Page | 8 07921 813 241 Child Welfare As an FA Charter Standard Club, we take very seriously our responsibility in respect of Child Welfare. We strive continually to implement best practice in this area and work very closely with the Cheshire Football Association County Welfare Officer. Current best practice suggests that junior football clubs with more than 10 teams should appoint two qualified Child Welfare Officers. We have taken the spirit of this guidance and gone further by implementing the following structure: Club Welfare Officer & Charter Standard Compliance Officer – Stuart Buchan Saturday Soccer Club – Chris Bullock and John Halfpenny Boys’ Section – Paul Woolley Girls’ Section – Chris Bullock In the event of an issue that might require guidance in this area parents/guardians should not hesitate to contact any of the above individuals (contact details can be found elsewhere in this handbook). In all cases sponsorship opportunities should be pre-agreed with the Executive to ensure that the opportunity does not conflict with any aspect of existing arrangements or the Club ethos. To be clear this includes any individual team arrangements for kit and/or tracksuits. d) Grants Grant money will be used for specific projects as identified in the grant application. Page | 18 Club Ethos and the Football Journey We enter our fifth season as Altrincham Juniors following the integration of our predecessor club, Hale Barns United (a club established in 1971), into the Altrincham FC set up. We hold Charter Standard status – a kite mark, if you like, for football clubs. To achieve Charter Status the Club underwent a rigorous process to satisfy the Football Association in numerous areas which included coaching, facilities, equipment, process and compliance. The Club places great store on retaining Charter Standard status and recognises that responsibility for all related matters are dealt with by the Chairman. We recognise that the move towards being a Community based senior Club has implications for the ethos of Altrincham Juniors and these implications are currently being evaluated. Our aim as a club is to provide football, competitive and non-competitive, to boys and girls of all ages and abilities in a safe and friendly environment, endeavouring always to utilise the best available coaching facilities and equipment. We provide football, competitive and non-competitive, to boys and girls from the age of 5 through to 18. This season we envisage that we will be running 39 competitive teams in total with 32 boys’ teams and 7 girls’ teams. Details of these teams, including where they play, can be found on pages 20 to 23. We see the start of the “football journey” with the Club being the Saturday Soccer Club for children (both girls and boys) from ages 5 to 8 years and operating each and every Saturday morning at either the all-weather facility at Blessed Thomas Holford High School from September through to end of April (located at Urban Road, Altrincham, WA15 8HT) and on the grass surface from May through to the end of August. The sessions run from 10.00 am to midday. As the children progress into Under 7’s/8’s then we introduce them into team football through the JJB Soccer Dome tournaments played under the auspices of the Timperley & District League on selected Saturday evenings throughout the season. The next stage of our journey sees the Under 9 children playing what is termed “shorted sided” or 7 v 7 football which takes place on a Saturday morning at three local junior schools. At Under 10 the boys and girls split into separate teams with the girls playing in teams that participate in the South Manchester Girls’ League (Saturday) and the boys’ teams playing in the Timperley & District Junior Football League (Sunday). These teams play through to Under 18. Page | 19 Link with Altrincham FC We have an excellent relationship with Altrincham FC which has grown closer and stronger with every season that passes. This season, we will continue to run a Youth Team in the North West Youth Alliance First Division with a number of lads being dual registered to play both in the Timperley & District League and the North West Alliance allowing them to progress in small manageable steps towards adult football at the highest standard at which they are capable of playing. Altrincham FC will continue to run a team in the Premier League of the North West Youth Alliance and a number of lads have progressed from the JFC into that team this season. From a football point of view we are keen to allow our players the opportunity to play at the level their ability supports and to create an environment that encourages that. We DO NOT hold ourselves out as an Academy or necessarily a “feeder” for the senior club but the expectation is that as players reach the older age groups, if they have the ability to progress into the Youth Team set up, they will be given every opportunity and encouragement to do so and this should clearly be the ambition of players in the junior section. Providing the scout makes himself known to the manager, the following procedure should be adopted. The scout should be given full co-operation regarding players’ names but at the same time