1.1
The 13th CAADP Partnership Platform (CAADP PP)
General, Dates and Venue
The CAADP Partnership Platform (CAADP PP) meeting is an open, member-states-led platform. It is
organized, reflecting on one hand, the continued learning to ensure the platform is adapting to changing
circumstances, needs and aspirations thereby remaining relevant in advancing the CAADP vision, and on
the other hand, stimulating and facilitating the sharing and learning on substantive agricultural
transformation issues including policies, institutions, technologies, partnerships and alliances, as well as
skills and knowledge. Like the one held last year, the 13th meeting of the CAADP PP will also focus on
consolidating implementation approaches, tools and modalities in line with realizing the added value of
the Malabo Declaration on Agriculture Transformation. The 13th CAADP PP meeting will take place from
31 May to 02 June 2017, in Kampala, Uganda.
1.2 Strategic Background and status of the progress towards the Biennial Review
It should be recalled that, in the Malabo Declaration, AU leaders requested the African Union Commission
(AUC) and the NEPAD Planning and Coordinating Agency (NPCA) in collaboration with partner institutions
to: - develop mechanisms that enhance Africa’s capacity for knowledge and data generation and
management to strengthen evidence based planning and implementation; -institutionalize a system for
peer review that encourages good performance on achievement of progress made in implementing the
provisions of the Declaration and recognize biennially exemplary performance through awards; - conduct
on a biennial basis, beginning from year 2017, Agricultural Review Process, and start reporting on progress
to the Assembly from its January 2018 Ordinary Session.
Since the decision, the AUC, NPCA and Partners have collaborated to respond to the call by initiating a
process to establish a Biennial Review Mechanism to track the progress towards achieving the provisions
of the Malabo Declaration. This involved the development of an Implementation Strategy and Roadmap
(IS&R) and a Program of Work (PoW) to facilitate implementation towards achieving the provisions of the
Malabo Declaration. They further refined of the CAADP Results Framework 2015-2025 that aims to guide
the tracking of results from country systemic support through CAADP implementation to Results and
Impacts from Agricultural Transformation. At this stage of operationalizing the process of establishing the
Biennial Review Process from the CAADP Results Framework, AUC and NPCA developed Strategic
Guidelines that were endorsed by Permanent Secretaries of Ministries of Agriculture in Accra (Ghana) in
March 2016 during their 2nd annual Retreat. The Strategic Guidelines for establishing the review
mechanism for the Biennial Reporting on the Malabo Declaration, have actually clarified the thematic
areas of the country report to the AU assembly, and anticipated the coordination and partners’
engagement strategy in establishing the continental mechanism to conduct the regular exercise of
preparing the Biennial Report to the AU Assembly, with the Inaugural Biennial Report expected at the
January 2018 AU Assembly. The report of the latter is intended to be prepared through a pioneer exercise
during the year 2017 and will engage all AU member states. The Strategic Guidelines provide more details
on the roles and responsibilities of each stakeholder (AU organs and partners institutions) involved in the
biennial process, the necessary Biennial Organs to be formed and institutionalized, as well as the
coordination and validation mechanism for a Biennial Report to the AU Assembly.
To steer the reporting process stipulated in the Strategic Guidelines, AUC, NPCA and RECs, with support
of partner organizations, have developed the biennial reporting tools and instruments that will guide the
collection of data, analysis and the compilation of the Biennial Report that will be presented in the form
of an Africa Agricultural Transformation Scorecard. The tools and instruments are to support technically
the fifty five (55) Member States and RECs to prepare their respective reports, and to support AUC and
NPCA to compile the continental biennial report with the Scorecard that intend to benchmark country’s
efforts in achieving targets set by the Malabo Declaration. The tools which are built with the 43
performance indicators for each member state to report against, include:
a) the Technical Guidelines that provide the profile of each indicator and detailed calculations and
computing methods;
b) the Country Performance Reporting Template which will be used by the country to collect data
required for the country report preparation based on the guidance provided in the Technical
Guidelines;
c) the Technical Notes (being developed based on the agreements reached on the weighting
system) that will exhibit the benchmarking methods for evaluating country progress in terms of
being ''on-track'' or ''not on track'' for a specific target of the Malabo commitment.
The process gathered enough momentum during 2016 with full involvement of the RECs and partner
institutions that have contributed to the development of the biennial reporting tools and instruments. A
one-week training of trainers (ToT) session was organized by the African Union in November 2016 in
Nairobi. Important steps yet to be completed include the training of Member states on the biennial
reporting tools and instruments by Specialized Trainers who have already benefited from the training. The
deployment of those Specialized Trainers started in February 2017.

