My Role
• Development and trial of the wider use of out of court disposals
and alternatives to custody
• Navigation of the CJS in Greater Manchester including alignment
to strategic offender health and devolution developments in order
to secure reductions in reoffending.

What is the new service ?
As well as providing healthcare as we have seen
before in GMP custody, the new service will also
provide screening and assessment of vulnerabilities
e.g. mental health, substance misuse, learning
difficulties and social issues such as housing) along
with brokerage into appropriate services. This is
known as Liaison & Diversion and many other
custody suites across the country have been
implementing this in police custody suites.

Overall aims
In Custody:
• To provide medically safe detention, thus reducing deaths in custody and
adverse incidents
• To meet the forensic requirements of Greater Manchester Police
Liaison and Diversion:
• The facilitation of the diversion of individuals, where appropriate, out of
the criminal justice system and into health, social care, education and
training, or other supportive services (pre-custody, custody and court)
• Improved access to healthcare and support services for vulnerable
individuals and a reduction in health inequalities (pre-custody, custody
and court)
• Liaison between healthcare and support services to deliver a coordinated
response, ensuring that the needs of individuals are met (pre-custody,
custody and court)
