana. He was born on 22.06.1960 at
Motipur, Bihar and did his graduation (B.Sc.) from Dehradun in
the year 1980. From 1980 to 1994, he did job of Medical
Representative in Plethico Company, Indore, MP. In the year 1994,
he started his own business in the name of “Care
Pharmaceuticals” in Delhi. Since, 2003, the above mentioned
Ram Naresh used to supply the goods in Care Pharmceuticals,
through his company named ‘Care Products’ by different brands.
Since last year he used to supply the recovered controlled
substance to his associate Ram Naresh, who further sent the same
to Robindro in Manipur.
RECOVERIES:
Total 1000 Kgs. of controlled/psychotropic substances, which
was found positive for Controlled substance Ephedrine as well as for
psychotropic substance Amphetamine. Out of which 250 Kgs. were
recovered from the possession of accused Ram Naresh @ Naresh and
while remaining 750 Kgs. were recovered from the godown of
accused Umesh Mehra.
It is pertinent to mention that Special Cell had apprehended
Nepoleon Thockchom on 31st March 2011 with 200 kgs of
Ephedrine. Present seizure is the follow up of the earlier catch.
PRESENT STATUS:
Accordingly, both the accused persons were produced in the concerned
Special Court of NDPS, Saket Courts, New Delhi and were taken on police
custody remand for 4 days. On 05.06.2011, raids were conducted at
various places in Punjab at the instances of the accused persons. Both the
accused persons are in Police Custody and further investigation is in
progress.

KING PIN OF IMPERSONATION CASE ARRESTED.
The staff of Police Station Janakpuri, West District has arrested Dr. Ranjna
D/o Seeta Ram R/o D-19 Mahesh Nagar Jaipur Rajasthan, main link of
impersonation scam.
PROFILE OF ACCUSED PERSON.
Dr.Ranjna D/o Seeta Ram R/o D-19 Mahesh Nagar Jaipur Rajasthan has
done her MBBS from Russia in the year of 2007-2008. She was employed at
Bhawna Hospital at Palwal Haryana. Now-a-days she is jobless. Her father is
working as District Youth coordinator in Jaipur. Her three brothers are working
as a pharmacist, lawyer and compounder.
INCIDENT
On 27-09-09, Sh. A.K.Gautam, Principal Kendriya Vidyalaya, Janakpuri,
reported that the National Board of examinations conducted the screening test
for Indian Nationals with foreign medical qualification at Kendriya Vidyalaya,
Janakpuri. During the course of the aforesaid examination at around 3.30 PM,
the invigilator at Room No.16 was taking attendance of the candidates, it was
found that the photograph, on the admit card was not matching with the person
writing the examination. The person writing the exam against roll Number
90022667, was immediately, called to the control room at the Kendriya Vidyala
Janakpuri and enquiry was done. As per the official records of NBE, the roll
number 90022667 was allotted to Dr. Vijay Kumar. The person who appeared in
the exam against this roll number was Kafeel Ahmad Khan and was
impersonating in place of Dr.Vijay Kumar and after taking a Sum of Rs.100,000
from him to appear in the examination in his place. Accordingly, a case was
registered in the police station Janakpuri vide FIR No.250/09 u/s 419/420/120-B
IPC. During the course of investigation, it has been found that Dr. Sangita
appeared in the Examination in place of Dr.Shashi. After investigation, Dr. Vijay
Kumar, Dr.Ajit Kumar, Dr.Smt.Sangita Singh, Dr.Kafeel Ahmad and Dr.Shashi were
arrested in this case. After sustained interrogation, it came in the light that
Dr.Ranjna was the mediator in this deal. Dr.Ranjna was at large in this case.
TEAM AND INVESTIGATION
A team comprising Inspr. Parbhu Dayal and L/Ct. Kavita headed by Inspr.
Rajender Pathania, SHO/Janakpuri under the close supervision of Dr. R.G.Naik
was constituted to nab the absconding culprit whose where abouts were not
known. A massive hunt was launched for locating the accused. Sources were
deployed and it came to know knowledge that Dr. Ranjna will came at AIIMS
hospital. Dr. Shashi was joined in the investigation and thus. Dr.Ranjna was got
arrested from AIIMS on 6.6.2011.

