Deadline to Apply: Monday, September 29, 2008 GENERAL RESPONSIBILITIES Overall responsibility to the Vice President of Student Services for the supervision and administration of all college services and programs provided through the Office of Admissions and Records, and the submission and maintenance of required data for state apportionment reports; responsible for understanding and applying related laws and regulations. SPECIFIC RESPONSIBILITIES Development and Delivery of Student Services Overall supervision of the Office of Admissions and Records including admissions, residency, registration, maintenance of student academic records, evaluation and degree verification and related information systems, student fees and waivers for the credit and continuing education programs including all support services and special activities. In partnership with Information Technologies Services (ITS), develops and maintains college information systems for above areas. Reviews programs, services, activities and expenditures for compliance with applicable laws, regulations, guidelines, policies and procedures. Is responsive to the needs of a culturally diverse community. Personnel Responsible for recommending the hire, transfer, lay-off, recall, promotion, assignment, discipline, training, and professional development of all unit personnel; also responsible for administering collective bargaining agreements, employment and promotion procedures; compliance with policies, rules and regulations regarding personnel, evaluation of assigned staff, and providing direction and assistance wherever a need for improvement is identified. Students Responsible for handling student complaints and resolving conflicts regarding admissions, records, registration, academic standards, and other functions. Interprets and recommends policies and programs to address student needs in areas of responsibility. Budget/Funding Responsible for timely and accurate preparation and administration of budgets for assigned programs and functions; seeks additional and alternative funding for programs and activities. Planning Responsible for timely preparation of enrollment and attendance projections. Plans and schedules admissions and registration activities and college implementation of related automated student information systems and services. OTHER PROFESSIONAL RESPONSIBILITIES Responsibility for advising, chairing and supervision of service area committees and task forces, including coordination as appropriate with administrative colleagues district wide. Represents the college on professional organizations related to area of responsibility. ESSENTIAL FUNCTIONS Plan, organize and directs the staffing, delivery and evaluation of programs, activities and staff assigned in areas of responsibility; substantial responsibility for procurement, expenditure and accounting for funding and programs in compliance with applicable law and policy, and related reports. Resolves student complaints, petitions, conflicts concerning exceptions to policies, and special needs to maximize performance and access to programs. Oversees residency determination, transcript evaluation, waivers and credits. Plays a major role in the planning, implementation and maintenance of the automated student information systems. REQUIREMENTS Minimum Qualifications Possess a Masters degree; plus at least one year of formal training, internship, or leadership experience reasonably related to this administrative assignment; or possess a California Administrative or Supervisory Credential authorizing service at the community college level. Desired Skills and Qualifications Five years of progressively responsible experience in admissions and records or a related student services activity at the postsecondary level. Ability to prevent and resolve conflicts and problems, plan, measure and evaluate transcripts and programs, supervise staff, analyze and apply laws, rules and regulations, plan student information systems concerning records management, build consensus and organize and evaluate programs and services.
