ALL SUNSHINE COAST JUNIOR RUGBY LEAGUE COMPETITIONS shall be conducted
under the following rules.
NOTE: The International Laws of the Game, the QRL rules, and the QRL Wide Bay Region
and QRL Central Division rules, shall take precedence over any of these rules.
1. COMPETITION FORMAT
a.
The competition to include Under 7s to Under 16s, shall Commence on such date as
the governing body shall determine.
b.
Under 7s to Under 10s will commence their fixtures from the first round whilst Under
11s will play a number of grading games to be decided after all team nominations have been
accepted. U12 to U16s will play three rounds for grading and also act as selection trials for
U13 and 14s.
c.
The first round of Under 12s to 16s, A Grade only, shall be played as the
Presidents Cup round. The leader at the end of the first round shall be awarded the
Presidents Cup. In the event of two or more teams having the same number of points
the final standing will be calculated on points for and against.
d. At the end of the final fixtures, in the event of a tie for fourth place in U13 to U16 a
playoff will be played on the Tuesday night at a neutral ground to be decided ny the
SCJRL to determine the fourth place for Semi Finals. In the event of a tie for 1st, 2nd, or
3rd positions final placings will be decided by points for and against. .
Under 12 fourth place will be decided by for and against. No play off for fourth.

f. If a fixture match is cancelled prior to the kick-off, due to the state of the ground, light failure,
weather conditions, unavailability of the referee or other circumstances beyond the control of
the Clubs involved, arrangements to be made by mutual agreement to play the game within 10
days. In the event of all fixtures games being cancelled, games will be declared a washout,
and no points awarded.`
g. If a fixture match is cancelled after the kick off, the following will apply:
(1) If the game is stopped before half time, each team will receive one point. There will be no
for and against points.
(2) If the game is stopped after half time, the team leading will be declared the winner, and
awarded the two points. For and against points will be awarded.
(3) If the game is stopped after half time and the scores are equal, points for a draw will be
awarded.

2. COMPETITION RULES
The first three rounds of the competition U12 to U15 will be for grading. Teams will be graded
on the completion of these rounds. Under 16s will play a pre season comp while the Cyril
Connell comp is being played.
No weekend will be set aside for President’s Cup. The teams from U12 to U15 at the top of the
ladder after Round One will be awarded the Presidents Cup, and in U16, the Des Ludwig
Memorial Trophy. These will be presented at the League Presentation Dinner.
There is to be no training for U7 to U12 players prior to sign on.
Under 13 to U16 may be involved in club development programs prior to sign on, provided they
were registered in 2012, or they have completed a 2013 registration form.
U 11 to U14 will play Saturday.
U15 and U16 will play Friday night.
No match laid down shall be postponed, cancelled or changed (except for wet weather by-law)
without approval of the Executive.
A separate draw will be completed for each age group, with the emphasis being on home and
away where possible.
Under 7 – Under 10
No scores are to be recorded. The emphasis is on participation and enjoyment.
Where a club fields more than one team, players are to be equally distributed based on skills.
Players may move between teams in their age group.
Under 11
All teams will play one another once. Teams will be divided into pools based on ladder points.
The top two teams in these pools at the completion will contest the Under 11 Finals for
each pool on Preliminary Final Day. A player is permitted to play in only one final.
Players must have played five games in the team to be eligible to play in the final.
Where a club has more than one U11 team, players are to be allocated evenly into teams. If it
is found that teams are not evenly split within a Club after 5 rounds the teams will lose all
points and the Club fined $200. Players cannot move across teams, except where there is a
legitimate shortage of players. Approval must be sought by email from the League by the
Thursday.
Once teams have reached the Pools, players are not permitted to move across to other teams.
U12 to U16
These teams are graded. Players are to be placed in teams according to skills and ability.

From U12 to U16 each age group will play one another an equal number of times, with split
rounds being played if necessary. e.g. If there are 12 teams in U15, one complete round will be
played, plus a split round of 4 games. (1 x 12 plus 4 = 16 games). If there are 7 teams, two
complete rounds and a split round of 2 games will be played (2 x 7 plus 2 = 16 games).
Where there are 13 or more teams registered in any one grade from U12 to U16, such a grade
shall be divided into A and B grades and C, if necessary.
If a club nominates two teams in the same grade from U12 to U16, a list of players for each
team must be forwarded to the League Office before the first fixture game. Players cannot
move across teams, except where there is a legitimate shortage of players. Approval must be
sought by email from the League by the Thursday
If, because of byes, a team plays less games than others, final points placing will be calculated
by dividing points by the games played and multiplying by the possible games played.
If a team withdraws from the competition, a Bye will be created If a team withdraws from the
competition before Round 10, and a bye already exists, the side with the bye will replace the
withdrawn side.
If a team withdraws from the competition after Round 10, and a bye already exists, two byes
will take place.
In those instances where a team is withdrawn from a competition before the end of a complete
competition round, all premiership and ‘For’ and Against points .will be nullified.
3. MERCY RULE
This rule will apply to all Under 11 to under 18 games.
Once the score differential reaches 50 points, the game is declared completed. It is the
responsibility of the ground manager to ensure officials inform the referee to call time. The
team leading at the time will be awarded the win and the scores at the time will be recorded as
the full time score.
The referee will not be able to referee any other proposed variations of the game due for
insurance reasons.
4. CORE PLAYERS
Where a club fields an A team, they must register with SCJRL 10 core players in any A
Grade team by the start of fixtures. These players remain A Grade players for the year,
unless approval for a change is sought from the League.
All other players are non core players and can play in A Grade or B Grade in their age group
where a club fields an A and a B side.
A Sunshine Coast Junior Rugby League Representative player must be a core player and
cannot play B Grade where a club fields an A and a B Grade team. If a Club has more than 10
Representative players a full list of rep players is to be submitted to the SCJRL prior to
finalising 10 core player group.

If a club has three grades in a division, ten core B Grade players must also be named. These
players may play up in A Grade, but can not play C Grade. All other non core players may play
in B Grade or C Grade.
A Sunshine Coast Junior Rugby League Representative player must be a core player and
cannot play B Grade where a club fields an A and a B Grade team.
If a team is short of numbers on the day, players may be brought up from a lower grade or age.
Core players from a lower age group can only play up in A Grade. Eg An U13A core player can
play up in U14A after completing his U13 game, but can not play in U14B.
Non core players may play up in A Grade at their age, or B Grade if playing up an age. eg. an
U13B Grade player can be brought up to fill in for U13A Grade, after completing his B grade
game, or he can play up in U14B.
Lower grade players must not be forced to play in a higher grade.
Match reports must show Players playing up from B Grade to A Grade, with B Grade written
after the player’s name and the same applies for players playing up an age group, with the age
group written after the player’s name.
Players must play in their age group e.g. an eleven year old must play U12. In the event of a
club not having a team in that age group, the player may play up a grade. .
Players playing up a grade must fulfil commitments to their age group.
Players shall not play up a grade to the detriment of any available player of that grade eg they
should not be in the run on side while available team players are sitting on the bench.
If required because of numbers, an U14 player may play U15 on Friday night and still play U14
on Saturday.
In exceptional circumstances a club may apply to the SCJRL Executive for exemptions.
5. GRADING
All team nominations and preference for A or B Grading shall close by 28 February.
The following grading rules will apply:
 A and B grades U12 to U16 will be decided by the Grading committee based on
historical data, preseason trials and input from clubs.
 A B Grade Premiership team becomes an A Grade team in the subsequent year at the
discretion of the Grading Committee. Consideration will also be given to the B Grade
runner up.
 Once a team is graded, it remains in that grade for the season. Any request for a
grading change must be made before the end of Round 5.
 The Grading committee is responsible for grading and grading changes.
If applying for a re-grading the Club Secretary must:
(a) List all players transferring into the club in that age group.

