BECKER COLLEGE - BIDS DIGITAL GAMES INSTITUTE NEW VENTURES CENTER
BECKER COLLEGE Invitation for Bids Massachusetts Digital Games Institute New Ventures Center Becker College, a
Massachusetts non-profit educational institution with a business address of 61 Sever Street, Worcester, MA 01609 (the "College"),
invites qualified contractors to submit sealed competitive bids to serve as the prime contractor for the renovation and rehabilitation of
a former residential structure located at 80 William Street, Worcester, MA, to house the Massachusetts Digital Games Institute's New
Ventures Center (the "Project"). 1. Project Description The Project consists of improvements to the former Higgins House, located at
80 William Street, Worcester, MA, and includes the rehabilitation of approximately 18,626 sq. ft. of space of a two and one-half story
former residential unit and an associated carriage house. The completed improvements will serve as the new site of the College's
Massachusetts Digital Games Institute's New Ventures Center. The Project consists of three site areas: (1) The Higgins House
(approximately 16,043 sq. ft.) - to include new multipurpose meeting rooms, business assistance space, computer labs and other space,
other elements include fire protection, HVAC and electrical systems; (2) an addition to the Higgins House (approximately 2,583 sq.
ft.) - to include new stairs and accessible elevator to be attached to the north wall of the existing main house, elements also include
windows, doors, roof and elevator structure; and (3) the existing carriage house (1,629 SF) - to include a new computer and seminar
classroom, building elements include two ADA accessible bathrooms, mechanical system, electrical system and technology
infrastructure. The Project is partially funded by a grant from the Economic Development Administration ("EDA") of the U.S.
Department of Commerce. The Project is subject to rules and regulations of the EDA, including a requirement to maintain weekly
payroll records, equal employment opportunity clauses and affirmative action requirements (as defined in the regulations of the
Secretary of Labor at 41 C.F.R. chapter 60) and wage rate requirements of the Davis- Bacon Act, as amended (40 U.S.C. section 276a,
et seq.). The Project and contract for construction are subject to and will include the EDA's "Standard Terms and Conditions for
Construction Projects" and the "EDA Contracting Provisions for Construction Projects". Time is of the essence for the completion of
the Project. The Project must be completed within two hundred seventy days (270) from the date of award of a contract for
construction. 2. Complete Bid Packets/Invitation for Bids Complete bid packages, including plans and specifications for the Project,
may be picked up at Nashoba Blue, Inc., 433 Main Street, Hudson, MA (tel: (978) 568-1167) upon presentation of a non-refundable
payment of $150, in the form of a company or certified check drawn on a responsible bank or trust company, payable to Nashoba
Blue, Inc. Contact Nashoba Blue, for any additional mailing costs. Digital copies of the documents will not be available. It is strongly
recommended that interested contractors seeking copies of the bid package call Nashoba Blue, Inc. for availability of same, prior to
arrival. A bid must include all sums required for all general construction, sub-trades, labor, materials, permits, licenses, insurance, and
work incidental to and required for the construction of the Project. 3. Pre-Bid Meeting A voluntary pre-bid meeting will be held at the
Project site at 80 William Street, Worcester, MA on Wednesday, January 20, 2016 at 10:00 a.m. - 2:00 p.m. Interested contractors are
encouraged to attend. Interested contractors will have an opportunity to view the Project site during the Pre-Bid Meeting. 4. Questions
and Addenda Questions regarding this Invitation for Bids and the bid documents must be submitted in writing, no later than five (5)
days prior to the deadline for submittal of bids, to the following email address: [email protected]. Questions received
within five (5) days of the deadline for submittal of bids will not be answered. 5. Deadline for Submission of Bid Bidders must fully
complete, sign and submit the Bid Form provided in the Invitation for Bids. Bids must include pricing for each Alternate work item as
listed on the Bid Form set forth in the bid package. Bidders shall provide one (1) original and five (5) copies of their bid submission.
Every bid must be accompanied by bid security in an amount of five percent (5%) of the total bid price. The form of bid security may
be a bond or a cash deposit in the form of a certified check, treasurer's check or cashier's check from a responsible bank or trust
company, payable to Becker College. The bid security shall guarantee the bid price submitted. If the selected low bidder will not
honor its bid price, the College may collect all or part of the bid deposit. A completed Bid Form may be submitted or mailed,
addressed to Becker College, Office of the Vice President for Finance and CFO, 16 Roxbury Street, Worcester, MA 01609, in a sealed
envelope marked "Becker College - Bid for New Ventures Center, 80 William Street", with the bidder's name and address on the
envelope. The Office of the Vice President has regular business hours of 10:00 AM - 4:00 PM, on weekdays. All bids must be
delivered by no later than 2:00 PM on the 16th day of February, 2016 (the "Bid Deadline"). 6. Public Bid Opening Bids will be
publicly opened at 2:30 on the day of Bid Deadline at Becker College, Office of the Vice President for Finance and CFO, located at 61
Sever Street, Worcester, MA. The College will (1) publicly open all bids timely received, (2) if practical, read the bids aloud to the
persons present, and (3) have the bids recorded. The College reserves the right reject all bids or to cancel this Invitation for Bids at any
time prior to execution of any contract. The issuance of this Invitation for Bids does not obligate the College to award a contract for
