Uniforms
Each team must have unique numbered jerseys. Pennies may be used over the jersey resolve color
conflicts. Goalkeepers are not required to have a number on their jersey but should be identified by
number on the roster. Home Team is team listed first on schedule. Home Team will wear pennies if
there is a color conflict.
Forfeits
A game may be declared a forfeit by the Tournament Committee if a team is not ready to play at the
published time within five (5) minutes of the game. At half-time the teams must be ready to resume
play within five (5) minute of the referee’s designation.
Game Protests
All referee decisions are final. No protests will be allowed, except for ineligible player.
All protests must be reported in writing, with a One Hundred Dollar ($100) cashier’s check, money
order or cash deposit before the end of the game to the tournament field headquarters.
Game Lengths
Teams will play Mini-Games in preliminary. Final games will be full length. Half-time will be 5-10
minutes depending on the age group.

Format and Advancements
3, 4, 5 Team Bracket:
All teams will play other teams within the bracket, Games will be mini-length, the two teams with the
highest total points will advance to a final round with full game length.
*U7 teams are grouped with U8 teams using U8 playing rules
6 Team Bracket: U11/U12 Coed.
2 brackets of 3 teams-one bracket will be girls only, one bracket will be boys only
Girls will play preliminary games within bracket against U11/U12 Girls teams only
Boys will play preliminary games within bracket against U11/U12 boys teams only
The one (1) team with the highest points from each bracket will advance to a final round with full
game length
NTSSA scoring system for mini-games will be as follows:
•
6 points for a win
•
3 points for a tie
•
0 points for a loss
•
1 point per goal scored in the game with a maximum of 3
•
1 point for a shutout (not allowing opponent to score including 0-0 tie)
A forfeit game will be scored as a 3-0 win in calculating mini-games points for tiebreaker
determination.
Preliminary games may end in a tie.
Tiebreakers - to determine advancement from preliminary games to final round
If two or more teams are tied in points after all preliminary games are completed, the following
tiebreaker procedures will be used to determine the team advancing:
a
Head to Head game results - winner will advance.
b
Most number of “shutouts” - team with most “shutouts” will advance.
c
Goal differential – team with highest goal differential against opponent will advance (maximum
of five (5) goal differential). (Example: A 7-0 game = 5-0 in calculating advancement; an 11-5
game = 10-5 in calculating advancement).
d
Fewest goals allowed - team with fewest goals allowed will advance.
e
Fewest accumulation of caution points, 1 point for yellow and 2 points for red.

Kicks from the mark *
These tiebreaker procedures will be applied, in order, to the teams tied in points until one team is
selected for advancement.
*U5-U8 will not take kicks from the mark. In the event of a tie involving these age brackets, then the
same tie breaker procedures are used with the exception that averaging to determine a, b, c, d, and e
will be used.
Final Games ending in a tie:
U5-U8 If a final game ends in a tie, the use of the Golden Goal rule will be used to determine winner
U9 and up If a final game ends in a tie, two overtime periods will be played. If a game remains a tie
at the conclusion of the second overtime period, FIFA “kicks” will be taken from the penalty spot to
determine the winner. The Golden Goal rule does not apply.
Minimum Players
Each team must have a minimum number of players on the field to start the game. Teams must
maintain the minimum number of players to continue the game.

Substitutions
U5/U6 - at quarter or injury only
U8 and up - Due to the typical amount of heat during this tournament, there will be free substitution,
with the referee’s consent, at the following times:
a. A player receiving a yellow card (the player carded only)
b. Prior to a throw-in for the team in possession (the opposing team may
substitute when the team in possession subs)
c. Prior to a goal kick
d. After a goal by either team
e. After an injury by either team when the referee stops the play
f. At half-time by either team
g. At the referee’s discretion
Technical Area
Team players and coaches are to be on the opposite side of the field from all spectators. Only
rostered players, coaches, and assistant coaches are allowed on the sideline bench area. Spectators
are to be in the same half of the field across from their team bench.
Misconduct
Any send-offs should be reported to the Tournament Director immediately following the game. Any
player or coach sent-off (other than receiving two cautions in the same game) shall automatically sit
out the next played tournament game with their team (unless the send-off occurred in the last game
of the tournament for that player or coach, in which case such player or coach would be required to
sit out their next scheduled game played).
Any player receiving three (3) cautions (yellow cards) in the tournament must sit out the next played
tournament game with their team.
Match Decisions
All decisions made by the referee during the match are final.
Final Authority
The Tournament Director, or their designee, is empowered to make all decisions regarding the
competition during the tournament. The decision of the Tournament Director is final in all matters. No
appeals will be allowed beyond that point.
Game Stopped Short
If a game has played one full half but is stopped short of full time, other than acts on the part of one of
the teams, the game shall be considered complete. Full-length games, if tied will be determined by
the tiebreaker procedure.
Inclement Weather
In the event of inclement weather, format for tournament play and/or completion of the tournament
will be determined by the tournament committee.
Game Cards
Referees will retain the match report (game card) and turn in to the Tournament Headquarters after
each match.
Cases Not Covered
For any situation or question on the rules of the tournament that are not covered herein will be
governed by the NTSSA and USYSA Rules, in that order. The Tournament Committee shall
determine any matters not provided for in those rules. The decision shall be final and cannot be
appealed.