(b) List all players transferring out of the club and the clubs to which they are transferring.
(c) List all players who have left the Club in that age group.
(d) Provide all of the above information to the SCJRL prior to the nominated closing day for
season grading.
A Grading Committee will convene:
(a) At the completion of each season to review the results of all graded competitions and to
make a preliminary assessment of where teams should be graded in the following season
based on the assumption that all teams will be returning. This pre-assessment will allow the
Committee to make informed decisions when reviewing each Club’s list of team nominations
for the new season.
(b) Immediately following the cut-off date for team nominations.
(c) At the completion of the Final round of the Pre Season.
Re Grading
Any regrading that may be required will only be undertaken at the completion of the first three
rounds or with the express approval of the SCJRL Board. Requests for re-grading after this
time must be accompanied by a non refundable cheque for $100.
The following rules apply to teams regraded into another competition:
(a) A team promoted to a higher graded competition will take with it its premiership points and
be allocated the average ‘For’ and ‘Against’ points of all previous rounds played in the
higher competition.
(b) A team relegated to a lower graded competition take no premiership points or ‘For’ and
‘Against’ points.
In those instances where a team is withdrawn from a competition before the end of a
complete competition round, all premiership and ‘For’ and ‘Against’ points in matches
against this team will be nullified.
6. CLUB AGGREGATE TROPHY
The club aggregate shall incorporate age groups from U12 to U16.
A club must have four teams in U12 to U16 to be eligible for the club aggregate. The aggregate
will be calculated by totalling the for and against difference and dividing by the number of
teams.
7. CHAMPION CLUB
The champion club is based on the number of Grand Finals won in A and B Grade. Three
points will be awarded for an A Grade win, two points for a B Grade win, and one point for a C
Grade win. If two or more clubs are equal on points, then the champion club shall be the club
with most teams in the Grand Finals. In the event of clubs still being equal, the Champion Club
will be decided on points for and against on Grand Final Day.
A drawn Grand Final is counted as a Grand Final win
.

8. CLUB OF THE YEAR
The Club of the Year will be decided by nominations from all Clubs competing in the SCJRL.
Consideration also given to the Clubs coaching staff and players participation in Development
Squads, Judiciary Record, Crowd Behaviour and their involvement during the year. The final
decision will be made by the SCJRL Executive.
9. FINALS
All age groups from U12 to U16 will play a finals series.
In age groups where there are A and B Grades, the finals will be played in A and B Grades.
Where there is only one grade, the top four teams will contest an A Final, and teams 5 to 8
shall contest a B Final.
U11
In U11, the two leading teams from each pool will play a final.
If, because of byes, a team plays less games than others, final points placing will be calculated
by dividing points by the games played and multiplying by the possible games played. Only 19
players per team during Finals
U12
If teams are on equal points leading into the finals, points for and against will be used to
determine placings. There will be no play-offs. Only 19 players per team during Finals.
U13 to U16
If teams are on equal points leading into the finals, points for and against will be used to
determine placings, except where two teams are tied for fourth position, when a play off with
finals rules will be played on the Tuesday before the semi final at a neutral venue to be
decided by the SCJRL.
Eligibility for Finals
A player is eligible to play in the Finals provided he is registered and has played at least five
games with that Team participating in the finals.
A Core A Grade player cannot play in a B Grade final. A Core B Grade player can not play in a
C Grade final.
To play in B Grade finals a player must have played five games in B Grade. To play in A Grade
finals, a B Grade player must have played five A Grade games.
Teams for finals must be submitted to the League by the Tuesday preceding the game. B
Grade players playing in A Grade must be identified.
In U13 to U16 no more than nineteen players can appear on the games card. QRL rules apply
to U11 and U12.

Timekeepers
Two timekeepers/scorers will be appointed by the host club. No protests on time or score will
be allowed unless the club lodging the protest had an official sitting with the timekeepers.
Time out for injury only will be allowed during finals.
Draw
In the event of a draw in a semi or preliminary final, five minutes each way extra time will be
played in all grades.
If it is still a draw, the result will be decided by:
1. Most number of tries
2. First try scorer
3. Position on the point’s ladder.
In the event of a draw in the Grand Final, five minutes each way extra time will be played in all
grades.
If it is still a draw, the teams will be declared joint premiers.
10.
REPRESENTATIVE FOOTBALL
Refer to QRL Rules 29, 30, 31.
Representative players are deemed to be on loan to the SCJRL. As such, they are subject to
decisions made by the League or representative coaches.
Players who make themselves unavailable without valid reason for representative football will
be suspended automatically for two competition games.
If a player wishes to be excluded from representative football he must make written application
through his club to SCJRL.
Representative players not attending two consecutive representative training sessions without
a valid excuse will be suspended for two consecutive matches.
In the event of fixtures clashing with Wide Bay games, clubs, which cannot field teams
because of representative duties, may apply to the league to have the game(s) deferred.
Clubs will be provided with a list of players selected for representative teams.
Representative coaches will be given a list of players and contacts. It is the coach’s
responsibility to advise players of training times and other arrangements.
Nomination forms for representative officials will be called for at times decided by the
Representative Committee.
All representative coaches must have had at least one year’s coaching experience at that level
or higher. A level 2 certificate is preferred.
Junior players playing senior football may be selected for representative teams.
The number of players chosen will depend on circumstances and will be decided by the
Representative Committee.
The run on team for the first game will be that selected by selectors except in the case of
injury.
Representative training will be negotiated between coaches and the executive. Club coaches
are required to release players for representative training.
A Queensland “Junior Reps” Club/Team and a Queensland Local League Club - A player
wishing to participate in either the Cyril Connell Cup or the Mal Meninga Cup Competitions
(referred to as Queensland Junior Reps) must be registered with a Local League Club and

