CONTEXT
This position is an integral part of the Regional Management Team, composed of Directors and District
Managers, reporting to the Regional Executive Director (RED). In this capacity, the position serves regional and
provincial priorities and goals and provincial initiatives in delivering an integrated approach as the province’s
land manager, responsible for stewardship of provincial crown land, cultural and natural resources.
The position develops and maintains a broad network of strategic and business leadership relationships across
the Natural Resource Sector agencies to communicate/collaborate on First Nations related strategic initiatives,
policy development, and agreement negotiations, and promote successful delivery of the priorities and goals of
the Ministry. The position provides strategic and operational direction to the regional First Nations Relations
team and serves as a strategic liaison for First Nations, non-government organizations, industry associations,
federal and local governments. The position leads initiatives that cut across the natural resource sector. The
position requires excellent problem solving, communication and change management skills with the ability to
exercise a high degree of judgment in a situation of constant change, business transformation and shifting
roles and responsibilities.
JOB OVERVIEW
To manage a service based operation, including the control of financial and human resources.
ACCOUNTABILITIES
Required:

Periodically acts as the RED for regional operations, including attending Area Leadership Team
meetings.

Provides strategic direction to the regional First Nations Relations team and develops strategies to
deliver First Nations Relations initiatives within the region.

Represents the Regional Management Team on internal committees with First Nations Relations

Branch and other related teams.

Represents the Ministry and/or the RED on committees and in meetings on sensitive and potentially
controversial issues with First Nations, stakeholders and other jurisdictions with the authority to
negotiate solutions.

Provides leadership in the development of policies, practices and procedures in partnership with other
ministries and jurisdictions.

Leads development and implementation of provincial, inter area, and inter-regional strategies, plans,
standards and policies including related to First Nation relations.

Participates in the development and implementation of international and federal strategies, plans,
standards and policies.

Develops and delivers internal and external stakeholder engagement strategies for the area of regional
operations.

Leads the development of partnerships, protocols and/or agreements with First Nations, other
ministries, the natural resource sector, agencies and institutions to resolve complex issues.

Develops and leads performance management, tracks budget and key initiatives, project timelines and
progress on implementation of project deliverables.

Works closely with related Ministries (MARR) to ensure that key initiatives are consistent with business
planning cycles.

Provides leadership in the improvement to business processes across divisions and across agencies to
create efficiencies and effectiveness of government initiatives.

The position also acts as a key resource for the Ministry Regional Management Team (RMT) on behalf
of the region including;

Preparing or contributing to key documents (e.g. Decision Notes, Information Notes, update reports,
presentation material and other related documents) for endorsement by the Assistant Deputy Minister
or the Ministry Executive, Natural Resource Sector Board or Environment and Land Use Committee.

Advising on the evolution of ongoing initiatives, project teams and making recommendations on
project direction including identification of strategies to institutionalize integrated decision making
within the Ministry.

Communicating with sector associations or interest groups on initiatives requiring sector-specific or
cross-sector input/coordination.

Providing change management direction through communication across the network of relationships
developed across the sector, identifying and resolving issues as they arise, managing sensitivities
around changing roles and uncertainty, anticipating data and analysis needs to resolve differences in
perception and support decision making and ensuring provision in a timely manner.

Managing human resources, budgets, facilities, agreements and other parameters of program and
service delivery

Supervising staff including assignment of work, development and evaluation of performance plans
(MyPerformance), approval of leave, response to grievances and initiation of discipline processes.

Providing strategic direction on First Nations relations issues within the region and supporting
directors, managers and staff in addressing complex negotiations and problem solving with First
Nations and/or Natural Resource Sector stakeholders.

JOB REQUIREMENTS (See below)
Education and Experience: (resumes will be screened on the following minimum essential education and
experience criteria)

Post-secondary education in a discipline related to First Nations studies, public administration, natural,
resources, political or social sciences, law or communications; AND

A minimum of 7 years’ experience in natural resource management; OR

An equivalent combination of education and experience.
Experience in natural resource management must include:

Demonstrated and extensive experience working with First Nations communities and facilitating First
Nations consultations and/or negotiations.
- Preference may be given for 5 or more years of experience in this area.

Demonstrated experience in a senior management capacity dealing with politically sensitive and
provincially significant issues and developing policy, procedures and corporate practices.
- Preference may be given for 5 or more years of experience in this area.

Experience in leading, organizing, managing, and closing a diversity of complex projects under firm
deadlines while simultaneously using accepted project management techniques.
- Preference may be given for 5 or more years of experience in this area.

Experience leading, developing, managing, coaching, mentoring and evaluating diversified teams.
- Preference may be given for 2 or more years of experience in this area.

Experience in a senior management capacity including business and organizational planning.
- Preference may be given for at least 2 years of experience.

Experience in solving strategic problems, providing leadership expertise, gaining commitment, securing
resources and accomplishing goals.
- Preference may be given for 2 or more years of experience in this area.


Must have a valid Class 5 BC driver's license.

Frequent travel may be required.
