Selection of this year’s Queen/King, Attendant, and Princess/Prince, will be conducted on Saturday, October 3, 2015 in the 4-H Building, Island Grove Regional Park, Greeley. See attached schedule of contest program. Applicants for Queen/King and Attendant must be between the ages of 15 and 18 as of December 31, 2015. The lunch will cost $10.00 per person. Contestants are not charged for lunch, as it is part of the contest. We look forward to receiving your application. cc: Royalty Committee 2015 WELD COUNTY FAIR ROYALTY OFFICIAL RULES AND REGULATIONS PURPOSE The purpose of the Weld County Fair Queen/King, Attendant and Princess/Prince is to promote & support the Weld County Fair. QUALIFICATIONS 1. Queen/King or Attendant applicants must be between 15-18 years of age as of December 31 of the contest year. Princess/Prince applicants must be between 11-14 years of age as of December 31 of the contest year. 2. Applicants must be an active member of a Weld County 4-H Club, FFA Chapter or Scouts; have completed at least one year of 4-H or FFA; have exhibited at the Weld County Fair the previous year, and must exhibit at the current year’s fair. 3. Applicants must be single and may not have children and if selected as royalty, must remain single throughout their reign. If royalty marries or becomes pregnant during their reign, they will forfeit their awards and all claims to the title. 4. Each individual can only hold a title one time. If selected as Queen/King, a contestant may not participate again. COMMITMENT 1. Reign of the royalty will be from January 1, 2016 through December 31, 2016. The official coronation of the 2016 Weld County Fair Royalty will be at the January Fair Board Meeting. 2. If selected to serve in a royalty position, applicant agrees to be available throughout the year for personal appearances, interviews, and functions as scheduled by the Weld County Fair Royalty committee with Fair Board approval. 3. No royalty may reign in another similar capacity that carries responsibilities which may conflict with their duties as Weld County Fair Royalty. 4. Once selected, Royalty is expected to fulfill their obligations. The Fair Board reserves the right at its sole discretion to relieve any Royalty of their title. If the royalty member does not attend required events the committee or the Fair Board has the right to pull all provided material. 5. Royalty are expected to look their best at all times, be well groomed, and to be dressed in designated royalty attire as discussed by the Royalty Committee including Royalty. They are to present a pleasant personality with maturity and the appropriate attitude in all situations. 6. Royalty are required to attend meetings as scheduled, and a yearly expense report needs to be submitted to the chair-person of the royalty committee by January 10th of the year following their reign or they will not be paid. There may be meetings that parents are required to be present. The meeting dates will be set with the royalty after the competition or as the need arises. 7. Each royalty member will represent the Fair and its’ related activities in a cooperative and professional manner. If for any reason a royalty member can’t participate in a required function, they must notify a member of the Royalty Committee with a 24-hour notice. Each royalty member is allowed 3 absences throughout the year of mandatory events. If 24-hour notice is not given consequences may be assessed by the Royalty Committee. The royalty member is expected to represent the Fair at all scheduled events and is expected to appear in appropriate attire as prescribed by the committee. If the royalty member uses more than 3 absences, the royalty member must go before the Royalty Committee and explain the reasoning for missing more than 3 events and the Royalty Committee has the right to give consequences if they deem it necessary. 8. Phone call messages and emails from the Royalty Committee or the Weld County Extension Office needing a response should be returned within 24 hours unless otherwise specified in the message. 9. Each Royalty member will be required to write an article for the Royalty Corner, which appears in the 4-H newsletter. The Royalty Corner is due by the 10th of the previous month, i.e. for the March newsletter the Royalty Corner needs to be in by February 10th. The Royalty Court will receive a schedule before their reign begins in January, so they know what month to prepare their article. If a Royalty member does not write and turn in the article on time, consequences will be an absence. 