must dual register with the Queensland Junior Reps Club in the manner prescribed from time
to time. This dual registration arrangement is subject to the following conditions: (a) the player
may play in only one competition on a given weekend, (b) the player’s registration with the
Queensland Junior Reps Club finishes at the conclusion of the Club’s participation in that
Competition, and (c) the player must return to his Local League Club if not selected to
participate during the Competition.
11.REGISTRATION OF PLAYERS/COACHES
a
To be eligible to play in the SCJRL competition a player/parent/guardian must
complete fully, and sign, a Q.R.L. Registration and Code of Conduct for one of the
affiliated Clubs.
b.
Clubs are responsible for the accuracy of all details submitted on each Coach
Agreement Form, Blue Card Details and Player’s Registration Form submitted to the
SCJRL.
c.
No coach/player registrations will be accepted after June 30 each year, unless
exceptional circumstances apply as per the QRL Rules.
d.
When a player completes Player Registration Forms for a club and supplies
incorrect information regarding Previous Club Details, without first obtaining the
necessary clearances, upon being found guilty will be suspended for four
competition matches. The player will then be deemed to be still registered with
the first contracted Club.
If the player requires a clearance, this penalty will
commence once the clearance has been received by the League.
e.
Players must be under the specified ages as at midnight on the 31st of December
of the preceding year.
f.
A Club shall not play any player in any grade unless the signed Q.R.L. Registration
has been sighted and approved by the SCJRL registrar.
g.
Any Club who, after making the necessary investigations, knowingly plays an
unregistered or ineligible player shall lose 2 points for that game and be fined
$500.
h
Any player aged 15 as at the 1st January 2015 is required to register
with the Under 16 competition of their junior club or closest junior club, and must
fulfil their Under 16 Junior playing requirements before playing in the Under 18’s
competition on any weekend.
i
Any Senior club found to be in breach in not ensuring that a player in this age group
(i.e. 15 yrs turning 16) meets this commitment (protection for the Under 16 Junior
competition) will be dealt with at the discretion of the SC/GRFL Board.
12.TEAM / CLUB INSURANCE
All teams must affect Compulsory QRL Team Insurance cover through the Queensland Rugby
League Insurance Finance Pty Ltd, lodged with the QRL Central Division.
It is the Club’s responsibility to ensure that all coach/players/club officials/members are aware
of what their insurance actually covers and must inform them that it is their responsibility to
seek further Private Health Insurance Cover if not sufficient to their needs.
It is the Club’s responsibility to inform all coach/players/club officials/members that any act on
or off field, that could be construed to be of an illegal nature, that could leave them open to
prosecution criminal/civil, is not covered by the QRL or Clubs Insurance.

13.
CONDITIONS FOR HOSTING FINALS

Minimum of four dressing rooms.

Dressing sheds clearly marked for occupancy.

Two fields that meet QRL requirements. It may be possible for preliminary finals to be
played on one field.

First aid tent.

Fields roped or fenced off.

Field marked in accordance with QRL Rules.

Lights on both fields must meet requirements.

Scoreboard for each field.

Operational public address system. Hand held mike for presentations at Grand Final.

Benches for team officials and reserve players, removed from the spectator area, roped
off and no access apart from Coaching Staff And Officials..

Minimum of two games marshalls per field, (who know their responsibilities).

The host club to also supply:

At least one sports medicine officer.
Two time keepers per field.
 Two games card recorders per field.
 Ball boys – three per field.
 Score board attendants.
 Gatekeeper.
 Three footballs per field.
 Sin bin officer.

Games on both fields will run independently of each other.

Clubs must manage and control the consumption of alcohol in line with QRL Wide
Bay policy.

Draw to be forwarded by League Secretary at least two weeks before. Where
possible, A teams will play on Field 1 and B teams on Field 2. Games must follow in
sequence of age group.

Host club is responsible for all payments including Referree payments. The agreed
on fee must be paid to SCJRL within seven days.

Clubs which do not meet these requirements may be fined.
Team Lists for Grand Finals to be e mailed to the host club and League secretary by Tuesday
night, for the programme and checking player eligibility.
14. HEAT POLICY
The conduct of all games shall be in accordance with the QRL Heat Policy.

From November to February inclusive games will commence after 4.00 pm. Please refer
to QRL Policy No 257 January 2006.
On days when the temperature exceeds 30 degrees Celsius, a drinks break is to be
taken.
No matches are to be played if the temperature is in excess of 35 degrees Celsius.
15. MATCH TIME REQUIREMENTS
Mini
Every player must play a minimum of one ten minute period.
Mid
Every player must play a minimum of one full half.
Mod
Every player must play a minimum of one full half.
International
While there is no requirement for coaches to give players an equal amount of time, coaches
have an obligation under the ARL Code of Conduct to “seek to maximise the participation and
enjoyment of all players regardless of ability, to avoid the over-use of talented players, and to
treat all players as equal regardless of talent.”
16. FOOTBALLS
Steeden footballs are the approved QRL footballs.
Footballs are to be available as follows:
 U7 to U9
1 mini ball
 U10 to U12
2 mod balls
 U13 to U17
3 international balls.
White Steeden balls are to be used for night games.
17.
MATCH VENUES - TIMES
Each participating team is to ensure that a venue nominated to host a competition fixture is
presented in the appropriate manner, as per the SCJRL Rules and Policies and QRL Rules.
The playing field is to be marked in accordance with the ARL International Laws and Rules of
the Game.
(a)
Starting times for Under 15 and 16s in the Sunshine Coast Junior Rugby
League district shall be as follows: Fridays


U15 6.30pm 2 X 30 Minute halves. No time off for Injury.
U16 7.45pm 2 X 30 minutes halves. No time off for injury.

If a Club only has only one game scheduled for the Friday Night another
game from another age group may be played provided both Clubs agree
and approval has been sought from the Secretary of the SCJRL.
(b)
Starting times for Saturday games in the Sunshine Coast Junior Rugby
League shall be 9.00am.