DREADED CRIMINALS ARRESTED.
The staff of Police Station Janakpuri, West District has arrested two desperate criminals
namely Yogesh Kumar S/o Sh. Roshan Lal R/o D-1/38, Mansa Ram park, Uttam Nagar, Delhi
and Jitender Singh S/o Virender Singh R/o H.No.27 Gali No.2 Gupta Colony Sangam Vihar, Delhi
and recovered one Desi Katta with two cartridges and two stolen vehicle.
PROFILE OF ACCUSED PERSON.

years. He was found involved in following cases prior to this incident.
FIR No.886/07 U/s 392/411/34 IPC P.S. Nazafgarh.
2. FIR No. 829/02 u/s 341/308 IPC P.S.Uttam Nagar.

FIR No.567/06 u/s 457/380 P.S.Uttam Nagar.
4.
FIR No. 155/09 u/s 307 IPC P.S. Uttam Nagar in which he was complainant and one
Monu who is a also criminal, has fired upon him due to enmity.

Jitender Singh S/o Virender Singh R/o H.No.27 Gali No. 2 Gupta Colony, Sangam Viharaged 19 years.
RECOVERIES.
1.
One country made Pistol (Desi Katta) alongwith two cartridges were recovered.
2.
One motorcycle bearing number DL-8SR-5626 Hero Honda Passion which was stolen by
them and case was already registered in P.S. Janakpuri vide FIR No. 151/11.
3.
One Santro car bearing No. Dl-8CS-8218 which was stolen from the area of P.S. Dwarka
and case was already registered in P.S. Dwarka vide FIR No.128/11 u/s 379 IPC.
INCIDENT
On 06.06.11 HC Sukhi Ram No.595/W and Constable Ranbir Singh No.1048/W were
conducting vehicle checking at picket, Budh Bazar Road Janakpuri near Mota Singh Marg ‘T’
Point. At about 8.25 PM, one motorcycle, Hero Honda passion without number plate was found
coming from Hanuman Mandir Dholi Pio Main Najafgarh road side. When police personnel
signaled them to stop, both the motorcycle riders immediately turned back and tried to run away.
Head Constable Sukhi Ram and Ct. Ranbir ran behind them. On found chasing behind, pillion
rider opened fired on the police party but the bullet did not hurt anybody. When Pillion rider again
tried to fire on the police party, Police managed to overpower the miscreants. After sustained
interrogation both persons were identified as Yogesh Kumar S/o Sh. Roshan lal R/o D-I/38
Mansa Ram Park, Uttam Nagar who had opened fired on the police party and other one was
identified as Jitender Singh S/o Virender Singh R/o H.No.27 Gali No. 2 Gupta Colony Sangam
Vihar, Delhi who was driving the motorcycle. After getting search of both accused persons, one
country made pistol ( Katta) alongwith two cartridges were recovered from the possession of
Yogesh Kumar. Accordingly a case vide FIR No.165/11 dated 06.06.11 u/s 186/353/307/34 IPC
and 25/27/54 A. Act was registered in P.S. Janakpuri.
TEAM AND INVESTIGATION
A team comprising SI Rajiv Kumar, HC.Hans Kumar, HC.Sukhi Ram and constable
Ranbir headed by Inspr. Rajender Pathania, SHO/Janakpuri under the close supervision of
Dr.R.G.Naik was constituted to interrogate the culprits. During interrogation, it has been found
that motorcycle no. DL-8SR-5626 in which they were riding, was stolen from the area of P.S.
Janakpuri. On further interrogation, one Santro Car bearing Number DL-8CS-8218 was also
recovered on the instance of the above mentioned accused persons which was stolen from the
area of P.S.Dwarka.

