Alternatives for Student Registration and Payment of
EducatorsAbroad Ltd. Charges
1) Key questions concerning processing registration/payment for student participation in EA
programs:
a) Where does the student register? 99% of EA participants register at their home
institution with the home institution maintaining the headcount. Students from any
university can register through an arrangement EA has with California State University
Dominguez Hills.
b) Where does the student ultimately get credit? In all cases ultimately from their home
institution either as student registered there with credit granted when EA faculty (acting
on behalf of college faculty in providing instruction, support, and assessment) submit
evaluation/recommendation at completion of student responsibilities.
Or with transcript generated by Dominguez Hills and sent to the student's home
institution and accepted as transfer credit.
c) Who pays the placement fee and how? Most students pay this when they complete the
EA on-line application - by credit card payment directly to EA. Some institutions include
this fee in their charge to the student, we invoice the college - pass through accounting
for the college.
This fee is considered a ‘guarantee’ by the student to EA that he/she will participate
and is received before the placement process begins.
It is refunded if EA is unable to find a placement, but is kept if the student cancels
once a placement is made. If the college pays this fee, the college reimburses EA, in case
of cancellation, for its costs with the minimum being the current placement fee which is
now $500.
d) Who pays the balance of program fee and how is it paid to EA? In all cases students
ultimately pay this cost either by paying us directly (majority of the colleges we work
with) or by paying their U and we invoicing the U - again pass through for the college.
2) Options used by colleges to pay the balance of EA program fee:
a) College seeks to encourage international study, registers student in a no cost placeholder
course (keeping head count), student pays EA charges. In some cases these colleges
credit the student the equivalent of the budgeted expense they would pay if the student
remained in the home area to student teach.
b) College charges their students $200 - $300 to be registered for the required number of
credits for their placement (no-cost place holder or regular course registration) and
receive support services offered by the campus international programs office. Student
pays EA on receipt of invoice.
c) In some cases the U charges their students our full cost and pays it to EA on receipt of
invoice (pass through accounting - college gets enrollment and shows income even
though it is passed through).
d) Private college that charges more than EA often discount their charge in that students will
not be using campus services - and pay our invoice.
e) College forgoes both headcount and income flow through by authorizing students to
register through our agreement with California State University Dominguez Hills and
accept transfer credit.
f) EA faculty believe it is improper for colleges to double charge for the same service
(having their students pay full college tuition and all EA charges) for student teaching
when the college is not providing this service. Further double charging discourages
students who want international experience by making it cost prohibitive.