There is no time off in junior games except in finals.
No protest regarding time or score recording will be accepted unless the club protesting had an
official at the timekeepers table, or can produce video evidence. A protest may not involve the
referee’s decisions.
(c)
The home side to run onto the field within one (1) minute after the official starting
time hooter sounds, The opposing side to run onto the field within two (2) minutes after the
official starting time hooter. If any team fails to obey the rule the offending Club may be
fined $200. It is recommended that Clubs sound a five minute warning hooter before the
commencement of each game, and a two minute warning hooter before the resumption of play
in the second half of any game.
Provide Timekeeper, Ground Announcer, Ballpersons, and Scoreboard Attendant.
Home Club responsible for provision of clean, hygienic facilities – All teams, especially
visiting teams, to leave dressing rooms clean and tidy upon completion of commitment.
If there are time changes to the ones originally set by the home club they are to contact the
visiting clubs President and advise them ASAP by phone and speak to them personally.
18. MATCH REPORTS
The host club must ensure that:
 Match reports are fully completed.
 Games marshalls and touch judges names are printed on the cards prior to the game.
 Referees sign after the game. Clubs are responsible for refs signing.
 Sin bins, send offs and other serious occurrences are recorded. Reason for Sin Bin to
be recorded.
 Coaches are to nominate points 3,2,and 1 for Player of The Year to players in their own
team. Form must then be forwarded with completed Match Reports. Age groups Under
13 to Under 18, A, B and C Grade. Failure to do so will result in $50 fine.
14
International
On completion of the game:
 Have both managers and referee sign the match report.
 Post the white and green copies to reach PO Box 217 Bribie Island by the Tuesday after
the game.
 Blue copy is given to the visiting club for its records.
 Pink copy is retained by the host club for its records.
Mod
On completion of the game:
 Have both managers and referee sign the match report.
 Top copy posted to reach PO Box 1476 Caloundra by the Tuesday after the game.
 Second copy is retained by the host club for its records.
 Third copy is given to the visiting club for its records. If Club is using old books a
photocopy of the match report must be given to the visiting club.
Scan and email the match report to the League Office by Sunday evening.
Mini/Mid
Attendance is marked on the roll. Team managers must complete the attendance roll on game
day prior to the game.
The attendance sheet is to be maintained by the club, and must be available for Audit as
required.
A fine of $100 applies for all failures to meet the above deadlines and for incorrect or
non completion of match reports.
It is the responsibility of the visiting team to sign the match report and receive their copy.
It must be noted on the match report if a player is playing up a grade eg John Smith U13 or Jim
Jones U13B.
Managers must complete match reports accurately and legible.
 First name and surname of each player.
 Print in capitals.
If a wrong name is printed, the club will be deemed to have played an unregistered player.
In the case of a genuine spelling mistake a fine of $25 for each mistake will apply.
A fine of $100 will be imposed on clubs who repeatedly (more than three times) disregard
these requirements.
19. WET WEATHER
The host club makes the decision to cancel games due to inclement weather. Visiting teams,
referees and a member of executive must be notified as soon as possible.

If time is available, the executive may request that the games be transferred to the visiting
club’s home ground.
When a Game is washed out it is to be played on the following Wednesday night. If the
original field is still under water the game will be transferred to the visiting teams grounds. If a
team is still unable to play a Forfeit will be awarded.. If all fixture games are cancelled, games
will be declared a wash out and no points will be awarded.
The host club must forward match reports as outlined in Section 16 advising the cancellation.
In the event of a venue being considered unfit or unsafe for playing, the Operations Manager
or member of the Executive is to be contacted, and will make the decision to cancel the game.
20.
FORFIETS
A club wishing to forfeit a game must notify the opposition club, the referees and the Chairman
or Secretary by:
8.00pm Thursday prior to the game for U7 to U14
8.00pm Wednesday prior to the game for U15 and U16
The host club must complete a match report showing the forfeit and forward it as outlined in
Section 16.
A club which forfeits late must pay a fine of $50 to the opposing club.
A club which forfeits after 5.00pm on Friday for Friday night fixtures will be required to pay a
compensation amount not exceeding $300 to the home club on presentation of receipts.
Clubs which forfeit games preceding the finals series must justify the forfeit to the League. A
fine may be imposed.
If any team forfeits three times, the club must advise in writing the reasons for the forfeits. The
team may be eliminated from the competition.
Any team forfeiting will lose their next home game against the club they forfeited to or in the
case where the forfeit takes place in the last few weeks of the season their next home game
may be transferred.
21.
TEAM OFFICIALS
Refer QRL Rules 14 to 26. 89, 89A
All team officials are required to be aware of and comply with the Code of Behaviour.
Coaches and team officials must wear joggers or suitable enclosed footwear.
League Safe shirts are to be worn. FAO’s must wear an FAO shirt.
All team officials must display their qualifications and blue card.
Minimum age for coaches is 16 years.
Mini to mod coaches must have mod coach accreditation. Coaches from U13 up must have a
minimum level 1 accreditation.
Clubs must supply by 28 February, on the form provided, a list of coaches, FAO’s and League
Safe Officers.
Minimum team officials are coach, FAO, and a League Safe officer. An additional League Safe
officer and a manager are permitted.

Coaches
Coaches’ agreements must be completed and forwarded to the League Office prior to the
commencement of the season. A person cannot coach until the coach’s agreement has been
received by the League
Coaches are also to agree and sign the Team Officials Manual which also includes the Repeat
Offenders Policy.
Coaches must have attained the required level of accreditation, or have a letter of attendance,
and have a current Blue Card or exemption before they can coach.
Coaches who do not have the above can only be involved in coaching activities under the
constant supervision of an accredited coach.
If a coach is not accredited they may coach under the supervision of an accredited coach,
provided they give an undertaking to attend the first available course, and the club
acknowledges a $250 bond. If the coach fails to attend the course they will be stood down, and
the bond will be payable.
Coaches of U7 and U8 teams are allowed on the field of play to “coach their teams”. They
must remain at least five metres behind their players. They may give directions to their players,
but are not permitted to address the referee or touch judges.
Coaches of any other age group are not permitted on to the field of play. They must remain in
the bench area.
Coaching staff are not permitted to question, harangue or abuse a referee or touch judge.
All team officials, who enter the field of play, must have completed a League Safe Course.
During the course of the game, all officials must:
 Remain in the bench area.
 Exhibit self control.
 Set a positive example for players.
 Control the behaviour of bench players.
Bench players must remain seated.
Coaches from Under 12 years and up are also responsible for completing the 3,2,1 Player of
the Year Forms for their own players and hand them in when the Match Report is signed.
Failure to do so will result in the Club being fined $50.
FAOS.
An FAO must be in attendance for each team from U11 to U16. While it is preferable for each
team in U7 to U10 to have their own FAO, one FAO provided by the host team is acceptable.
The FAO may not be a runner.
The FAO may enter the field of play at any time to attend to injured players.
In the event of a serious injury, the FAO must raise their hand until the referee stops play.
Duty of care must come first at all times.
It is advisable that a qualified sports medicine officer, or a suitably qualified person ratified by
the League or a senior FAO, is in attendance at all games as a third person.
A medical report must be completed by the attending medical officer for all serious injuries.
One copy is kept by the club and the other forwarded to SCJRL.
Games will not start if FAO’s are not in attendance.

