REGULATIONS Updated December 2015
APPLICATION AND INTERPRETATION OF THESE REGULATIONS
Any matter not covered by these Regulations shall be decided by the Netball Waitakere
(NW) Board in accordance with the Netball Waitakere’s Constitution.
The NW Board delegates interpretation of these regulations to the NW Management
and t h e i r respective advisors.
Any member has a right to appeal a decision made under these regulations to the NW
Board. Any appeal made to the NW Board must be made in writing within 7 days of the
determination being given to that member. Any determination of the NW Board
may be appealed as per the NW Constitution.
NW reserves the right where a regulation is causing confusion or an error has
been made, to correct and update the regulation accordingly. Any corrected
change shall be advised in writing/electronically to the membership, whereby a 7
day period will be given to appeal the specified change.

PART 1 – NETBALL WAITAKERE CODE OF CONDUCT
1.0
Netball New Zealand General Code of Conduct and Ethics
NW and all members of NW are affiliated to Netball New Zealand (NNZ) and
therefore are bound by the rules, regulations and code of conduct of NNZ, which are:
• Be aware of, and maintain an uncompromising adhesion to NNZ standards, rules,
regulations and policies.
• Operate within the rules of netball including national and international guidelines which
govern NNZ, the Zone and Centres.
• Do not use your involvement with NNZ, a Zone or Centre to promote your own beliefs,
behaviours or practices where these are inconsistent with those of NNZ, a Zone or a
Centre
1.1
NW’s Code of Conduct governs any member, player, team, umpire, coach, manager,
volunteer and any other person who, participates, spectates and/or is involved in any way
in any activity held at NW’s facilities or is involved in any activity under the auspices of
NW.
Netball Waitakere undertakes to foster the development of netball for all ages and
abilities through participation. All those involved are strongly encouraged to display and
support fair play and sportsmanlike behaviour at all times.
1.2
ZERO TOLERANCE
Violence will not be tolerated in any form, from any player, coach,
umpire or spectator either representing Netball Waitakere or within the boundaries of The
Te Pai Centre including the carpark. The infringements and penalties are set out fully in
Schedule 1 of these Regulations.
PART 2 - MEMBER REGULATIONS
2.0
MEMBERSHIP
1.
Clubs, schools, teams and individuals shall apply and are accepted for
membership by completing the required documentation and payment of fees.
2.
Entry fees and registration fees are determined by the NW Board year by year.
3.
Fees shall be payable on the date determined by NW. Should fees not be paid by
the designated period see section 5. NW reserves the right to remove a team or
club for any nonpayment.
4.
NW reserves the right to refuse membership under NW’s Constitution.
5.
Where players play in two different competitions i.e. WASSC/Netball Waitakere
they pay fees for both those competitions.
2.1
Individual Membership
Individuals may apply for membership by completing a membership form and paying the
required fee or the individual’s election or appointment as an officer, appointed
personnel, a club official or school official. Netball Waitakere reserves the right to refuse
any membership application.
2.2
Consultation with Members
Delegates meetings for clubs and/or schools shall be held as required. Written/electronic
notice of meetings shall be sent to all affiliated clubs/schools. These meetings are held in