must be informed of the following club procedure: a) If the scout is interested in any player, before any approach is made they must inform the Club Secretary b) The Club Secretary will then notify the Team Manager concerned of the official approach c) The Team Manager will then convene a meeting involving the Club Secretary and the parents/guardians of the player concerned. At this meeting the implications of joining a school of excellence or academy will be outlined to both the player and the parents/guardians, eg players as young as nine have to prove themselves on a continual basis, putting youngsters under pressure to retain their place at the school of excellence. Academy and school of excellence players are only allowed to play a specific number of games in the season, which means that the number of school games may be restricted and under no circumstances will he be allowed to play for his local junior team. d) The Club Secretary will then notify the scout regarding the decision reached. It is very important that all Team Managers follow this procedure in order that any illegal approach can be reported to the appropriate authorities. In the event of any illegal approach to any player, contact the Club Secretary with details immediately so that appropriate action can be taken. Club Rules for Managers 1) Prior to season a) Register players and collect registration fees. Once collected these fees for the team in total must be paid over to the Chairman or Treasurer at the September Meeting prior to the start of the season Page | 25 b) Players must be registered in the appropriate age group unless permission is granted by the Management Committee. c) Managers must ensure that their players are registered with their leagues. The Club Secretary will assist if necessary. In registering players Managers must be mindful of the squad size for which the guidance is 10 players for 7 a side, 12 players for 9 a side and 18 players for 11 a side. d) Managers must ensure that all Assistants Manager are properly registered and appropriately qualified as agreed with the Club Welfare Officer/Charter Standard Compliance Officer e) Managers must ensure that all parents/carers are aware of the Code of Conduct and the standard of behaviour expected of their child on the field and themselves off the field whilst attending both matches and training. 2) Meetings a) All teams must be represented at the Club’s Management meetings. Failure to attend for two consecutive meetings may result in disciplinary action. b) All teams must make every effort to attend any other meetings called by the Club Secretary or any member of the Executive. 3) Fines a) In line with Charter Standard guidance fines are not recoverable from under 18's, although any donation towards the fine would be gratefully received. Managers should note that multiple fines will initiate the club discipline policy b) Any player repeatedly cautioned, or sent off more than once, will be asked to attend a disciplinary meeting. c) Any manager, coach or parent cautioned by the referee will be asked to attend a disciplinary meeting. 4) General a) Teams are only allowed to play in one League during the season. b) One person cannot hold an official position (Manager/Coach) with more than one team at the same time unless agreed with the Club Executive. c) The Management Committee have the power to call a disciplinary meeting if any of the above rules are breached or if they feel that any of the Club’s volunteers have behaved inappropriately. To substitute for the Manager as long as they are suitably trained and certified. Guidance to Promote Good Practice in the Care of Children and Young People The following guidelines are suggested to managers, coaches and volunteers in an attempt to reduce situations which could lead to abuse of children, as well as attempting to protect those who are “working” with children and young people. 1) Always try and work with children and young people in the open and in public view. Page | 28 2) Always try and avoid situations where a manager, coach or volunteer works with children or young people in situations where they are completely unobserved. 3) Always try to avoid forms of coaching and training that involve long periods of physical contact/support. If such coaching is necessary always try to do this in public. 4) With younger children, when possible, try to encourage parents to take responsibility for their children in any changing rooms. 5) Always ensure that managers, coaches and volunteers work in pairs when children have to be supervised in any changing rooms. 6) Always try to avoid being alone in a car with a child or young person on journeys. Sometimes this will be inevitable. When this is the case try and make sure the child or young person sits in the back of the car. In these circumstances a manager, coach or volunteer should advise a co-worker of their decision to travel alone with a child. 7) Always try to avoid taking children or young people home with you, especially if they would be alone with a manager, coach or volunteer. 8) At all times managers, coaches or volunteers should avoid sharing a room with children or young people if away on tour. 9) Always challenge the use of foul and abusive, racist or sexist language. 