TERMS OF REFERENCE
A five-day training course on development of Input- Output table
and IO table- related macroeconomic analysis

BACKGROUND
The project “Support to implementation of Vietnam Statistical Development Strategy 20112020, Vision to 2030” aims at supporting the Viet Nam’s Statistics System (VSS) in
implementing the Viet Nam Statistical Development Strategy 2011-2020, Vision to 2030
(VSDS). Specifically, the project focuses on improvement of the statistical legal framework,
coordination mechanism of stakeholders in the VSS, data dissemination, statistical methodology
and techniques in some prioritized fields, and M&E of the progress of implementing the VSDS
through achieving 4 outputs: (1) Statistical legal environment is improved and complied to
ensure official statistical principles; (2) Capacity is improved; (3) Statistical methods are
improved and conformed to international standards in all stages of data collection, processing,
aggregation and analysis; and (4) the implementation of VSDS 2011-2020, Vision to 2030 is
closely coordinated between the agencies in the VSS and development partners and monitored
and evaluated in a systematic and regular manner. The achievement of these outputs will
particularly contribute to Output 1.1.1, Outcome 1.1 of One Plan 2012-2016, the monitoring and
evaluation of the 5-year and annual Socio- Economic Development Plans, Socio- Economic
Development Strategy 2011-2020, and MDGs/VDGs implementation.
The project is being implemented by the General Statistics Office (GSO) in close
collaboration with other ministries/agencies within the VSS, localities and other data providers
and users to ensure achievement of the project’s expected outputs. The result-based
management will be the principal approach in managing, implementing, and monitoring and
evaluating this project.
Input – output (IO) system is a difficult statistical area which requires a wide range of
knowledge on statistics, national accounts, economics, mathematics and finance. The IO table
has broad use, including but not limited (i) to facilitate the understanding of the backward and
forward linkages in the economy and facilitate impact analyses; (ii) to depict inter-industry
relations of an economy and shows how the output of one industry to be used as an input to
another industry; and (iii) to provide a tool for computing the effects of changes in demand on
sectoral outputs, primary inputs, employment, capital formation, etc to serve economic planning.
Moreover, input-output analysis is very critical for measuring the economic impacts of events as
well as public investments or programs. It is also used to identify economically related industry
clusters and the "key" or "target" industries -- industries that are most likely to enhance the
internal coherence of a specified economy. By linking industrial output to satellite accounts

articulating energy use, effluent production, space needs, and so on, input-output analysts have
extended the I-O application to a wide variety of uses.
Given the importance of IO table and its analysis, Upon the request of the GSO, the
Project will provide technical assistance to support a 5-day training course on development of
Input- Output table and IO table- related macroeconomic analysis.
The project is looking for 1 international consultant and 1 national lecture assistant to
conduct this training course.
3.
OBJECTIVES AND SCOPE OF THE TECHNICAL ASSISTANCE
The technical assistance aims to improve the knowledge of IO table as well as its proper use,
analysis and interpretation. The training course is designed to strengthen the capacity of
statisticians in the statistical system and the staff of other related ministries and academies to
compile and use this table, to apply to economic analysis. The key features, expected results
and topics to be covered in the training course are described in the Training Plan (attached as
Annex 2). A training team consisting of 1 international lecturer and 1 training assistant will
conduct the 5-day training.
As part of the training team, the two consultants will prepare course materials and assist in
organizing and conducting the training sessions, facilitating discussions and the practical
workshops and guiding participants in the completion of the training requirements.
4.
TASKS OF THE INTERNATIONAL CONSULTANT, NATIONAL CONSULTANT AND RESOURCES
PERSONS
4.1.
INTERNATIONAL CONSULTANT
The international consultant will be the main lecturer for the training and will be responsible for
delivery of the training content, with assistance from one training assistant. The international
consultant will conduct the following specific tasks-a)
(14 days) Prior to the conduct of the training:
 Develop detailed training syllabus and daily programme of lecture and
workshop sessions for the course workshop, following the Training Plan
(attached in Annex 2)
 Develop training materials for the course including lecture notes, PowerPoint
presentation slides and practical exercises workbook, with the assistance of
the national training assistant
The training syllabus, daily programme, and training materials will be reviewed by the SNA
Department, the project management board and UNDP for agreement.
b)
(6 days) During the duration of the training:
 Effectively and efficiently deliver training lectures and facilitate follow-on
discussions
 Conduct the practical workshop sessions together with the national training
assistant
 Provide overall guidance to participants in the completion of course
requirements in collaboration with the national training assistant
 Design and apply tools for evaluating trainees’ performance