order to keep members informed of NW’s activities and give members an opportunity to
make recommendations and bring any matters to the attention of NW.
NW will consult/communicate regularly with members via e-mail, written
communications, telephone and meetings. Feedback is sort through all mediums.
2.3
Male Netball
Subject to the Human Rights Act 1993, Public Act 44 and 49 and the NNZ
Harassment Free Regulations, male/s over the age of 12 years, may only play in
competitions after approval from Netball Waitakere. Refer Schedule 3 of these
Regulations.
3.0
3.1
COMPLAINTS PROCEDURES
Complaints Process (See Part 6 – Schedule 2: Complaints Process Flow Chart)
Any person may lodge a complaint with NW concerning:
a)
A member (including a player, umpire, coach, team official, Netball Waitakere
employee, or executive? Board member);
b)
A supporter or other person attending a game or event.
c)
A team as a whole
3.2
A complaint that affects the outcome of a game must be bought to the attention of
the Games Convenor or Games Controller during that game or immediately following the
game. Where a complaint lodged with the Games Convenor or Games Controller during
the game or immediately following the game is not resolved to the satisfaction of any
party, either party may lodge the complaint with NW by:
a)
Making the complaint in writing, on an official ‘Complaints Form’, to the Netball
Manager, together with a fee of $20.00. This fee will be refunded to the
complainant if the complaint is upheld.
b)
Within 48 hours of the situation being complained about.
In exceptional circumstances the NW Board or the Judicial Committee may, in their
absolute discretion, consider complaints received outside this period following the event
being complained about.
3.3
3.4
The subject of the complaint may be one or more of the following;
a)
Breaches of the Code of Conduct including verbal or physical abuse, assault,
threatening behavior or harassment by a member or a supporter;
b)
Standard of umpiring or timekeeping;
c)
Illegal, unregistered or non-financial members playing a game;
d)
Breaches of NW’s constitution, regulations or policies;
e)
Any other conduct or incident which NW Board or Judicial Committee considers
may be subject to these regulations.
Categorisation and Referral
On receipt of a written complaint, NW shall make an initial assessment and investigation
which may involve additional relevant parties and request submissions or any other
appropriate actions. NW will categorise the complaint as one of the following:
a)
Minor;
b)
Further action required; or
c)
Serious
NW May request the assistance of the Judicial Advisory group to categorise complaints.
After investigation, NW shall refer serious complaints or complaints requiring further
action to the Judicial Advisory Group. All minor complaints shall be referred to the Netball
Manager.

3.5 Judicial Advisory Group
The Judicial Advisory Group will consist of a minimum of three persons appointed by NW.
On receipt of a written complaint the Judicial Advisory Group shall investigate that
complaint and make a decision.
If a request for assistance in categorising complaints is received from NW then, for the
purposes of the investigation in regulation 3.4, the Judicial Advisory Group may:
a)
Direct NW or other person to undertake work or further work on its behalf;
b)
Contact the complainant;
c)
Contact the member or supporter being complained about;
d)
Request submissions from any party or any other relevant party;
e)
Decide to call a hearing; or
f)
Take any other action which may assist the Judicial Advisory Group to
understand the complaint.
3.6
For the purposes of decision in regulation 3.5, the Judicial Advisory Group may adopt one
or more of the following courses of action:
a)

Determine that no further action will be taken
Issue a warning to the member or supporter and/or advise the club or school
or the member of the consequences of any future conduct brought to the
attention of the Judicial Advisory Group.
Require the member to make reparation in the form of apology, undertake
training or any other appropriate action.
Censure the member or supporter and/or advise the school or club of the
member or supporter of the censure.
Determine any other penalty, including suspension, monetary fine or action that
the Judicial Advisory Group determines is appropriate in the circumstances.
3.7
Subject to these regulations, the Judicial Advisory Group may determine its procedures as it
thinks fit. However, the procedure must include full and open disclosure of the complaint to
the party being complained about and subsequent full and open disclosure to the complainant
of the response from the party being complained about. The complainant will have the right of
reply to this response. Full and open disclosure will include all written, verbal and other
communication. Any complaint referred to the Judicial Committee will include all such
information and communication. The procedure will adhere to the Principals of Natural Justice
as set out in the New Zealand Bill of Rights.
3.8
The Judicial Advisory Group may suspend a member prior to a decision under regulation
3.6 where it considers that suspension is necessary in the interests of NW and/or its
members.
3.9
Any written complaint or any response to a complaint may be submitted to NW on
behalf of a member or supporter, by the school or club they are associated with. The
school or club submitting a complaint or response to a complaint on behalf of a
member or supporter must provide the name or names of the member or supporter they
are representing.
3.10
Appeals
A decision of the Judicial Advisory Group may be appealed to the NW Board within
14 days’ notice of the Judicial Advisory Group’s decision. Any decision of the NW Board
may be appealed as per the NW Constitution.