PROCLAIMED OFFENDER OF COUNTERFEIT COINS CASE ARRESTED
FOR KNIFING EX-GIRL FRIEND
The staff of Police Station Paschim Vihar, West District has arrested one person
operating in Delhi, Haryana & Nepal namely Gulsan @ Chintoo S/o Late Sh. Gulzari
Lal R/o H.No. 1321 Sector 9 District Karnal Haryana, after he stabbed his ex-girl
friend, Ms. Sapna (name changed to conceal identity) Gulsan is also a PROCLAIMED
OFFENDER in a case of Counterfeit Coin.
NAME AND PROFILE OF ARRESTED PERSON:
Gulsan @ Chintoo S/o Late Sh. Gulzari Lal R/o H.No. 1321 Sector 9 District Karnal
Haryana (Age about 33 yrs.)
RECOVERY

INCIDENT
Ms. Sapna (name changed to conceal identity) living in the area of P.S.
Paschim Vihar developed friendship with a person namely Gulsan and she
continued to meet him, impressed with his flamboyant lifestyle. She came to
know about his suspicious activities later & tried to avoid him. Gulsan insisted
on marrying her. When Ms. Sapna refused to meet him anymore, he
threatened her with dire consequences and on one occasion snatched her
mobile phone also. Gulsan continued to make calls to harass Ms. Sapna from
her Mobile. On 17.05.2011 Gulshan came to meet Ms. Sapna, stabbed her
and fled from the spot. She was medically examined at Sanjay Gandhi
Memorial Hospital and on her statement a case vide FIR No. 154/11 U/S
324/506 IPC was registered at P.S. Paschim Vihar New Delhi. Thereafter
section of law i.e. 379/356 IPC was also added into the case.
INFORMATION AND OPERATION
Ms. Sapna was unaware of his antecedents but she could not file any clue
about him. The accused Gulsan continued to make threatening calls to Ms.
Sapna. Sensing the gravity of offence a team comprising of SI Pawan Sharma,
HC Ajeet Singh No. 1935/W & Ct Manish No. 2344/W under the supervision of
Inspr. Anil Kumar Chauhan SHO Paschim Vihar was constituted. During the
investigation the accused Gulsan lived as a tenant in Uttam Nagar and already
left the premises in the month of August 2010. During investigation it also came
to knowledge that accused Gulsan along with his friends Sudhir & Dalip was
also involved in a criminal case related to counterfeit coins. Thereafter the
dossier over ZIPnet was analyzed and the dossier of Daleep revealed that he
had been arrested in FIR No. 113/10 U/S 240 IPC P.S. Lodhi Colony and
Gulsan was his associate. The record of P.S. Lodhi Colony was also inspected
but the address of accused Gulsan could not be found as he had not been
arrested in that case. The case was found to be pending trial in the Ld.
CMM/Delhi Court. Accused Gulsan was declared a PROCLAIMED OFFENDER
in that case. A close vigil was kept near the house of Ms. Sapna. On 05.06.11
when accused Gulsan came to meet her in the area of P.S. Paschim Vihar, he
was apprehended.
INTERROGATION AND MODUS OPERANDI:
During sustained interrogation the accused confessed his guilt and
disclosed that he is also wanted in case FIR No. 113/10 of P.S Lodhi Colony
and the case is related to counterfeit coins. He was an active member of the
organized gang involved in the counterfeiting of coins. On 09.08.10 his two
friend namely Sudhir & Daleep with 11,600 counterfeit coin of denomination of
Rs. 5 & 10 were apprehended vide FIR No. 113/10 U/S 240 IPC P.S Lodhi
Colony. In that case counterfeit coins of Rs 5 & 10 denomination amounting to
Rs. 4.17 lacs were recovered. He along with his other friend namely Gaurav,
Mangat Joshi & Amit Sharma managed to flee from the spot.
Staff involved in good work will be rewarded suitably.