c)
4.2.
Manage the technical aspects of daily requirements of the training course
including the allocation of responsibilities with the national training assistant
(1 day) After the conduct of the training
 Prepare a final report on the training course/workshop
TRAINING ASSISTANT
One national consultant will serve as training assistant for the training course. The training
assistant will:
(14 days) Prior to the conduct of the training:
 Assist the lecturers in preparing materials for the practical workshops
 Set up requirements of computer-related exercises (software installation; data file
preparation)
(6 days) During the duration of the training:
 Assist the lecturers in the facilitation of the practical workshop sessions, including:
demonstration of statistical software, responding to participant queries, assessment
of submitted exercises
 Provide assistance to participants in the use of software and other tools needed to
complete workshop tasks
 Provide guidance in the course project group work and other course requirements in
collaboration with the main lecturer
5.
DELIVERABLES AND QUALITY MEASURES
The international consultant is responsible for delivering the following:




Detailed training syllabus and daily programme of training sessions: 20 days prior to
the start of the training course/workshop
Training materials for the training courses including handouts, presentation slides
sent to the project 10 days before the start of the training course at the latest for
reproduction and translation
Effective training delivery, as reflected in participant’s evaluation of training methods
Within 7 days after the training course:
o All final training materials used in the training course including handouts,
presentation slides, exercise workbooks and solutions
o A report on the training courses including summary of training process,
evaluation of participants’ performance, lessons learned from the training
course, and recommendations on the conduct of similar or follow-up training
courses on sample surveys and survey management
The national consultant is responsible for delivering the following:


Training materials (such as: lecture note handouts; presentation slides; worksheets
for practical sessions) on the topics he/she is responsible for as indicated in the
Training Plan provided to the Project at least 10 days before the start of the training
course for reproduction
Effective training delivery, as reflected in participant’s evaluation of training methods
and results

Final versions of all training materials (such as: handouts, presentation slides,
exercise workbooks and solutions) used in the training sessions provided to the
Project within 5 days after the completion of the training course
MONITORING AND QUALITY CONTROLS
The Project management will work closely with the lecturer and training assistant to ensure
quality of the work and will be responsible for providing the following:



Data files, documents and references that may be required for preparing training
materials
Logistic preparation for the training course including training venue and facilities,
provision of interpretation facilities
Day-to-day administrative and logistical support to ensure the smooth operation of the
training course, including attendance-taking, distribution of training materials,
reproduction of materials, ensuring that training equipment are in working order.
Prior to the conduct of the training course, the Project will hold an organizational meeting with
the training team to discuss training agenda and logistical arrangements. A debriefing meeting
of consultants and Project management will also be conducted after the training is completed.
7.
QUALIFICATIONS AND EXPERIENCE
For international consultant
 Graduate degree in statistics, economics or closely related field
 Sound theoretical and practical background and at least 20 years experience in SNA
statistics
 Intimate experience in the compilation and analysis of IO table and SNA related
indicators
 Proven record of excellent teaching/delivery and facilitation skills.
For national training consultant
 University degree in statistics or equivalent with specialized training on SNA statistics
 At least 15 years experience in the compilation and analysis of IO table and SNA
related indicators
 Good facilitation and presentation skills

Expected results of the training/workshop

Demonstrate ability to compute and use IO table by using analysis tools analyze

This training course/workshop is designed for statisticians in the statistical system and
the staff of other related ministries and academies whose responsibilities and
professional experiences relate to collection, computation, analysis and use of IO table

Knowledge of basic SNA and proficiency in Excel is necessary for this course. Facility in
the use of other statistical software packages (STATA, SPSS) is desirable.
A maximum of 35 participants will be trained in the course.

Supply and Use tables (SUT)
Transformation of SUT at purchasers’ prices to SUTs at basic prices
Transformation of SUT at basic prices to IO table
Backward and forward linkages
Quantity and price models
Linkages between the three quadrants of IO table
Economic analysis based on I-O table
Training methods
The training course will be organized in the integrated form of theoretical and practical
work and will use existing data sources of the GSO for practicing. This training course is
expected to provide theoretical and practical knowledge for participants to understand on
input-output compilation and analysis
Learners will be given homework every day.
Training materials will include lecture notes, PowerPoint presentation slides, and Excelbased exercise sheets. Training aids will includecomputers and statistical software (e.g.,
Excel, STATA, SPSS).
7.
Training venue
To be decided
Training venue will have a lecture room. The lecture room will be equipped with
multimedia projector for displaying PowerPoint slides and for demonstrating statistical
software applications (e.g., Excel, STATA, etc), computers for trainees to practice. The
room will be large enough to accommodate 35 participants and the conduct of small
group discussions.
The computer will be installed with necessary software applications.
8.
Dates and duration
This 6-day workshop will be held from Monday to Friday, from 28 October to 1
November 2013, with morning and afternoon sessions from 8.00-11.30 and 13.30-17.00.
