Summary / Around the time when NDPHS adapted its Strategy
Note 2020, a revised Action Plan of the EOSBSR was
agreed with the EU Member States concerned. The
NDPHS had contributed its input to the latter plan, and
more specifically its Health Policy Area section. This
section and the NDPHS Strategy 2020 closely coincide
in terms of the focus and scope.

Introduction
The NDPHS Strategy 2020 is a guiding instrument assisting the Partner Countries
and Organisations in their joint efforts to achieve, within the available resources,
improvements in six priority areas agreed upon by the NDPHS Partners during the 10th
ministerial-level Partnership Annual Conference. Some of the activities defined under
the six priority areas will be implemented by the Partnership on its own, whereas others
will require involvement of other organizations and stakeholders.
Furthermore, the NDPHS Strategy 2020 aims at increasing the recognition of health
and social well-being on the political agenda in the Northern Dimension area and to
ensure a broader stakeholder commitment to include the aspects of health and quality
of life in policy-making. To help operationalize the Strategy, the Partnership will soon
adopt an Action Plan, which will set out specific activities to be implemented by the
Partnership by 2017.
In parallel, the EU has, after extensive consultations with the Member States and
regional stakeholders, finalized the revision of the EU Strategy for the Baltic Sea
Region, which was subsequently presented at the 6th Annual Forum of the EUSBSR
(15-16 June 2015, Jūrmala, Latvia). Thanks to the NDPHS cooperative effort, Health
remains among the Policy Areas within the Action Plan. Six actions to achieve its goal
of improving and promoting people’s health, including its social aspects have been
included following the proposal submitted to the European Commission by the
NDPHS.