MURDER CASE SOLVED
With the arrest of one person namely Jaswant S/o Himanchal R/o Village
Laxmipur, Teh. & PS- Bisoli, Distt. Badaun, U.P aged 45 years, the staff of P.S. Hazrat
Nizamuddin, South East Distt. solved the murder case.
INCIDENT:
On Dated 03.06.11 at about 11.25 pm W.T message was received at police
post Jangpura regarding death of an old person. On this, after reaching at the spot i.e.
Saini Chaupal, Opp Shiv Mandir, Jangpura, Bhogal, N.D, one person aged 70 year was
found in pool of blood on the road near a Chorpoy (Cot). On inspection it was found that
there were 5-6 wounds on front side of the body with some sharp edged weapon. On
enquiry name of the decease was revealed as Himanchal S/o Late Sh. Nankiram R/o
Village Laxmipur, Teh. Bisoli, Distt. Badaun, U.P., who was residing in the Bhogal area
and used to sleep on footpath of back side of H No. 752, Mathura Road, and opp 39,
Jangpura Lane, Bhogal, N.D.
TEAM & INVESTIGATION:
During investigation a team under the supervision of Sh. Data Ram,
ACP/New Friends Colony headed by Inspr Ram Kumar,SHO/H.N.Din, Insp. Banay Singh
(Investigation) alongwith SI Ashish S. Dalal, HC Malkhan Singh, HC Raja Ram, Ct.
Sanjeev, Ct. Sudhir was constituted to nab the accused. The accused Jaswant S/o
Himanchal was got arrested from old Delhi railway station. On his instance the weapon
(Kitchen knife) used in the murder was recovered. The accused hid the murder weapon
(knife) under the heap of bricks adjacent to the wall, near the place where he used to
sleep on footpath.
INTERROGATION & MODUS OPERANDI
During the course of investigation, it revealed that accused Jaswant S/o
Himanchal, the deceased’s son was a habitual drunkard and was residing somewhere in
the Bhogal area along with one of his son and a daughter on footpath. A search was
conducted and the accused son Bittu Kumar was traced. Accused Jaswant was contacted
on his mobile phone through his son Bittu, who told his son Bittu to take care of him and
his sister as his father Himanchal has been killed by someone.
During investigation it came to notice that on previous night there was a
quarrel between son and father i.e. Himanchal & Jaswant, which was witnessed by
chowkidar. Even after the murder chowkidar saw him in the area near place of
occurrence. He even told the chowkidar that he is going to the Village. A raid was
conducted at his village, but where it revealed that he had come in the village but has
gone back to Delhi after learning that his wife has gone to Delhi. There at the village it
came to notice that the relation between Jaswant and his wife Meena were not good.
Jaswant Singh always blamed that there were illicit relationship between his cousin
Guddu and his wife Meena. Moreover, he always pointed out on his father and uncle
(Chacha) to support both of them. The same was verified from his native village
Laxmipur. Both the brother-in-law of accused namely Rajender @ Kallu and Meena Ram
was contacted at Budh Vihar Phase-II. They both disclosed that there was strained
relationship between their sister Meena & Jija, i.e. accused Jaswant Singh. The raids
were conducted and the accused Jaswant Singh was nabbed from Old Delhi railway
station. During interrogation he disclosed that he killed his father after consuming liquor
because his father was not supporting him for taking action against Guddu and on the
contrary held him responsible for all this menace. His father was also planning to
dispose the agriculture land in village whereas accused was against it.

Outer District, Police arrested the Po/Absent BC Ganesh@Ganeshi (age
40 yrs) s/o Bindeshwari r/o Jhuggi No. 42 AO-Block, Shalimar of PS
Shalimar Bagh, who was declared proclaimed offender in 6 cases and wanted in
8 cases of PS Shalimar Bagh and one case of PS Alipur.
BRIEF FACTS/ INCIDENT:
On the direction of DCP/OD, a special drive has started for the arrest of
proclaimed offenders. A team was constituted led by Inspr. Mahesh Meena,
SHO/Kanjhawala, HC Raj Kumar, No. 287/OD and Ct. Rakesh, No. 1778/OD. On
secret information an absent BC namely Ganesh has been apprehended from
Industrial Area of Badli, Delhi on 06.06.11. He was wanted in 8 criminal cases of
PS Shalimar Bagh and one cases of PS Alipur out of which he has been declared
proclaimed offender in 6 criminal cases of PS Shalimar Bagh. He is also not
appearing in the courts in three criminal cases in which proceedings of
proclamation have been initiated by the Hon’ble court.
Accused profile:
Accused Ganesh is a bootlegger and also a knifer. He is a history sheeter