Referees and Touch Judges
Referees and touch judges U7 to U12 will be appointed by the club referee manager.
U13 to U16 will be appointed by the SCJRL Referees Emerging Talent Squad, and the
SCGRLRA.
Only accredited, registered referees are to be used.
Referees and touch judges for finals will be appointed by the SCJRL appointment board.
The referee must liaise with the senior games marshall to ensure that all designated officials
are on duty before each game.
If required, clubs should supply qualified touch judges for all games.
Clubs must ensure that the referee’s requirements for the safety of players are met. Concerns
of the referees are to be addressed to the SCJRL.
Club liaison referees are available for club visits.
If a club feels that a referee’s performance is below standard, a complaint must be lodged by
the club with the league. Under no circumstances is any Coaching Staff are permitted to
approach an official.
The Referees Coordinator must be advised by the Monday evening of times for U13 to U16.
Payment of Referees
Clubs are responsible for the payment of club referees. A record of payment is to be kept and
forwarded to the Operations Manager with the Match Reports.
Referees appointed by SCGRLRA are paid to the SCGRLRA on receipt of invoice.
SPORTS TRAINERS/WATER RUNNERS YELLOW SHIRT / VEST – Please refer to ARL
First Aid Officers National Accreditation Scheme on Field Policy – Appendix A.
All official personnel, who enter the field of play to attend a player, must possess a Leaguesafe
Certificate of Attendance or and accredited ARL First Aid Officers Certificate.
Clubs shall provide to the League prior to the commencement of the season a certified
copy of all registered trainers/FAO’s/Leaguesafe qualifications attached to relevant
registration Form.
All clubs are to ensure, persons that enter the field of play, must have the relevant
qualifications and apparel (shirt/shorts) and suitable closed footwear, no thongs
(Minimum qualification to enter the field of play). NOTE: The word ARL LEAGUESAFE MUST
BE PRINTED ON THE BACK OF THE SHIRT / VEST.
Limited access as per the following conditions:

when his / her team is in possession

when a try has been scored

during a time out called by the referee for an injury

during technical stoppages in play (EXCEPT SCRUMS). On-field personnel are not
allowed on the field of play after the referee has ordered a scrum until the ball has
emerged and a team is in possession

LEAGUESAFE TRAINING until a person of higher training arrives. The Leaguesafe
person must report all incidents to the Accredited ARL FAO/ TRAINER.
Leaguesafe/Trainer personnel are to be 14 years and over.
Each breach during a game will incur a $50 fine.
CLUB FIRST AID
As per ARL requirements a First Aid Officer shall be attached to each team.
The accredited First Aid Officer shall at all times, whilst a game is in progress, be situated on
the sideline in a position to respond quickly should an injury/illness occur
It will be the responsibility of the Club/and or Ground Officials to ensure the above policy is
adhered to.
As per ARL on Field Policy if the above personnel are not in attendance, the game shall not
commence UNDER ANY CIRCUMSTANCES until such persons are available.
22.
REGULATIONS
TEAM OFFICIALS, BENCH PLAYERS, RULES AND
DRESS STANDARD – All persons within the Playing area are to be dressed appropriately.
Footwear must be enclosed, no thongs.
COACHES: All Coaches are to remain seated on bench at all times. Under no circumstances is the
Coach to call instructions to his players during the game and at no time is he/she permitted to enter
the field of play unless instructed to by an Official. At NO time is a Coach to pass comment to any
Official regarding rulings that have or have not been made. This includes all comments that are
directed at Referee and also to Touch Judges, any comments made either at Referee or Touch
Judge will result in serious action being taken against offenders.
MANAGERS: If present, must be seated at all times and follow all rules as set down for the coach.
Make sure dressing room is cleaned after each game.
REMINDER TO All Coaches and STAFF that on game day you maybe required to produce your
Blue Card, Coaches ID, FAO, Leaguesafe etc qualification details, and should therefore have them
in your possession at all times on Game Day.

23.
WHO IS PERMITTED ON BENCH
THE ONLY PERSONS ALLOWED ON BENCHES ARE AS LISTED BELOW: Only players who are listed on the games sheet.

APPROPRIATE CLOSED IN FOOTWEAR MUST BE WORN BY ALL PERSONNEL ON THE
BENCH- THONGS OR BEACH SANDLES ARE NOT ACCEPTABLE.

Replacement of Bleeding Players
The following procedure will apply in all cases where a player is bleeding or his
clothing/equipment has been contaminated by blood:
a) If the referee notices a bleeding or blood contaminated player he will immediately stop play
and call ‘time-out’ and signal to the team trainer to attend to the player.
b) The team trainer will immediately enter the field of play to assess whether the player can
be quickly treated on the field or whether he will require treatment off the field.
c) If the trainer advises that the player can be treated on the field, the referee will instruct the
player to drop out behind play for that purpose and the match will immediately
recommence.
d) If the trainer advises the referee that he will have to treat the player off the field, the match
will not restart until the player has left the field. The player may be interchanged, or
alternatively the team can elect to temporarily play on with 12 players. (Note: other than
for the initial assessment, the match will not be held up while the bleeding player receives
treatment or is interchanged).
e) If the referee stops play twice for the same player and the same wound, the player must be
taken from the field for treatment and either interchanged or the team may elect to play on
with 12 players until the bleeding player returns.
f)
If the bleeding player has left the field for treatment and is not interchanged, he may return
to the field of play at any time provided he does so from and on-side position. If the
bleeding player has been interchanged, he may only return to the field through the Touch
Judge as a normal interchange player.
g) A bleeding player returning to the field of play who has not been interchanged is not to be
regarded as a replacement/interchange player and therefore may take a kick for goal.
Conversely, a bleeding player returning to the field of play who has been interchanged may
not take a kick for goal at that time.

OTHER OFFICIALS PERMITTED IN THE PLAYING AREA
Ensure that the only other persons permitted within the playing area during a match are
the designated Refereeing officials for that match.
GAMES ANNOUNCER - All clubs are required to ensure that the Games Announcer
reminds all persons in attendance at game days (officials, players, supporters, visitors) of the
Code of Conduct and Rules to be observed whilst attending Rugby League matches, before
the commencement of each game on game day, and to play the CD provided by the League.

24.
SALE OF ALCOHOL
The SCJRL supports the Wide Bay policy on the consumption of alcohol, ie after half time in
the last game.
The sale and consumption of alcohol must be strictly controlled in accordance with the Liquor
Licensing Laws.
In those cases where clubs are fully licensed premises, if alcohol is sold, it must be consumed
within the confines of the clubhouse, and may not be consumed on balconies or outdoor areas.
Complaints regarding breaches of the above will be investigated, and the club could lose its
next home game.
25.
SMOKING
A defined area must be provided and clearly signed as a designated smoking area and is to be
the only area where smoking is permitted.

The club’s public address system is to be used to relay this message to the public.
26.
VIDEO RECORDING
Videoing and photos on game day.
Firstly common sense should be used to enable families to photograph their child on game
days. However in regards to a game being videoed or persons taking a lot of random photos,
the person taking the video or photos is to be the holder of a Blue Card and have written
authority from their Club President. The authority and Blue Card is to be carried with them and
produced upon request by the host club. If Blue Card or Authority can not be produced the
filming is to stop immediately. A copy of the video is to be available upon request by the
SCJRL if needed for judiciary purposes
The photos or video can only be used for own purposes and not put on any facebook, website
etc unless own children or have permission of parents of other children (no names/address etc
except of own children – repercussions for wards of state, criminal activity etc). Videos used for
tribunals must be erased after all process is finished (appeals etc).
27.
CLUB REGISTERED COLOURS/JERSEY NUMBERS
Players must appear on the field of play in the registered colours of their Club, and in
proper football uniform, which shall consist of jersey, socks, shorts and boots (laced and
properly tagged without nails protruding or sharp edged). Steel tags are only permitted to
be worn from the U13 age group and up. Players must appear on the field of play in the
jersey numbered according to the signed games card.
28.
REFEREES
All coaching staff members, players, injured players on the sideline as spectators, must not
direct comments to Match Officials during a match. A zero tolerance “Policy” of comments
directed to match officials will be in place for the 2013 season. Breach of this policy will incur a
minimum 4 week suspension and/or a fine.