10) Always act on any allegations made by a child or young person in your care, and involve the Club’s CWO at an early stage. Equality Issues The Club, in all its activities, will not discriminate, or in any way treat anyone less favourably, on the grounds of gender, sexual orientation, marital status, race, nationality, ethnic origin, colour, religion or belief, ability or disability. This means the Club will treat people fairly and with respect, and that it will provide access and opportunities for all. The Club will not tolerate harassment, bullying, abuse or victimisation of an individual. The Club commits itself to the immediate investigation of any claims, when brought to its attention, of discrimination and where such is found to be the case, a requirement that the practice stop and sanctions imposed as appropriate. The Club's complaint procedure should be used in such instances. Page | 29 Incidents and Accidents All incidents/accidents, whether they involve injury or not, shall be reported to the Executive Committee and the incident/accident be logged and investigated. In the event that an injury is sustained, the wellbeing of any individual must be of paramount importance to all Club Officials whilst carrying out their duties on behalf of The Club. The responsible person in charge of the team, at the time of an incident/accident which results in an injury, must ensure that the player is given adequate first aid. The responsible person or the Team Manager must notify the player's parents (if not present) of the nature of the incident/accident or injury at the earliest opportunity. The details of the incident/accident must be reported within 24 hours to the Club Secretary on the Accident Report Form. The Team Manager, or a member of the Executive Committee, should endeavour to contact the player's parents within 24 hours of an accident resulting in an injury to ascertain the wellbeing of the player. Code of Conduct The Club issue Code of Conduct Contracts for Players, Managers/Coaches/Officials, and Parents/Spectators (see below). All managers will have these and require all players and their parents/guardians to complete these as a good practice policy. The Club also issues a separate Code of Conduct for Managers, Coaches and Club Officials, again they are required to complete. As an integral part of the Club’s FA Charter Standard documentation a copy of each individual contract is held by the Club at Moss Lane. Page | 30 Page | 31 Page | 32 Page | 33 A Guide for Children and Young People to Get Help How to get help if you are unhappy or worried about anything at the Club. At Altrincham JFC we believe that our young people are the Club’s future. We will always try to provide the best standards of supervision and coaching while you belong to the Club. We will do all that we can to ensure that you enjoy your football with us and try to ensure that you are safe from bullying, racism or abuse. We will not get everything right all the time and you may have ideas about how to improve things. If so, don’t be afraid to make your views known. Despite our best efforts you could experience bullying, racism or abuse or you may be unhappy with our methods of coaching/training. If you are worried about anything or have ideas about how we could improve things, it is best to speak to your team manager or one of the coaches involved with your team. If you feel that your ideas/concerns are not being dealt with then speak to someone else in the Club. It is always a good idea to first discuss your worries, no matter how small or how serious, with your parents or your guardian, to see if they can help. They could raise the issue on your behalf. You may be being bullied, subjected to racist taunts, or being hurt in other ways by someone at the Club, and you are frightened to approach an adult. We recognise that this could be a problem and so we have appointed a volunteer (Sam Heathcote) from our Youth Team to act as “peer group listener”. Sam also coaches the U10’s so has a broad understanding of the issues that may arise. You may not be able to speak to anyone at the Club and still feel worried about what is happening to you. In this case telephone: Childline: 0800 111 111 or NSPCC: 0808 800 500 Page | 34 You could speak in confidence, but if you wanted, your concern could be passed on to other people who are in a position to help you. We want you to enjoy your time with us and at all times feel comfortable and secure in a safe environment. If you are worried about the way anyone at the Club, be it another child, young person or adult, is treating you, it is IMPORTANT that you share these worries with someone. IF YOU NEED HELP, ASK FOR IT. THAT IS ONE OF YOUR RIGHTS WHILE YOU ARE INVOLVED WITH ALTRINCHAM JFC. Continuous Improvement Whilst every effort has been made to ensure the accuracy and factual content of this handbook, together with the layout, we would expect it to evolve and develop each and every season. In this context, if you have suggestions on how we might achieve this, we would encourage you to email them to the Club’s Secretary, Dave Johnson, at [email protected].
