Purpose:
Working in 50 developing countries across Africa, Asia and the Americas, Plan
aims to reach as many children as possible, particularly those who are
excluded or marginalised with high quality programs that deliver long lasting
benefits
by increasing its income, working in partnership with others and
operating effectively.
Plan is working in Pakistan since 1997 and has a presence in 31 Districts of
Pakistan. Plan International is a child centered community development
organizations working for promoting children’s rights, in Pakistan we are
working to achieve this in partnership with the Government of Pakistan, Civil
society, local partners and communities.
The Plan International Pakistan has been selected as Project Implementation
Consultant (PIC) in Sindh Agriculture Growth Project (SAGP) for livestock
component. The project would contribute to inclusive growth by prioritizing
support to small producers with commercial potential. The Project outcomes
include Capacity Building, Institutional Development and Investment for
livestock Growth.
This post is responsible for Execution of thematic area aligned with CSP and
implementation strategy/operational framework that includes key objectives,
activities at Community level in close collaboration with Team Leader, partner
organisation and Community.
The position holder will ensure that:




Dimensions of Role:

Reach/Breath of the post: This post directly reports to Team Leader (Senior Socio-Economist)
and is part of coordinator job family. Works with different internal as well as external key
stakeholders including partner organisations, Government bodies/departments, NGOs, INGOs
and other networks.

External Representation: Milk Management & Marketing Coordinator works with external
stakeholders and maintain good information sources and communications with other key
private
sector
national
and
multi-national
organization
and
the
non-governmental
organizations, including indigenous NGO's.

Risk Management: Key risks include unforeseen situations like external security challenges,
lack of understanding of CSP and Project Implementation operational framework or Expected
outcomes, delay in execution or follow ups, Non-cooperation from management, communities,
Loss of Plan Creditability at Partner/community level, poor efficiency in gap identification in
activities at community level.

Documentation & Reports:
Ensure the preparation of daily, weekly and monthly project
progress reports to ensure the agreed project objectives and indicators.

Communication: Communication includes internal as well as external at Partner organisation
and local level. Project Office and management team to ensure best possible government
relations in all the project operational district and that project meets all legal requirements.


Staff: Direct Reporting of 1 Chiller Technician


Typical Responsibilities - Key End Results of Position:
1.

In-depth Understanding & Execution of Operational frameworks
Responsible to develop and implement Milk Management & Marketing Strategy align with project
goals and Performacne Indicators.

Responsible to ensure the marketing strategies includes a range of options such as direct sale
through outlets/retail shops to consumers; milk sale to milk processors and milk value added
product making. And ensure that there is no milk leftover with MPGs

Responsible to provide technical specification to the social mobilization team for the installation
of milk chillers in MPG’s in 09 targeted districts.

Assist the PMU and PIUs in identifying and establishing MOU/contracts between private sector
processors and MPGs for milk marketing.

Responsible to arrange sale of milk collected on premium price and will also recover cost of
chilling on per liter basis from processors and retailer.

Responsible to ensure the channel and plan for daily milk collection up to 85% of the installed
capacity in milk flush season and 50% in milk lean season in all the MPGs of 09 districts.

Responsible to ensure that the daily milk collection is done under extremely hygienic conditions in
MPG’s at the highest quality standards acceptable to the international & national milk processing
companies operating in Sindh province.

Carry out milk collection feasibility in each of the locations proposed by the social mobilization
milk producer teams. Feasibility includes easy access of processor to collect the milk from the
targeted locations.

Responsible to ensure comprehensive training in each MPG for farming members on hygienic
practices for handling, preserving and transporting milk.

Reponsible to ensure dodhis and contractors for quality management of milk hygiene and
improved handling practices to strengthen their capacity in procuring quality milk, and responsible
behavior to ensure quality milk availability to consumers

Responsible to ensure that the around 75% of the total milk collected by the MPG milk collection
center will be supplied to milk processors, small, medium and big contractors and dodhis who
may supply these to retail shops, small dairies and also directly to consumer through home
delivery.


Advocacy of thematic area at Provincial, District and Community levels
Develop effective partnership with district level processors and community level to achieve key
activities for different project key components.

Develop effective partnerships with like-minded private companies, processors, contractors NGOs,
INGOs, LSO’s, CBOs, MPG’s and individuals to develop effective networks, lobbying to achieve
“right based approach” under the umbrella of project implementation strategy.

Quality Assurance of Thematic area:
Conduct regular visits to different work areas/sites/partner organizations/Communities for
mobilization on agreed quality standards of project implementation framework.

Prepare Quality Progress Report of daily basis.

Develop work plan to share with line manager for effective planning.

Engage relative PMU & PIU staff, to reduce any possible communication gaps at any level.

Support for achieving desired results
Ensure regular upward communication with line manager and relevant sector heads in PMU & PIU
on networking and coordination.

Ensure regular upward communication to line manager and seek technical support and advice on
regular basis for smooth achievement of desired results.

Ensure that technical advice by line manager is implemented in true spirit and provide regular
feedback to them on identified areas of improvement.
Dealing with Problems/Risks:

Risk matrix to be developed to identify potential risk/ problems at each MPG Location.

Close commnucation with Milk Technican for Milk handeling.

Lack of understanding on milk chemistry & microbiology can be led to spoilage of milk(routine
on job training for Milk Technician should be carried ) .

The potential risk of Generator/Electricty/Solar should be developed and tabulated on each
location.

Segregate the issue of women, children and men in various initiatives at the MPG location.
Communications and Working Relationships:
Internally:

PMU, PIU, NRSP, MER Officer, Finanace Coordinator and Admin Coordinator.
Externally:

Private companies, Processors, Contractors, MPG’s, Community, provincial and district Government.
Knowledge, Skills, and Behaviors Required to Achieve Role’s Objectives:
Education & Experience:

Minimum Master degree in Business/Marketing

At least 4 to 10 years experience of working with the Multi-National or Bilateral organizations or
projects in the filed of marketing and business management.

Preference will be given to the candidate having minimum of 3 years experience of marketing and
business development with national, bilateral or multi-national organizations.
Knowledge

Sound knowledge of right based approach as well as service based delivery.

Sound knowledge of sectoral Program thematic areas in Pakistan/ Program area.

Sound knowledge Political, Economic, and Social power structures including communities.
Skills:

Good interpersonal skills and ability to establish and sustain partnerships and good working relations
with colleagues, a variety of team members and external contacts, through good written and spoken
communication skills

Computer proficiency (MS Word, Excel, Power Point)

Strong interpersonal, listening and communicative skills.
