The Cab Enforcement Unit is measured against three main objectives which are
included in the Special Services Agreement between Transpo rt for London and
the Metropolitan Police for Safer Transpo rt Command services . These include :
To enforce the law relating to taxis and private hire vehicles (PHV) to ensure the

Objective 2 - Reducing taxi touting by tackling illegal cab drivers and
operators; an d
Objective 3 -Support Taxi and Private Hire Directorate (T&PH) compliance
activities and enhance the ability of the licensed trades to operate in a
safe and effective manner .

Performance of joint TfL/Safer Transport Command cab enforcement activity and
the Mayor's Safer Travel at Night initiative is assessed through a number of
indicators and datasets including cab-related sexual offences (MPS crime data),
unbooked minicab usage and perceptions (independent survey commissioned by
TfL) and enforcement results (police and TfL activity data including arrests and
licence revocations) and action against problem solving plans .

The key indicator for Objective 1 - Reducing the risk of cab-related sexual
offences and other serious crime - is cab-related sexual offence figures recorded
by the Metropolitan Police Service . TfL and the MPS have made considerable
progress in reducing the number of cab-related sexual offences - with a 41%
reduction between 2002/03 and 2011/12 . End of year crime figures for 2013/14
are not yet available . We expect that they will be released in the coming weeks
through a joint MPS/TfL statement.

initiative began and the TfL funded Cab Enforcement Unit was established .

The key indicator for Objective 2 - Reducing taxi touting by tackling illegal cab
drivers and operators - is usage of unbooked minicabs data and touting
approach data from an independent annual Late Night Travel Survey
commissioned by Transpo rt for London . There has been a significant impact on
reducing the demand for unbooked minicabs which are illegal and unsafe . The
latest market research from Janua ry 2013 shows that the propo rtion of people
using unbooked minicabs has fallen from 16% in 2003 to 2% in 2012 and that
that the proportion of people approached by touts has fallen from 66% to 16%
over the same period . The results for 2003 - 2013 are shown below :