Criticism of Referee Performance
Should a secretary, coach, or a Club feel that the performance of a Referee is not consistent
with the necessary standard required; a complaint should be lodged by the Club with this
League for investigation. No member of a Club shall either indicate or discuss the possibility or
probability of the report until the investigation by the League is completed. A video of the game
is suggested to support any complaints.
The time frame for a club to lodge a complaint to the League, must be within 48 hours of the
game being played and the Referees Association will be informed of the complaint within 24
hours of the League receiving the complaint.

Any breaches of this Policy by Clubs, coaches or officials will instigate immediate disciplinary
action by the SCJRL, the QRL Central Division/Wide Bay Region or QRL.
29.
PROTESTS
Any Club wishing to protest against any other Club, or official, on the result of a match
shall make the protest in writing to the Secretary or an official of such Club within 48
hours of the completion of that match who will then deliver to the League Secretary the
protest in writing at the same time.
In the event of misconduct or incompetence of the referee or of any breach of these rules by
an affiliated Club or member therein in connection with any competition match, the Governing
Body shall have the power to annul such match and to order it to be replayed or to award the
competition points as it deems fit.
30.
VILIFICATION
Refer QRL Rule 96 “Code of Behaviour”
If a player is dismissed from the field of play by the Referee for such an offence, normal
Judiciary procedures apply.
“If the complainant is not satisfied with this outcome, he will be advised of a contact name and
number at the Human Rights and Equal Opportunity Commission (hereafter refer HREOC) and
the involved Division/Region/League will forward all cogent judiciary matters to that
Commission if and when a request is made by that body”.
For penalties found guilty: refer Recommended Minimum Suspensions 15.1 (f) Use of
Offensive Language.
31.
DISCIPLINE JUDICIARY PROCEDURES
It is the responsibility of the Governing Body to appoint a Grading/Judiciary Committee who
will act in accordance with the guidelines set down by the Q.R.L.
Judiciary Hearings will be held at the Caloundra Jnr RLF Club grounds on the Wednesday
after each weekend fixtures if required at 6.00 pm.

which highlights the internal behaviour both on and off the field that a club sets for
players, officials and supporters. This must also include the ARL Penalties Act which
covers all persons attending games including parents and spectators detailing what not
is acceptable behaviour.

Life Suspension
Definition - “Life Suspension means exactly that.” In some instances a Judiciary may add a
proviso that the suspended person may seek after ten years an opportunity to have the
suspension lifted.
Such opportunity will be decided upon by the relevant
League/Region/Division/QRL board. All records of this type of Suspension from Local
Leagues must be forwarded to the Region/Division’s Office for record purposes.”
32.
POLICY
SCJRL CODE OF CONDUCT – ZERO TOLERANCE
(A) CODE OF CONDUCT – copy attached Appendix B . The Sunshine Coast Junior Rugby
LeagueL have adopted the attached Code of Conduct. Clubs are to display a copy of this on
their notice boards for all their members to familiarize themselves with the contents. All
persons having an active role within the club from players, coaches to committee members
and volunteers are to be made aware of its contents.
(B)
SCJRL CODE OF CONDUCT – ZERO TOLERANCE POLICY – MATCH DAY see
Appendix D.
CLUB OFFICIALS – As a member of the clubs committee, appointment to position o the
coaching staff, or as a volunteer of the club he/she is a Sub-ordinate of the QRL and therefore
are subject to the Code of Behaviour and rules of the QRL. Any infringement or breaching of
the rules could place them before the Disciplinary Tribunal.
33.
BLUECARD - QRL Circular 268 – Blue Card Policy
Any person involved in an official capacity with a Junior Team must hold a Blue Card.
This must be displayed at training and match day activities.
There are some exceptions accepted.
All persons over the age of 18 appointed to an official position must have a current Blue Card.
This includes:
 Club officials
 Team officials

Each club is required to keep a register of Blue Card Holders. The register will contain the
name, address, position within Club, Blue Card No. and expiry date of the card.
Applying for a Blue Card
Exemption
A volunteer parent of a child who receives the services, or participates in the activities, that the
person provides or conducts (note – volunteer parents should speak to the volunteer
coordinator of the organisation they intend to volunteer for about the nature of the child-related

activities they will be involved in, and whether they differ from the activities in which their child
participates). Includes , FAO, Sport Trainers and Managers.
All Coaches are required to hold a Blue Card.
The Application forms can be downloaded from the Commission for Children and Young
People and Child Guardian. Website www.ccypcg.qld.gov.au
N.B. Applications forms have an Expiry date eg 30 June 2013 – ensure you have the most up
to date form available.
The Application is completed by the Applicant and the relevant documentation sighted by the
person appointed by the Club/Association to maintain their Blue Card Register. This person
then adds the Applicants’ details to the Club/Association Blue Card register.
The Club sends the signed application to the Commission for Children and Young People and
Child Guardian.
When completed forward form to
Commission for Children and Young People and Child Guardian.

The application is processed by the appointed staff of Commission for Children and Young
People and Child Guardian. Any applications that do not meet the strict completion guidelines
of the Commission will be returned to the Club/Association with notation of where the
application needs amending/completing.
When the Applicant receives approval notification from the Commission, the Applicant must
take the letter from the Commission to the Club and advise them of the approval. In the case
of Coaches, the Applicant’s signed Coach’s Agreement can now be sent to the QRL for
processing.
The Club appointed person then takes note of the details of the Blue Card e.g. No. and Date of
Expiry of Blue Card and adds this information to the club Blue Card Register. If the Applicant
approves, a copy of their approval letter can be taken and kept on file at the Club.
Until approval from the Commission has been approved, the Applicant cannot begin
their role within the Club/Association.
Circular 268 should be placed at the front of the register along with the Blue Card Policy .

Social Media Policy.
Any player, official, volunteer or parent who is found to have improperly used any social
networking site including Facebook, YouTube or Twitter which concerns Rugby League in
general or Sunshine Coast JRL in particular, may be brought before the Disciplinary Tribunal,
penalties including but not limited to up to 12 months suspension from attending any QRL
sanctioned games or events.

