There were 7 homeowners in attendance. Topics brought to the Board were:
 Homeowner African Bees update.
 Homeowner concerns with pocket Gophers in the greenbelt.

Motion to approve the consent agenda that includes:
 The board meeting minutes from September 26, 2016

James motioned, Becky seconded, all in favor, motion passed.
Management Report
- Process of hiring new Communications Coordinator.
- Investigating some website options that may be a better fit for Power Ranch.
- Randy Ferris joined our maintenance team.
- The Knolls Committee met and reviewed the proposed budget for 2017, no increase in assessments,
however, Pool 4 (Sycamore) will be the only pool heated as of January 1, 2017 in the Knolls.
- The Villages increase is for SRP increase, landscape contract increase, landscape refurbishment and tree
removals.
- Master budget reflects a 2.25% increase to $242 per quarter; an annual fee of $968.
- Provided the Town of Gilbert Prosecutors a summary of damages from the July accident in the Knolls.
- The Landscape Committee met and reviewed recommendations and budget reductions. The Memorial
dedication has been scheduled for November 22, 2016 at 10:30am.

Mosquito complaints, we are cleaning drainage culverts and treating standing water with vectobac tabs to
prevent breeding.
Mountain View - Mega Double Tower installation should be around November 7th.
Four Peaks has completed the scalping and over seeding. They are currently installing flowerbeds.
Streetscape tree trimming program is offered during November.
Town clean up on vacant lots on the NE corner of Germann and Ranch House Parkway.
Painting submittals continue to be consistent, 30 or more per month.
Working with the Town on streetscape tree concerns.
Lifestyle Report
Garage Sale turnout was great. October events included Cookie Baking Contest, Canvas and Cocktails,
Community Garage Sale, Books at the Farmer’s Market, Angry Bird Movie Night, Harvest Festival and Scarecrow
Row. Lisa provided the November calendar.
Action Items
- Little Libraries
Homeowner would like to install two little libraries that are gifted with no cost to the Association.
Motion to approve installation of two little libraries, one at the Groves Park area and one next to the Lake
Pavilion by the bench.
James motioned, Gary seconded. All in favor, motion passed.
- Paint Variance Request
Homeowner on Carriage Way requested the Exterior Paint scheme that was painted on their house be approved
by the Board.
Board discussed the exterior paint scheme that was painted on the house with the homeowner. Board
recommendation is to repaint the house with the approved paint scheme or submit a new paint scheme to the
DRC for approval.
James motioned to table this item, Becky seconded. All in favor, motion passed, item tabled.
- 2017 Operating Budget and Assessment Rate
Board reviewed The Knolls 2017 budget.
Motion to approve The Knolls 2017 Budget with no increase in assessment.
Becky motioned, Robert seconded, all in favor, motion passed.

Board reviewed The Villages 2017 budget.
Motion to approve The Villages 2017 Budget with an increase to $37.50 per month, $112.50 per quarter (7%
increase).
James motioned, Becky seconded, all in favor, motion passed.
Board reviewed The Power Ranch Master Association budget.
Motion to approve the Master Association 2017 Operating Budget with a 2.25% increase to $242 per quarter or
$968 annually with the addition of one part time staff member.
James motioned, Becky seconded, all in favor, motion to deny passed.
Information Items and Community Reports
- President
Reminder Higley breakfast is Wednesday at 7:30am, community outreach event. November 4th is the Pow Wow
8:00am, highly recommend attending.
- Treasurer
The September financial statement and variance report has not yet been distributed. However, the financial
statement reflects a consolidated net income of $20,905.62 for the month verses a projection of a $22,011 loss.
The net income for the year is $326,338.56 but a number of budgeted projects have not yet been completed this
year including drywell cleaning. The Villages reflects a profit of $314.50 for the month and a loss of $140.08 for
the year. The Knolls reflects a profit of $4,240.19 for the month and $44,837.07 for the year. Accounts
receivable decreased from the prior month by $47,092.45 due to continued diligence on collections. There were
45 home sales recorded in September. The Association has recognized $129,924.42 more income than budgeted
due to working capital, activity income and pool card income exceeding budget. Both interest fees and sanctions
billed to accounts are higher than budget although not necessarily collected. The balance in the Capital
Improvement Fund at month end is $170,312.91.
- Budget Finance
2017 Budgets. Next meeting is November 16.
- Design Review
The committee met on October 4. Next meeting is November 1.
- Knolls
2017 budget and approval of heating of only one pool in the Knolls - Pool 4 (Sycamore). Next meeting is
November 21.
- Landscape
The committee met on October 18. No meeting in November.