10. Each Royalty member will attend Fair Board Meetings. All Royalty members must attend the Fair Board meeting in January for official coronation. The members of the Royalty Court will rotate on which month they will attend. If a Royalty member is unable to make a meeting, she/he may trade with another Royalty member for a different month. It is the responsibility of the Royalty member to make the contact for the trade. If a Royalty member misses a scheduled meeting and does not attempt to trade with another member, consequences will be an absence. CHAPERONES 1. Royalty will be under the constant supervision of chaperons, which include Royalty Committee Members, Fair Board, Extension Staff, and parents or guardians. Official chaperone(s) will be designated by the Royalty Committee or Fair Board to accompany royalty to all events. Royalty are not to go anywhere without the permission of their designated chaperone. Chaperones are in charge of the Royalty at all times. If any member of the royalty does not follow the directions of the appointed chaperon(s), it will be reported to the Royalty committee who will take appropriate action. 2. Chaperones are in charge of all Royalty for the duration of the event. TRANSPORTATION/EXPENSES 1. All royalty are expected to provide their own transportation to and from the locations of meetings and/or officially scheduled events to meet the chaperone at the designated event. 2. At the conclusion of the royalty’s reign and upon receipt of their individual records of expenses, the Fair Board will reimburse each royalty member for mileage accrued for mandatory appearances, at a rate of $.34 per mile up to a maximum of $400.00, and for meals purchased during mandatory functions, not to exceed $8.00 per meal. Optional appearances will be the responsibility of each individual. Receipts are required for all meals and no reimbursement will be made without said receipts. The noon meal during fair will be provided by the fair board at the daily sponsored luncheon. GENERAL INFORMATION 1. Use of tobacco, alcohol or drugs is prohibited by the Royalty. If deemed necessary, the queen/king, attendant and/or princess/king may be relieved of their duties by the Fair Board. 2. The Royalty committee will provide or obtain sponsorship for: a. Official wardrobe for royalty, within the guidelines of the budget. b. Official publicity photographs. c. Tiaras for royalty that are to be returned at the end of their reign. d. Sashes. 3. Royalty are not required to ride horses as a part of their official duties. If Royalty chooses to ride, each individual will be required to pass Level 2 of the riding part of the Colorado Horse Project Advancement Western by April 1st. Royalty must ride the horse identified in the 4-H program during any royalty events. 4. No friends, male or female, are allowed to tag along with royalty when they are serving in an official capacity. Public displays of affection are not considered to be in good taste when representing the fair. Consequences and penalties will be assessed by the committee or the Fair Board. COMPETITION 1. The Weld County Fair Board and Royalty Committee have complete authority over the entire Royalty program and all events and activities which involve the applicants. 2. Any problems or complaints that might develop are to be reported directly to the chairperson of the Royalty Committee immediately. Conduct unbecoming to the program will lead to disqualification from the competition. All Royalty and parents will be required to sign a Weld County Fair Royalty Contract and Volunteer Release Form immediately following their selection. 3. Dress for the Weld County Fair Royalty competition will consist of professional attire. Boots and hats are optional. Please keep in mind that selected royalty will be required to dress in western attire during their reign. 4. Parents, relatives and friends are encouraged to watch the Royalty competition; however, at no time will parents, relatives or friends be allowed to interfere with the judging process or to talk with the contestants except during breaks in competition. The Royalty committee reserves the right at its sole discretion to reject any applicant whose behavior is inappropriate with the purpose of the Weld County Fair Royalty program. JUDGING CRITERIA 1. Judges are instructed as to the type of royalty the Fair Board is seeking. 2. Each contestant will be evaluated on areas such as, but not limited to, personality, school and community activities, scholastic achievement, overall appearance (including poise and grooming), knowledge of 4-H, FFA, and the Weld County Fair, answers two impromptu questions, personal interview, prepared speech, contestant luncheon and modeling. 3. Each contestant will be evaluated on the preparation and presentation of a prepared speech. The speech topic: How has 4-H or FFA impacted your life and how would you encourage other youth to get involved? Queen/King candidates must prepare a 3 to 5 minute speech and the Princess/Prince candidates must prepare a 2 to 3 minute speech.
