Purpose of the
job
Specific duties
The Head of Public Affairs and Policy is an outwards
facing role which will work across government and
parliament to influence policy and legislation in the
best interests of children.
• You will lead a small team of policy analysts, helping to
shape their work, set priorities in consultation with the
Director of Strategy and Advocacy, and identify
opportunities for Children’s Commissioner interventions
in policy and public debate.
• You will identify opportunities for the Children’s
Commissioner to have a real impact on policy and
deliver positive change for children, with a focus on
children in the care system and those with hidden
vulnerabilities.
• Armed with the very highest quality evidence and policy
analysis from our strengthened core team, you will
achieve recognition for our agenda throughout Whitehall
and turn policy propositions into real legislative and
regulatory change.
• You will establish the authority and credibility to be
recognised and respected as a voice across Whitehall
for vulnerable children.
• You will write and produce fluently argued, highly
credible policy reports and documents, both for
publication and to influence internal policy development.

Person Specification
Knowledge and experience
Detailed knowledge of the policy landscape for children would be an advantage, but
is less important than a thorough knowledge of Whitehall, Parliament and the
legislative system. We also welcome applications from those without direct public
affairs and policy experience but with relevant professional backgrounds, for
instance in media or law. Extensive and proven track record in public affairs or
advocacy is essential.

An exceptional networker with the ability to build strong relationships with leaders
and opinion formers across Government and Parliament.
Excellent interpersonal skills
An outstanding written and oral communicator.
Ability to analyse and distil large amounts of information, sometimes swiftly, and
formulate highly credible policy positions.

Commitment to social justice and to securing optimal outcomes for vulnerable
children.
High level of personal integrity
Able to travel regularly throughout the UK
Positive, forward looking and solution focused, with strong initiative.
