Introduction
The selection criterion fo the contract will be economic advantageousness based on the
the best offer in qualitative terms (100%). The customer has allocated 210 000 euros
(excluding VAT) for this assignment. The total price 210 000 € (excluding VAT) includes
all costs and travel expenses
The qualitative merits are evaluated and awarded with points based on the scoring criteria described in Annex "Evaluation criteria of the quality of tenders". Weightings of qualitative components of tender are given in this Annex. The qualitative characteristics will
be assessed by the assessment panel composed of experts of customers. Each of qualitative components of the quality part of the tender will be assessed by a scale from 0 to
10. If in the assessment of quality, a tenderer gets 0 points for one of the evaluated
components, his tender may be excluded.

Scoring of qualitative merits of tender and comparison points for quality
Maximum amount of points for quality is 100 points.
Scoring of qualitative merits of tender and comparison points for quality
Each of the qualitative components will be evaluated in accordance with
Annex "Evaluation criteria of the quality of tenders" and awarded with
scores from 0 – 10 (Qp). The qualitative components to be evaluated and
the weightings of components are:

The maximum amount of comparison points for quality (Lv) is 100 points. The scoring of
quality will be scaled in such a way that the best tender will be awarded with maximum
points for qualitative component Xh, Xp or Xl and quality points of other tenders will be
scaled as follows:

The tender with the best scores for personnel will be awarded with maximum comparison points 50. Comparison points for other tenders will be calculated according to the
following formula: (tenderer’s quality points for personnel/the best tenderer’s quality
points for personnel)*50.
Lvh = (Lsh/Lkh) * max. points for personnel
Lvh = comparison points for personnel
Lsh = given to tender quality points for personnel
Lkh = quality points of the tender with the highest quality points for personel
The tender with the best scores for project plan will be awarded with maximum comparison points 40. Comparison points for other tenders will be calculated according to the
following formula: (tenderer’s quality points for project plan/the best tenderer’s quality
points for project plan)*40.
Lvp = (Lsp/Lkp) * max. points for project plan
Lvp = comparison points for project plan
Lsp = given to tender quality points for project plan
Lkp = quality points of the tender with the highest quality points for project
plan
The tender with the best scores for quality plan will be awarded with maximum comparison points 10. Comparison points for other tenders will be calculated according to the
following formula: (tenderer’s quality points for quality plan/the best tenderer’s quality
points for quality plan)*10.

Lvl = comparison points for quality plan
Lsl = given to tender quality points for quality plan

Tenderer’s quality points in total are:
