HisHignessSheikhTamimbinHamadbinKhalifaAl-Thani,theprinceofQatar,metinRiyadh.
Theyheldextensivedeliberationsinwhichtheyconductedafullrevisionofwhattaintsthe
relationsbetweenthe[GulfCooperation]Councilstates,thechallengesfacingitssecurityand
stability,andmeanstoabolishwhatevermuddiestherelations.
Duetotheimportanceoflayingthefoundationforanewphaseofcollectiveworkbetweenthe
Council’sstates,inordertoguaranteeitsmovementwithinaunifiedpoliticalframeworkbased
ontheprinciplesincludedinthemainsystemoftheCooperationCouncil,thefollowinghas
beenagreedupon:
1. NointerferenceintheinternalaffairsoftheCouncil’sstates,whetherdirectlyor
indirectly.Nottogiveasylum/refugeorgivenationalitytoanycitizenoftheCouncil
statesthathasanactivityopposeshiscountry’sregimes,exceptwiththeapprovalofhis
country;nosupporttodeviantgroupsthatopposetheirstates;andnosupportfor
antagonisticmedia.
2. NosupporttotheMuslimBrotherhoodoranyoftheorganizations,groupsor
individualsthatthreatenthesecurityandstabilityoftheCouncilstatesthroughdirect
securityworkorthroughpoliticalinfluence.
3. NottopresentanysupporttoanyfactioninYementhatcouldposeathreattocountries
neighboringYemen.

KingofBahrain;HisHighnessShiekhTamimBinHamdBinKhalifaAl-Thanki,PrinceofQatar;His
HighnessSheikhMohamedBinRashedAl-Maktom,thevicepresidentandprimeministerofthe
UnitedArabEmiratesandthegovernorofDubai;andHisHighnessMohamedBinZayedAlNahyan,theCrownPrinceofAbuDhabi,andthedeputyCommanderoftheArmedForcesof
theUnitedArabEmirates.Thiswastocementthespiritofsincerecooperationandto
emphasizethejointfateandtheaspirationsofthesonsoftheGulfCooperationCouncilfora
strongbondandsolidrapprochement.
AfterdiscussingthecommitmentsstemmingfromtheRiyadhAgreementsigned19/1/1435
(Hijri)–23/11/2013anditsexecutivemeasures;reviewingthereportsofthecommittee
followingtheexecutionandtheresultsofthejointfollow-up[operation]room;andreviewing
theconclusionsofthereportofthefollow-uproomsignedon10/1/1436(Hijri)–3/11/2014
(Gregorian)bytheintelligencechiefsoftheKingdomofSaudiArabia,theUnitedArabEmirates,
theKingdomeofBahrainandthestateofQatar.
Thefollowinghasbeenreached:
1. Stressingthatnon-committingtoanyofthearticlesoftheRiyadhAgreementandits
executivemeasureamountstoaviolationoftheentiretyoftheagreement.
2. Whattheintelligencechiefshavereachedintheaforementionedreportisconsidereda
stepforwardtoimplement(notclearbecauseofthebadresolution,itcouldbeSAVE)
)Riyadhagreementanditsexecutivemeasures,withthenecessityofthefull
commitmenttoimplementingeverythingstatedinthem(agreementandtheIntelligence
report)withintheperiodofonemonthfromthedateoftheagreement.
3. Nottogiverefuge,employ,orsupportwhetherdirectlyorindirectly,whether
domesticallyorabroad,toanypersonsoramediaapparatusthatharborsinclinations
harmfultoanyGulfCooperationCouncilstate.Everystateiscommittedtotakingallthe
regulatory,legalandjudicialmeasuresagainstanyonewho[commits]any
encroachmentagainstGulfCooperationCouncilstates,includingputtinghimontrial
andannouncingitinthemedia.
4. AllcountriesarecommittedtotheGulfCooperationCouncildiscoursetosupportthe
ArabRepublicofEgypt,andcontributingtothissecurity,stabilityanditsfinancial
support;andceasingallmeidaactivitydirectedagainsttheArabRepublicofEgyptinall
mediaplatforms,whetherdirectlyorindirectly,includingalltheoffensesbroadcasted
onAl-jazeera,Al-JazeeraMubashirMasr,andtoworktostopalloffensesinEgyptian
media.
Accordingly,ithasbeendecidedthattheRiyadhAgreement,anditsexecutivemeasures,
andthecomponentsofthesupplementaryagreement,requiresthefullcommitmenttoits
implementation.Theleadershavetaskedtheintelligencechiefstofollowuponthe
implementationofthisresultsofthissupplementaryagreementandtoreportregularlyto
theleaders,inordertotakethemeasuresthedeemnecessarytoprotectthesecurityand
stabilityoftheircountries.
Ithasbeenagreedthatimplementingtheaforementionedcommitmentspoursintheunity
oftheCouncilstatesandtheirinterestsandthefutureoftheirpeoples,andsignalsanew
pagethatwillbethestrongbasetoadvancethepathofjointworkandmovingtowardsa
strongGulfentity.