4.0
4.1
FUNDRAISING AND SPONSORSHIP
Fundraising
Any member wishing to undertake fundraising activities within the environs of NW Te Pai
Centre property may not do so unless:
a)
The member has received written/electronic approval from NW for the activities
it/they wish to undertake.
b)
Has received written/electronic approval from NW for the activities.
4.2
Sponsorship Agreements
Any club, team or school who are members of NW must submit any sponsor who
shall be associated with that club, team or school at NW facilities for approval by NW.
5.0
FEES - PAYMENTS
a)
Team fees shall be determined by the NW Board and shall be payable no later
than two (2) weeks following registration for competitions each year.
b)
NW does not accept individual player payments. It is the responsibility of the
team or club to collect individual fees and pay as a team, club or school collective
amount.
c)
Should full payment not be paid for the specified team, school or club NW has the
right to remove the entire team, club or school from the competition.
d)
NW reserves the right to not accept registration for players, teams, clubs or
schools who continue to have outstanding fees.
e)
A team/club/school may enter into a payment plan with NW only following
application and approval from the NW Board. The payment plan will incur
administration fee equal to 15% of the total fee owing.
6.0
SMOKEFREE
a)
All NW buildings and property are Smokefree. No person may smoke while in any
of these areas nor may any person advertise or sell tobacco products while in
these areas. No member shall be permitted to be sponsored by a tobacco
product, manufacturer, seller or promoter of tobacco products.
b)
Chewing gum is not permitted within the indoor/outdoor court enclosure. Nor
within the Te Pai Netball Building.
7.0
SAFETY
All animals, other than guide dogs, are not permitted in NW buildings or property.
Persons with bicycles, skates, skateboards, rollerblades, scooters or other similar devices
are not permitted in NW’s court enclosure and buildings.
8.0
PRIVACY
NW acknowledges the provisions of the Privacy Act 1993 and its amendments (“the Act”).
When collecting personal information NW will comply with the Act and these regulations

9.0 REPRESENTATIVE PLAYER ELIGIBILITY
NW members are governed by the Netball Northern Zone and Netball New Zealand
regulations. Refer to the Netball Northern Zone website.
a)
A player shall be registered with only one Zone in any one calendar year (1
January to 31 December inclusive).
b)
For a player to be eligible to represent NW a player must be registered with NW
at the time of playing. If registered in more than one Centre within the same
Zone, a player must, at the time of registration, nominate which Centre they shall
be available to represent.
c)
If a player who is registered with NW (and has indicated NW as the Centre it
wishes to represent) is not selected to play for NW, that player can apply to
NW for a written release and transfer to play for another Centre.
10.0 REGISTRATION
10.1 Number of Players
All teams must have a minimum of seven (7) registered players on their team registration
sheet, with a maximum allowance of (12) players except for:
Club Premier Grade
a)
Teams may consist of up to fifteen (15) players. Teams must nominate the twelve
(12) players for each game.
b)
Under exceptional circumstances one of the 15 players may be temporarily or
permanently replaced on application to NW. Exceptional circumstances are:
Franchise netball obligations, and International duties – NZ, Samoan, Fijian, etc.
c)
Approval for an “exceptional circumstance” must be applied for in writing and
accompanied by the appropriate documentation. The written request must be
submitted to NW for approval no later than 48 hours (2) days prior to the
game in question.
d)
If the request for an exceptional circumstance is approved, a player from a
lower team may play up with no penalty – i.e. they will not be deemed to have
played up but filled in as an exceptional circumstance replacement for the
exempted player.
e)
If a player is registered as a replacement, that player may not be replaced
during this time and will be deregistered if/when the exempted player returns to
the team.
10.2 Registration Areas
A player who is registered with NW, and not selected to play for NW can apply to
NW for a written release and transfer to play for and register with another Centre and
may only play for the Centre if NW agrees.
10.3 Additional Players
A player may be added to a team during the season (by completing the additional player
form and paying the applicable fee) provided the team is still within their allocated player
numbers in accordance with the following:
a)
Club Premier Teams must register Additional Player Forms with the NW office a
minimum of 24 hours prior to the start of the next competition game.

