BANQUETS OR MEETINGS WITH PROSPECTIVE STUDENT ATHLETES PERMISSION FORMFOOTBALL COACHES In accordance with NCAA Bylaw(s) 13.1.9 (Banquets, Meetings, and NCAA Promotional Activities) and 11.7.2.2.1 (Banquets or Meetings) coaches may attend banquets or meetings at a prospect’s educational institution or where prospects will be in attendance under the following conditions: 1. During a Contact Period. An institution's football coaching staff member, who speaks at a meeting or banquet, uses one of the six in-person, off-campus recruiting contacts per prospect and also uses the once-per-week visit to a prospect's educational institution. A coach who attends such a banquet or meeting during a contact or evaluation period is considered an off-campus recruiter. 2. Outside a Contact Period. A member of the football coaching staff may speak (if the event is outside of a contact or evaluation period, then the coach must be a speaker at the event) at a meeting or banquet outside the contact period without such attendance being considered an evaluation or a visit to the high school (except for dead periods per Bylaw 13.02.4.4), provided: (1) The meeting or banquet is initiated and conducted by the educational institution, (2) The coach does not make a recruiting presentation in conjunction with the appearance, (3) The coach does not have direct contact with any prospect in attendance (this prohibits distributing awards to prospective student-athletes), and (4) The coach does not engage in any evaluation activities. 3. Fund-Raising Events. A coach may speak at a banquet for prospective student-athletes in which fund-raising activities also occur only if fund-raising activities are not the primary purpose for conducting the banquet or meeting. If the fundraising activities are the primary purpose of the banquet or meeting, then coaches may attend the fundraiser subject to the following conditions: (1) The coach can play no active role in fund-raising activities, (2) The attendance of the coach at the event can not be publicized in advance, and (3) Conversations between coaches and the high-school's coaching staff members, parents, prospective student-athletes and other individuals can not include recruiting information or contain a recruiting presentation. 4. Postseason Bowl Game Exception. A coach may speak at or attend a meeting or banquet (at which prospects are in attendance) in conjunction with the institution's appearance in a postseason contest that occurs during a dead period only if the meeting or banquet is open to the general public, it is a scheduled activity associated with the contest, and the coach does not make a recruiting presentation or have any direct contact with prospects in attendance. 5. A non-coaching staff member (e.g., administrative assistant, director of basketball operations) with sport -specific responsibilities may not attend or speak at banquets and meetings that are conducted primarily to recognize prospects.
