8a - INFORMATION Gloucester Partnership role in the Gloucestershire Local Area Agreement (LAA) The Gloucester Partnership’s role in the LAA can be summarised as: Deliberative function – developing the vision and priorities for Gloucester and ensuring these are reflected in the LAA No responsibility for delivering LAA outcomes however partnership actions will support LAA outcomes Monitoring the performance of LAA outcomes which have been identified as priorities for Gloucester Alignment between thematic sub-groups of the Gloucester Partnership and county thematic partnerships. A more detailed break down of the role and function of the Gloucester Partnership can be found in the table below. The table is based on a paper, which went to the Community Strategy Executive Board on 7 February 2008. A third column has been added describing specifically how the Gloucester Partnership is fulfilling its role. Future work is highlighted in italics. To make sure that the LAA is adequately addressing district priorities GSP has agreed that this will be discussed at least annually at the autumn GSP meeting. To develop local solutions, programmes and initiatives to address local issues Do the right mechanisms exist for feeding locally developed initiatives into LAA delivery plans (for which Thematic Partnerships have lead responsibility)? Sustainable Community Strategy 2008-2018 launched in January 2008 Feed district LSP priorities into the GSP at appropriate times. Gloucester Partnership is represented at the GSP. Alignment of thematic subgroups against county thematic partnerships. Development of action plans to deliver SCS by thematic sub-groups. Need to develop a process for feeding these action plans into LAA delivery plans 8a - INFORMATION To broker agreements between partners at a local level to pool and/or align resources in support of delivering LAA outcomes If an agreement is brokered locally, does it need to be reported at a County level? What is the most appropriate way of doing that? To co-ordinate delivery of discrete local projects or programmes To take on devolved responsibility for delivering outcomes or targets (in some cases, with devolved funding) To monitor performance against targets at a district level Gloucester City Employment Plan is a locally brokered agreement that will support LAA outcomes. Executive regularly receives reports on action plan delivery from thematic subgroups, allowing them to coordinate and monitor actions. The LAA delivery principles state that delivery should take place at the most appropriate geographic level. What tasks/ outcomes/ targets in the new LAA are most appropriate to be devolved to the district level or below? How do LSPs have that discussion with thematic partnerships? Although most LAA targets will be countywide, wherever possible we will disaggregate data to district level. Do the right mechanisms exist for district LSPs to address issues of concern? Gloucester Partnership needs to consider which tasks/ outcomes/ targets are most appropriate to be devolved to district level or below. (See tables of LAA indicators) Need to develop a process for feeding in findings above. Some LAA targets are also outcome and action measures within the Sustainable Community Strategy and it’s action plans. The GP Executive will monitor these targets at the district level. Where there are areas of concern we will need to feed these into the GSP. The Gloucester Partnership is fulfilling its role within the Local Area Agreement well, especially in representing the priorities of Gloucester within the LAA and monitoring of relevant outcomes from the LAA. In terms of taking devolved responsibility for delivering outcomes or targets this has not been explored fully. The tables below show the LAA outcomes and an initial assessment of the potential for Gloucester Partnership involvement.