b)
All other competition grades may register additional players at any time prior to
the additional player’s first game by completing the Additional Player Form and
paying the applicable fee at the NW control room.
c)
If the additional fee is not paid prior to their first game that player will be
deemed as unregistered and the team will be penalised for playing an
unregistered player (Regulation 10.5)
d)
Additional Player Forms can be downloaded from our website at
www.netballwaitakere.co.nz.
10.4
Deleting a Player/Replacement of Registered Players
If any of the initial 12 or 15 registered players are unable to continue for the rest of the
season teams may apply in writing to the NW office, not less than 24 hours prior to the
start of the next competition game for approval to delete a player and replace with
another player. The application must give full and valid reasons as to why the player is
leaving the team and must be accompanied by supporting documentation. Application
can only be made by Club Secretaries (or approved contact person) and School Netball
Co-coordinators. Approval shall only b e granted in exceptional circumstances e.g. long
term injuries, pregnancy, franchise netball obligations, players transferring
clubs/schools/zones.
10.5
Registration Forms
By registration closing date registration forms must have a minimum of 7 players
recorded except for Club Premier Grades who must have a minimum of 10 players
recorded. All registration forms, correctly completed, must be received by the NW office
48 hours before the first grading day or that team will be penalised 4 points from the first
game of the first round of competition. This includes teams exempt from grading i.e. Club
Premier 1 Grade Teams.
10.6
Unregistered Players
10.6.1 In the event of a winning team playing an unregistered player, that team shall
forfeit the winning 4 points for the game to the opposing team plus incur a
further penalty of points. The game will be recorded as a default win and all
scores related to that game will become null and void.
10.6.2 In the event of a losing team playing an unregistered player, that team
shall incur a penalty of 4 points. This applies to both grading games and
competition games for Club Premier Grade and competition games only for
all other Club grades.
10.7
Trans-Tasman Franchise Players
Trans-Tasman Franchise players must be registered with a Club by the 31st May.
Returning Trans-Tasman Franchise players may only play in their highest ranked Club
team in the Premier Competition or their highest ranked School team in the WASSC
Competition

11.0 GRADING – TEAMS AND PLAYERS
11.1. Membership Registration and Eligibility
a)
Netball Waitakere is responsible for grading teams and reserves the right to
grade any team or renumber or rename any team.
b)
All teams are required to number or name teams on registration and nominate
the order they will play for the current season. This order shall then be
applied to the finishing position of the teams from the following season.
11.2 Grades with Restricted Entry
a)
The Premier Grade will have restricted entry. Teams placed 1 to 4 from the
previous year’s Finals Round will have automatic right of entry.
b)
No more than two teams from the one club will be permitted in any grade
with the exception of the lowest Premier grade.
11.3 Club Open College Grade
All players registered in college grades must be attending a secondary school as a
student, on the first playing Saturday of the Competition Round. If a player leaves
school through the season she is entitled to complete the season in that grade.
11.4 School Intermediate & Junior Grades
a)
All teams entered into the Intermediate Schools Competition must be School
Teams i.e. their playing members must be current pupils of that school.
b)
Dispensation to form a team: Where a school has insufficient players to form a
team, dispensation can be made for the team to consist of a combination of
players from across the school years. The dispensation request must be made in
writing and accompany the entry form.
c)
Junior – Each Year 1 to Year 8 team must have a coach or adult in charge to assist
in the administration of the game as required.
11.5 Championship Player Eligibility
Except for Franchise Players returning to the Club Premier Competition a player
cannot take part in any semifinal or final game of the competition without previously
having played in three (3) competition games in the same Club or School competition
under the control of NW.
11.6 Playing Up/Up Grading/Down Grading
a) (i) A player cannot play in a lower graded team in their own registration
area/grade. Doing so automatically defaults the team for that particular
game.
(ii) If playing in a higher ranked team within the same registration area an
application to PLAY UP form must be completed and details noted on
the back of the team card prior to the game.
b)
A Player may only play for higher graded teams a TOTAL OF THREE TIMES in a
competition season. On the third occasion the player is automatically upgraded and
becomes a member of the team last played for. When this is applied across
registration areas the player may retain registration in the lower registration area.
c)
A player that has been upgraded under regulation 11.6 b) above and who then

