MINUTES of Offenham Parish Council meeting held on Monday 1st June 2015

15/046 Meeting re-opened and the Minutes of previous meeting were considered.
The minutes of the Parish Council meetings held on 11th May 2015 were accepted as a true record.
15/047 To be advised of any urgent matters not herewith included (at the Chairman’s discretion).

15/048 To consider applications, if any, to apply to become a Parish Councillor
Three applications had been received, Marcus Taylor, John and Judith Heath. The application forms were
considered and it was agreed to co-opt all applicants. Declarations of acceptance were signed.
15/049 Clerk’s Report:
Audit

Iain Selkirk has produced a report on his inspection of accounts which has been forwarded to all
councillors, upon confirmation of receipt during this meeting all relevant documentation will be
forwarded to Grant Thornton.
Training
 CALC are holding training for councillors and clerks on various dates on Monday and Wednesday
evenings in June from 7-9pm.
Parish Plan
 Cllrs Young, Evans and Knight have agreed to man a stall at the Wake to promote the Parish Plan in
the hope that a new co-ordinator may be found.
Planters
 Maurice Parkinson has removed the broken planter from Offenham Cross. A number of local
businesses have been asked to supply quotations to supply and plant containers. Advice was given
that tubs with internal reservoirs and water retention mats would be a better option if planters were not
being watered daily. A quotation has been requested for a tub of a similar size to those currently in
place.

Recreation Ground
 Damage to the Village Hall and Anti social behaviour in the recreation ground was reported to the
Police on 26th May. PC De Paris reported that she had called at the recreation ground since the
damage had taken place.
Police
 PC De Paris advised that she was covering Evesham Rural North area alone since PCSO Bayliss had
been accepted to become a police officer. A new PCSO was currently being trained to replace her.
FTD

FTD reinvested for 3 months (£10k)

 Taking place at County Hall on Thursday 4th June at 6.30pm.
Request for Rural Rate Relief
 A request from Evesham Autospares Ltd of Blackminster has been received too late for consideration
at this meeting and will be included on the next agenda.
15/050 To receive correspondence

15/051 To consider the request from Offenham Youth club for a donation.
The Youth Club had provided a wish list for equipment totalling £232.81, it was agreed that a donation to
cover the cost should be made available to them. Proposed AW Seconded JM
15/052 To consider request from PCC to assist with the cost of producing the Parish Newsletter
Cllr Moran advised that she was awaiting a decision from the PCC upon the costing report supplied to them.
It was decided to defer to the next meeting and await the decision of the PCC.
15/053 To consider future development of the play area.
A plan created by Richard Crook was distributed to all councillors for consideration. Discussions took place
regarding the delay in building by DWH and the impact of no s106 monies becoming available. It was agreed
that quotations for some play equipment should be sought immediately in view of some monies being
available within PC finance budget.
15/054 To consider application for Rural Rate Relief by Mr & Mrs Penlingham in respect of The Post Office.
It was agreed to approve option A to support the business being of benefit to the local community at a cost to
the PC of £163.31., Proposed AW Seconded MT.
15/055 To review Clerk’s working hours
It was agreed to continue with current hours. Proposed RE Seconded AW.
15/056 To consider annual review of Standing Orders & Financial Regulations
It was agreed that no changes were necessary at this time. Proposed AW Seconded RE.
15/057 To consider annual review of Risk Management
It was agreed that no changes were required particularly as risk management had been approved by Iain
Selkirk, Internal Auditor. Proposed AW Seconded RE.
15/058 Member & committee reports:
Footpath Warden – None
Neighbourhood Watch - None.
Parish Plan – It was reported that Cllrs Knight, Evans and Young would represent the PC at the forthcoming
Wake in the hope of finding a new PP co-ordinator.

VHC – Cllr Evans advised that he had received an update from Alan Cresswell on behalf of the VHC. The
playgroup is due to close shortly. £9k funding had been secured towards the roof and the kitchen
refurbishment is due to start soon.
Disaster Emergency Plan –No change, therefore no update.

Conservatory to the rear and replacement garage to the front of the property
OPC comment- No objection
W/15/00855/PN Salad Nursery, Leasowes Rd, Offenham
Erection of polytunnels and new reservoir.
OPC comment: Due to increase in traffic on a private road, Leasowes Road, OPC recommend that the direct
access from Evesham Road should be used to prevent further traffic in the village centre.

New Dwelling – Comments to follow as not all councillors were able to view the plan online.

Report form District Councillor, Keith Wright.
Cllr Wright reported that after the election the new WDC Chairman is Val Wood and the new Chairman is
Linda Robinson. He advised that he is still on the planning committee. He announced that full council and
planning meetings will now be broadcast live. He also stated that he would be undertaking his “Ward walk”
during the Wake.
He added that he had concerns about the scale and the impact on the junction from the planning
application for 1 Mill Lane and had written to Steven Holloway, Planning Officer. When asked about the
DWH site off Laurels/Leasowes Rd he said that it had gone quiet.
Andrea Evans introduced herself as Clerk to Badsey/Aldington and Bretforton and expressed a possible
interest in becoming a councillor.