2.1
The 13th CAADP PP Scope, Theme and sub-themes
The main theme
The theme of the 13th CAADP PP is “Strengthening Mutual Accountability to Achieve
CAADP/Malabo Goals and Targets”. The 13th CAADP PP will help build a shared understanding of
country, regional and continental needs and expectations to roll out the mutual accountability
mechanisms in line with the Malabo declaration. Implementation of CAADP requires strong and informed
national agriculture investment plans as foundation of tracking progress. The public sector support to
unlock private investments requires inclusive mechanisms to ensure accountability for results and
impacts. The 13th CAADP PP will provide a policy dialogue and result oriented platform for all CAADP
partners to strengthen accountability mechanisms.
2.2
The sub-themes of the PP
The theme of the PP will be subdivided into three main sub-themes as follows:
Sub-theme#1: Strengthening evidence based Malabo compliant NAIPs as a strong foundation for
agriculture transformation and mutual accountability. This theme will dedicate time to refresh our minds
on the transformation agenda captured in the Malabo declaration and the role of the NAIP to translate

the continental aspirations into results and impact. The role of evidence-based planning in the mutual
accountability mechanisms will take centre stage.
Sub-theme#2: Fostering evidence-based reporting and accountability: The session will specifically
highlight key steps for countries to take forward CAADP implementation within the context of their NAIPs
while at the same time embracing the pursuit of the Malabo commitments. Special attention will be given
to the CAADP biennial Review cycle which is an integral part of the Malabo declaration aimed at fostering
result-based implementation, evidence-based tracking, learning and building of new knowledge to inform
further planning and policy reforms.
Sub-theme#3: Strengthening public private dialogue and accountability for results through value chain
development . This sub-theme will provide a framework to reaffirm and take action in setting up the right
tools and mechanisms allowing private sector to invest in Agricultural value chains to stimulate and create
jobs and economic opportunities for the youth and strengthen the avenues for dialogue and
accountability between the public and private sector.

Language
Facilities for simultaneous translation will be available throughout all plenary and breakout sessions for
French and English languages. Special arrangements will be made to accommodate Portuguese and Arabic
participants.

Participants
Traditionally, the CAADP PP is open to all CAADP constituencies and other interest groups, organizations
and individuals. This year’s event will be slightly different in that we plan to manage participations.
However, representatives of the following stakeholders will be part of the meeting: Government
political/policy and technical officials; parliamentarians; Regional Economic Communities, farmers and
farmer organizations, private sector, civil society organizations, knowledge and research institutions,
development partners, donor communities, etc.

Meeting structure and approach
To provide for enough time to achieve the main targets set for the event, the PP will need 3 days. The
official opening of the meeting will take place in the afternoon of Day 1 (i.e. Wednesday, 31st May). Before
the actual event, a Special Session of the Permanent Secretaries Leadership Retreat in support of Malabo
implementation is planned to take place during first half of Day 1. The 2nd and 3rd days will allow enough
time to deal with the main theme and the two sub-themes of meeting. Provisions have been made for 04
plenary sessions and 02 parallel sessions to encourage sharing and intense engagement among
participants.