Auto-Lifter arrested, three stolen motorcycles recovered
Incident / Brief Facts:The staff of AATS/Outer District, Delhi on 02.06.11, on secret
information recovered three stolen motorcycles, after apprehension Parvesh s/o Mohd.
Haneef R/o Jhuggi , Shakur Ki Dandi, Khwaja Mir Basti, Turkman Gate, P.S. Kamla
Mkt., Delhi. The above person is Ruffian of the area of P.S. Kamla Market, Delhi and
was previously involved in several cases of Auto-Lifting and NDPS Act in Delhi and
Meerut (UP).
Team / Investigation:On 02.06.11, a team of AATS/Outer District, Delhi, comprising of SI Mohinder
Kumar, HC Laxman 1426/OD, HC Narender No. 222 /OD, Ct. Anil Kumar No. 1733
/OD, Ct. Manoj No. 2763 / OD, Ct. Mahesh no. 2790 / OD, Ct. Sanjay No. 1076 / OD,
Ct. Ramphal No.1273/ OD, Ct. Bhim No. 1107/OD and Ct. Updesh No. 1296/ OD on
secret information laid a trap at the entry gate of SGM Hospital, Mangol Puri Delhi. At
9.30 P.M, a person came riding on a Grey coloured Bajaj Motorcycle bearing Regn. No.
DL6S V 3115, on the engine of which was written Kawasaki. As soon as he was entering

the entry gate on the motorcycle, he was stopped by the raiding party. On enquiring, his
name address was known to be Parvesh s/o Mohd. Haneef R/o Jhuggi , Shakur Ki Dandi,
Khwaja Mir Basti, Turkman Gate, P.S. Kamla Mkt., Delhi and was asked to produce
documents related to the ownership of the motorcycle, but the above person started
making excuses and could not justify as to how the motorcycle came to his possession.
On further thorough enquiry, he disclosed that he had stolen this Motorcycle no. DL6S
V 3115, Engine No. 23279 and Chassis no. 23243 from the area of Churi Walan,
Shankar Wali Gali, Chandni Mahal, Delhi around 2 ½ months back and today, he had
come to SGM Hospital to see one of his ailing friend. On disclosure of this information,
the above accused person was arrested u/s 41.1(D) /102 CrPC. On his further disclosure
two more stolen motorcycles have been recovered from a spot near his house at the
instance of the accused as follows1. Hero Honda Passion Colour Blue Regn. No. DL8S R 5761 reported stolen vide Case
FIR No. 197/03 u/s 379 IPC P.S Narela, Delhi.
2. Bajaj Pulsar Colour Blue Regn. No. DL8S AQ 6249, which the accused has disclosed
to have stolen from Bus Stand, Gaziabad (UP).
Accused Arrested:Parvesh s/o Mohd. Haneef R/o Jhuggi , Shakur Ki Dandi, Khwaja Mir Basti, Turkman
Gate, P.S. Kamla Mkt., Delhi
Age: 25 Years
Interrogation:During interrogation, it has been revealed that the accused is illiterate and belongs
to a poor family. He did not have any source of income and was temporarily employed
as a book-binder. He is a habitual drunkard. He was having a matrimonial dispute with
his wife and therefore due the circumstances, had started auto-lifting and dealing in
narcotic substances.
Modus Operandi:The accused person used to conduct recci in the targeted area and visit residential
and market areas on some pretext or the other to get an idea of the entry and escape route
for commission of the crime. He would identify soft targets such as unattended parking
areas, markets, etc especially during the night hours. He would then steal two-wheelers
as per his convenience. He would also buy cheap stolen vehicles and after finding an
opportunity, he would dispose off the vehicle to any person whose identity would not be
known to each other. At the same time, he would also deal in narcotic substances. The
money received from the proceeds was then squandered in merry-making.
Profile:The involvements of the accused are enclosed.
Recovery:Three stolen motor-cycles have been recovered from the accused person as follows:

