Oldham Council Greenhouse Gas Emissions The Government is requesting that each local authority publishes its own greenhouse gas emissions (GHG) report locally on its own website. This is to support the localism agenda by ensuring local authorities are accountable to their local people for their green house gas emissions. The Government’s request can be seen here http://www.decc.gov.uk/en/content/cms/statistics/local_auth/ni185/ni185.aspx The council will report its emissions annually as we work to reduce our emissions by 15% by March 2014. Authority Information: Oldham Council 2. Reporting period: 2012/13 3. Approach: We have followed the Government’s guidance (‘Guidance on how to measure and report your greenhouse gas emissions’, Defra) on how to measure and report greenhouse gas emissions. 4. Organisational boundary (data collected): We have used the financial control approach to determine the activities on which we have collected data i.e. we are collecting data on activities for which we direct the financial and operating policies. 5. *Operational scopes: We have measured our scope 1 (emissions released by activities owned or controlled by our organisation), scope 2 (Emissions released into the atmosphere associated with our consumption of purchased electricity, heat, steam and cooling) and significant scope 3 (emissions that are a consequence of our actions) emissions. 6. Our data currently excludes waste GHG reporting data 7. Base Year: Our baseline year is 2010/11. 8. Targets: The aim of the current programme is to set out how the Council will achieve a further 15% reduction in its scope 1 and 2 carbon emissions by Summer 2014. 9. Data Management: The council’s environmental management system was accredited to ISO14001 in August 2012 and will help the council record and monitor GHG emission data. Page 3 of 3