Improper use of social networking site includes:
a) Insulting any person involved in Sunshine Coast JRL including but not limited to all on field
match officials and players.
b) Partaking in bullying any person involved in Sunshine
Coast JRL by making offensive, racist, sexist, or abusive comments about a person or
c) Engaging in any other behaviour that the Sunshine Coast JRL Executive decides in its
discretion is improper use of social networking site or brings the game of Rugby League into
disrepute.
35.
Matters Arising,
Matters Arising not covered within these rules shall be dealt with by the Governing
Body. Common sense should be used at all times but when a variance applies the
matter will be referred to the SCJRL Executive whose decision will be final. The
Governing Body shall have the power to vary from these rules to suit special
circumstances that may prevail.

Apppendix A; On field Policies
NATIONAL RUGBY LEAGUE
FIRST AID OFFICERS’ / TRAINERS’
NATIONAL ACCREDITATION SCHEME
ON - FIELD POLICY
1.
All official personnel over the age of (14) years, who enter the field of play must
possess an ARL Leaguesafe Certificate of Attendance or an Accredited First Aid
Officers’ / Trainers’ Statement of Attainment and an ARL ID Number.
2.
No person other than the abovementioned personnel, or those with ARL acceptance,
shall administer first aid or offer advice to an injured / ill player. Personnel with other
qualifications must be ratified by the National Safety Education Manager and equate
with the ARL FAO / TRAINER SCHEME, to receive a Statement of Attainment and
an ARL ID Number.
3.
All injuries / illnesses and assessments must be recorded in the ARL Injury Report
Booklet.
4.
Each player shall complete the ARL Medical Advice Card before training or playing.
This will be the responsibility of the designated Accredited First Aid Officer / Trainer
to ensure all cards are completed and kept up to date. This process must be
supported by Club Officials. All Privacy Laws must be adhered to.
5.
The Accredited ARL First Aid Officer / Trainer shall at all times, whilst a game is in
progress, be in a position to respond quickly should an injury / illness occur.
6.
The Accredited ARL First Aid Officer / Trainer shall have the final say on whether a
player should continue in the game and when to resume playing in the game. If a
doctor is in attendance at the game venue, he / she shall make this decision. Serious

injuries requiring a Medical Clearance prior to training / playing must be presented to
the ARL Club FAO / Trainer
7.
An Accredited ARL First Aid Officer / Trainer shall be attached to each Junior
International and Senior team. It is preferred that at least (2) two be available.
7(a)
For Junior fixtures at Mini/Mod games (1) one Accredited ARL FAO /
TRAINER per FIELD will be acceptable.
8.
If the above personnel are not in attendance, the game/s shall not commence under
any circumstances until such persons are available.
GENERAL
Each team may engage and use a maximum of three (3) On Field personnel during a game.
In all cases when Accredited ARL Leaguesafe / FAO / TRAINERS enter the field of play to
attend an injured / ill player, administer water, or deliver messages, they must immediately
leave the field once their assigned task has been completed and return to the player’s bench.
At all times Accredited ARL Accredited Leaguesafe / FAO / TRAINERS must enter and leave
the field of play as quickly as possible (i.e. running). Lingering on the field of play will not be
tolerated by match referees.
Great care and diligence must be exhibited when assessing an injured / ill player and removing
an injured / ill player from the field of play. Liaison with the match referee in a respectful
manner will be of great assistance in such cases.
ALL ON-FIELD PERSONNEL MUST BE IDENTIFIED WITH THE FOLLOWING COLOURED
SHIRTS:
ACCREDITED ARL LEAGUESAFE – YELLOW SHIRT / VEST
(Minimum qualification to enter the field of play). NOTE: The word ARL LEAGUESAFE MUST

when a try has been scored

during a time out called by the referee for an injury

during technical stoppages in play (EXCEPT SCRUMS). On-field personnel are not
allowed on the field of play after the referee has ordered a scrum until the ball has
emerged and a team is in possession

Qualification MUST be ARL TRAINER – LEVEL 2
The Head Trainer will be the most senior person within the ARL FAO / TRAINER TEAM
The Accredited ARL Head Trainer will make the final decision on a player’s welfare in the
absence of a medical professional
Coaches / administrators / players must comply with the decision of the ARL Head Trainer
at all times.
UNLIMITED ACCESS TO ATTEND AN INJURED / ILL PLAYER
NOTES:
1.
The most important issue is that no on-field personnel will be allowed on the field of
play, at training and or a game, nor manage an injured / ill player, nor provide advice
unless trained by the ARL at one of the above levels of accreditation.

2.
In the event of a clash of coloured shirts with team jerseys, on-field personnel may
wear another colour (ONLY if there is a significant clash) HOWEVER the coloured
shirt must not equate to a level above what the person is accredited for. Liaison with
the match referee will determine the issue if there is a significant colour clash.
3.
In the event of an altercation on and /or off the field of play, Accredited ARL
LEAGUESAFE / FAO / HEAD TRAINER must not interfere in any way. They must
move clear and totally distance themselves from the incident. The control of on / off
field behaviour is the duty of the match referees. The only exception to the above
would be when an injured / ill player needs shielding from possible further harm.
On-field personnel must not at any time enter the line of sight of a player when they
are attempting a kick for goal, or do anything which may in any way interfere with or
distract an opposition player whilst they are participating in the match or constitute
some disadvantage to the opposing team.

If any on-field personnel abuse their roles or behave in a manner contrary to
the ARL ON FIELD POLICY or TRAINING, or bring the game of Rugby League
into disrepute and / or their team / club into disrepute, they may be subject to
sanctions, up to and including removal from the ARL National database.

Appendix B; SCJRL
CODE OF CONDUCT
1. PURPOSE
The purpose of the Code of Conduct (Code) is to describe the type of behaviour that Sunshine
Coast Junior Rugby League (SCJRL) is seeking to promote and encourage its members and
supporters to adopt.
2. GOVERNANCE
The code shall be known as Sunshine Coast Junior Rugby League Code of Conduct. The
Code shall govern the conduct of all persons formally associated with Sunshine Coast Junior
Rugbyl League. In particular, it shall apply to:
Persons acting for and on behalf of SCJRL.
Players, coaches, managers and support staff of SCJRL.
Persons participating in SCJRL sanctioned events.
Officials, Commissaries and support personnel assisting or conducting SCJRL events.
SCJRL appointed Delegates and employees of SCJRL.
3. KEY PRINCIPLES
SCJRL wishes to operate in an environment where people show respect for others and
their property. Respect is defined as consideration for another’s physical and emotional
well being and possessions, to ensure no damage or deprivation is caused to either.
SCJRL wishes to operate in an environment that is free from harassment. Harassment is
defined as any action directed at an individual or group that creates a hostile,
intimidating or offensive environment.
SCJRL wishes to operate in a non-discriminatory environment. Respect the right, dignity
and worth of every human being - within the context of the activity, treat everyone
equally regardless of gender, ethnic origin or religion.
Persons to whom this Code applies acknowledge and agree to comply with the disciplinary
and grievance procedures promulgated by SCJRL. If any disciplinary action is taken,
persons directly affected shall be given the opportunity to participate in those
proceedings and the right to appeal against any decision against them.
4. KEY ELEMENTS
All persons who are bound by this code shall:
Act in a manner which is compatible with the interests of SCJRL;
Accord people involved in Rugby League with the appropriate courtesy, respect
and regard for their rights and obligations;
Treat people’s property with respect and due consideration of its value;
Show a positive commitment to SCJRL’s policies, rules, procedures, guidelines and
agreements;
Respect the law and customs of the places they visit;
Respect the confidentiality of information which they receive in the course of
fulfilling their duties;
Uphold the standing and reputation of Rugby League within Australia;
Not misuse provided funds or property belonging to another party.
5. UNACCEPTABLE BEHAVIOUR
This list provides examples of behavior deemed to be unsuitable and not in the best interests
of the sport.
Sledging’ other athletes, officials or event organisers. Sledging is defined as a
statement that is deemed to denigrate and/or intimidate another person, or
behaviour likely to constitute emotional abuse.