On 25-04-2011, a person namely Ramesh S/o Ram Charan R/o G-217, Jait
Pur Extn., New Delhi was riding on his Motor Cycle at about 8/8.30 AM. When he
reached opposite Air Force Station Tughlakabad, MB Road, some unknown
vehicle(Qualis) hit him from behind and he fell down on the road. People gathered
there he sought help of public person to take him to Safdarjung Hospital, New Delhi.
One unknown person came forward and took him to a quack in Badarpur instead of
Safdar Jung Hospital, The quack advised him to get X-Ray of his shoulder. The
helper took his mobile phone and called up some one. When he was getting his X-Ray
done in a clinic. The said helper vanished alongwith injured’s motor Cycle No. DL 3S-BJ-7531 Splender Plus and a Lap Top.
TEAM & OPERATION
A special team comprising SI SBrahmdutta. HC Nawab Singh 615/SE CT
Vikram No-1387/SE , Ct. Amar Singh N0 1940/SE & Ct Raj Kumar No.- 1526/SE
was constituted under the leadership of Inspector Dalip Singh SHO Sangam Vihar
and under the close supervision of Sh. Mahipal Singh ACP/Ambedkar Nagar to
apprehend the culprits. Three criminals namely (1) Deepak Kumar S/p Chand Kishore
R/o D-95, Gali No.-6, Hari Nagar Part Second Badarpur, New Delhi. (2) Vijay
Shankar Mishra S/o Gupteshwar Mishra R/o Village- Tuglakabad & (3) Gurdyal S/o
Ajit Singh R/o H-16/490, Sangam Vihar, New Delhi are arrested in this case and
stolen laptop recovered on 06-06-2011.
INTERROGATION AND MODUS OPERANDI
During the investigation no of criminals and persons were examined.
Ultimately the person who was called up by the so called helper of injured was
identified Deepak Kumar S/p Chand Kishore R/o D-95, Gali No.-6, Hari Nagar Part
Second Badarpur, New Delhi. On sustained interrogation he disclosed that on 25-042011 his friend namely Vijay Shankar Mishra S/o Gupteshwar Mishra R/o Village-
Tuglakabad called him up and later visited him with laptop and M/Cycle. He was
arrested. On his instance Vijay Shankar was arrested and on interrogation both of
them confessed and disclosed that the said laptop was sold to Gurdyal of Sangam
Vihar in RS- 6000/- and they has distributed 3000/- each in themselves. Gurdyal
Singh has also been arrested and stolen lap Top is recovered from his possession.
Accused Vijay Shankar further disclosed that he has given the stolen Motor Cycle to
one of his friend Pardeep Negi who is absconding.
Further investigation is in progress.

The gang members targeted only those motorcycles which
were demanded by their receivers at Murad Nagar and Mujjafar Nagar.
The used to steal the motorcycles particularly after midnight and
dispatched the stolen motorcycles to the receivers immediately after the
theft.
The members of the gang and the receivers sold the vehicles by
forging documents, in Murad Nagar and Muzaffar Nagar, UP.

Whereas, there is mushrooming of BPOs (Business Process
Outsourcing Centres) prominently known as Call Centres, Corporate and Media
Houses in Delhi and other parts of the NCR offering employment opportunity for the
youths.

And whereas, the employees including young women from
across the country have been staying in various parts of Delhi while their work place
may be in the NCR region and their employers are providing cab services for the
purpose of picking up and dropping them from their place of stay to office and back.
As these organizations are functioning round-the-clock, the cabs are ferrying
employees even at late night hours. Such employers are reported to have hired cabs
on contract basis and have not been able to properly monitor these cab operators
and their drivers for ensuring safe and secure transportation of the employees
resulting in grave danger to human life, safety and security of the employees,
especially of women employees.

And whereas, it has come to notice that certain criminal and
anti-social elements look for soft targets, particularly during the odd hours and the
women employees who travel during late night hours are vulnerable to crime and
criminal acts by such elements, if they are not dropped securely and safely at their
places of stay.
4.
And whereas it is rendered imperative to put some regulatory
checks on organizations having such service of picking and dropping their employees
and the transporters, security agencies, drivers and security guards involved in the
same so that anti-social and criminal elements may not cause danger to human life &
safety and their property and it is felt that immediate action is necessary in this
regard.