plays in a higher graded team will be automatically upgraded to that team.
d)
Where two (2) teams from the same club are graded in the same grade, the team
ranked higher after grading shall be considered the higher ranked team for the
first round and thereafter the same criteria shall apply at the start of each round.
e)
NW has the right to approve the downgrading of players on receipt of an application
on an official ‘player transfer form’ from a club, school or team. Such applications
shall be received 10 days prior to the competition date involved in the down-grading.
A Club/School may downgrade two players per team per season subject to written
application and approval by NW. Once a player has been downgraded she is
unable to play in a higher graded team.
f)
Applications for down-grading for all grades will only be considered in Round 1.
Downgrading will not be permitted during championship rounds and this includes
semifinals and finals rounds.
g)
Players who are downgraded in any one season shall not play for a higher ranked
team for the remainder of that season.
11.7 Player Transfers
Refer NNZ Regulations 1.6.5; 1.6.6; 1.6.7 and 1.6.8 for clarification of Transfer / Release
Clauses including Trans-Tasman League Players
11.7.1 A player shall not in any one season:
a)
Play for more than one Zone. However, a player may transfer membership from
another Zone with the approval and written application from his/her current
Zone. A player may, however, play for more than one Centre within any one
Zone.
b)
Play for more than one club within NW without first completing transfer
requirements set out below.
11.7.2 A player may transfer between Clubs/Schools within NW during the season only if:
a)
The Player Transfer form is completed in full and lodged with the NW office 48
hours prior to the player taking the court for the new team.
b)
The player shall be responsible for payment of all financial dues owing.
c)
NW approves, in writing/electronically, the player’s application for transfer.
d)
Player transfers must comply with the playing up/down grading regulation 11.6.
e)
In the event of a disagreement or where a player is refused permission to
transfer between Clubs/Schools or teams within NW, an appeal of the
determination may be made to NW Board. The NW Board will make the
determination on eligibility of a player to transfer based on reasonableness and
fairness.
A player will be limited to one application per season.
f)
g)
NW may elect not to accept registrations from a player/s who have money or
property outstanding to a previous team or club. Clubs should advise, in

writing, of any such player/s before the nominated registration date at the
beginning of the season.
12.0 PLAYING THE GAME
12.1 Deferred Games
a)
Requests for deferred games will only be considered in exceptional circumstances as
determined by NW. Teams must apply in writing to the NW office at least 7 days prior
to the advertised date of the game. All decisions are at the discretion of NW and are
final.
b)
All games must be played at the official venue unless permission has been granted
by the NW.
12.2 Time Requests
Requests for specific game times will only be considered in exceptional circumstances as
determined by NW. Teams must apply in writing to NW not less than 10 working days
prior to the start of a competition or commencement of a competition round, when a
submission may be considered. Otherwise all times will stand as per the draw.
12.3 Team Cards
Senior Open to Junior Grades
a)
All teams must collect their team card from the control office before the start of
each game.
b)
All Team cards must be completed correctly and all players playing in the game
ticked off. The completed team card must be handed to the scorer prior to the
game starting. Any additional and approved players must be recorded on the back of
the card before and during the game in the appropriate spaces.
c)
The team card must be handed to the control room at the conclusion of the game
with the appropriate paperwork completed i.e. transferring players, exempt players,
new registered players and play-up players.
Premier Games
a)
From the 15 registered players only 12 can be recorded on the team card.
b)
Only the 12 named players can take the court for that game.
c)
The completed team card must be handed to the scorer prior to the game
starting.
d)
The Coordinator will be responsible for marking off the team card after each
game as per the team sheet.
12.4 Duration and Timing of Games
a)
60 minute games will be played in 4x15 minute quarters.
b)
40 minute games will be played in 4x10 minute quarters.
c)
30 minute games will be played in 2 x 15 minute halves.
d)
Timing of games will commence with the official sound and/ or official
timekeeper.
e)
Where necessary two 1 hour/40/30 minute games may be played in
the same competition on the same day.
12.5 Injuries and Illness
Time lost due to stoppage for injury or illness in general competitions cannot be
made up. Injured players should be removed from the court as quickly as practicable
and another player may enter the court immediately, subject to the direction of the
umpires. Injury time as set out in the International Rules of Netball will be provided for
60 minute club competition games.