Excessive use of alcohol, acting in a way that becomes a public nuisance, or
creating a public disturbance.
Damaging another person’s property or depriving them of that property.
The use or encouragement of the use banned substances.
Statements which are deemed to denigrate the group that an individual is
representing.
Any form of harassment.
NOTE: The person or persons responsible for damage to another person’s property or
depriving them of that property shall be liable for any restitution.
Any breach of this Code of Conduct could result in suspension of two or more weeks.
ARL CODE OF CONDUCT – PENALTIES
.
1. No person/s attending a match shall:
a. Use offensive or obscene language to any player, coach, referee, touch judge, offi cial or
other spectator;
b. Enter the Field of Play during the course of a match without the prior approval of the
Ground Manager appointed by the home club and/or league;
c. Dispute the decision of a referee or touch judge either during or after a match;
d. Assault or act with aggression to any person/s;
e. Behave in a way contrary to this Code of Conduct and/or the spirit of the game;
f. Behave in a way which disturbs the enjoyment of the match by any other person/s, or
brings discredit to the home club and/or league;
g. Act in such a way as to exhibit racial intolerance, by language or other conduct, to any
other person/s;
h. Refuse to accept the reasonable direction of the Ground Manager, offi cial of the home club
and/or league, or offi cial of the team/club which that person/s is supporting.
2. Any person/s contravening Rule 1 may be reported by the Ground Manager to the Team
Manager or other offi cial of the team which that person/s is supporting. Where a team does
not have a Team Manager present, a request or direction from the Ground Manager to any
offi cial of the team or the team’s club shall be regarded as a direction to the Team Manager
for the purposes of this Code.
3. The Ground Manager and/or Team Manager must advise the offending person/s of the
relevant
breach of the Code. The Ground Manager must note the details of their report to the Team
Manager on the reverse of the team sheet.
4. In the event that the inappropriate conduct continues, the Ground Manager and/or Team
Manager may request the offender/s to immediately leave the ground. This should also be
noted on the team sheet.
5. In the event the person/s refuses to obey the direction of the Ground Manager and/or Team
Manager, the Ground Manager may direct the referee to terminate the match. In the event
that the match is so terminated, the club’s and/or league’s committee may, at its absolute
discretion award the competition points to the non-offending team, or declare that neither side
shall be awarded competition points for that match.
6. Clubs which do not exercise control over their players, parents/carers of players, coaches,

offi cials or spectators may be called upon by the league to accept responsibility for their
actions and the following penalties may apply (in addition to penalties which may be imposed
by the league’s judiciary):
• FIRST OFFENCE
A fine not exceeding $500, and/or loss of competition points, and/or suspension of the
player from playing, and/or suspension of the offender/s from attending future matches.
• SECOND OFFENCE
Suspension of the player, and/or team and/or club from the competition on a temporary basis.
• THIRD OFFENCE
Suspension of the player and/or team and/or club either for the remainder of the season,
or permanently.
APPENDIX C. SUNSHINE COAST JUNIOR RUGBY LEAGUE - DUTIES &
OBLIGATIONS OF GAMES MARSHALLS.
DUTIES: Ensure that you have read these duties properly.
a) Report to the Referee at the beginning of the days matches and inform him/her that you
are the Games Marshall for the day. If at any stage you have to leave the ground you
are to ensure that you have a replacement and that he/she makes him/her self known to
the referee.
b) Ensure that Ballpersons, Sandpersons, Time Keeper and Scoreboard Attendant are on
duty.
c) Ensure that a Qualified FAO is in attendance
d) Ensure+ that a stretcher is provided and that it is located on or near to the half way line
and that the first aid officer is located in the same area unless attending to an injured
player.
e) Inspect all players equipment and bodies before play commences and ensure that all
offending equipment or articles are removed before the player enters the field of play.
Report to referee or linesman, any player who has not complied with your request.
f) Ensure that all Games start on time and report any breach.
g) Ensure that the following are the only people permitted within the playing area.

1. You are at all times in charge of the behaviour of all Players, Coaches, Club Officials and
Spectators and it is your Obligation to carry out the rules of the QRL in respect to this.

You must take action if any Coach, Strapper, Manager or Reserve Player intimidates the
Referee or Linesman.

GAME DAY
The below Ground Announcers protocol to be applied. Script for use by announcer re. 1 st, 2nd
and 3rd Breach noted below.
The Club Match Official/Ground Announcer.
The duties of the Club Match Official on Match day are.
Before the Match
 Identify the Games Marshall and make themselves known to them.
 Be aware of the protocols for being the match official in line with local league
requirements for times, sign-on, sin bin, send offs etc.
 Ensure that there are sufficient score sheets and sign on sheets.
 Check the operation of the time clock and sirens.
 Have each team sign on as per local league requirements.
 Identify team scorers/representatives who are to be at the match officials bench.
 Clubs to play the Zero Tolerance CD prior to commencement of each game and at half
time.
 Make themselves known to the referee.
During the Match
Time the match in accordance with local requirements.
 Maintain accurate records of the scores and scorers.
 Time sin binned players and control their movements along with sent off players in
conjunction with the ground controller.
After the Match
 Complete the score sheets and have them signed by both team managers and the
referee.
 Thank both teams, officials, spectators etc.
FIRST BREACH OR WARNING:
BEHAVIOR OF.. (IDENTIFY AREA OF SPECTATORS OR OFFICIAL) IS IN BREACH OF
THE QRL CODE OF CONDUCT AND IF THE BEHAVIOR CONTINUES GAME WILL BE
STOPPED.
SECOND BREACH:
THE BEHAVIOR OF (IDENTIFIED SPECTATOR/OFFICIAL) HAS UNFORTUNATELY
CONTINUED AND THE GAME HAS BEEN STOPPED UNTIL BEHAVIOR STOPS.