Now, therefore, in exercise of the power conferred upon me by
the virtue of Sec. 144 Cr.PC 1973 (No.2 of 1974) read with Govt. of India, Ministry of
Home Affairs, New Delhi’s Notification No.U-11036/(i) UTL dated 09.09.2010, I
Satpal Gupta, Assistant Commissioner of Police, Sub Div. Seema Puri do hereby
make this written order that all such organization like BPOs, Corporate and Media
Houses having the system of picking up and dropping their employees and the
concerned transporters, security agencies, drivers and security guards in the
jurisdiction of Sub-Division Seema Puri ,North-East District, Delhi shall:a)
Maintain a data base of all employees, security personnel, cab
drivers and contractual workers working with them for access by the police as and
when required.
b)
Hire and security personnel and other contractual personnel as
far as possible from licenced agencies only.
c)
Ensure verification of antecedents of all their employees
including contractual employees.
d)
Ensure that women employees are not made to travel alone with
the cab driver during the night and a duly verified security guard is invariably
deployed in each cab carrying women staff.
e)
Choose the route in such manner that as far as possible a
woman employee is not the first one to be picked up or the last to be dropped.
f)
Ensure that the cab involved in transportation of women
employees drops such employees right at their houses, remains halted at the point
where a woman employee has been dropped till she confirms about her
arrival/reaching at her residence/place of stay through a telephone call.
g)
Ensure that, whenever the house of a woman employee is so
located that the approach road is not motorable, the duly verified security guard
accompanies the employee on foot up her house and takes a confirmation about here
safe arrival.
h)
Exercise effective check and control on the vehicle’s movement
in order to check any unwarranted activities of the cab drivers, such as picking up
strangers, straying away from the designated route etc.
i)
Get GPS system installed in the cabs used in the transportation
of employees, especially of women employee.
5.
These orders shall come into force with effect from 05.06.2011
shall effective for a period of 60 days up to 03.08.2011 (both days inclusive) unless
withdrawn earlier.
6.
Any person/employer contravening this order shall be liable to
be punished in accordance with the provision of Sec. 188 of the IPC, and

A team of officers of the Crime Branch led by Inspr.
Kuldeep Singh and consisting of ASI Mahender Singh, HC Om
Parkash, HC Rajesh Kumar, HC Brahamdev, HC Mukesh, under
the supervision of Addl. DCP Sanjay Bhatia have apprehended one
person involved in trafficking of drugs and have recovered 120
KGs of Ganja.
The Ganja recovered is worth Rs. 5 Lakhs
(Approximately) in the International Market.
Information was received on 04/06/2011 by ASI
Mahender Singh that a person involved in trafficking of Ganja in
Delhi would come to Old Delhi Railway Station. A trap was laid
and one person was apprehended. He was identified as Ram
Parkash (aged 35 years) s/o Ram Narain R/o Village Hajia Pur,
District Ambedkar Nagar, Uttar Pradesh. 120 Kgs Ganja was
recovered. A case under appropriate sections of the NDPS Act
was registered.
Ram
Parkash
was
subjected
to
intensive
interrogation. During interrogation he disclosed that he is a
permanent resident of Uttar Pradesh and came to Delhi in the
year 1987 to earn his livelihood. He worked in a steel factory in
Wazir Pur Industrial Area for three years. Thereafter he worked in
various factories in Delhi. Since, he was unable to meet the
expenses of his livelihood, he started selling Ganja in the Jhuggi
clusters of Wazir Pur and Jehangir puri. He procured Ganja from
Doodh Nath a resident of Samai Pur, Delhi. Doodh Nath got the
supply of Ganja from Bihar through road and rail
Investigation of the case is in progress. Efforts are
on to apprehend Doodh Nath.

Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor
Cycles, Scooters and Cars in Delhi through dealers engaged in this profession.

And whereas, it has been noticed that the Second Hand Vehicles are Commonly sold without
filling all the columns especially date of transaction of Form No.29 and Form No.30 (part-I & II) thereby
resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the
records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor
Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority
within 14 days for local transfer and 45 days for inter-district transfer.

And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several
purchasers through dealers/agents of Second Hand Vehicles. Such second hand vehicles are likely to be
used for commission of various type of crime like robbery etc. and may be used even in terrorist activity.