12.6 Points
12.6.1 Four (4) points shall be awarded for a win, two (2) for a draw, one (1) for a loss of
five (5) goals or less of the winning score; and no (0) points for a loss. A win by default
shall be four (4) points and no points are awarded to a team for a loss by default.
12.6.2 No goals will be counted for a forfeited or defaulted game, however, a team winning a
forfeited or defaulted game shall receive four (4) championship points and shall, at the end of
the round, be given an average of the goals, for and against, that it has scored during that
round.
12.6.3 Finals - at the conclusion of the final round to establish placings for the semis and/or
finals OR to determine the winners of grades the following criteria applies.
If two or more teams draw on points, the placings shall be determined as follows:
(i)
Goal ratio of the pool games will decide the placings (i.e. goals for divided
by goals against).
(ii)
If goal ratio is identical, then goal difference will be applied (i.e. the
difference between goals for and against).
(iii)
In the event of a further tie, the team scoring the most goals will be
declared the winner.
12.6.4 All Semi-Finals and Final games must end with a Winner.
Premier Grades
(i). There shall be a two (2) minute interval at the end of full time. Substitutions
and/or team changes are permitted.
(ii). Extra time of two halves of seven (7) minutes each will be played. Teams
change ends at half time with a one (1) minute interval. Substitutions
and/or team changes are permitted. The Centre pass is taken by the team
entitled to.
(iii). In the event of a further tie, the team scoring the most goals will be declared
the winner.
12.6.5 Senior Open, Open College, WASSC Elite and WASSC Open, Years 8, 7, 6 and 5. SemiFinal and Finals – In the event of a draw at full time, play shall continue uninterrupted
until one team has a two (2) goal advantage.
12.6.6 Semi Finals and Finals are only played if Netball Waitakere Calendar dates are
available.
12.7
Umpiring and Scoring
12.7.1. Each Team is to supply one umpire to umpire their own game each Saturday.
12.7.2 Failure of senior and college, including WASSC teams to provide an umpire will result in
that team playing with six (6) players, the seventh player is to be available for umpiring
for the duration of the whole game.
12.7.3 Failure of Junior and Intermediate teams to honour their umpiring duties will result in
that team losing by default.

12.7.4 Complaints regarding umpiring decisions will not be accepted unless a NW Official has
been called to the court during the game in question.
12.7.5 Complaints regarding the official score will not be accepted. It is the team’s responsibility
to ensure that the correct score is recorded during the game on the official score card.
12.8 Defaults
a)
Teams must be on court ready to commence play when the official sound is
sounded to start play.
13.0
b)
Five (5) players constitute the minimum number for a playing team.
c)
Any team fielding fewer than five (5) players fully registered in that team shall
default the game.
d)
Teams who wish to default games, must advise NW as soon as they are aware
they will be defaulting. If defaults are notified prior to the competition day, NW
will attempt to contact opposition teams. If defaults are notified on the
competition day NW will attempt to advise the non-defaulting team of the
default.
e)
Teams who have been advised of a default do not have to turn up to the Te Pai
Centre in order to gain the win by default points.
f)
If a team defaults three (3) times in a season including grading games, they will be
deemed uncompetitive and removed from the competition effective immediately
following the third default.

Following a decision by NW Officials’ responsible for that competition, cancellations
will be advertised as follows:

14.0 TROPHIES
All trophies remain the property of NW and NW will be responsible for all engraving on
trophies.
a)
No person (Trophy winners) may remove trophies from the place of presentation.
Trophies will be presented to teams at prize giving and immediately handed back
for displaying at NW, Te Pai Centre. If a team wishes to take the trophy for
photographic or other purposes a release form must be signed by an official
and/or responsible school and/or club member.
b)
Trophies must be returned to NW within 2 weeks of the Prize Giving in
question. Failure to return a trophy(s) may incur a fine of $50

TRAVEL
NW affiliated teams intending to take part in any matches overseas may do so only if:
a)
They complete the required forms for travel.
b)
Apply through NW to Netball New Zealand for approval to travel overseas
c)
A minimum of 4 weeks’ notice is required for overseas
d)
Receive approval from Netball Waitakere for travel.