And whereas, it has also been observed that the record of seller and purchaser are not kept by the
dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles
making it difficult for the investigation agencies to identify the criminals involved in such crimes.

And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in
sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the
stolen vehicles through them and it is felt that immediate action is necessary in this regard.

Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 Cr.P.C., 1973
(No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi?s is Notification No.U11036/(i)UTL, dated 09-09-2010, I, Sat Pal Gupta, do hereby make this written order that all such vehicle
dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars
in the jurisdiction of Sub-Division Seema Puri, Delhi shall:(a) Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles.
(b) Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of
transaction.
(c) Affix photographs of the seller and purchaser on the register.
(d) Keep copies of identification documents like election card, ration card, PAN card, Driving license etc.
as well as copies of Form 29, Form 30 (Part-I & II) and Delivery Letter for access by the police as and
when required.
(e) Inform the nearby police station if the seller or buyer is found suspicious.
These orders shall come into force with effect from 06-06-11 and shall remain in force for a period
of 60 days upto 04.08.11 (both days inclusive) unless withdrawn earlier.
Any person dealing in business of sale and purchase of second hand vehicles as dealer or agent
who contravenes this order shall be liable to be punished in accordance with the provisions of Section
188 of the I.P.C.
As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte.
It shall be published for the information of the public through the press and by affixing copies on the
notice board of the offices of all DCsP, Addl.DCsP, ACsP, Tehsil Officer, all Police Stations concerned and
the offices of NDMC and MCD.

BLIND MURDER WORKED OUT: COMPLAINANT TURNS OUT BE THE
MURDERER, ARRESTED ALONGWITH HIS ACCOMPLICE, WEAPON
OF OFFENCE RECOVERED
With the arrest of Sanjay@Gandhi(age 24 yrs) s/o Late Shri Umar Singh,
r/o VPO Ladpur, Delhi and Virender(46 yrs), s/o Late Shri Ram Chander, VPO
Ladpur, Delhi, the staff of PS Kanjhawala has worked out a blind murder
case and also recovered ‘weapon’ used in the commission of crime.
BRIEF FACTS/ INCIDENT:
On 21.05.2011, a PCR call was received vide DD No.77B, at 8.20
P.M. at PS Kanjhawala regarding foul smell coming out from the house of
one Sunil s/o Late Ajmer Singh at Vill. Ladpur, PS Kanjhawala, Delhi,
which was locked. The call was marked to SI Naresh Kumar.
Immediately, the local police reached the spot and broke open the lock of
the room. One person identified as Ram Lakhan s/o Late Sh. Subodh
Singh r/o Vill. Koyla Kund, PS Kalyan Pur, PO Haya Ghat, Distt. Samasti
Pur (Bihar),who was living on rent was found dead. Several injury marks
were found on his body. Accordingly, a case vide FIR No.124/11,U/s 302
IPC, dated 22.05.2011 was registered at PS Kanjhawala and investigation
taken up. During the investigation it was found that, one mobile phone of
the deceased, his cycle along with some cash was missing. Clues were
developed about Sanjay and on the basis of source information; he was
nabbed at Pakasma, Rohtak, Haryana.

INVESTIGATION:
During the course of investigation, detailed local investigation was
done to get the clue about accused persons and to the probe into the
motive of murder. During investigation the role of Sanjay who was
tenant in the same house and also complainant of this case, was found to
be suspicious as he was found missing from his house soon after the
registration of the case. Various aspects were investigated including the
role of Sanjay.
Sanjay s/o Late Umar singh, was staying in the first floor of the
house where deceased was staying and found both were tenants. On the
statement of this Sanjay, a case vide FIR No.124/11,U/s 302 IPC, dated
22.05.2011 was registered at PS Kanjhawala.
On sustained interrogation, he further disclosed that he alongwith
Virender committed murder of Ram Lakhan in the night intervening
19/20-05.2011 as they were in urgent need of money. After the murder
of the deceased they took away Rs.40,000/- , a mobile and took cycle of
the deceased. They equally divided the money between them. On his
instance weapon of murder i.e. axe was recovered from his house and the
co-accused Virender was also arrested and the Cycle of the deceased was
recovered. The mobile phone of the deceased was also recovered.