16.0 UNIFORMS
a)
Each club/school/team shall each year upon registration, will register, on an
official ‘Uniform Registration’ form the colours and style of uniform (skirt and
top, shorts and top or dress) to be worn by each relevant team registered.
b)
All Clubs/Schools/teams as part of the registration process must provide a
colour photo with the Uniform Registration of their uniform colours and style
for reference purposes.
c)
A Club/School/Team may apply for a new/altered uniform provided the
Uniform registration form is submitted to NW for approval prior to
registration.
d)
Dispensations to player uniform requirements (due to medical, religious or
cultural reasons) must be applied for by completing the official Uniform
Registration form and approved by the Games Convenor.
e)
A Temporary uniform dispensation must be applied for by completing the
official Uniform Registration form for approval by the Games Convenor
and will only be considered for the grading rounds.
f)
All team players shall take the court wearing the registered club/school/team
uniform.
g)
Tracksuit pants, compression tights or long pants are not permitted as part of any
playing uniform. Any under garment must not be visible outside the playing
uniform when the player is standing.
h)
Any player not in correct uniform (without approval for dispensation) will
not be permitted to take the court.
i)
Only suitable sports shoes may be worn.
j)
The initials on the bibs shall be of 150mm size and shall be worn above the waist,
front and back.
k)
No headwear or head coverings unless dispensation has been approved or visible
body piercing is to be worn.
l)
No item of jewellery except a wedding ring and/or a medical bracelet shall be
worn. If either or both are worn, each item shall be fully concealed by strapping
tape.
m)
Hair braiding or hair adornments must be securely contained so as not to cause
injury or interfere with play.
17.0 CHANGES TO THESE REGULATIONS
These regulations may be cancelled, amended or supplemented by submitting a remit
to the AGM for consideration and voting.

SCHEDULE 1
ZERO TOLERANCE PROCEDURES
1.1. Any physical action such as a punch or slap by a player during a game or within the
boundaries of The Te Pai Centre, whether intentional or in retaliation will result in an
automatic stand down of 2 weeks from games.
1.2. Any physical (rough play) or verbal abuse given by a team and/or players to opposition
player/s, umpires or other officials will result in the following procedures being
implemented.
1.2.(a) Abuse by a team or player/s on court to the Umpire/s or Opposition players
will be given a warning by the Umpire, which may result in the player being stood
down for a number of goals as decided by the Umpire. A Games Management
Official will also be called to the game. The Umpires involved may also submit a
written report of the incident to the Games Convenor if they consider the alleged
abuse is serious. If this occurs a written report will also be requested from the two
teams involved.
1.2.(b) The Netball Manager, will make a decision, based on the reports, on the next
steps the Centre will take.
1.2. (b) i. If a complaint is not lodged with Netball Waitakere officially, the team or
player/s may be reprimanded and an official warning issued. . Player/s who have
been reported to Games Committee for abuse to either umpire/s or opposition
player/s will have their names listed and for every two reports of name will result in
an automatic stand-down of one (1) week’s game.
1.2.(b) ii. If a complaint is lodged with the Netball Manager, the Netball Waitakere
Regulations will govern the procedures and actions to be taken
1.3. Spectators whose behaviour is not acceptable are also under the jurisdiction of Netball
Waitakere.
1.3 (a) The Umpires will send for a member of the Games Committee to attend
Courtside to observe the complaint area; talk with the person concerned and issue a
warning if necessary.
1.3 (b) If the spectator continues to be disruptive they will be asked to leave the
court enclosure. The club/School/Team will be advised of this person’s behaviour.
1.4. No alcohol or other illegal substances will be permitted in the immediate surrounding of
The Te Pai Centre. In serious incidents the Police will be notified.

SCHEDULE 3
MALE NETBALL
1. Boys up to the age of 12 years are entitled to participate in netball without limitations.
2. Males, who are 12 years and over, and in Years 7 and 8, may continue to play at the discretion of
Netball Waitakere. Requests must be sent to the Netball Manager at least 2 weeks prior to the
competition (in which the player will be playing) starting.
3.
A maximum of 3 boys may play on court at the same time, provided there is only one boy in each
third of the court i.e. goal third, centre third, defence third. This applies to all competitions where
boys are permitted to play as well as Social and Summer League Mixed Competitions.
4. On receipt of a written request to the Netball Manager, either by electronic mail or other form of
visible communication, Netball Waitakere will make a decision on males 12 years and over playing
in regular Netball Waitakere Competitions. This will involve considering the

b. NNZ Harassment Free Netball Regulations in which Discrimination is set out quite
clearly.
c. Human Rights Act 1993, Public Acts 44 and 49 which relate to sporting organisations.
